The most immediate and obvious changes took place in the nations airports. Congress boosted air support, by the air and transportation security act. The department of Homeland Security was also created, and despite these changes, a poll finds that americans are more angry and more fearful when they reflect on the events of 9 11 now compared to five years ago, and weve also lived through terror attacks like the Boston Marathon bombing and Mass Shootings in San Bernardino and orlando. 9 11 will take center stage with both president ial campaigns at ground zero, this comes as Hillary Clinton apologizes to the donald Trump Supporters for a statement she made. Clouds making their way inland and pulling back for the coast later today. We will continue to see gray skies along the coast and in San Francisco, and parts of the peninsula as well. Mostly sunshine inland. That can be deceiving because that does not mean that the temperatures are warming, we are on the beginning of the cooling trend. We have noticed the cooling over the last four days, and this area of low pressure has been slowly moving up the coast, and that has begun this cooling trend. We will ramp it up as this stronger area of low pressure sings out of western canada into the northwest dropping the temperatures more significantly. That will begin today, and later this afternoon we will increase the marine layer influence, and more so monday and tuesday when temperatures will begin to drop. Topping out in the 70s at the warmest locations and today low 80s. Livermore and walnut creek expect low 80s, and to say 74, Mountain View 65, 72 in san rafael, 78 is the high in napa. The project, last week they met with developers to discuss the funding on what will likely be a one point 1. 1 billion facility. They could be facing challenges while issuing for dollars and say they will not share the revenue with the state. That is interesting because the casino operators are trying to get this in with the tax on the hotel rooms, but public money is public money. You think people will go there for football anymore than they already go to las vegas . The idea is to get them to come to football and while there enjoyed las vegas, but im not sure they can depend on the las vegas citys Ford Las Vegas cities for the fan base. Making history, how much the taxpayers will pay for the boater guide, the largest ever printed. Insiders weighing in on white you will see so many items on the ballot this november. ,,,,,,,,,, californias voter guide is the longest ever printed. Its 224 page turning back to campaign 2016, the california voter guide is the longest printed, 224 pages costing taxpayers nearly 50 million. Because of the state laws, they are being mailed out to all of the california state voters. In Santa Clara County they will decide on 49 measures, and want to get the guide in the mail, you must read it immediately, four pages a day because there are only 57 days until the election. I asked the former services from mayor willie brown and the analyst a melissa caen on why this got so ridiculous. It is a combination of things. A few years ago the governor signed the log to move all of the ballot measures from june to november. Why did we do that . They were afraid there was a pension reform that would pass in the ballot in june with electric is more conservative, so they moved everything to november to get a broader based electorate and now we have it all in one big telephone book that we have to deal with. This is amazing. Does this mean lawmakers not doing the job . There will be more people showing up on the democratic side of the owl, on the aisle, first and foremost. But you should at avenue add every possible voter in the world, and if you do not think they will come out in june, you do it in november. It happened to work that way. Somebody has been drinking the koolaid over here. I propose having any of these things on the ballot because i do not believe it is good for democracy to have the debates producing legislation, not a good idea. It is difficult when you go to the ballot argument and see the ads on television, and trying to make sense of it is tough. It is, and the Death Penalty is being considered, and they tried to pass legislation that would curtail the Voter Initiative in San Francisco, and people, despite what you think, they want to keep the power to pass through initiative. They did not know what this thing would be when it showed up on the doorstep. This week they may have a different attitude due to the unadulterated volume. You cannot possibly read those things. And you even signed on in support of some of these measures. And against others, i am an equal opportunity to say dont do it or please do it. Have you Read Everything you signed on to . I read what i wrote, but i did not read the other side. Why would i want to be persuaded by better argument, are you kidding. [ laughter ]. In San Francisco there are so many initiatives and so many people running that they do not believe the post office can process those books, so they may have to break them into two volumes does to get them into the machine, volume 1 and volume 2. How can we expect the normal voter to read all of this . They do not expect you to, they want you to read the top line on what it will or will not do, and then they want you to vote because they dont want you to read the terms and conditions. There is one big thing on here that could affect the three major counties, and that is bart. They are estimating they need 9. 6 they are estimating they need 9. 6 billion to keep the trains running, and they are asking for 3. 