And officer says the victim was involved in a previous accident and was outside his car inspecting the damage. That is when another driver side swiped the mans car, struck and killed him. That driver kept going. But a witness managed to follow the vehicle and help police track down the driver. The search continues for the person behind yesterdays deadly shooting also on highway 80. Chp Officials Say a 40yearold man was shot while driving on the freeway. He crashed his jeep near Hilltop Drive in richmond. Other drivers say they are concerned about this latest round of violence. We want to know what is going on. There are just no answers. It is a little unnerving. Police believe the victim was targeted. And the shooting was likely gangrelated. Make that two in a row for Hillary Clinton. Thank you South Carolina. With overwhelming support from africanamerican voters, Hillary Clinton ran away with the democratic primary in South Carolina with 73 of the vote. Bernie sanders trailed with only 26 . Now president ial candidates for both parties are camp are focusing on campaigning ahead of super tuesday. It is the biggest day of the primaries with 13 states and one territory voting. Were hours away from hollywoods biggest night, the academy awards. There are questions about how the shows host, comedian chris rock, will address the lack of diversity among this years nominees. Protests are planned. For top stories, back to you. The effort to get home of people to leave a camp in San Francisco continues. This is the order them to clear out near 11 street. Public Health Officials are trying to get people to move to the citys newest and largest homeless shelter which can house up to 150 people and possibly more. San francisco has an estimated 5000 Homeless People on the streets. One of them says he understands why the city is getting tough. If they are going to be acting like a bunch of wild animals dumping garbage all over the place, of course they will get ran off. In the meantime, San Franciscos homeless crisis is making national headlines. On the front page of the New York Times it really is an embarrassment to the city. It is an issue that is putting up headlines in the wrong way. And a plan to allow Homeless People to sleep in cars. On one street near some some highrises, there are a line there is a line of rvs and cars were homeless sleep at night. It stretches a quarter of a mile. This is a Pilot Program for safe parking. It is very hard and stressful because you dont get much sleep because of everybody running up and down the street. And yelling about how bad it stinks over here and stuff like that. Rental prices have jumped 53 over the last five years in mountain view. Of course those are statistics we have heard all around the bay area. Sleeping in the car is a viable option for Homeless People. We had a coworker that ended up doing so. He lost his job. And ended up sleeping in the car because that is where all of your possessions are. And then you seem to be out of the way but then when you have a line, it becomes an issue. If you go up and down interstate 80, and in richmond or emeryville or other areas down along the docks, you are finding these rows of rvs often times looking like cities on wheels. It is a problem all throughout northern california. It will be interesting to see what the mayor does because after 72 hours, they will not be able to go on to vision street. We know it is one thing to take them off. It will be another thing to keep them off. Shirt it will be interesting. The federal government is starting to crack down on sanctuary city whose cities with no sanctuary policies like San Francisco will not be in custody of undocumented immigrants even if they have pending criminal cases. I will instead have the first detainee and they will go into custody and deportation. Last years that was put into the national spotlight. And sanchez had been deported five times. It would have been six but the city of San Francisco requested custody of him on an older drug warrants when the bureau of prisons handed him over and a shift Department Released him. We will be joined live in the studio in about 10 minutes with the new chef of San Francisco, who says she is going to make changes to the policy. The three officers are facing charges of murder. The attorneys said to have the preliminary hearing closed to the public in the media. But the judge denied that saying that it would foster greater frustration and mistrust of the criminal Justice System given the spirit of the times. The jail is taking action on inmate complains about a lack of underwear. Most inmates have to do with just two changes each week. Leading to hygiene problems last week the jail received a shipment of underwear enough to get all inmates a fresh pair every day. It makes us feel different when we have clean clothing, compared to dirty clothing. Like we are worth something. We did some checking. It turns out San Francisco jail provides fresh underwear every three days. In marin, it is prepares for a week. When it comes to spending taxpayer money on underwear for inmates, there is not a lot of sympathy in the general population. People want these business to suffer even if it is a matter of human decency. They want these prisoners to suffer even if it is a matter of human decency. And the mayor is scheduled to speak this morning at the California Democratic convention at the convention center. And here is overwhelmingly won the endorsement of the Democratic Party for a seat in the u. S. Senate capturing about 70 . Lara sanchez that about 90 of the vote. And joe biden was there yesterday urging democrats delegates to give democrats a chance until he was interrupted. It is all right. Let them go. It is okay. My son would have love that part part. The California Democratic convention there is such a power broker in this state. You just wonder what is going on behind the scenes i they coordinating people in the bathroom. No. In front of everyone. Most delegates