These pictures are from a viewer. Investigators didnt find anybody inside the bus but they did find bullet casings scattered about and a trail of blood leading away from the scene. Police are scouring the area, looking for gunshot victims or suspects. Strong winds could complicate efforts to battle a giant wildfire near Yosemite National park. Winds of up to 40 miles an hour could push the fire into the parks northwest edge. So far, the rim fire has burned 203 square miles, an area about the size of chicago. Governor brown has declared a state of emergency, and not just for the fire zone. The state of emergency also covers the city of San Francisco. Teresa garcia has the latest. Reporter the Fastest Growing wildfire in the nation is now raging in parts of Yosemite National park. At nearly 200 square miles, the massive fire is swallowing everything in its path, threatening more than 4500 homes, buildings and camp sites. Weve got so many memories. The fire is actually moving to the north. Reporter officials in San Francisco are monitoring the situation closely. The fire is threatening some of San Franciscos vital utilities. 85 of the water comes from the hetch hetchy reservoir, about four miles from the inferno. The city is fearing ash contamination to the water supply. Michael carlin is with the Public Utilities commission. The biggest message is the water is safe. We have emergency procedures for it. We know what to do. And we feel very confident that we can provide the water to each and every one of our customers. Reporter the rim fire is burning in several Different Directions and proving hard to contain. Fire Officials Say the thick smoke, dry brush and steep rugged terrain has made it difficult to carve out control lines. Its dryer than lumber that you buy at a lumberyard. Reporter air tankers and helicopters are battling the fires forward progress. Three miles from the front lines, Tuolumne City residents are under voluntary evacuation orders. Nick has already packed pack up his belongings. Now all they can do is wait. Maybe another day and a half. Im just guessing. I dont know how fast its moving. The fire is also getting closer to two groves of giant sequoias and that is prompting park officials to clear brush and set sprinklers around them. A family of little daphne webb is not giving up hope that the missing toddler might still be alive. The most recent search focused around oaklands Merritt College. Its been almost seven weeks since the little girl was last seen. Police are quickly running out of places to look. Reporter a lone helicopter hovers over one of the last spots that holds any hope of finding baby daphne, dead or alive. We trust god that the right thing is going to happen. Reporter four dozen volunteers, decked out in orange, many flanked by cadaver dogs, fanned out into the trees surrounding Merritt College, searching for something, anything, that might lead them to a lost little girl. For a few hours, police thought theyd come up with a couple of clues. A pick and ax they found. But it turned out to be a false alarm. We had some very young men, probably eight to ten years old, up here fixing the trails. Reporter baby daphne disappeared in july, supposedly snatched by a stranger. Her father was arrested and released and now considered a person of interest. To the rest of daphnes family, finding nothing brings some hope. On the one hand, im relieved. But on the other hand, you know, were still looking, still searching. We still want our baby back. Reporter after nine hours, the search was called off, no clues. No answers. Police say they have one more area to search but wont say where and wont say when. In oakland, brian webb, kpix 5 news. The reward is up to 20,000. Anyone with information about baby daphnes disappearance are asked to call the tip line there on your screen. The family is also asking the public to join the search by contacting findbabydaphne. Richmond police are not saying exactly what kind of mail was taken or whether there may be other incidents. Anyone who recognizes the suspect is asked to call police. It happened yesterday morning in lake butler, southwest of jacksonville. Police say that he went to the headquarters of Trucking Company and killed the companys owner and two other coworkers before killing himself. The Obama Administration says it has little doubt that syria used chemical weapons on an attack on civilians and soldiers. At least 100 people were killed. So have a great sunday . San francisco, ready to take action against nevada for dumping mentally ill patients in cities around california. Nearly 500 patients were discharge from a nevada hospital since 2009 and sent to california on greyhound buses. The City Attorney is here to talk about the class action suit hes thinking about filing. What was it nevada was doing . . Quite simply, they put 1500 people on buses, with no means of support or medication. 500 of them came to california. And california taxpayers picked up the tab for their Emergency Care and housing. That seems to border on criminality. Im not going to say its criminality. But it certainly also violated federal regulations. Since then, that hospitals accreditation was revoked for what they did. Where did they decide to send these patients . 