A heat advisory in effect for many bay area locations. Especially the Higher Elevation and inland east bay. We actually have a warning for much of the central valley. And a red flag warning warning today for the east bay hillings. Fire danger very high there. Be mindful if you plan to spend any Time Outdoors today. Your weather headlines, a mild start, mostly clear, a slow cooling this weekend. Well start to shave off a few degrees, but its not cooling all month any way. And your full forecast is coming up in a bit. But first, more news headlines. Three people are hospitalized after a vegetation fire erupted and spread to four apartment buildings in antioch. The fire started around 10 00 last night on delta fair boulevard. Those taken to the hospital were suffering smoke inhalation. Now firefighters are investigating whether this blaze was started by illegal fire works. And we have exclusive Surveillance Video this morning of a possible arsonist just before a fire erupted at a construction project near emeryville near that Emeryville Oakland border. It happened back in may. First he scoped out the building on san pablo avenue and he climbs the scaffolding out of view of the camera. Later hes back on the street. This time on a bike. Then he puts on gloves and a mask and finally, he walks away from the construction site as it goes up in flames. The feds are offering a 50,000 dollar reward for his capture. And there have been five fires at construction sites in emeryville and oakland. The most recent, yesterday morning. Near lake merit. The cause of that fire is under investigation. But according to police, they may be on the look out for someone suspicious. Take a listen to this dispatch call. If anybody has eyes on a light complexion, male, black, mid 20s. He has a German Shepherd on a leash with him. Hes Walking Around saying hes off duty opd. Off duty u. S. Marshal. We need to talk to him. Andthat fire started early yesterday morning at 23rd and valdez. No one was hurt. As many as 900 people have been displaced in the neighborhood. It could take weeks to get them back in their homes. Burning over 1100 degrees. Flames from the fire lapped at the air above a crane tasked with helping to construct the apartment building. The wooden structure of what would have been 193 apartments near lake merit reduced to charred kindling. If it was Still Standing at all. And while no one was living in the building slated to open next march, people in the surrounding neighborhood found themselves evacuated. My wife has been in our building for 24 years. And now were out on the street. We got to stay at a shelter tonight. Slowly i evacuees were escorted into their homes. My main concern is the structure was on fire. And there was a crane in the middle of it that looked like it was going to fall. They declared the crane safe it was swinging wildly earlier. The talk of the neighborhood was how familiar this scene was. Another east bay Housing Project up in smoke before the first tenants could move in. Its kind of spooky. You dont know whos setting these structures on fire. This was all parking lots. Not a Single Person was displaced in the construction of this building. Atf and alameda count investigators have yet to determine a cause and caution against jumping to conclusions of a copy cat or worse. I think its too soon to make any kind of connection. I think every Development Comes with its own level of risk. And developer dos that. Anything could go wrong. Whether its electrical or mechanical. Human error. Andrea, kpix 5. Last night heavy equipment was brought on scene to take down the crane to make it safer for investigators. Today xray equipment will examine the integrity of the buildings foundation. Attorneys for the two men charged in last years deadly oakland warehouse fire asked the judge for a delay. Prosecutors say max harris and derek turned the warehouse into a housing and party space without the proper permits or Safety Systems the ghost ship went up in flames in december killing 36 people. Theres not enough evidence against our client the defense says. We have teams that evaluate the evidence. At this juncture, we see no evidence that they can ever show that our client committed any act with criminal negligence. The next court date for both men is august 4th. The defense says the men will likely enter a not guilty plea and ask for bail to be reduced. This wildfire burning out of control in butte county this morning. It expanded to a thousand acres. Six people were injured. And ten structures destroyed. Mandatory evacuations are in place for parts of the community of bangor the fire broke out yesterday off chinese wall road. Right now its zero percent contained. Meanwhile firefighters are making progress on this fire burning in yolo county. Evacuation orders near winters had been lifted but highway 128 remains closed. Nearly 2,000acres have burned. The fire is at 50 contained. And kpix 5 learned there may be another firebug on the loose. This time setting fires on Mount Hamilton in san jose. We report, some of the grass fires have gotten dangerously close to homes. Reporter they think theres an arsonist causing them. The latest fires on Mount Hamilton sparked not far from where john lives. We went up on the deck and we saw the smoke. And we could see it in that area over there. Over the last few weeks firefighters have responded to one grass fire after another. Just last thursday a string of three fires burned 85acres near grant ranch county park. Cal fire confirms theyre investigating whether someone is behind the recent blazes. There was no lightning. What else is there . John and other homeowners also believe theres a firebug at work. John says he got confirmation firefighters are leaning toward the same conclusion when they recently stopped by their neighborhood. There was somebody from the Fire Department who was up last weekend. And he was telling us that these fires are suspicious. He says firefighters also took the time to remind them to be prepared just in case. By making sure they cut down dried grass around their home. But john says if theres an arsonist behind these fires, theres not much they can do until he or she is caught. I dont worry about that. Just so he doesnt come and throw something in my front yard. Another clue that an arsonist may be behind some of the fires is that sometimes not just one fire is burning but several at the same time. In this area, there were at least two different fires. In san jose, kpix 5. Police in richmond have given the all clear after a bomb threat. They evacuated their horizon and communication center. Easy for me to say. As well as nearby homes and businesses last night. And now the regular dispatch procedures are back in place. The dispatchers are back in the call center. And residents around the com center are now okay to be back home. Police got two threatening calls before 7 00 last night during the evacuation the Contra Costa Sheriffs Office and bart police handled most of those 911 calls. Police