We should have taken a look at this seven years ago, and in february 2009, their documents from the building inspection to the millennium and engineers acknowledging that the building was already sinking far more than was protected. In february in february 2009, the millennium admitted that that the building had already sunk 8. 3 inches thin was projected as a result of their own dewatering of the site. Meaning they are sucking the water out of the landfill in the area of the city where we are putting this high rises up and what does that say about our own Building Department . I will choose my words carefully. Our Building Department has been quite embarrassing. It is amazing, they are running around without knowing what is going on, and they dont know what happened, when it happened, lost documents, slow in responding. As a matter fact, they have known about this since 2014, most recently they have had a report filed. If i come to the Building Department and say this is my plan for the building and it meets the code, i are they the ones that will say we need detect the ground underneath . The Building Inspection Department has an obligation once they hear that the building is not performing as to the design specification to go in, investigate and get to the bottom of it, and it is happening now, but far after the fact. There pointing fingers at this joint powers group across the street made up from transit agencies from the bay area that are building this massive tower and the underground train station. Were was there permit process. That is a creature of state law and they issued their own permits to themselves, and not under the jurisdiction of the city and county of San Francisco or under the building inspection jurisdiction, but there are other projects in the area that are also dewatering. It is not just the transit, and the building is not only sinking but it is also tilting. I am not a geotechnical engineer or a soil engineer. But it is tilting away from the tjpa hole, but tilting to the west. Were putting up these massive towers, and is anyone checking the ground underneath to see if it is practical and safe to build these things . You are asking the right questions, but we in this particular instance did not get a peer review of the technical consultant report. What does that mean to the average person . We did not have an expert set of eyes on the subsurface conditions. What are the chances this will replicate itself and the other buildings in the downtown area . I dont know but im trying to get to the bottom of it, and it is a question we should all be answering. How concerned are you . Very concerned, and we should all be concerned. We should all be a little bit concerned about the foundation systems. Who is going to pay for this and how much will it cost . Ultimately it will have to be paid for by the Millennium Developers and partners. But the Building Department did not act properly, will those companies sue the city . Apparently the city does not have liability and the liability rests with the developers and potentially the neighbors that may have contributed to the problem. Including the jtpa, and it is not the citys responsibility to bail them out. Lets take a look at the forecast now. The officers do not explain why they were trying to stop them, and sweep him to the ground, and put his face in the concrete. Once they are on top of them and it happens, under what right or logic is it for him to continue to resist and to fight back . That seems like he would be putting himself in jeopardy. The law says that when an officer uses Unreasonable Force like they did here, he is not resisting and they are on top of him and had their knees in his back. They are essentially using force against him unlawfully, and he is simply trying to defend himself in the situation. Keep in mind they are not even telling him why they are stopping him violating their own protocol. We have body cams video showing the officers i understand that, and given todays nature and were seeing story after story from charlotte, tulsa, baltimore and even in San Francisco that there are being people being killed, and often it starts one way and escalates. I am curious, if you are saying that that is okay, if it is the officers escalating the situation. If the officers are using too much force, a citizen has the right to defend themselves against that. For people to step out in traffic and expected to stop, and if i doing get hit, im the one that is hurt.
