President trump is back home after his first trip abroad as the nations leader. He and the first lady landed in maryland last night and quickly headed back to washington. At home, trump is facing both new and old challenges. For starters, questions are looming about his campaign and whether his associates had contact with russian officials before he took office. Meanwhile, the Republican Health bill narrowly passed the house and has an uncertain future in the senate. Trump will have to defend his budget plan which is drawing criticism for deep cuts on safety net programs. The president is back on twitter. Following his trip, the president says he is working to make a finals decision on International Climate change. He tweeted that he will make his final decision next week. On this morning, face the nation host John Dickerson sits down with secretary of Defense James Mattis to talk about Climate Change. He asked if there was a change. Sitting in on some of the discussions in brussels where Climate Change came up. The president was open and curious about why others were in the position they were in. This morning on a special memorial day broadcast of face the nation. And a coalition of california businesses turning up the heat on sacramento lawmakers who want to implement tighter environmental policies. They are calling out the lawmakers by name in a new tv ad campaign. Assemblyman ken cooley gave state employees the power to rise prices on everything from gasoline to electricity. Now, californians are paying 50 more for electricity than other people. The california Business Roundtable is funding the campaign through an Advocacy Group called, californians for affordable and reliable little reliable energy. Some have been critical about the states Climate Change policies. In washington dc, new questions about president trys advisor and soninlaw Jared Kushner and his dealings with russia. He is so great. If you cant produce peace in the middle east, nobody can. President elect donald trump during the campaign praised his soninlaw and visor Jared Kushner. A core pillar of his inner circle, Jared Kushner had been acting as a conduit between President Trump and foreign officials during the campaign. Reuters is reporting of at least three previously undisclosed contacts at that time between Jared Kushner and the Russian Ambassador. Washington post claims that Jared Kushner was interested in establishing a back channel of communication with the kremlin. The fbi is already scrutinizing the russian contact and has not accused him of any wrongdoing. Among the undisclosed communications is a december meeting with the Russian Ambassador and a follower with the chairman of the russian state owned bank. That bank is currently sanctioned by the united states. Democrats like ted lou one kushner punished. He needs to have security clearances suspended. And a statement responding to the reuters report, Jared Kushners attorney did not deny the contact but said that he participated in thousands of calls during this time period and has no recollection of the calls described. Jared kushners lawyer also said they requested the dates for the alleged undisclosed russian contact so they can investigate meanwhile, james comey, who has agreed to testify in front of the Senate Intelligence committee, is still coordinating exactly when he will do that. And meanwhile, the president s travel ban faces an uncertain future as well. S Administration is waiting for a ruling from the San Franciscos ninth Circuit Court of appeals. Legal speculators say it is unlikely that the Trump Administration will triumphant because the ninth Circuit Court ruled against the first version of the travel plan. And the fourth Circuit Court already refused to reinstate the ban. Without a lower court split on the decision, it is unlikely the Supreme Court will even take the case. The travel ban would temporarily block nationals from six majority muslim countries from entering the united states. And San Francisco, immigrants have extra protection. This week, the Public Defenders Office launched a new unit that will defend immigrants in deportation hearings. Alameda county started a Similar Program in 2014. This week, the state senate is likely to vote on a singlepayer healthcare program. It is called the healthy california act and it focuses on cost and the coauthor says that californians would be required to join this Public Health program and Insurance Companies would be barred from offering coverages for Services Already included in the plan. The bill aims to provide healthcare coverage for 39 million californians and is happening as a gop Healthcare Plan allegedly needs to be passed to help the federal deficit. But it would also leave millions of people uninsured. The state senate vote on the bill comes even though lawmakers know they dont have the money to fund it. I asked former San Francisco mayor willie brown if they have ever seen anything like this before. Sure. We have often made those kinds of steps. We just didnt admit that we wouldnt implement until it was funded. We passed the measure, got it in place, set it up and hope the budget bill would come along and do whatever needed to be done. But 400 billion dollars . Not that number. I was never in the stratosphere when it came to projecting money. First of all, i would never permit you to say it was 400 billion i would say whatever the cost would be. And we hope that we could off save offset that cost. What is interesting about this it, is that you have republicans in the state legislature that are saying, what you are doing is exactly what democrats are complaining about. You have no complete plan for dealing with them and passing a