Were going to ache a look at 1 program in San Francisco city schools that really depend on that funding and were going to see where that funding is going to go. Developing news in concord this morning, time is ticking for bart to resume service where a train nearly fell over the edge of the track. Now, bart expects regular service to 3 effected stations to return to normal very soon in just a half hour in fact. Kpix ryan joins us along the lines where technicians are making 1 last check, good morning, ryan. The big test comes up at 8 00 about a half hour from now when bart turns the power system wide back on. Then theres going to be a quick test on this section right there, can you see, theres a train that theyre testing right now, you get up there. Okay, yeah, great. You can see theyre testing this part of the track where the derailment happened about 37 hours ago, then the 1st passenger train, that starts at 8 07. Right where that train is just about 45 degrees from that straight coming at us thats where the train was dangling just about 6 30 on friday. Yesterday we could not stand where we are right now because of this video were about to show you and that is when crews were busy bringing the train and removing the train cars, 4 of them, actually, and also taking them straight to inspection. Now passengers there are no passengers on the train. It was an out of Service Train on friday night. Now here listen to the frantic 911 call that happened after the derailment. Thats going on right now where this derailment happened. Theyve been doing this kind of work throughout the night after they fixed the track and theyve also been fixing the track both directions and the 3rd rail that had electricity to it. Where over the last week there were announcements of relief followed by a huge blow to farmers. Our ideas, our technologies, and most of a, our capacity to cooperate. Together to mobilize our money, our people, our ideas, our technologies, and most of all our capacity to cooperate. State leaders stood together to announce a plan to spend some 608 million on short and long term drought relief. Some will go to water recycling plants and pipelines as officials ease regulations on water transfers. It will obviously be able to make water available by next year. The state is also setting aside money for emergency food and shelter for farmers and laborers who are being put out of work because farms will not be planting. The federal agovernment announced this week there will be no allegation to farmers from the federal water project. California grows 100 of the processing tomatoes in the nation. And how many tomatoes will you grow this year here. Theyll be nothing planted. Zero. Municipal Water Supplies will see a significant cut from the feds. Some parts of our Community Santa clara and other areas and the bay area will see a reduction in water allocations from that. Hence the increased urgency for the states emergency moves while the governor say how much new water will be made available, he stressed the need for long term action. This is the time to pull together as californiaians 1st to rise above a lot of divisions that pull us apart because we dont know how long this thing is going to last. The good thing is that the state is in decent financial shape right now. What if this would have happened a few years ago when we were already so under budget. It would have been a real problem as it is right now what the government is proposing is money that was already in the pipeline already approved. Hes just trying to speed it up. Now, the immediate effects is going to be for farm workers, thats a big relief package, 50 million. The rest, however, and ive got to tell you its going into longer term projects but it doesnt provide quick water for a lot of the areas and 2 it still leaves unresolved the big pipe between north and south fish versus farmer in california and government made it clear he wasnt going to step into that battle just yet. Ive got to say, though, from that press conference you did see some buy partisanship which was nice to see in sacramento. Lets move on. Thats not the reality in california, for years the States Investment in the art have been nearly flat in the California Arts Council had 11. 5 million budget. In the wake of the revelation about spying on american, that is made this issue of whether or not oakland is going to become big brother. Your thoughts. You know, i support the Awareness Centers were calling it now days. For me its really the priorities dealing with it. Getting to provide safety for businesses and employees. And the issue here and council to create type of policy. And create advisory committee. So the city council delayed it for 2 weeks in order to bring up a cost analysis and get they delayed it because people showed up to object to it. All right. This has been in the books and in the plans even mayor is for this. Did she show up in the city council by the way. Yes. She was there. So she was there as well. I cant know of a bigger defender Civil Liberties at demonstration shes usually leading the march. Right. What seems to be the problem here. I think for us as, you know, we get caught up a lot of what we would call Civil Liberties and civil rights at the same time oakland is challenged by safety. We cant pretend its not there. For me we already have cameras on the street. We have 43 hooked up and running to the emergency center. Were already in place, again, there are some folks that perhaps dont even visit the neighborhood but give the