Police say the officer was checking vacant units for squatters yesterday. The officer says 9 large dog ran after him in attack mode. Neighbors are familiar with the dogs aggressive behavior. As they affectionately nicknamed him psycho. Psycho charged an officer. The officer retreated as best he could, nowhere else to go, fired a round and killed the dog unfortunately. The owner is questioned as to whether he commanded the dog to attack the officer. Back to you. I spoke with Alameda County sheriffss spokesperson, and he told me several News Agencies released some misinformation. In todays edition of the San Francisco chronicle a report says a bart Police Officer mistakenly thought his supervisor was an armed suspect before opening fire. The chronicle says investigators do not consider the shooting of Sergeant Tommy smith, head of detectives, to be the result of an accidentality gun discharge. He says the other officer made a splitsecond decision and fired his gun. The officers were in plainclothes and searching the apartment of a robbery suspect who was already in custody. A hearing on what went wrong during the construction of the eastern span of the bay bridge. He says supervisors covered up structural problems. A report commissioned by the state senate says a project official told an engineer not to document concerns but voice them instead. Phil, we had a lot of residents and Business Owners who stepped forward during the time of the arson attacks to offer evidence to help the Police Identify and find the suspects. This is really an opportunity to use very Simple Technology to be able to leverage that interest of residents to step forward to help make our city safer. As it is right now police knock on doors and try to find cameras especially in businesses. Your proposal would allow homeowners and businesses, what, to sign up free in advance with the Police Department to say we have this camera here and you can take a look at it when you want to . Is that it . This is about creating a registry thatle allows the police to know where the cameras are. The police still need to ask for permission to be able to utilize the videotape or the data but the important thing is they would have the information in advance knowing, for instance, if there was a robbery down the street and the suspect ran in front of the zone they know how to get to the zone manager to get the tape. If there are six cameras, say, in the area go out there to those so you wouldnt waste time knock on doors on the street. No, the other question then becomes the cameras are getting more and more sophisticated. So is the technology around them. When the police have the ability to tap in on them at live time. Theres no suggestion we want police engaged in live surveillance. Thats not what this is about. In every insstance it requires that there would be a crime that is committed or suspected crime, the police then reach out to a Property Owner and ask for permission in every instance. Were not altering the constitutional landscape of Police Access to the kind of video. Why not . Pause, i mean, right now, for example, in San Francisco the police chief has said, entering big events, big parades or emergency situations he would love to have the ability to take an entire street and be able to watch it from one command center. Youre not interested in doing that . That would save money as well. The reality is, being able to monitor even if you believe this is something you wanted in your community, monitoring live food requires a feed requires a person as well. Were very shortstaffed in our Police Department. So dedicating police staff or even nonsworn staff to be monitoring folks is a very expensive proposition. If you believe it was something that was consistent with your civil liberties. The question of whether we can afford to watch everyone all the time and whether or not its right to watch everybody all the time. Where is your feeling on that . If you have all the cameras and were being watched anyway is it proper or improper for the police to be using them . Fundamentally we need to walk before we run. What this proposal is about is making it simpler for police to be able to get Critical Evidence to identify suspects and not to engage in live surveillance. I think that is about a battle we dont need to take on because frankly we dont have the resources to engage in it anyway. Speaking of resources, philadelphia is using this. They have 600 cameras on file. Made 200 arrests as a result of this. The public might sit there or skeptics may say ok sam, you get this, you get the registries, get everyone signed up and its a feelgood thing but if the cops are not there to respond, if you dont have enough cops anyway its like shot spotter or other hightech things we see that sound good, feel good but dont necessarily work. I can tell you were now spending a lot of officer time knocking on doors trying to find folks who might have videotape evidence when theres a homicide nearby. As a former da there were many cases i had where the file lands on my desk three or four weeks after the crime has been committed and we go back and say theres a way to find videotape. Theres a lot of time spent after the fact. We can get in front of the problem a lot of juries in Northern California say where is the video . But, in order to win this he also has to get through that republican primary and the true believers in the gop are on the social issues. There may be even some of them on the ballot again. And its going to be tough road for him. What is it going to take for someone to have a shot against jerry brown . Its very difficult because geared to a lot of democrats brown appears to be a moderate republican. To moderate republicans he seems to be a moderate democrat. So they say if you have that already down the middle why should you replace it . The question is, is experience good or bad . Do you need a fresh look or need to know how the system