bill. I did not know there were that many republicans up there. The public does not know they are there. You cant show me a symbol catherine baker. She is the only republican identifiable anywhere in the state of california. Are you suggesting that i am limited with my perspective in the bay area. I will have you know that i rule all over the state. Do you roll down in San Bernardino . Idea. In the middle of the night. Some folks in the legislature are hoping to pass it and get the credit for voting for it lets clarify. They are not hoping to get credit but they dont want the wrath of the Democratic Party or the activist saying that you wouldnt vote for it. There are already districts thing, vote for us it is the alternative to what the management of the budget said would be the cost to people in the state of california for the trump care. Believe me, something has to be done. Democrats getting out in front with a single pay. What i was going to say is, it looks like some folks are banking on the governors veto. Or the assembly stopping it in its tracks. We are slowing it down. Melissa has a good point. It is always good to vote for something but if you have to pay for it, it becomes a different issue. You get the credit for the vote but you dont actually have to pay the bill. They are still debating about the tobacco tax. That is right. 2 a pack. Now there is more squabbling on how to spend the new revenue. The California Senate and assembly have rejected governor jerry browns plan to put the money toward maintaining medical. Decently wants to put a 57 million toward a onetime yearly incentive payment to providers in the medical and then tical programs the Senate Proposes putting 150 million toward doctor rate increases for those doctors in high rate areas and then increase that rate incrementally over time. In sonoma, first words raise eyebrows at the Sonoma State University graduation ceremony. Graduate dede simpson recited paul a poem that contained expletives taking aim at President Trump, fox news and police violence. Several parents complained and the university had to issue an apology. And an Alarming Number shows that homelessness in Alameda County is growing. Councilwoman Rebecca Kaplan joins us on the citys response to help those in need. It is a big Holiday Weekend. What will the weather be like . It largely depends on where you live. We have the forecast for all the weekend events straight ahead. ,,,,,,, the number of People Living on the streets in the bay area is going up. A new count and Alameda County shows more than 5600 people are homeless. That is up 40 from two years ago. The mayor of oakland says officials are trying to spend more money on programs and services for the homeless. Joining us to talk more is councilwoman Rebecca Kaplan. Thank you for being here. Thank you for having me. Driving around west oakland, it is almost like a journey into the third world. We have these homeless encampments. The tents are up. There is garbage piling up. Reports of fires. What is going on . It is an incredible and a growing human tragedy. There have been allegations of arson going on and that people may be intentionally setting fire to the encampments. And before that, just the human suffering of more and more People Living on the streets. And it is well past time for us to take action to give people a better place to be. These encampments start out on the sidewalks and they go on to the streets. The citys solution so far as to put barriers up to stop people from driving into them. Putting in toilets and looking for money. What is going on there . Absolutely. People being out on the streets is a lose lose both for those people and the broader community. That is why i am fighting for us to buy existing motels so the city can get people off the streets. Just pushing them from one underpass to the next underpass does not accomplish anything. That has been a repeated pattern. There is a cultural line that we cross. There are Homeless People and a lot of times they are staying in hotels and going from one flophouse to the other. But when we allow them to set up the tents on the streets and sidewalks, did we cross the line that makes it more difficult to contain . We have seen huge growth in homelessness in the past two years. The resources we have to take care of people in a better way have not kept up. That is why i believe we cant just focus on longterm construction. We have to put people up off the streets so the social workers have something more positive they can offer. When they say, this underpass is not the place to be being able to say, here is where you can go and get people into a better situation where they can turn their lives around. Sometimes even in oakland, we have had money in the past for cleanup, for example. A couple of months ago, you were screaming at the administration about money for garbage trucks that had been set aside and they couldnt get it together to buy the garbage trucks. We dont have enough garbage to get out there and clean it up like they are doing and San Francisco. They finally did by the garbage truck i fought for. But the problem right now is, when they push people out of one encampments and clean that area, they dont have a place to go so they moved to the next underpass or sidewalk. So the resources for the cleaning can never clean up. Because we are never moving people to a better situation. That is why im saying, we have to actually designate places to send people. Realistically, is this something oakland can handle . You dont have a big social service network. Cities dont traditionally do that. It is the state and counties that do that. Now it is on your doorstep. Do you have it . I dont