kids a glass of water but are concerned about their Civil Liberties making a lot of noise flapping the wings. Weve got to protect the neighborhood at the same time. Youve got you have a split city council and this is already becoming the big brother issue for the mayors race. Thats what you call politics. And, for oakland we pretended too long in terms of what is good for the neighborhood and whats good for the city of oakland and we make too many excuses. For me the reality is we have cameras on the street we need to give additional tools to our Police Enforcement if they need to use them. Were never going to have 900 Police Officers as everybody is talking about. So we need those tools not only to deal with Law Enforcement on the daytoday basis but also an emergency and be able to protect our businesses that we currently have to be able to grow that activity. And so i support the Awareness Center is not just a city function, but its a portable function in both the city and the port will continue to maintain it. Okay. Your concerns, however, is that this information is going to be made available to the federal officials and that people can be monitored wherever theyre going. What do you give the odds of this passing at this point. Is this going to happen or is this going to be buried in bureaucratic committees. Well, were i dont like to bet any more. Ive tried that with student city and it didnt go too far. I still believe private policy and committee. So final question, would you have a solution possibly like San Francisco where you hook up the cameras but nobody watches them. You cant do that. I mean, thats just pretending once again, but the reality, you know, is priority in oakland and considering the time where i have to provide every tool necessary to help our grandmas and tools in the city. It has, however, into real class war fair. So it is not about whether or not the bus stops, parked, its who is on the bus. Well, go to these tech events and a lot more political. When you walk in, what do you see. What is the profile of this group. Its true. This is a very young crowd, a male crowd in many cases, a white overwhelmingly white crowd and i think thats part of the issue you see in San Francisco. If you start to move around in the tech world in San Francisco, youre beginning to see an incredible diverse collection of people, east indians are heavy duty. Thats absolutely right. There are asians, but no local asians from other places that are in the tech world. So what the politicals either here or in fremont or all across the bay area do with this new group and attentions they may cause between people that are coming in new and people that are here. Phil, the tech world is going to have to understand that they really must become political to protect themselves to protect their industry and i do believe the ron con ways of the world are beginning to sell that deal. Doesnt San Francisco also understand. They produce a lot of income. Theyre hiring a lot of people and theyre taking a lot of cars off the street. Theres a price for that restoration. Theres a tension out there whether its here or in fremont are saying i cant afford it and my kids cant afford it any more. Im telling you, the political leaderships have to step up literally and begin to make the transition so that the tech world. The foundation for the economy of this city. We have every expectation that bart will resume Service System wide. They turn they call it lifting the blanket, thats when they actually electrify the whole system, system wide. We know that that happened in the last hour. We can show you some video of test run. Now, this is a quick test but it happened very slowly, only 5 miles an hour that train was headed. It went both ways on the tracks, 1st down towards the walnut creek area and then the latest 1 was justice heading towards the pittsburgh bay point direction. Now, here is what i can tell you about yesterday, how the bart engineers were busy removing 4 trains from the track, that happened all day yesterday. In fact right in the very spot that were standing, that derailment happened at 6 20 friday night. Thats when the train went off the tracks. There were no passengers on board. It was in auto mode. Now, were going to let you listen to a bart spokesperson here because we asked what exactly happened and right now its not clear. Where did the damage come from, the car or was the track causing the damage to the car. Driver wasnt hurt there were any passengers on board. Thats the good news. Animal control officers got a tip and spent 4 hours yesterday searching. 21 meat balls were found well hidden in bushes and shrubs. Now there are similar to meat balls found last summer, those were tainted with rat poison. A few dogs got sick. One dog name oscar even died after eating 1. So far this time around, no pets fortunately have gotten sick but animal control officials are not sure theyve recovered all of the tainted meat balls. But he has had an on going battle with the department over rising pension cost including a ballot measure that passed cutting officers retirement funds. A lot of are moving to other department. Almost all the Police Officers there look very young and very new. Its going to be interesting to see how he fairs. He been a good force whether you agree with him or not and number are running for his job. Its going to make very very interesting time. We discofferred unincomed. Kpix5 linda has more on the surprise windfall. All electronic tolling is declared not only in cutting down traffic tie ups at the toll plaza, i think its really just so much more efficient. But its generating extra money from the people that are not paying their tolls on times. Working very very well. Yes. To the tune of an extra . 