500 of them came here. A great many to los angeles. Our suspicious is they sent them to places where they thought theyd get generous social services benefits. Did this appear to be something that the state was doing in order to save money . Or is this something that possibly staffers at the facility were doing to get somebody the treatment they thought they needed and couldnt provide . It had nothing to do with the treatment, because they didnt provide any meds or protocol for care once they got to a place. This is a state hospital. So they were state sanctioned. Were still investigating how far up the chain it went, but there were people that were discharged as a result of what happened. They were fired. So they put somebody who is chronically mentally ill on a bus. No medications. Just sent them off with a ticket. What happened when they arrived in San Francisco . Most of the time, when they came here, first thing they did, they called 911 or went to our Public Hospital and San Francisco taxpayers picked up the tab for their care. So they would arrive. Obviously they were probably disoriented. They would have no way of functioning. What kind of costs did they entail to us . Weve already been able to document 500,000 in money that went over that threeyear period in health care and housing, in San Francisco. That was only 25 of the 500 that we know were shipped to california. So this is going to be a pretty big action that i bring on behalf of all california municipalities. Now, bus station therapy, as they call it, or bus ticket therapy, has long been rumored to be going on around the country. This is the first time youve actually come across a solid case of it. Absolutely. This has been urban myth for decades. But here, we have it documented. Whats more concerning is that the state itself was involved. I think that i dont care where you live. If you care about your people and you have a humane bone in your body, thats not something youre going to do. But San Francisco does put people on buses and send them home. Yes. But theres strict protocols, to make sure theres a Family Member or friend thats going to provide for the care of that individual when they get to that jurisdiction. For a long time, San Francisco has said our generous services and payments often make it appealing for social workers in other cities to send them to San Francisco. Have you come across that as well . Well, we dont have documentation of that yet. But i can tell you that las vegas im sorry. Yes, las vegas was very clear that when you get to your jurisdiction, go to a Public Hospital, call 911, take advantage of the services that are there. What took so long to discover this . Because this was going on for a while, and with such blatant instructions, just go in and dial 911. Youd think somebody could say i was put on a bus from a Mental Institution in nevada and told to dial 911. It first came about as a result of an expose done by the sac bee. What is it theyre saying . Ive been in contact with the Nevada Attorney general. Theyve already taken some action to get rid of staffers in that hospital. But we await their response, which is going to be in 20 days. Thats going to be an interesting one. What kind of response do you think they could have . I dont know. Its going to be costly, whatever. Thats one of the questions i asked San Francisco chronicle reporters. Has the dream come true . And the answer would be work in progress. Yeah, its a work in progress. But if you look at the economic indicators, theres still wide gaps, almost the same gaps in terms of income levels, whites, africanamericans, education levels, the unemployment rate. The soaring rhetoric sticks with us. That speech still resonates for a lot of people. But the numbers dont lie. And i think a glaring statistic is that African Americans consist of 6 of San Franciscos population. 56 are incarcerated. Theres no way you can statistically justify that calculation. You know, the fact that probably the smallest racial minority in the city occupies the largest amount of incarceration puts the city of st. Francis, this liberal baghdad by the bay, under extraordinary scrutiny in terms of our own policies regarding race. The bay area is one of the most progressive areas of the country and has been for decades. So how do you explain that disparity here . All we have to do is look at the streets in our city and see the amount of homelessness, poverty. I still think we have to dig deeper to find answers for why we have this type of disparity in a city that is supposed to be so focused on creating equality. What i often hear out on the street is, why are you looking for the government for answers . It needs to be done within the community itself. We still have a tendency to selfsegregate. This is a city of San Francisco problem. But i think thats the issue we have with race. America has to understand that our issues of race stem from slavery. We went into an antebellum jim crowe and other phases of our society. Theres been enormous gains but were still dealing with the core issue of crime and punishment and race in our society. Final question, where does obama fit in all of 24 . Hes going into his second term now. Where does he fit in . He has often said hes made some great speeches on race, but he has not weighed in on racial issues, you know. He wants to represent all americans. Thats a political answer. I agree with joe. I think hes in an all boats float type of mode. But i do believe that the speech eric holder gave puts the nation on notice that we want to look closer at our policies involving incarceration. A lot of parts of society taking stock right on how far weve come on this anniversary. So we have the Voting Rights act. We still have concerns about incarceration among young africanamericans and also the dropout rate. If you look at the numbers in the bay area, theyre not good, even here. So somehow, were not asking the right questions and were not getting the job done. Work in progress.
