Even if the pilots arent talking the airplane is sending signals back to the company so they know how its operating. If you talk to Small Business owners some of them said ok, rather than hire phil and ann they are giving ann a couple of extra hours because they just are trying to compensate for having to pay more. So its going to be interesting as that debate makes its way through congress. It is. So far it looks like its going to die a quiet death in congress at least this year. The president s effort to move it from 7. 25 to 10. 10, hes done it through executive order but as far as getting it through congress the republicans are still saying know dice. So its going to no dice. So its going to well see, california may be leading the way. The governor is trying to get it done as well. An interesting issue. Well continue to follow it. Near issue another issue youll be hearing a lot about a report that says crude oil is as volatile as gasoline. Rail cars carrying that type of crude could be rolling through our neighborhoods especially in contra costa county. On the way to bay area refineries too. Kristin talked to a survivor of a deadly derailment and hopes her story can serve as a wakeup call. We were in shock. Reporter laura survived with a was a few miles away when a truck carrying huge gallons of crude oil derailed setting off a huge explosion and fire in a town in quebec. We knew for sure people were dying. Oh my god reporter the accident took 47 lives. One survivor in downtown was redeuced to ashes, the toxic mess will take years to clean up. Like 50 football fields, that is really highly contaminated. Reporter the train was carrying fracted oil from one region of north dakota that the feds now warn is more volatile than traditional crude. Last week the feds issued emergency regulations requiring shepherd to test crude from the region. They also banned older model tanker cars but still issued no rules for the much more common tank cars like these that exploded in quebec called d. O. T. 111. How many 111s have been taken off the train . Reporter on capitol hill senators grilled Railroad Administrators about that. The numbers indicate that we are moving in a direction that will bring us to the safer tank cars. But as of today there hasnt been any Major Movement of 111s off the rails . Not to my knowledge. Reporter bay area refineries are still receiving most of their crude by ship and pipeline but experts warn that could soon change. This is the Refining Center of the western United States. Its a huge amount of crude being proposed to be delivered by rail now. Reporter greg carys with communities for a better environment says it all comes down to profits. The tanker cars are mostly owned or leased by Oil Companies that dont want to pay. There are alternatives, they can afford them. He says fracted crude is not the only crude, theres also tar sands oil, the dirtiest kind of crude. Its part of the larger debate about whether or not to use oil and continue to use fossil fuel or move it off into other forms of energy. Its not just safety, theres a big environmental debate. Were talking about drama in oakland. In the column in the San Francisco chronicle. This latest one involves the exit of city administrator Deanna Santana who is sort of the top gatekeeper for the past three years in oaklands. She has been running things we have not seen. Its her job. She was exiting, looking for jobs elsewhere. No secret testifies not getting along with the mayor. Interesting twist, she was supposed to stay on for a sixweek transition as they move to the man on the right there that is former chief Fred Blackwell former chief not Fred Blackwell. It turns out that before she left they had a breakdown in communications and agreements as she was asked to sign a form that said that she would not say anything negative about oakland and she didnt want to agree to that. They gave her 11 pages in a couple of hours to sign and she wound up packing up her desk at noon rather than sticking around for a transition and got home that night. She got an email asking her ok, having done that, what do you think about coming back and working as a consultant for us . Ouch. After you leave with a bitter taste in your mouth . What did she say . She said shes still willing though she wouldnt want to work directly with the mayor qwan anymore. The coowner of the oakland as is confirming hes weighing the possibility of a temporary stadium. Lou wolff tells the mercury news he hopes he can get permission for the venue. If not, a temporary venue next to the stadium. The earthquakes would coon the soccer team. Coown. Electric Utility Companies could be allowed to develop security plans. It comes after a sniper attack at the metcalf station in april. 