A teenager is dead and three others are wounded after a shooting overnight in windsor in Sonoma County. It happened in front of a home on windsor avenue where a party was going on. A teenage boy was shot in the chest and later died at the hospital. Two surviving victims have leg wounds and another was shot in the hand. A suspect still at large. He was last seen wearing a black shirt and sweat pants riding in a blue nissan. In developing news this morning, federal investigators headed to the site of a deadly plane crash in livermore. It was an experimental stain. The cockpit was engulfed in flames that forced to jump from a parachute. The plane caused an acre brush fire after it crashed. A possibility that the flames were going into the cockpit area or could have been forced out of the plane. We dont know that. The pilot died on impact and his identity hasnt been released yet. There were no other passport. In San Francisco, it will be closed for the second day in a row. To relief congestion and protect pedestrians and tourists were supposed to stay on the sidewalks. Two major cell phone makers have had a change of heart over the last few days. When cell phone levels hit epidemic levels, they got the cell phone industry that responded. I was told that the technology was not possible today. Reporter when iphone thefts dropped, Law Enforcement called for a mandatory kill switch and the cell phone industry responded again. I was told it could affect national security. Reporter when thefts of samsung and other devices without a kill switch continued to surge and state lawmakers introduced the bill to make them mandatory, again, the cell phone industry responded. I was told that a victim of Domestic Violence maybe procolluded from dialing 911 and he decided to assault her. He announced both google and microsoft agree to add kill switches to their phones. Combined with apple, they make up 97 of smartphones nationwide, but lawmakers are calling for more. Currently, the voluntary kill switches require users proactively opt in by downloading something or turning them on. If you have to opt in, you may not know about it or how to do it. Rail backers say when it is completed, high speed rail will reduce pollution and congestion and in the meantime, it will create thousands of new jobs. When people start seeing the buildout and the fact that well spend more money on infrastructure and Commuter Rail in their districts, i think it will be a different debate. I think if you look at the United States, its about 20 overall women and if you look at College Graduation rates, thats it makes sense. Theres only depending where you look, 10 to 20 women graduate with Computer Science degree. Why do you think that is . Theres a lot of reasons. I think a lot of it is cultural. Its outside of the United States, for example, malaysia and a 50 Graduation Rate with women. 57 of Computer Science graduates in malaysia are women. And india has a large population, women getting involved and more people getting involved. Why is there such a cultural disparity there . India, im not so sure. India is closer to the United States in terms of numbers. Its when you look at sort of unusual places like iran and the united arab emirates, closer to 50 and i think a lot of it is in those countries, programming is seen as sort of a more feminine occupation. Its done in offices which are womenfriendly and outside. Is this lip service to teach women how to code or make a dent in these numbers . I interview a lot of students for a class and we find that there are two reasons why women dont enter coding. One or why theres no women in coding, well, few women in coding. One is women they dont even think its something they can do. Theyre not aware its a job that you can do. So this is a really good it separates the idea that being a programmer is like part of your identity. Its a thing you can do as a career. But theres also the issue that women are turned away f you look at berkeley, Something Like 20 enrollment but down to 10 graduation and so, theres still this issue of women are entering tech, but they dont stay in tech. I think theres an emerging california consensus on 289 and 187. I think theres two years away from the building of the consensus outside of the state. The Republican Party is going to break out of the ghetto of older white men, its probably going to happen in california. And you can see it already being tested by the new Republican Leadership here. One thing is going to be tested is the Kevin Mccarthy making no secret against the high speed rail and considers it a boon dog. Its not going to get one dime out of congress as a result of that. Eric, what was your reaction . Its chilling to describe how easy it is to breach an Airport Security perimeter. And hopping a fence. A 6foot fence. Thats all it takes. Its happened two times in the last five years and weve gotten too lucky that each time, the intent has been rather innocent. This team wanted to see his mother. If we remain with perimeters that are just easy to breach, its only a matter of time until somebody with ill intent breaches the perimeter and does something catastrophic. You called on the tsa to take action. Its government and bureaucracy. When is that going to happen . It happened in Silicon Valley. I believe Silicon Valley or the Tech Community has a solution. I held a tech demonstration with vendorrings all over the country and they showed what their technology, relatively low in cost, they could alert Airport Security officials when a perimeter is breached. Today . The Airport Security has no idea when someone comes across unless they see that person with their own eyes. The technology exists whether its radar or motion detecters to let security know. I think every major airport could be alerted when someone comes across the perimeter. With the bureaucracy, when are we going to see action on this . We call for a Pilot Program, we call for the department of Homeland Security on wednesday evening and i told them im calling for a Pilot Program and thats the next step is to try and find it. We call for five different airports to test the technology and it takes time. After all, it is the federal