5 billion, and the bay area residents rely on the system to get to and from work, and around town, but officials want to bring this back up to what they feel it should be. We will speak with the bart director in the studio, but he has not yet arrived. The tesla ceo plans on explaining the new improvements to the autopilot system in the cars. Apples newest addition, iphone 7 going on sale, and the tech giant has been taking preorders, and the phone stores will have them on friday. But the company made a risky change. It will be waterproof, but it does not have a shatterproof screen. But many people are talking up what is missing, the headphone jack. My favorite feature is the bigger hard drive. Water resistant with a high gloss finish, has stereo speakers and it will vibrate in response to action, and they say that it is faster and come to the revolutionary camera on the iphone plus, and they say it will rival the professionals. Maybe the most significant change is we have no more headphone port. We describe it as having a great Digital Audio connector, but apple says the new phones will include an adapter for the old earbuds. We believe in a wireless future. Reporter apple introduces the new wireless air pod, infrared sensors and the chip with no port needed. It makes no sense to tether the phone to cables for mobile devices. Why would you want to put a microwave device in your ear next year brain . Along with several hundred other scientists they recommend wire devices when ever possible. We do not know that the radiation is safe, and we know these kinds of exposures can open the blood brain barrier, something they say can lead to cancer. Reporter and even though the lowlevel devices are said to be safe, Animal Studies show low intensity exposure can have effects. But most are not convinced. I have bluetooth earphones and im fine with that. I will still use them. Reporter according to the business insider, bluetooth headphones bring in more money but the wire headphones are still much more popular, something the iphone 7 may be about to change. I like that it is wireless, and i think it is cool. They fall out of the years, and you lose privacy with the wires. The adapter is sold separately for 159, and they recommend turning on the bluetooth headphones, but turned them off when not in use. You will find the recommendations in the manufacture handbook, and for the iphone 6, they say the minimum distance should be 5 mm from your body at all times. That is for the personal health, but what about the Financial Health . It is the Ford Motor Company of the bay area, apple, and why are these on a preorder . Apple suggested they will not release the first weekend sale, and some analysts think it is because they know we will not be impressed with the numbers, and while they may sell a lot of phones, what is important is increasing the growth. They have pretty much saturated the market in the u. S. , but not breaking into china and it is important that they do that. With the exploding samsung issue, now is an ideal time for apple to release its phone, and they may be able to tap into the samsung market a little bit. We will see about the rent control in san mateo and why they say it will not do anything to solve the housing crunch. ,,,,, so i got your test results back and it does show an allergy to cat dander. As long as you live with herbert, youre going to have the respiratory symptoms. And ill have the joy that only a kitty cat can bring. Okay, well there are some things we can do to minimize the impact. Allergy shots, a nasal steroid. Does that sound doable . Im in. At john muir health, we know how big the Little Things can be. John muir health. Be heard. The time is. Good morning, im phil matier. D im emily turn welcome back to kpix 5 news and the time is 8 00. Remembering the fallen, how the country is coming together to mark the 16th anniversary 15th anniversary of the september 11 terror attacks. Working to curb the growing homeless problems and San Francisco businesses trying to get the solution going. Mark leno joins us live with more legislation that the governor jerry brown just signed a. First, lets start with the forecast and summer temperatures are out the door. Long gone, and i think some people enjoyed the 90s midweek last week, and this is not long lived. We have been cooling down, just the beginning, as we see gray skies right now areawide. The temperatures are in the 50s, and headlines today will be starting off with the clouds for most, and sunshine later on today. We will continue to cool down as we head into the work week would temperatures dropping into the 70s at the warmest locations by the midweek, some temperatures in the low 80s today, and livermore and walnut creek, 60s along the coast, and we have your forecast coming up. Today marking 15 years since the september 11 terror attacks that killed 2977 people, most victims at the new York World Trade Centers were hundreds of First Responders rushed in never to come out. We take a live look at the memorial event underway at ground zero in new york city. Events are being held across the country to honor the victims. [ music playing ]. A special ceremony was held at the same factors cathedral on saturday to remember the firefighters killed on september 11, and firefighters carrying the american flag, each one representing the 343 that died. In the bay area there will be a tribute at 10 am at the flight 93 memorial in union city, and flight 93 was bound for San Francisco when it was hijacked, and passengers fought back, forcing it down in a rule field rural a field in pennsylvania, saving countless lives by preventing the hijackers from hitting the intended target. A remembrance ceremony underway right