17 transformers were hit by gunfire. No one ever claimed responsibility for that. In that particular attack at the metcalf station, caused over 15 million of damage. The question is, is this an act of domestic terrorism . Joining us is state senator jerry hill. Number one, what is your concern here . Do you believe like some other this was a planned attack . Its not just me but a lot of others do believe that. Yes, it was a planned attack. When you look at the research that was done since then, the investigation, there were over 1,000 rounds of high powered ak47 type ammunition. No fingerprints on casings. Rocks piled in certain locations so people could get reconnaissance done. And there were signals during the night so they could start and stop and when the police started to come they stopped. It was really a planned attack it underscores that pg e alone just here in northern california, one of many utilities in the state have Something Like 18,000 miles of wires. A lot of those you see down highway 5, high ones that stands up and move most of the electricity. They also have 800 substations around the area. That is a lots to try to make secure. It is, but its the substation thats are important because the transformers, the 17 that were damaged leaking 52,000 gallons of oil, they knew what they were target thing. When they did that it shut down the power at that location. The Independence Service operators in folsom immediately rerouted the power to make sure we had the power. The problem is its all very vulnerable. The head of the federal Energy Regulatory Commission Said after this, this was the most significant act of domestic terrorism ever. We have to create some framework to make it happen. About 10 months or so after that attack we here at channel 5 went down with our cameras after the allegations came out about it being a much more organized attack than initially put out. We found that they had done at least visibly very little, you could still, it was mesh fence that you could shoot through. Now they are talking about as a result of that changing the security. My question is why do you need to step . Why do we need the law to do Something Like this . You would think it would be common sense we should be protected but we need a law because frankly i havent been able to trust pg e to do the right thing since what i witnessed in san bruno two andahalf years ago. If we didnt fight they wouldnt get it done. The pnc is responsible for regulating utilities and say theres a place to do it. When i talked with Energy Officials they said this is one substation, we rerouted it, no loss of power. Everything ran ok. Why is it so important then at least in your opinion to increase the security at these stations . We have to increase it because that was one station. We have a number of them around the state and country. The grid is taking power from not just california but around the western United States. If we dont protect these substations and all of them, if you take out a few of them, in the time it takes to replace the transformers, could take years. If the power is out in those areas we would lose the power you are ordering more of a massive attack. Something with three or four stations at once . Exactly. That is the real concern and thats why i am working at the legislation i made last year that requires the utilities to take on and develop security plans, to make sure they are in place. And also to coordinate with Law Enforcement that they had not done before. Just like in san bruno, the fire chief never knew there was a pipe underneath that street. And you need security to Work Together hand in hand. We also need the Emergency Responders to get in and be able to come together and thats what this bill will do also. Well see how the utilities react. State senator jerry hill, thank you. That is all the time we have for now. Thank you for joining us. Back to you. Lets look at high def doppler, its dry, but cloudy. You can see on the left of the screen the rain is on its way. We will all get a smattering of that the next 24 hours. Chloe today cloudy skies today, chance of rain in the north bay during the daytime and everyone should see rain by tonight into tomorrow morning. Heads up. Its a possibility for monday morning commute. Dry weather, then quickly returns for the workweek. Heres a look at the highs today, warm temperatures, very similar to what we saw yesterday, upper 60s into the 70s. 75 degrees in san jose and your 7day forecast, again, you can see the chance of rain tonight and early hours of tomorrow. Otherwise sunshine throughout the rest of the week, very springlike temperatures ahead. When it comes to close calls doesnt get closer than this. Take a look. The majority of people in San Francisco say sure, bring the warriors over from oakland. Our exclusive kpix survey usa poll found 68 of San Francisco voters support the move. The next question, where should the arena be built . 34 say at piers 30 and 32, the site the warriors had been pushing since day one. The public support for the warriors move to San Francisco has only increased. Our opponents have come out with everything theyve got. If i was warriors and got a result like that after a year andahalf of a multimilliondollar campaign i would be very disappointed and very nervous. Parking lot a next to at t park some think would be a better place. 28 in our poll support that location. Is there another spot . Is there a third ops . No, really not. Theres only so much land in San Francisco. 