think any of us could handle this alone. I believe oakland working in partnership with Alameda County and none per nonprofit, can do this. We asked the county to partner with us and they said yes. That is why we are looking at like with guns and oakland, looking at city county partnerships to fund these services and that has been done for many years. Oakland and alameda counties working together. But we have not grown the service. Do you have any idea what triggered this . What exploded . In the last year, what happened that exploded . We have seen a few huge rate of skyrocketing rent. It has caused more people to be out on the streets. Some of the encampments have left of visible locations and then those sites got bulldozed for development. So people moved to underpasses. In the recent homeless count, they said the overwhelming majority of the peoples reason for homelessness was not Mental Illness but rather money problems. But we have something we can take a closer look at right now. That is the weather. That is right. It is going to be a mostly mild Holiday Weekend. More sunshine today than yesterday. Along the golden gate and along much of the coast, low clouds have read throughout much of the bay area this morning. Temperature starting off the day in the 50s bay area wide. 56, concord. Livermore, 54 as well as San Francisco. 57, san jose. 53, santa rosa. The satellite shows just how far the low clouds have spread inland this morning. The good news is, they will pull back to the coast later today. Highpressure in place. We do have a weak ridge that will warm us slightly today. Although i stress the world, slight. It is a weak ridge so not a lot of substantial warming and not hot by any means. Great news if youre looking for sunshine today. Watch as the clouds pull back to the coast later this afternoon. Most folks will see sunshine inland including around the bay. Tomorrow, clouds move back in for the first part of the day and then pulled back and by tomorrow afternoon. And along the peninsula near San Francisco, right now the futurecast is indicating that we could see some fun for marin and the northbay coasts. I would count on bringing a fletcher if you are heading to the coast at all tomorrow. Temperatures will be on the cool side especially into the evening hours and to start the day, we will see sunshine. Here is the forecast for today. Along the coast, 50s and low 60s for most. Around the bay, talking low to mid60s for many locations. Mid70s for the warmest path inland. Mountain view and san jose. 77, concord. 77, an effort napa. We shouldnt see a lot of weather related delays today. Relatively light wind at sfo. They are doing runway construction and this is a busy travel weekend. It does not mean you wont see delays. Fairweather in seattle and los angeles. We could see inclement weather and chicago. So anticipate the possibility of delays and chicago this weekend. In your car driving around Northern California, temperatures in the 80s in sacramento and central valley. 60s in the high country if you are spinning your Holiday Weekend in the lake tahoe. 50s along the coast. Remember low clouds will linger through tomorrow. Modest warming is likely inland. Planning on sunny afternoons and chilly evenings. A look at the extended forecast shows that we do warm slightly for monday. A little more sunshine inland. Tuesday, we start to cool. We ramp things up to her the end of next week. 70s by the bay. 60s along the coast by the end of next week. In the bay area watch, the largest Housing Project in san jose was just approved by the city council. That is right. It promises 708 units and 14,000 square feet of retail. The city Council Voted unanimously after nearly nine to dozen people lined up to demand that the developer used union labor and local labor. A substandard wage to underpaid unskilled workers and fatten their profit margins. That is unacceptable. We need to have local developers, local labor, skilled labor, union labor. And while the city cant legally dictate what kind of labor to use, the developer did agree not to use contractors with a history of wage theft. In the east bay, people in oakland can apply for medical cannabis permits. The city says it is the first step in the brown groundbreaking equity program. They said the measure will create an equal Playing Field in the industry and will remove barriers from those who have been criminalized in the past. Anybody that wants to grow, distribute or deliver medical marijuana can apply. It is 7 52 a. M. Every day, 100 people are killed in a car accident. And asked, the signs of your car play a role in surviving a crash. ,,,,,,,,, it is a startling number. Nationwide, every day, about 100 people are killed in an automobile accident. It turns out the car size and the economy are both getting a share of the blame. Consumer watchs julie watts joins us to explain. The economy does play a role in the number of fatal accidents. Annual report for the Insurance Institute says, the better the economy, the odds may depend on the side of your car. They are popular on bay area roadways. Both for good gas mileage and easy parking on city streets. But many small cars come with serious safety drawbacks. Notice how the mercedes continues to move forward and the smart cars go back. If youre in a small car, most of the cars around you are bigger. You are at a big disadvantage. And while it may not surprise you that smaller cars fare worse in a crash, Highway Safety institute put size into perspective. A four door mini car has the highest death rate and large luxury suvs have the lowest. News for minivan drivers, overall, they have the lowest death rate and cars have the highest with 39 for every