now the San Francisco Public Safety building, and the fire chief and mayor ed lee unveiled this made of steel remnant from one of the towers. They will honor the civilians and First Responders that died in these tragic events of 9 11. More top stories, starting today in san jose, extra officers are set to patrol the streets, and the department is about 300 officers short, im working so much overtime theyve resorted in sleeping in rvs between shifts. San Bernardino County responders will be facing the active shooter scenario themselves on monday morning. Today the burned Area Emergency Response Team will get a first look at the damage left behind from the cedar fire, and they will feature trails and roads looking for potential erosion spots. More than 29,000 acres were scorched in the blaze that started last month and the cause of that fire is under investigation. Another new push to solve the San Francisco growing homeless problem is underway as businesses in the busiest shopping district pitch in to help out. The Business Improvement district is partnering with a homeless Advocacy Group to provide Work Opportunities for the home is in the area and have created the Union Square Downtown streets team, and the idea is to have the homeless are unemployed beautify the area around the union square, and in exchange they will help them find long Term Employment and housing. And the mayor has a possible solution to get the home is off of the streets as well. He wants to put the homeless on a ship. This is a former Aircraft Carrier were dozens of People Living on the streets and on the places to put them, some city leaders say it is an intriguing idea. Ships have been used for temporary housing before. We did it in 1989 and used it for approximately 2 weeks because of the earthquake. People had a safe and clean place to live for a short time. The Mayors Office says that the idea is farfetched and they will stick with what they are already doing. But the question is, is what they are doing working . First of all, as the mayor points out, we have the Navigation Centers in San Francisco and in homeless shelters around the bay area but is it enough to get the job done or just bailing out the sinking ship with the dixie cup . It is a mass moved to get people off of the streets, or at least say all at once either go to the ship or get off of this street. But it is making a move rather than a piecemeal approach. The Financial Issues as well but as the mayor points out, we are spending a quarter of 1 billion a year on the Homeless Program that is not working. And on to other bay area headlines because we can talk about this forever. In san mateo, they are working to get out the vote, the initiative that will tie the rent increases to the Consumer Price index and it will include production protection from the unjust evictions, but some say it does nothing to address the housing crunch. And you may be of deceit in this photo, going up in the middle of downtown as part of the new Bay Transit Center project, a 22 million ramp that will connect the terminal to the bay bridge and is expected to be finished by the end of year, along with being a visual attraction. How close is it between Hillary Clinton and donald trump as we look at the key battleground states. Our political insiders will weigh in on the race and what we can expect on the big debates coming up between the candidates, so stay tuned. ,,,,,,,,,, Governor Brown signed the bill last week. It calls for cutting green gas california is leading the way in going green with the most ambitious Climate Change law in the country. Governor brown sign the bill last week, calling for Greenhouse Gas emissions to be cut in half from the 1990 level. By 2030, supporters say that the new law will help the environment and the health of the californians, but the opponents say will cost jobs and raise prices. Joining us to learn more about the bill is our state senator mark leno. This bill is incredibly controversial. We went over this last week, and this is a big step forward. The market signals need to be set to those that are required to reduce the Greenhouse Gas emissions, and without the extension of the target of 2030 will be uncertain whether we could reach it. But can the government control the economy and the way that people act in the state through these goals, or making options, or cast added on to the interior behavior like adding the gas tax to make you drive less . All i can tell you is that the suggestion because of the passage of 32 in 2006, our economy would be destroyed, but nothing, none of that occurred. What we have done in the past 10 years is significantly reduce the Greenhouse Gas emissions, and when the only sustained economy, but we have grown it. Economy sustained, there are questions about whether this money will go to the places in whether some people doing the lower end jobs are hurting. What else do we do during this session . It was a very accomplished session. We passed a package of gun Safety Measures that will be before the voters this year, but that was a big success. We also got signed into law the package of the tobacco bills so we can continue to address the Serious Health effects of tobacco. s track why could we not get why could we not get something together for those potholes. It is the third time weve had a special session to get money to fix the potholes. One problem is we need a two thirds majority vote to produce, extend attacks and that means bringing in republicans with the democrats, and that is not going to happen. That two thirds threshold is problematic, and it gives the power to the majority party. This is the second year that the governors