48 square miles and a lot of it is very high value. Its not a good number for the pier, first location for a year. If youre at 34 and you need to get to 51 you have a little problem there. Neighbors there are fighting against it and vowing to continue. That is why they think that parking lot may be better, because theres fewer neighbors there. Some of the big names in california politics are in los angeles as we speak. This weekend is the democratic convention. For california. Governor jerry brown was the headline speaker for yesterday. Democrats right now hold every major statewide office. If the polls are any indication chances are likely they will for the next four years. Thats right. So we asked our political insiders eric jay, a Democratic Political consultant and joe garofoli from the chronicle, youre in the drivers seat the next fowsh years, what kind of agenda or new ideas can we expect from this weekends convention . Theres not going to be any message or news. Were in the era of jerry brown in control of the democrats and State Government and he really doesnt want to see a lot of news coming from that convention. Why doesnt he want news coming from the convention . The dts control every democrats control every statewide office in california, they want no false steps. And they have smooth sailing to the statewide seats right now. Why such smooth sailing . This month the latino population became the largest part of our overall population and the republicans a number of years ago essentially said they were going to antagonize the latino pop whraition to coalesce the white population. They are a party of older white men. There are not that many older white men left in the world exhey now. Who are younger colleagues. They are over in california for at least a generation. The result of that is the democratic nomination. Where does that take the state visavis things like pension reform, water, things that need to get done . We dont seem to be moving too fast on anything. Status quo. The democrats dont want to upset the apple cart. Or tick off the unions that supply most of the campaign. You will not see a lot of movement because let democrats rule. Why would they mess up a good thing . I think hes right. I think though there are some models of what one Party Government looks like. That is San Francisco. San francisco was able to do some big things. Largely with factional im. Largely because many agree we focus on small petty differences. But every now and then, gay marriage, or universal health care. Theres an opportunity now to do some big things. Were going to see more business democrats, chamber of commerce democrats, there are some democrats at the chamber of commerce, that they actually like. You may see an incremental Movement Towards the middle. Not in the bay area. I think its going to be regionally focused. In San Francisco its going to be left and further left. In other places i think youre going to see moderate democrat in the central valley, out in the suburbs. Probably have a small advantage now to the moderate democrats who can appeal to the republicans and more conservative independents. Its probably safer to sit on your power but kind of philosophically flies in the face of being a Public Servant but you have the power but have to use it to do what is right. Sometimes as a Public Servant your goal is not messing things up. That is what politics is about in l. A. Coming up, more details in the search for suspects in an officerinvolved shooting investigation. Spanning several bay area cities. Why it could all be over. Plus, is your landlord pulling the wool over your eyes . A look at basic rental laws you should know. Pay my bill. Techies and people trying to keep the city the way it is. There are moves being made to bridge the divide. We have a member for citizens for technology and innovation live in studio coming up. Speaking of technology and innovation. Regulating ride shares that you can get on an app. Spreading from San Francisco around the state. The question is are they good overall for the city . And do they drive the taxi cab industry out of business and what effect that might be. Also, San Francisco is poised to become the largest city but bans forethe plastic wattle water bottles. Well look at that. Three arrests overnight after a multicounty chase and shooting of a San Francisco police officer. This is new video at the scene of the arrest in san jose. You can see a White Mercedes being towed away there. San Francisco Police had followed it across the bay bridge through almeida and solano counties and the chp joined the chase as the car headed south. It was finally stopped at mckee and north 33rd street in san jose. Police say three people were arrested. The incident started just before 3 00 yesterday afternoon in San Francisco. Police responded to a vandalism call on florida street in the Mission District, then tried to make a traffic stop. One officer approached the drivers side of a car and someone in the car opened fire hitting the officer in the left shoulder. He is now in serious but stable condition at the hospital. Officers later found the suspected car in daly city but no suspects. Turns out they got in the other car we showed you that was finally stopped overnight in san jose. The search intensifies for a missing Malaysia Airlines jet. Its discovered two passengers on board are traveling with stolen passports. Weve communicated to