works . The head of Quality Assurance is one of the most respected has one of the most respected contractors and said dont do this. They did it anyways. And he was told not to put anything in writing. He said i wasnt trying to cover it up, i wanted it to be accurate. You have a person who is a lawyer telling an expert in the field what is accurate and what is not you tell me if that sounds fishy. Up there, every other word was its ok, the bridge is safe. The bridge is safe. Its not going to fall down. I didnt hear a lot about whether we got our moneys worth. Whether this is a 6 billion bridge that is going to need ongoing maintenance because of problems with its building. You hear a lot about it from me. My question has always been three questions, why was it 5 million over budget . Why did it take 10 years longer than it was supposed no and what can we get for it . We were told we would get a world class product, no one had ever seen anything like it in terms of safety. Now they are equivocating. Our experts say you have to spend money on retrofitting in five years. Dont forget there was a big issue on the bolts. They were told not to accept the bolts. They overrode that. They accepted the bolts and had them sit in water for pfeiffer years. You think it will cost even more than 6 billion . Were going to still bring down the old bridge. That is going to be over budget my belief. And then youre going to have to immediately start to retrofit this. For the average commuter, and you go across that knife times a week to come to five times a week to come to San Francisco, thats 1,500 a day. The folks act like its nothing. These folks, how involved in they in high speed rail and what does this say for that project . Its different. You have the High Speed Rail Authority but our experts at the last hearing said high speed rail around the world is amongst the projects most over budget. Now 68 billion. I would expect if high speed rail is ever built and i dont think it will be at least under the current plan it will be 350 billion. Back to the bridge, what is next . Reporter the weather is so nice valley bears are not hiberinating yet. Normally the ground is covered in snow making it hard for them to find food. But the warm weather created a bumper crop of acorns and bears are still up and eating. In the fall bears eat up to 20,000 calories a day, they get fat. For winter and a lot of that comes from acorns. Reporter Yosemite Valley doesnt have more bears than usual, its just that most of them are still awake. And biologists are keeping track of them with radio collars. Special homing antennas help locate them if the biologist needs to track down that special bear. Each collar has its own frequency so we can differentiate between bears. Reporter in the campgrounds the special bears get special attention from yes, special radio repeaters that automatically detects them when they show up looking for food. They eat anything they can find. Toothpaste . Sure. Reporter campbells sewn . Yes. Acorns. Yeah. Dead animals. Reporter bears are smart. This year a new food locker is being used. Yosemite wildlife biologists say they dont know when the bears will start to hiberinate but unless it snows soon and covers up their food that he may not they may not hiberinate at all this year. It said theres one thing to work in a drought but if you look at the history of california going way back its not unusual to have droughts that last 10 to 20 years. We cant handle that. We in Northern California usually hold to one or two of them, now its moving south. We sat with former state Assembly Leader willie brown and carla maranucci from the San Francisco conchronicle. Term temperatures change the nature of who runs the legislature theoretically. You constantly have no people and invarialy going to have a relationship reflect itself in the leadership. Its true that the state Senate Protem and speaker are getting shorter because of term limits. You were on the floor the other day and it seemed like others were talking about who is going to be next irvariably. They decide in the old days you were you served until two seconds before you no longer could serve. You didnt get didnt get warning. You were there, you had the power. It was not like carla said i have the votes to replace you but cut a deal, you stay on for a year. What does that to for deal cutting . It literally wipes out any opportunity to execute power from the seat of protem or from the speaker. Jerry brown doesnt have to worry. If he has two people he can play games with, one coming, one going, no power. Would willie brown ever think of running for comptroller at the same time . I dont think so. Its a chess game now, when people are thinking two, three steps ahead. How does it affect the lawmakerring, what you hear on the floor . They have to be aware of everything that goes on in the state. As steinberg says its no longer a geographical thing. We lose in the new deal simply because symbolically the title is gone. Can we get it back . I would seriously doubt it. Its such a messy game. What this means to all of us. We dont have any representative at the top of the legislature. Does that matter to us in Northern California . It does. In Northern California, especially in the bay area, the ability to put leaders in place, whether its nancy pelosi in washington or Willie Browns in the state level, because of money. What do you think were going to miss out on then . Were going to find that weve always had this inordinate ability to get more money out of sacramento by our power rather than our population. Like it or not a lot of the population is moving south and into the inland and they are going to be saying ok, we get our share and everybody gets an equal share. We used to get a little more than equal. Thats going to change. We lost it fast. Maybe we can gain it back just as fast. I dont know. Power is one thing you can lose quickly but tough to get back.