are party activists. They are not casual voters. A lot of them are teachers and nurses and other Union Members to get out to vote. And you could see pretty much how the endorsement slants. And whether or not that happens when we hit the open primary, remains to be seen. This issue about not sending people with warrants back to sanctuary city there was a feeling in washington that basically if you send them to a city like San Francisco, they would walk out the back door of the jail and onto the streets again. She went to prevent that. Is that the case . It will be interesting to see how this works out. We dont know enough about it really to see what the final effect will be. Frankly, what it talks about is the federal prison providing an inmate first. I dont know if i may consider turning them over to a city. I dont know if that is part of the plan. But taking this out of your hands basically keeping it within the federal system. They are saying, if there is a chance this person is going back on the streets, we will put the street into ice and that they will be deported, they will be deported. Isis that good at a . It is an interesting question. I think it is probably a plus most of the time. But if there is a warrant for a serious or violent charge, that may be interesting to see how that happens. And we dont know what they are going to do. Do. Will be immediately deported that person. Will they put them through some type of procedure that will have them back in federal prison . We dont know what the effect will be. But it wont be your problem if they are coming to San Francisco. It would be in the federal. A lot of this was prompted by the tragic shooting in San Francisco. With sanchez who was a federal prisoner who was brought back to San Francisco on an old drug charge. Correct. Immediately dismissed and the back on the streets. Yes. You have had a chance, as the new sheriff, to go over the records. What happened . From what i can see, it was Standard Operating Procedure at the time. Anybody who is in federal prison or state prison the state prison or federal prison does a warrant check. When the person is preparing to be released from custody. They did a warrant check. Base they called San Francisco San Francisco confirmed that the wind still existed. Then they send somebody to pick them up. At the time im not even sure San Francisco new that they had a ice hold at that point. Because San Francisco was not talking with ice, right . San francisco is talking with the federal bureau of prisons. It is not clear if whether or not during those conversations, the federal bureau of prisons told San Francisco by the way, he has a ice hold. We all know that. So we picked him up. We brought him back. He gets fingerprinted. The fingerprints go to the fbi. And ice goes from there. You have proposed changing things or a policy at the Sheriffs Department to prevent this from happening again. It is meeting resistance at the board of supervisors. It is. Where are we with that . I have been doing a lot of background work. I have been looking at all of the notification request that have been coming in. It is about five per week that we generally get. I have been seeing if they would set my eligibility requirements being noticed or not. When i talk about notification im not talking about holding anyone beyond the time they would normally get out. It is a very complicated procedure. It is looking at whether or not they have any recent history it does the board does the board appear to be ready to make the changes . At this point, it talk to the advocates. I have met with ice. I have talked to a number of immigrant advocates. I will continue that on so i can get to the point where i talked to the board. And then i will be setting a meetings with the board to talk about what im planning to do. This will be very interesting. Because this topic is grabbing national attention. There is almost a double down feeling in San Francisco saying, if you are going to be doing this, then we will strengthen our sanctuary policy even more. I think there is misconception about what i intend to do. Im just talking about people who have recent prior convictions for violence. And some serious felonies. As i said, i have been talking those and i have not found anybody that meets that criteria yet. On the other hand, i think that we also have to understand that there is an immigrant community that is hardworking that is here and is not lawbreaking. And we want to make sure we can continue to have trust with them. By definition, if you are coming out of federal lockup, you have done something . Yes. So you are not a necessarily hardworking immigrant community that people always point to at the hearings. That is true. But federal lockup is where we get police to bar the people from. Lets look at the weather. If you look really close offshore, you can see a couple of sprinkles offshore. I dont think many of you will see those where you live. Lets go ahead and take a look at what to expect. Overcast sky for most of us. A couple showers in the extreme north bay. Fortys and 50s, current temperature as you head out the door. We do have high clouds moving in from a week that frontal system passing by to the north. High clouds for most of us and sprinkles up north. As we go on throughout the day, we will keep the countess the clouds in place. Clearing tonight. This of course still the High Pressure ridge a little more weak. But holding off the rain. It is getting funneled up north seattle and portland getting the bulk of this system. The good news is, a more wet pattern possible later this week. The jetstream move into our neck of the woods. The problem is, the recent model not showing as impressive of rainfall as we saw yesterday. But the six to 10 day outlook doesnt show a wider than average beginning of march. March 4 through march 8. The fingers crossed we will get the rain. The extended model showing next week and could get some showers. High temperatures today, in the 