the family members after more than 30 hours. We believe that the family members should prepare themselves for the worst. So the flight lost contact with ground contract over the South China Sea and kuala lumpur and vietnam. Stay with us for continuing coverage on the Malaysia Airlines flight 370. Well have the latest information on kpix 5 and at kpix. Com. Those are a look at the top stories. Back to you. Live look outside from our dublin cam. The skies are cloudy this morning. But its going to be a warm day. Right now your temperatures are warm and well see 70s. Mild start though, the clouds are going to stick around, a chance of rain coming for everybody by the ends of the night. Well take a closer look at the details coming up. City officials in San Francisco are looking into weather they can regulate or should regulate Transportation Services like uber and lift. The companies that contract with vehicles of personal vehicles to pick up riders using smartphone apps and the state puc has complained jurisdiction over the services but city supervisors are concerned about the negative impact on the traditional taxi bottom line and safety. An uber driver struck and killed a 6yearold girl in december. Some say there are too many of these drivers. The number of taxis in the city, ive seen it myself is not enough to serve everybody. A lot of times they hung around hotels to take people to the airport, where the biggest fares were. Its interesting, since then, sometimes they estimate when there are conventions here there are 4,000 cars out there hustling business. Sometimes they undercharge the cab companies, on slow days. Then overcharge, or charge really high when the place is busy. Its all demand pricing with the apps. They dont provide the same other Services Like handsy capped cabs and other services to neighborhoods underserved in the city. So i think San Francisco has a clash between an old system that was not working and new system that may be working too well. Meantime the number of pedestrians killed by vehicles on San Francisco city streets reached a near record the past year rivalling the citys murder rate. The mayor announced a plan to spend 70 million to fix the 6 of city roadways that has seen the most pedestrian accidents. Motorists will decide on a 50 million transportation bonds this november. With the citys transportation director, we talk about what is needed and why now. Our streets were largely designed to move motorcycle vehicles. What were doing now is motor vehicles. What were doing now is redesigning streets to accommodate the different ways people get around, particularly focusing on the most as a resulter inable, people on foot and bikes. Is this a problem that money could help solve . Or is this simply drivers and pedestrians behaving badly . Its both. Absolutely. Theres a big behavioral part of this. I think to the extent that people are rushing to get around and maybe not stopping at a red light or driving too fast, so the people, to the extent that people are paying attention to an Electronic Device when they are really putting other people at risk, putting other people in jeopardy by doing so, were going to continue to have a problem. Reporter when it comes to enforcement, there are things that the people wouldnt write somebody a tickets if they were running a red light or whatnot . The Police Department has been understaffed, when there was a limited number of Police Officers. They had to focus on the most number of crimes and havent had the band width to focus on the Traffic Safety issues that they now have the issues to do resources to do. He said himself Police Officers were simply being too nice and giving people warnings instead of tickets. Now they are instructed to really start cracking down. It will be interesting to see how that works, i remember the last time they cracked down in neighborhoods they were accused of racial profiling. They said why handing out tickets to poor people jaywalking and such and doing traffic stops . In the neighborhoods, because they are the most congested. Cops take heat when they hands out tickets because they are not cheap. A new study shows a surprising number of tenants meantime dont know their basic rental rights. Still to come, what renters know and dont know about their homes. Well be right back. ,,,,,,,, so we made our own commercial to tell you why. First, chex makes lots of gluten free flavors. Vp candidate on face the nation paul ryan. He tells Bob Schieffer his plans for 2016, at 8 30 on kpix 5. Tensions continue to flair between the Tech Industry and San Francisco neighborhoods. Theres the perception at least that well paid workers are driving up the rental market and pushing lower income residents out. Private shuttle buses are using city bus stops clogging transit routes. There are big questions. One is how can the Tech Industry best address these public concerns . Im joined by alex church, a spokesman for fs dont c city. An Advocacy Organization representing 9 Tech Industry in the Tech Industry in San Francisco. You are a long time in politics in San Francisco. You worked a lot with the homeless community. You started project connect. Out there on the streets. San francisco has always had new