million cars on the road. You will have more deaths in smaller cars. And the number of crash deaths rise as the economy improves. The study also found road deaths have been trending downward since 1970 with a huge drop when the economy trained tanked in 2008. In 2015, thats increased again. They notice that a stronger economy fuels more driving leading to an increase in deadly crashes. They do predict crash deaths will fall again and note that increasing Autonomous Cars will help there. When it comes to small cars, they say even improved safety designs and technology can only do so much. Still ahead, the bay area city that wants to target short term rentals. Release were called to the 100th block of john street about an apartment complex disturbance. That we are told the officer confronted the suspect and opened fire. The suspect was taken to the hospital where he died. It is an emotional morning in manchester, england as the city tries to return to normal just days after the deadly concert terror attack. Thousands are taking part in the annual, great manchester run. Security is tight. The Half Marathon got underway this morning. Other races are said to follow throughout the day. And while the president and first lady returned last night from sicily and walked from the helicopter to the white house, a reporter fired off a question about his soninlaw and Senior Advisor Jared Kushners contact with russian officials. The president looked at the reporter but doesnt answer. Only waves. And then continues walking with the first lady. The white house official says Jared Kushner is regular ready to cooperate with any and all inquiries. President trumps it on twitter it is my opinion that many of the leaks coming out of the white house are fabricated lies made up by Fake News Media in another tweet whenever you see the word, sources say in the Fake News Media and they dont mention names. He is back is getting interesting. And you could call it a person of interest reality show, called this on the soninlaw. You say he is a nervous individual. They apparently have tracked him in contact, post of the election, with the russians more often than michael flynn. That is the challenge. There are things he did not disclose when he was filling out his application to have secret assets. He is also generally a mystery. Whenever somebody does an impression of him on saturday night live, he is just quiet. He wont talk. He has become this sort of symbol that the public doesnt really have any touchstone to go off of. He is kind of the operational son that trump always wanted. He is bright, able and can execute. He is married to the favorite daughter. He has all the productions. Obviously, he is the last guy, before he goes to bed and when he wakes up, that trump talks to. And a lot of people were hoping he would be a moderating influence in the white house. Now, come to find out, he is one of the people he was really pushing to hire. People trying to reassess his influence in the white house. It may not be what people previously thought. His influence is absolutely unlimited. Let me assure you. You marry my daughter and you have your father. Me. Im here. That is trump. At the same time, this is a guy who has said, i will go in front of the senates and in front of congress. I will go with the fbi and cooperate. I will ask any questions and answer any questions and cooperate. Wait until he makes good on those things. When he hires, the law firm at that stage of the game i will do the talking and not him. It will be interesting as this progresses. I think you should hire the willie brown law firm. That guy knows what he is doing. Some people might consider that admission of guilt. And on the state political front, you have heard of bills dying committee. This week, it was actually a slaughter and sacramental. For a bill to die in committee means the chair of the Committee Just doesnt bring it up for a vote. The most Important Committee of all is the Appropriations Committee. Any bill needing 130,000 and funding, nearly every bill, has to go there. This week, the Appropriations Committee has to consider 800 bills. Only 554 survived. That is a death rate of about 30 . Among the casualties, a bill related to the ghost ship fire. It would have provided 20 million in low interest loans to pay for upgrades and unsafe living place places. And the berkeley bill would have limited the way universities can restrict free speech on campus and given broad protection for free speech. And the budget bill would have locked bart into using money designated for physical improvements on things like actual trains and stations. Bart would not be able to use that money for salary and benefits. But they oppose that one. And all of these bills have died. The one bill that did make it out was a third danville for billion dollars a single healthcare bill. Approved even though there is no plan to pay for it. It shows that if you want it, it gets done. If you are the chairman of the committee and that is your bill so not surprising on the successes. Even though we dont have the money for it. And there are other things happening in the bay area. Concord may be easing up on pot. City leaders are considering a repeal. Some resins that use marijuana to relieve pain associated with illnesses say making trips to oakland is inconvenient. The mayor says she is not necessarily opposed to allowing a limited number of dispensaries. And Oakland Building affordable apartments along the estuary. But it took a land swap. The original piece of land gives space for parking lots and more. The exchange is expected to make financing easier. The plan is to apply for federal income tax credits in march of next year