60s. Pretty much areawide. Topping out in the low 70s for the warmest spots inland. And the extended forecast shows temperatures warming even more as we head into the work week. A former state senator lawrence why leland yee with risk so much to stay in power. ,,,,,,,,, 30days. To serve a fiver sentence for corruption. A federal judge sent former state senator leland yee has to report to prison in less than 30 days to serve a fiveyear sentence for corruption. A federal judge sentenced leland yee last weekend San Francisco. Last summer, the former lawmaker pleaded guilty to participating in a racketeering conspiracy to solicit bribes in the form of Campaign Contributions in exchange for political favors. Leland yee admitted to receiving more than 40,000. When the judge was sentencing leland yee, he noticed that the senator did not take the money for personal gain, go on vacations or buy fancy cars, he did it to retain power. We asked willie brown and political analyst what would motivate someone to risk so much just to stay in power . I dont think it was just to stay in power. I think it was to keep a job. To stay employed. When you can only do one thing and that is get elected and you can put that on your resume , then you have to stick to the business of getting elected. That is what leland yee was essentially doing. What is he going to do be a manager at safeway . After being in the assembly and state senate for that long . It is a lack of alternatives. He started out on the board of supervisors. He started out on the school board. What we have a somebody who is caught in that middle ground were seeing of elected officials to go in and there 30s and 40s and that the 50s, feel that it could be over for them. So they are desperate to hang on. The old joke what is the first job of an elected official to get reelected as soon as you get an, all you are doing is trying to get additional money and fundraiser so you can get elected again. It is a revolving door. And clearly he got caught. Im sure there is a sense of desperation he fell a willingness to cross ethical boundaries and it is not limited to leland yee. Back up for a second. Insurgents are going this way. Forget it here. Dont worry about me. I have a law license to begin with. So i was authorized. I have to tell you, a tragic figure where do you make application at 58 years of age . And the only thing you have to show is 20 years of being on the school board a board of supervisors. That is what you go into lobbying, correct . Correct . Will you cant even do that because you are not successful as a member of the legislature or a board of supervisors. You cant get a job lobbying. Lobbying means that somebody is investing in your ability to be persuasive with your successes and position. Leland yee had no friends, no relatives nothing. He was basically an unmarketable commodity that was just desperate to hold on . He was, out of necessity, willing to stay there until death do him part. Or in this case, jail. He didnt count on jail. He was absolutely certain he wasnt going to caught. Wasnt going to get caught. People want to retain power no matter what. It becomes part of them. They spend years being catered to as an elected official. It is hard to believe. It is one of the reasons why they have these commissions that they call, the no Work Commission to get appointed to, to get your legs back. Because you have been giving orders for that long as though it is tough to be in a system where you have to take them. It is an awkward position of the have to report to jail in 30 days. That is a look at the top stories. Back to you. Tuesday, a decision is expected on a turf war in the foothills of san jose, where locals say some Buddhist Monks are making too much noise. Now the neighbors are pushing hard to stop a new temple from going up in the citys evergreen area. They say the monks have allowed celebrations that draw hundreds of people to the property. Group services were put on hold when the county said they did not have proper permits. Neighbors say they are fighting this because of the noise. I dont think they are good representatives of the buddhist faith. It is about be the disturbances to the neighborhood they say they just want to practice their culture position in peace. They will meet tuesday to see if the temple proposal can move forward. Here is another one where you have one good group this is another good group. Zoning laws are laws. It will be interesting to see what those politicians do. And new rules for dogs proposed for the bay areas most popular park. The Golden Gate National Recreation Area just opened a 60 day public period on the new area off leash walking would be limited to five areas. Including for mason. Some current on leash sites would ban dogs altogether however. We have to bear in mind the spectrum of nuisances at the same time protect park resources. It is not only a great disappointment but it is very disturbing. And off leash areas areas heavenly durst been reduced to a portion of the airfield. Only 40 will be off leash. Several other beaches have gone from off leash, to on leash only. Speaking of groups that you dont want to make mad there is a lot of political power in San Francisco and the bay area in general. The Golden Gate National Recreation Area has been the most dog friendly and the National Park system. And also, it is one of the other groups this has been one of the longest debates i have ever seen in the history of politics. It is whether it is the National Park versus walkers, versus the dog. Or on a local level, you have dog versus kids in the park. And his former mayor willie brown said i will take any issue and fight it except for dogs. If there is a dog debate, you wont find me anywhere around. It will be interesting. Public commentary ends may 25. That is the first. They will have another one after that. This debate is far from over. It will be ongoing. Friday, if you have free time, you can board the new smart train. The newest