comers, hippies, yuppies, now techies. What got this group off to such a bad start . I think the perceptions are real. People are suffering. We understand it. But tech does represent about 8 of the work force, so but when a twobedroom is going for 3,900 we can understand theres some tension out there. I dont think that one industry can solve macroeconomic issues. San francisco is an expensive city, always has been, probably always will be, probably the second most expensive city in the country after manhattan. But i think the community is starting to recognize, or the industry as a whole they need to come together and pick a few things and do them really well to show their commitment to the city. Possibly one of the reasons that it got off to such a negative start here people were embracing it. Then the ipos came out and people started to host multimilliondollar weddings in monterey and started taking over restaurants and also felt this group which is primarily male workers, young, were sort of living in their own little vacuums around town, spending money, driving up rents but not really interacting with the city i just dont think the actions of a few represent an entire industry. I think you can probably find examples of those on wall street in new york. But i think there are a lot of Companies Company that are doing a lot of good things. Theres an analogy where it seems the Tech Industry now is like a heckler at the comedy club, just not holding the microphone. Unfortunately there are symbols like google buses and others that kind of show that tension and gigs that does exist. Division that does exist. Tech represents change. That can be threatening to a lot of other people, Older Workers and traditional people that find their jobs vanishing. It becomes a focal point for a lot of issues. You add in the buses, easily identifiable. You know San Francisco politics, where do we take it from here . I think its tech represents the future of work in San Francisco. Large headquartered companies of today like the gap and bank of america, williams . Oam will williams . Oam gentleman and others, i think organizations, nonprofits need to come together and embrace these are the large employers of the future and we need to find ways to Work Together. Youve already started a fund to try to raise how many Million Dollars to give to charities in the next year . Were working on what is called a housing catalyst fund. We got together with spur and folks from the Mayors Office about rental assistance, downpayment assistance to work on housing in San Francisco. That is the hot button issue. Well see where it goes. Its interesting because you bring a lot of money to the table as well. Thank you for joining us. Back to you at the desk with the latest. Happening today, the sunday streets Block Party Season kicks off today. Along the embarcadero in San Francisco. It is from 11 00 this morning to 4 00 p. M. Embarcadero will be closed between king street and fishermens wharf. There are a lot of fun activities, basically pedestrians taking over the streets. It will be a perfect day for it temperaturewise. 65 degrees, mostly cloudy skies though. Its free, its going to go on each month through october. Good day to get that started. Heres a live look of doppler now. You can see in the corner there all that green, some rain moving in that will be in parts of the bay area today. A little more in a minute of where that is going to touch down. Cloudy today, that chance of rain in the north bay, north of the Golden Gate Bridge. Rain for all tonight and a little bit into the mondays morning commute. But all in all after that dry weather quickly returns for the workweek. Heres our highs today, 68 in san rafael. 74 mountainview. 75 in san jose and over the next seven days you can see that rain coming in monday night for all of us, clearing out quickly though and then dry the rest of the week. A new survey finds many renters are not sure what their rights are as a tenant. And many landlords arent up to speed on basic rental laws either. Clashes between renters and landlords seem to spark every few weeks in San Francisco like this one over evictions. Before you sign that new apartment lease how closely did you read the fine print . I have very little idea of my rights. Reporter turns out graham todd is in good company. Online real estate database zillo surveyed renters and found nearly half, 47 were in the dark about basic rental laws. Landlords scored even worse at 50 . Laws in general i think are pretty convoluted. Reporter topics most confusing for both, Security Deposits, renter privacy and ending a lease early. On the flip side when it comes to discriminatory ads, maintenance and monthtomonth rentals both sides knew their stuff. To check if people actually know their rights when renting. We decided to take the survey to the streets. I know that i cant be kicked out right away. Giving them permission to enter i believe. Landlords have more rights than renters. Renters forget about their rights. Reporter we had charlie goss with the San Francisco Apartment Association look at the survey himself. A number of tenants dont know their rights, that was a little surprising. Reporter goss says San Franciscoans have more rights than other bay area renters. Take water. In San Francisco, the landlord is on the hook if water rates go up. Goss believes the more both tenants and landlords study up on basic rental laws clashes like this one could become a scene of the past instead of the future. In our opinion the more education, the more every tenant and landlord knows their rights the less likely they are to get into arguments over things we dont need to be arguing about. Reporter this is a National Survey on basic rental laws but keep in mind different localities can have different rights. What was the biggest confusion you found . The biggest one was with Security Deposits. 