government. It doesnt move as fast as i like and it needs to move fast enough to prevent a future disaster. You mentioned, theres the technology, but then the fact that they werent on the runway. When you think of all the hassle we go through to get on the plane, its just stunning that there wouldnt be more security outside. We do a very good job of protecting the terminals. Theres a lot of securities and eyes in the terminals. But the san jose airport is about the size of a thousand football fields, its a small city for the perimeter. And i think only technology can protect against a future breach. Technology can be a forced multiplier rather than having to put Airport Security every 10 to 20 feet along the perimeter. On the subject of airline security, youve been making moves on trying to create a database for lost and stolen passports. We know theres a couple on the Malaysia Airline still missing. Lots of news this year around Aviation Security and the malaysian flight demonstrated that two individuals boarded that plane with stolen passports and what weve learned since then is that 90 of the rest of the countries in the world do not check 100 of the time, the passengers getting on their planes getting against the lost and stolen database. Im calling on in past legislation that would require if any country that wants to have a Visa Waiver Program with the United States, they would have to participate 100 of the time in the lost and stolen database. Too many planes fly too close to us, whether its from the canadian airports, the mexico airports or south american airports and they do not check every passenger getting on those planes. I think that leaves us vulnerable to somebody using someone elses passport getting on a plane and seeking to do harm. Well see if congress can get it done. We need some action on these things asap. Marin is stunning and as you look at the satellite and radar, you can see most and see temperatures warmer today and yesterday, they were kind of cooler and today, the numbers bounce back a little bit with areas of morning low clouds and afternoon sun for most except right at the beach and the breezy shoreline and just minor changes through tuesday. The numbers bump up a little bit today. Were going to be looking at 78 grease in campbell and dunn in morgan hill. 62 degrees at pacifica and east bay shoreline, 70 at union city. And 74, out on the east bay, numbers in the mid 80s today. 85 at brentwood and 75 at vane is that. North bay, nice. A lot of sunshine to start the day and sunshine to finish it as well. The extended forecast, the numbers climb into the mid 80s. Warmer than that on monday and tuesday and towards thursday, theres actually the prospect for maybe a shower or two. Sometimes in june of the bay area, its not world changing. Extended forecast through the next weekend, clouds and no big surprises except the chance of maybe a drop or two on thursday. Passed the plan in spirit, political insiders who say theyre the winners and who are the winners and losers in this big deal. Well, good morning. California managed to pass a budget on time. Who are the winners and the losers . I think the winners are the voters of california. The state was slushed with cash and paying down the debt. Hes putting money back into the schools and into infrastructure at cal state and other places. At this point, its looking pretty good for him. Republicans are the losers, they didnt get to weigh in a lot and theyre not so happy about all the money going to high speed rail. Question for you, high speed rail, a quarter of the cap and trade money, money voters start paying at the pump come january first is going into high speed rail. Could that come back to haunt the governor down the line . In a few years but not 20 years. All the big Infrastructure Projects seem crazy when youre doing them and theyre wonderful when theyre done. He sticks to his guns on some things but on others, its still playing the politician. For example, the Teachers Retirement Fund is underfunded. And theres questions about putting money into that and he made some moves that made the California Teachers Association very happy and is upcoming election on that. The California Teachers Association should be very happy all the way around. I mean, yeah, absolutely. Theyre getting the money that they need on pensions maybe theres another area the republicans are not happy about it, but look, the state owes some money into the fund and is paying it down. If you were to scare if you took a look at this budget, the preschool expansion of the programs, more money for the social services, more money. And it has a rainy day fund, which is big transition in california. And we spent it. Brown is putting money away for a rainy day. And thats a big leap forward in terms of responsible budgeting. And the republicans, yes, theyre complaining but they have to complain because thats all they have left but their program is being implemented. If one of the own would be doing it. Months late, there is all kinds of wrangling going on. Were early this time around and i think this is a real new day for california and republicans have as eric said, not a lot to complain about them. Democrats have to be quiet too, its one of their own and before we go, id just like to point out one of the reasons why that budget might have been done on time is because now they dont get paid if its not. Pretty good incentive for everybody to get their house in order. Its a bold prediction that well actually be happy with high speed rail in 20 years, if even it gets to that point. It would be hard to imagine and spending as they have hundreds of millions of dollars in a certain point, drop it. So as they said, which is always frustrating around politics, they would be applauding it and if its not republicans behind it, could we just decide to do whats right and whats best . Maybe its high speed rail and maybe its not. I think weve been hearing about it so much. The public just kind of starts forgetting its even going to happen. Its so far in the future and its been talked about for so many years. Wouldnt it be cool . Wouldnt it be cool to step on a train in San Francisco and end up in l. A. .