Mass Transit System traveling up to 79 Miles Per Hour. Operating at 10 stations from santa rosa with extensions to cloverdale. The trains will run every 30 minutes during rush hour. Between these areas just over one hour. People can board the train. It wont be actually running friday. It will start later this year. It will be a huge thing for people. I have a lot of friends at talk about moving there with that Transportation System that is really quick and reliable. It will be very interesting to see in the years down the line how that affects development and growth in the north bay. Because if you can bring a train and we have seen that in the east bay and a lot of these areas, it is because you can get in and around california a lot easier by train. Meanwhile, a lot of mixed reaction about a plan to pull down the main artery in and out of San Francisco. The project would reshape the south of market neighborhood putting 280 on streetlevel. City planners is a it would open up more space for development. And an area of authority bursting with it. The concern would be bumperto bumper traffic. A meeting last week brought out plenty of neighbors who say, no. We clearly need to look at San Francisco holistically. Other plans in the works for the south of market area extending caltrans underground to the new translate terminal and building an underground loop for the future highspeed rail cars to turn around. Who didnt think this through . They changed the whole makeup of the city with the Warriors Arena going in. And the ball park admission the ballpark at mission bay. They are talking about changing the course of the underground tunnel to make way for high speed rail. You dont necessarily want a train going 80 Miles Per Hour going through downtown San Francisco. Will be interesting is that you drop the freeway traffic and it opens the area for development which is not the friendliest word in San Francisco these days. Is the kind of issues you address what you think the public really is interested in, and how they feel if you can explore the fact that there have been announcements and their lives, you can create your own operation. That is what he has done. Are there still some resources that the party still controls . Is there any leverage over him . I have to tell you, in view of all of the money out there and all of the super packs and all the electronic access routes, you really dont need to rely upon neanderthals like me, to do Voter Registration and absentee ballot all of that trump does in his sleep. Bernie sanders seems to be doing it as well, doesnt he . He is going ahead of the superdelegates and trying to get people directly. That is true. When it comes to the convention, they have a good stranglehold over who will get the nomination. You can win some of the popular votes. But with things like 700 superdelegates at stake, there are builtin restrictions and restraints on a fully democratic nominating process. Lets bring it to the state level. In california, we have thrown some more oil on the running track with the open primary. Were you can wind up having a democrat running against a democrat in both the primary and the general. What effect does that have . I think it is marvelous. It has really given voice to the growing number of people who dont want to be affiliated with either party can want something closer to the metal. What does that do to the Party Structure . Illuminating the value of the party and the party is based upon loyalty. Based on a willingness to follow somebody who operates from the shadow. You no longer have that. It is all out there now. And the business of the open primary and all the combination of those things has literally made it possible in social media and it is killing the Political Party operation. There is no mystery about why the parties and establishment candidates came out against the open primary when it was on the ballot. You saw established candidate and people in Congress Giving money to the anti part of the campaign. For a lot of people, that was just further evidence that this is what we need. We need to move away from that. Let me tell you who else has been made more weak, by the whole new concept. We have introduced a bill that would have california eliminating specific daylight time and observe specific standard time youre around. In the meantime, the next big tech idea could be in the works and in oakland classroom because the award winner recognized the hidden genius behind it. At 6foot, nine, Brenda Nicholson towers over the teenagers he is helping. And in a suit and tie, he can seem pretty analytical. I would say to run a nonprofit, you want to run it like a business. He is not all business with these kids. Weighs in oakland, he went to college at princeton. And then got his phd. Now the 32yearold is back in oakland on a mission to help black teenage boys. In 2012, he was brought in as the founding executive director of the hidden genius project. The nonprofit uses volunteer mentors to train young men in computer coding, entrepreneurship and leadership. And these black teenage boys are seen as having limitless futures. But they are vastly underserved. The idea of a certificate helps them and engage and recognize the potential they have hidden genius helps about 20 boys at a time. It is free. So is the laptop computer. The teenagers have to commit to 15 months of weekly classes as well as two summer sessions. The goal is not to simply train more computer programmers. It is to tap into a boys potential for a better life. Even before they grow up, so to speak, beginning to have more opportunities to take ideas and turn them into something. To build things that matter to them and their communities. I dont know where i would have learned the skills i learned here anywhere else. I had already wonder where will i go with this . It was really great that i found this place. Well expansion may be in the future for hidden genius, brandon is pretty happy with how it is going right now.