which would be the final piece of financing this deal. Union city is one step closer to leveling the Playing Field between airbnb and hotels. The city plans to collect taxes from residents at rent out their homes through airbnb. And the same taxes hotels have to turn over to the city. That could bring up to 172,000 for the general fund of the city. Airbnb has made similar agreements with more than 200 eddies around the world including San Francisco. Still to come, despite Assault Charges, a montana republican becomes the newest congressman. We sit down with our congressman to talk about what we can take away from that special election. On september 9, 2010, pg e learned a tragic lesson we can never forget. This gas pipeline ruptured in san bruno. The explosion and fire killed eight people. Pg e was convicted of six felony charges including five violations of the u. S. Pipeline safety act and obstructing an ntsb investigation. Pg e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. We are deeply sorry. We failed our customers in san bruno. While an apology alone will never be enough, actions can make pg e safer. Republicans have poured millions into the race and members of trumps family even campaigned there. Resident trump praise of the victory. Greg gianforte must appear in court on a misdemeanor assault charge. He could face a month in jail and a 500 fine. Joining us to talk about the drama is east bay congressman marcus musante. Have you ever felt like grabbing a reporters throat and throwing them to the ground . Other than you, no. Just kidding. I love you. I can understand how you get asked the same question over and over. That is part of the job. The free press and demography is democracy is paramount. It was an interesting election. We have this one in montana. Another one coming up in georgia. The democrats are hoping to make a statement. One down, one to go. In montana, we lost by 25 Percentage Points a year ago. Then we lost by seven. There is definitely something going on. In georgia, democrats are ahead. Things have changed. It depends on who shows up and how energized our base is. Is it enough to just bash trump . I dont think so. We have to demonstrate particularly the american middle class, and that we are there to defend them. The Affordable Care act is an example of that. The current bill right now while we have the issues that affect workingclass people, we spend a lot of time on other issues like republican conduct and the president s conduct. We have that whole reality show drama going on. How do you find a way to bring the agenda to the front. It is important to stay focused. Helping the middle class and people struggling for opportunity. We have the stark rates of any quality. Money it is all about money and elections. It is all about money and healthcare. We have to focus on what is important. When we do that and we put it out there and there was an ad that started running. And maybe continuing to run in the Georgia Election where democrats are making an attempted comeback. And in that one, the democrat is being linked to San Francisco and all the values and things you are talking about in the television ad. Even featuring a cable car. It is americas favorite city. It is. The question they are bringing up if it is this liberal and you dont care about this isis and all of that, it is seen as a hit. Im not sure they are in that place right now where they are connecting. What works in San Francisco and what works in concord, doesnt work in the suburbs of atlanta. Except that one common thing works. Americans care about their ability to have opportunities to raise families, buy a house and retire with security. That is what we have to focus on. Again, as these races go on, if you are going to do that, where are the specifics of how you are going to do that. Where is the democrat plan. Lets start with healthcare. You have 34 billion in california. First things first, our plan is the Affordable Care act. Ultimately, we should go to some formal healthcare. Of the art every other developed country in the world has it. That is the criticism. You cant take almost 20 of the roads largest economy and to change it to singlepayer. Medicare works. We can expand that overtime. And have Better Health outcomes. For now, what we have to do is defend what has been working for most americans and most californians, the Affordable Care act. And then so the fight would be, you would urge democrats to fight nationwide on the affordable healthcare. To keep it as it is and keep it from being overturned it. That is the first thing. The second thing is, we have to go to those places we lost and say workingclass americans is the most important thing. Everybody benefits from this economy. And unfortunately, the people that benefit the most are the top 1 . We have tos read that to everyone we have to spread that out to everybody benefiting. Thank you for joining us this morning. Somebody says, this person is about to drop out of school. I say, something has to change. They had reached more than for hundred students through mentorship, leadership training and scholarships, totaling nearly 2 million. I want them to be able to stand on their own two feet and say, i accomplish this. A cornerstone of the program, giving support on campus. Collins has expanded his workshops at Burton High School teaching life skills like money management. Investing into the stock market. That is how you become a shareholder. For some students, collins is a role model as a leader and listener. He likes to hear what i have to say. And in the db, students can become High Achievers like isaiah who received a scholarship from the nonprofit. This has unlocked doors for me.
