I saw an article that said there now are two cases in pennsylvania where people have been infected with a bacteria that contains a gene that is resistant to all forms of antibiotics that we have. You can get infected with something that we cannot treat. Explain the problem. People are using antibiotics to fatten up livestock. Right. 70 of the antibiotics used in the United States are used in livestock. They give it to animals not because theyre sick but they give it to them to kind of reduce the bacteria in their gut. That allows food to be absorbed more quickly and they get fatter faster. This is really an artifact of the big factory farms that create all sorts of environmental problems as well. Theyre really not at all humane to the animal. What would this legislation do . It would require large supermarkets to provide information about the use of antibiotics in meat products, use our purchasing power as city, and check with vendors whether the meat is sold to San Francisco is from vendors who use antibiotics and try to reduce that. We are requiring the Citys Department of environment to make on its website all of this information public. We would have to hire inspectors, create new departments for that . We have a department of environment. Its just another layer of activity at the department of environment. Say safe way may be importing meat from pennsylvania. We are going to send inspectors out there . Were going to require them to provide the information. Well have interaction with them. I think it is important that we work with the large consumers. If you look, there are Companies Like panera committed to antibiotic free meat. This is already banned in europe and canada. Exactly. In europe, it is banned. The use of antibiotics to fatten animals as opposed to otherwise treating them. Say youve got a label and it says this antibiotic was used to what extent, how do i know whats good and whats bad . Thats why we are putting the information on our website, so consumers can find out how much antibiotics have been used and in which products. Of course some retailers will push back saying this is not for local government. This is for State Government or even federal regulation. Legally speaking, how good of a footing are we on in legislating this kind of thing . I think we need to take this step. This is a Public Health threat. If there is push back, that means more publicity. People need to know what theyre eating. They need to know what theyre handling. Police have made an arrest in connection with a shooting inside a night club in little rock arkansas. 25 year old rapper rickey hanton known by stage name finesse two times. Reporter the barrage of gunfire was broadcast on Facebook Live from inside a night club in little rock, arkansas. Panicked club goers ran for their lives to get away from the chaos while dodging bullets. This man hid under a pool table. Laying and waiting for the gun shots to stop. They went on about ten minutes. Reporter Police Believe several people got in an argument and gunfire was exchanged injuring dozens. The youngest victim is 16. Other individual were injured being trampled or try to exit. Reporter broken glass from the second floor littered the ground below. Police shut down several streets in the area to search for suspects. But no arrests were made. Investigators were back at the crime scene collecting evidence. Officials say crime is getting worse in little rock. There have been a dozen drive by shootings in nine days. We know weve got to use a hammer. Reporter police say there is a possibility that the latest shooting could be connected to the recent wave of gun violence. The Little Rock Police chief says he believes the shooting was gang related. A pair of bay area drivers were killed in separate crashes saturday after refusing to pull over for police. In daily city a man sped off from an attempted traffic stop at Mission Street and john daily boulevard early saturday. Because he was going so fast officers opted not to chase him. The driver crashed a short time later and died from injuries. A few hours earlier another man on a stolen motorcycle was also killed after he slammed into a tree and died at the hospital. Two immigration bills passed this week. Some will surprise you. This would strip Certain Department of justice grants. Also kates law passed. She was killed by an undocumented immigrant who had been deported five times. The vote for kates law was mostly along party lines with two notable exceptions. The only California Democrats to vote in favor of kates law are right here in the bay area, Congress Woman jackie spear and eric swellwell. He knew kate and her parents still live in his district. San francisco is paying after a crime victim was reported to immigration authorities. We have more on the settlement that the City Attorney says shows San Francisco remains committed to sanctuary city policies. Reporter he had gone to the Police Station because his stolen car was recovered. But then Police Officers arrested him, an undocumented immigrant, and handed him over to immigration officers. It happened right in front of his young child in 2015. At this point my little girl was crying saying daddy, daddy. She was really emotionally stressed. Reporter he spent two months behind bars and filed a law suit alleging the city violated its own policy. Police later said they were sorry. I apologize because a mistake was made. I am saddened that his daughter had to feel pain. Reporter instead of fighting the suit we learned that the City Attorney agreed to pay him 190,000 in a settlement. Lawyers say it sends a message. Its all the more important for San Francisco to stand up for its values. He was the victim of crime. He had been robbed of his car. If somebody cant go and do that, then it creates a situation where you have less public safety. Its a shameful waste of taxpayer dollars. We have a settlement being offered here that likely would not be awarded by any jury. Reporter the San FranciscoRepublican Party chair. San francisco is making a sham of our immigration law. There was a warrant out for his arrest and the police did the right thing by detaining him and did the right thing again by turning him over to immigration authorities. The settlement is pending approval by the board of supervisors. The bay area judge in the turner case is responding to efforts to recall him. Activists officially filed paperwork for the recall. You may remember he was the judge in the case of a student convicted of sexually assaulting an unconscious woman. Turner was sentenced to six months in prison. Activists say he has a pattern of being lenient on sex offend ares. He was cleared by several agencies and says he was simply following Probation Department guidelines. A budget battle in oakland. Monday the city council was supposed to pass a budget did you a group called defund oakland brought the meeting to a halt. We move that we move into recess. The council reconvened thursday where it did pass a budget. In san jose politics was put on stage at the annual monday night life