82 of renters, 76 of landlords got that question wrong. Renters werent clear on when they should get a Security Deposit back. The answer for most states, anywhere between two weeks and a month later. Of course if you want details on San Francisco laws theres great web sites, San Francisco Tenants Union is a good one with a lot of resources. San francisco getting ready to enforce yet another ban. Where these plastic bottles are headed next. ,,,,,, see whats new at projectluna. Com the legislation will make it bye bye bottled water. The San Francisco board of supervisors voted nangzly on tuesday to ban it. It will be illegal to sell 20 ounces or less plastic bottled water on city property. Both indoor and outdoor. Impacting vendors, food trucks, street fairs and venues. For more water fill stations around San Francisco, there could be a call for that so people can fill up their own bottles rather than buy them. That raises the question, how much was substantive, how much is symbolic. Its only on city property, also questions about, you can get passes on it or you can get waivers if water is not available. So some of this was a statement. Well wait and see if they actually start putting in fountains all over the place. You can buy a small bottle of soda, but not water . That is messed up. The theory is soda, theres not going to be a Soda Fountain next to you. You have to actually go get the water might be available so again some of is this good, putting a statement to the world were down on the environment, and the other one is question about whether or not its going to actually be implemented. From allegations of a lawmaker taking bribes, accusations of improper gifts by lobbyists, San Francisco has been rocked by scandal. Senate democrats reacted, ranging from barring free sport and concert tickets to limiting gifts from those looking to implement legislation. How much of these reforms are real . How much are window dressing . We sat down with longtime political consultant eric jay and joe garopoli from the chronicle and said how much is real and how much is just we say quote unquote reforms. Things like you cant take tickets to a ballgame, dinner and wine but theres still unlimited funding of elections and campaigns in california. Its window dressing. As long as you have Unlimited Money flowing into the system the money will go someplace else. By the way it will go some place where theres less accountability. At least with the politicians you can hold them accountable to that expenditure and the donations. With the big committees they just operate on their own level with no accountability. I found it fascinating, one of the things would be going to fundraisers in a lobbyists home. But if the lobbyist rented a room at a hotel or restaurant it would be ok. Look at the federal system. In washington you cant buy a cup of coffee or member of the United States congress. If you serve them food it has to be on a tooth pick, literally, thats the law. Yet we have congress that has done less than any other Congress Since the civil war. The connection between these reforms and actually getting something done in government is not proven. Not that its not a problem. Not that we shouldnt address it but its not going to make our government better. I noticed that last year 300 million was spent on lobbying efforts in sacramento, that is independent of the hundreds of millions that went into campaigns. Who is calling the shots . The oil industry. The labor unions. The chamber of commerce. The teachers union. Biggest donor there is. All the folks are the people writing the checks. They have the power in sacramento. Your a campaign consultant. Do you work with democrats . Youve gone around the country. Something like this, a reform package or even politicians taking gifts how much impact does it have on voters . Very little impact on voters. Because voters already factored in, largely unfairly to be fair to our political friends and clients, but voters have already decided that politicians are on the take or that politicianing are sexual predators or that they live in a world aside from our own world. Its not news to them that politicianing politicians are misbehaving. They factored this in and largely ignore this kinds of news. State senator jerry hill has a package of what may be real reforms as well. That include, not allowing money to go into nonprofits that are run by your wife or and also reporting those junkets, who really pays for them. It will be interesting to see how far his package gets. We need some kind of reform at this point.