weighed in, and taking the duck hunt. It is possible we could be called back into a special session, and the governor has hinted after the november elections that he would call a special session to new, and we have over 87 billion in need of repair for the bridges, highways and roads. We have 30 seconds, and i want you to compare because i know youre exiting the state senate. You have been one of the most qualified lawmakers ive ever seen, and i have not agreed with you all the time, but you have done a good job. You will be missed. Arnold versus jerry brown, and what you think . All at schwarzenegger is not even Arnold Schwarzenegger is not even a comparison because he never had a clue. Governor brown is the most experienced and accomplished. I have really been impressed with seeing him figure out what can be done, how to get it done, and to get it done. Arnold was the one that passed in the original Climate Change. He did not pass it for help, he signed it into law. One thing he did do is realize it would be good for his legacy and he did sign it. He threatened to veto it to the very end. And you finally said something about Arnold Schwarzenegger, and it only took 12 years. We will take the Climate Change, and what is the climate today . The local climate is changing just a bit, equivocal down that is going to ramp up with temperatures decreasing even more through the work week. Outside right now gray skies for many with temperatures around the bay hovering in the upper 50s to near 60 in most locations. Santa rosa at 54. The clouds will be holding back and more sunshine greenland. We will continue sunshine inland, and we will continue to see clouds along the coast and on the peninsula. We have noticed a cooling trend over the last few days and this low is slowly making its way up the coast. What began as a cooling trend will get much cooler due to this area of low pressure sinking into western canada in the pacific northwest, and dropping temperatures significantly, 10 to 20 degrees. Today is the middleoftheroad day, 82 degrees for livermore, topping out in the low 80s. Upper 70s for lake concord, fairfield, many reaching the upper 70s today. 74 in santa rosa, 65 in oakland. These temperatures will be warm compared to what we are going to see, temperatures cooling at the warmest locations into the 70s for monday and tuesday, 60s by the bay, 50s along the coast. We were gradually warm up into next weekend. Next, lessons on the field and in life, this weeks jefferson Award Winners lift up the children and their families. ,,,,,, theres something out there. That can be serious,,,,,, even fatal to infants. Its whooping cough, and people can spread it without knowing it. Understand the danger your new grandchild faces. Talk to your doctor or pharmacist about a whooping cough vaccination today. Ceremony at ground zero. But weve just learned clinton left th ng overheated. Right now hillary Clinton Donald trump bartending a 9 11 ceremony at ground zero but weve just learned that clinton left the event after feeling overheated. Is 82 degrees in manhattan and there are reports that she fainted. Her Campaign Says she is feeling much better. The race in the battleground states is tightening, and the polls showing a oneonone matchup in florida. Clinton and trump tied with 47 , each among the likely voters. Clinton has a fourpoint lead in North Carolina and a oneon one matchup, 47 versus 43 , and in ohio they are evenly divided between trump and clinton. In we have asked her former San Francisco mayor willie brown and analyst melissa caen, based on those numbers, where is the race . Were in the final period, and believe me, as i have said repeatedly, and this kind of an environment, the truck type trump type person has the advantage, not the traditional willie brown type politician. Why would he had the advantage . It is all reduced to slogans, not knowledge, and not facts. You dont have to do much of that anymore. If you sound the best and of people relate to what you are saying and they understand what you say, and they enjoy what you say, they are inclined to do what you ask. I was just reading that the candidates will be asking each other questions at the first debate, and you think that would sway anyone to get past the headlines . The best commentators and interviewers in the world have been challenging trump and they had come up shorthanded at the end of the challenge. He just did this to matt lowery, and albert and if i were Hillary Clinton, i would be concerned. I would be tempted to do the ronald reagan. And when you sit down with the journalists, ive always felt, and my reaction to the people, and people on the street say they listen to how it is said as much as anything else. Al gore was supposedly so much smarter than it was with george bush, but people could not stand to see him and that is why bush one won. Lets be clear, al gore knew too much and hillary knows more than trump, and he is getting the advantage because he makes it up. Sometimes i think he makes it up from the beginning of the senate to the end of the sentence. He never completes it, he doesnt even match what he starts with. But no one has helped him accountable. How many times have you been in the bay area or someone asked you a question and you did not answer but go off on a tangent . Anytime if you answer it it could be a political disadvantage and that is one of the things out here now. Good point, just turned to the camera and answer different question. And for this weeks jefferson award winner, 2. 7 million children in america have a parent behind bars and they often face loneliness and pain that others cannot begin to understand.