17 million in fines, money they got from nonfast track drivers who paid an extra 525 on top of a toll because they sent the money in after 21 days. Wait 30 days and its an extra 70dollar late fee. In the 1st 4 months after the district dumped the toll collectors there were 290,000 violations. Were not making money. The toll violation system is not set up to make money. The toll violation system was set up to break even and to generate maybe a little additional funds to help pay for the administration of the toll violation system. But its also to just cover the people that are real cheaters. Then theres also the 1. 5 million a year, the district is saving after laying off its 28 toll collectors. Now district officials knew they were going to lose some money after switching over to electronic toll makers they claim the people who get billed have a new problem. We just heard from bart and a lot of people are wondering how theyre going to get around the bay today. Things are back on line. The concord station is open and trains are going to be rolling as normal throughout the bart system, that is of course after a train derailed on friday night, crews have been working 24 hours a day to get the track repaired, so good news if youre planning on riding bart today, everything is back to normal. Soda drinkers out there you may be paying a bit more for that slew sugar rush. They recently proposed a measure for announced tax on sugar. Minority should have had it on the ballot. Theyll go to the ballot in november. Recent poll shows the favor of sugar beverage text and joining me now of the authors of the measures supervisor. In a nutshell, what is the intent of this announce tax. Well, right now we have an explosion diabetes, including 30 of teenagers being prediabetic. So the goal is to try like we did with cigarettes to try to use the tax to reduce consumption, to reduce diabetes the fund will be earmarked to physical activity, nutrition and Health Programs including for kids. Lets take a closer look at that. The Health Department i spoke with them and they estimated sugar drinks might account for 8 to 10 for diabetic problem here in San Francisco. That means 90 , what about the rest, why sugar versus anything else. Well, right now, half of the sugar consumed in this country is from sugarally beverages its the largest sorts of calories in our diet. In addition the way you observe liquid sugar into your body is totally different than liquid food. When you eat cake you eventually your appetite turns off. Why did you pick this. If it accounts for 10 and you got 90 out there that might. To be addressed why is this because it was easy to tax. Its actually more about diabetes and obesity. So in terms of buy beeties sugarally beverages are huge cause of diabetes and its fueling the explosion of diabetes in our country. Its more about diabetes not so much about obesity. Were talking about putting safety warnings on drinks. You dont think thats enough. No, like with cigarettes. With cigarettes we put warning on the tax, we put taxes on it and when you look at cigarette taxes, it caused cigarette smoking to collapse and then we put that money back into Health Programs. And some of it we put into Health Programs but not necessarily for smoking related. Here in San Francisco we took much of the money that we got and put it into elderly care. So that brings up our question how do we know this money is going to go to the programs youre talking about. Thats a very important question, thats a very important to a lot of us. We have very Strong Language in the measure that this money is dedicated to nutrition, health, physical activity program. Thats why it requires two thirds vote of the voters we have language preventing the city from using back field other money. This has to be new programs to make sure kids are eating better, to make sure we have more rec centers. How do make sure kids are eating better. Weve been going at that for years. You give them at the school they go down the corner and hit the taco stand with a big gulp. School Lunch Program needs to be improved significantly. And they dont have the money fund it. This will help them fund school lunch. We have communities in this city neighborhoods they dont have enough access to nutrition foods. This will help resolve that issue. How, because it werent the people were opt to pay more 2 cents an extra quarter for the so e da. As people with cigarettes some people will pay more but some people will decide, you know what, im going to drink something healthier. You will see a reduction in diabetes. Are you thinking at all about sun set or some kind of thing to see if its working or not where we just go on and pay. If down the road weve all diabetes and we dont get to the point where 1 in 3 americans has it and were haded on the track because of the sugarally beverages we can make a decision at that point. How are you going to know that. Because we track diabetes rates in the u. S. And if diabetes. If it has to go down across the entire nation before you reconsider it. San francisco numbers unfortunately track the national trend. Recent poll that you like to site has people supporting this idea, people supporting warning labels, also people support the idea that can be used to buy sodas what do you think of that.
