Okay, Alameda County was one of several counties looking at a Pilot Program to implement lauras law, assisted outpatient treatment for those who dont voluntarily go to treatment. So it would be basically saying if you dont take your medications, we will administer them for you and if you have repeated lockups in the mental facility, we would have the right to put you in a facility for what, up to a year . No, its much less than that. Its outpatient treatment, first of all, so its not a locked facility, and it does not allow you to force someone to take medication. It puts you in a Mental Health system, you live at home, but you go to treatment during the day. What if you do dont go to treatment . If you dont go the treatment, the person who applied can bring you back to court. Isnt that what we have now . People going in and out of court. I thought the point of lauras law was trying to get people off the streets and into help whether they wanted it or not . Well, it seems to have worked in other counties. Right now, the other option you have is to apply for full conservatorship. Say i apply to con serve tour ship of you, i make all the decisions regarding your care. This is a step less than that. It means a court orders the patient into outpatient treatment. Okay, and yet, it failed to pass, even the sort of watered down version of a Trial Program couldnt muster the votes. It was only a 5 person pilot. What was the objection . I think there was arguments on both sides. Many consumers of Mental Health feel that this is an inhumane program, so there are arguments on both sides. What is the inhumanity was . They feel no one should be forced to have treatment but i pointed out right now, alameda has the highest rate of 51 fifties, 91 a month, someone is forced into 72 hours for a locked facility. If somebody is mentally ill and dont seek treatment, it is considered inhumane to have them get treatment . The idea is you shouldnt force anyone to do something that they dont want to do. Okay, but isnt that how some of these people wind up on the streets, theyre not able to make that call . Well, i voted for it, so i believe this is more humane than calling the police and putting someone in a 72 hour hold. And where does this go from here since you didnt get the votes . What happened is after it failed, the Mental Health department convenes some groups and come back with a recommendation in a couple of months. It may be the same recommendation or a different recommendation. Is this the situation where we have Mental Health advocates and Mental Health professionals on two sides of the issues or combined . The two sides are more of the consumers of Mental Health and the families. Thats the way it breaks down in a general way. Its the families who really want an option to take care of their loved ones. We have parents who arent able to get their 18yearold or older children into care. And the consumers on the other hand who came down, who said voluntary treatment is best, which i agree with, but the point is, the people who came down had all voluntarily gone to treatment. We didnt see the people who wouldnt go into treatment. Do you think there will ever be a compromise on this . I certainly hope so. Since our debate in march, i believe, l. A. County and San Francisco county, which are large counties have fully passed lauras law, so i think now theres more of a precedent for Alameda County to go forward. Anybody on the streets, lets try to get them help whenever we can, right . Right. This is the least restrictive way that we can get people who otherwise wouldnt seek help to have help. You know, you can always escalate the amount of force you want to use and once you come out with a high level of force, its hard to deescalate, so i think for the most part, San Francisco had it right. When we look at the police of today versus yesterday, where are they getting this equipment and the department of defense since 9 11 is giving to them or passing it out, small towns now have armed vehicles, we have grenade launchers out there in the hands of police what is going on . Yeah, these are, i guess, army surplus that are readily available at very reasonable prices. Given 9 11, its equipment the police can use in a major confrontation and enemy combatants or things of that nature. In San Francisco, we had over 200 demonstrations a year. Are you going to bring out all that equipment when these people are simply using their First Amendment rights . I dont think you want to do that. One of the questions is, you have San Francisco, which is training a lot with demonstrations but what happens when you go into smaller towns like ferguson. They have the equipment but not necessarily the pr savvy about what theyre dealing with . I feel for not only the citizens of ferguson, but the Police Officers there. Very difficult task for a Small Department to deal with a large demonstration. I expect they havent had a lot of experience doing that and i suspect they havent had a lot of training. It required a twothirds vote, so it was sort of a rare opportunity for republicans in the legislature to really exercise a little muscle because theyre actually important to this vote, which is not the usual state of affairs they wound up getting an extra half billion dollars for the dam, something democrats werent too comfortable with. What does it mean for sear a club . For environmental purposes, there is a new correlation. Its the governor and the majority. It was interesting, jerry brown, originally said no to an 11 billion bond, although that bond was okay. They told me if the governor came out for it, it might have passed. He said, im not going for the high amount. Keep in mind, phil, that was 2009. He took the pork and the pork from the people he passed on so to speak. Do you think this is a shift change in the legislature and how things are getting done . Probably not. I mean, its still happening at the last minute and they still had to sort of delay the processing the ballots, for goodness sake. This year with the drought, the water is sort of on peoples minds and i think this year has a better chance of passing than anyone predicted in 2009 when they put this together. Polls indicated people might be willing to vote for this, but the governor and what does this say about him and his place in sacramento right now, it says exactly where jerry brown wishes it to say. I am the guy running the state. I am the solution to the problems and i want you, the people, including the legislators, to follow me and believe me, they will. The polling you referred to earlier, yes, it was showing on a Positive Side but now theres no question, theres no opposition to this measure whatsoever. Some people stopped by for a guided tour and others looked at the new interactive 9ers museum. I asked a father and son here how they liked the new stadium. I like this one. Its nice.