show where government leaders put on costumes and make fun of themselves. This year the vice mayor stole the show as wonder woman. The cast joked about huge promises made to lure google to the city and the recent burglary at the home of mayor sam accardo. President trump held a pricey event to raise money for his second run at the white house. He held his first reelection fund raiser in washington on wednesday as protesters stood outside and attendees paid at least 35,000 per plate. The event raised about 10 million. It also raised eyebrows from richard painter who was George W Bushs ethics attorney. The president is starting so early in the process, so early in his term raising money for his campaign rather than focusing on the job of being president. Then further, he is taking a cut himself because he owns the hotel where the fund raiser is. Wednesdays fund raiser comes less than six months after the president was sworn in. Thats about two and a half years before president s obama and George W Bush held their first reelection events. He is facing a number of lawsuits related to personally benefiting from the kinds of events and now this event will be held at a trump location. Keep in mind, there is one thing good about really early fund raising. You get the money before you cast the vote. So you cant be accused of casting the vote because you got the money. There you go. Were doing the quo before the quid according to mayor brown. Some people may have an issue with this but there is nothing illegal about fund raising this early. Thats true. There is nothing that prohibits him from fund raising. There may be issues with doing it at the Trump International hotel that i am sure theyll add to the numerous lawsuits already out there. But having a fund raiser in and of itself is not a problem. It is interesting that you go back to our founding fathers, george washington, in those days it was considered in politics to campaign for yourself. They actually never campaigned for themselves, allowed their friends to speak for them. It was considered degrading to Even Campaign for your own president ial run. A bill in sacramento that would require Law Enforcement to report the number of untested rape kits hit a snag. It is meant to provide justice for victims but monday just before the Senate Appropriations committee met the state department of finance said it would cost Law Enforcement 1 million. The San Francisco assembly man who wrote the bill believes it would cost less. To ensure that women in the public understand what happened to the rape kits will simply require a few key strokes. Probation is a really important committee, a good keeper for the large majority of bills in terms of whether they go to full senate for a vote or dont go to the full senate. New cost estimates may keep the bill stuck in committee indefinitely. Similar bills died in the same Appropriations Committee over the previous two years. Joining us to talk about that is the Alameda CountyDistrict Attorney nancy oh, mallee. Thanks so much for being here. Lets talk about the issue of untested rape kits. How many do we have . How big is the problem in california . We dont actually know how many we have because there has never been an accounting or there is no accountability in terms of how many are booked into the Police Evidence rooms. What we do know across this country is that there is more than several hundred thousand kits that were just sitting on shelves of the Police Evidence room never being submitted to a crime lab for testing for dna particularly. I think people might be surprised there is no mandatory testing in california where we like to think we are on the fore front of criminal justice and womens rights issues. Talk a little bit about what are some of the reasons why a kit might not be tested. We are one of the few states that doesnt require testing. There are more and more states adopting that legislation. Some of the reasons why a kit might not be tested is if the Sexual Assault is committed by someone known to the victim. If she or he knows the perpetrator, why would you need dna . We have an answer to that because across this country as we have been tackling the backlog of untested kits, we are linking more and more serial rapists to other crimes that were unsolved by putting their dna into the national database. So we should be testing kits even if we know the identity of the perpetrator to see if they can solve other crimes. Have you had those experiences in Alameda County where you are spearheading a number of initiatives to be sure kits get tested . We have. When we went to do inventory of our Sexual Assault kits that were untested, started in about 2011 or 12 and we discovered 1900 kits have not been tested. Some had gone back several years and were being held in Police Evidence rooms. It took us a year working with our Law Enforcement who were cooperative. Thats how complicated it was for us to figure out how many kits there were. I am proud to say we have no backlog in alameda. We found the money to have them well tested. What we found was when the dna was put into the national database, that we were linking known perpetrators, someone that the victim survivor knew to unknown crimes. We also were able to link serial rapists even though we dont yet know the identity. We have been able to link serial rapists to multiple Sexual Assault crimes. This is critical because this goes to the heart of public safety. Law enforcement agencies, California Sheriffs Association is opposed to this bill that would require the tracking of the rape kit, an inventory of how many the jurisdictions have, how many have been tested and if not, why not . Theyre saying the department of finance now says 1 million. David says not nearly that. What do you say . I say there is little to no cost associated with this. Two years ago they enacted the adoption of a database called safe t. Every kit brought to a Police Evidence room has to be logged into a system. All this ab41 requires is to then log it into the safe t system as well. Its a system thats already there. They just have to log it in. Its a few key strokes more. For folks at home watching saying i really want ab41 or maybe i dont want ab41 on the books, what do you suggest they do . Whats an effective way as a local elected official to reach out . I think what we found when we passed ab1517 a few years ago which gave stricter guidelines for Law Enforcement to submit kits for testing, what we found was survivors were coming from all over the state saying i thought my kit was tested and i never heard anything. What we found was their kits were not tested. I think those activists, those that feel like we want to stop serial rapists, those that want rapists accountable should reach to their Assembly Member or their senators and to the governor particularly to get this bill to the governors desk and get this signed. It doesnt impose further obligation other than extra key strokes to put the same information they put into their own system into safe t. Thats all it requires. Excellent.