are investigating the threat. A mail carrier remains in the hospital this morning after getting hit by a stray bullet in east oakland. She was delivering her mail about a half mile from mill college when she was shot. The woman says she just dropped off some letters and got back into her van when she was shot in the hip. Police dont think she was the intended target but her van has multiple bullet holes. The feds are offering a 50,000 dollar reward for information leading to an arrest. Commuters in the north bay are getting more free smart train rides. They added several more days next week. Space on the trains is available on a first come first serve basis. There are ten round trips per day from the Sonoma County airport. And still ahead, a handshake seen around the world. But this year part of the fun will be off limits the beach west of gernville is now closed due to high levels of bacteria found in the water. For those looking to beat the heat this weekend, youll have to bypass the beach in Sonoma County. Its the first time in decades the Health Department closed it to swimming and its telling everyone to stay out. Especially children, the elderly, and pets. The bacteria we de teched mean there are e. Coli and orfe other fecal pathogens. E. Coli levels more than four times the limit prompted the closure. That didnt stop some locals. They were coming down with the dog. Its a public beach. The dogs could use the water in this area. And no. We cant. So we have to drive somewhere else. Were going to drive upstream. Get out of the e. Coli. The Health Department says theyre trying to determine a cause. However the manager of this park says over the Holiday Weekend there were about 4,000 people here. All three of the dams were closed. And the mouth of the river is still closed. Not a great combination for flushing bacterial water out of the beach. With that many people, with animals in the water. Its not unusual for someone to deposit some fecal matter. Which is at politely as you can put it. You can see over the weekend how packed the beach was. Before you pay, there may be a simple fix. When i went to my computer to check my email, this popped up. The message froze her computer. He wanted 149 to remove the the screen she was warned not to shut the computer down. I thought maybe they had gotten into my computer. All my financial information. She feared shed have to pay to regain access to files. And shes not alone. We see 10 to 15 people a day. Some think theyve been infected by the headline grabbing want to cry or pet your ransom ware viruses. Most have been duped by malicious pop ups that are ransom ware look alikes. Most commonly we see the pop ups that take advantage of the notoriety of the big name ones. He says its relatively easy for a pop up to temporarily lock your computer in hopes of scaring you to paying them or worse handing over access to your machine. The easiest thing to do is shut the computer down and restart it. Try force quitting open programs by hitting control alt delete. Instead of paying the guy on the phone she brought her computer to best buy where they fixed it in minutes. Now shes sharing a message of her own. If i can prevent one person from paying 149 then ill be happy. Experts do recommend against paying even if youre the victim of a real ransom ware attack. And these days, everyone should keep their fails backed up on an external drive. They recommend backing up your files once a week. You should also have updated anti virus programs on your computer. And keep those security updates current. In other consumer news, San Mateo County is working to keep people safe when they meet up to buy or sell items posted online. It just opened the bay areas first county backed Safe Exchange zone. If at the maple street Correctional Center in redwood city two specially marked parking spots are within view of these highdefinition cameras and theyre monitoring around the clock by jail personnel. If it does not, you know that it does not have the votes yet. If the republican proposal does fail, the senator says democrats are willing to work with the republicans on a new bill. We would collaborate, Chuck Schumer has said that. Hes the leader on our side. Feinstein admits that the Current System isnt perfect. For example, subsidies, people who make less than 48,000 can get government money to help pay for insurance. But the minute you go over that, lets say its 50,000, you lose the subsidy. Thats the point where a person goes from subsidy to nothing. Its called the cliff. And feinstein wants to change it. What we have done is taken the cliff and changed it into a percent so that as you earn more, the cliff goes down gradually. You dont just fall off of it. The senator says her proposal might not get republican support because it would cost money. Ive introduced it as a bill with this crowd. I dont think it will go any where. But its there. Now the senate has been on a break this week and some republican senators have gone home to their districts to find constituents angry about the proposal. On monday there may be even more gop senators who say they simply cant vote for this. Some parts of the State Capitol are in such bad shape one lawmakers says its falling apart and needs to be fixed. Whats the plan . It could be to cut it in half. The annex where the governor and most lawmakers work was added to the east end in 1952. A pipe burst flooding the Lieutenant Governors Office and now assemblyman kim cooly is holding a series of hearings on the problem. He says the annex doesnt meet current safety standards. No overhead sprinklers. It has a fire hose instead. Lawmakers are looking at two different options. Knock it down or find a way to rehab the current building. Currently theres no estimate. The state hired consultants to put together a plan. They hope to have a recommendation soon. The fbi is investigating an attack on a delta Flight Attendant midair. Witnesses say a passenger on the flight from seattle to beijing started acting agitated the florida man reportedly approached the exit door where a Flight Attendant tried to subdue him. Thats when the man punched her and another passenger who was trying to help. They broke two bottles of wine on his head. A scuffle broke out. We used the cart. Pushed it against him. And tackled him. We tried to choke him. And he threw me off like a rag dog. We zip tied him and flew back here. Two people were taken to the hospital. The suspect was arrested and taken away in a wheelchair. Witnesses say he was focused on the emergency door saying he needed air. Back to a developing story in oakland, the investigation is under way after a huge fire destroyed a sixstory construction project not far from lake merit. Chopper 5 captured the flames and smoke which could be seen for miles around the bay. One man shot video of the fire while on a southwest flight overhead. Justin jacobs was headed to Salt Lake City when he spotted the flames. He posted this video on twitter. The fire broke out around 4 30 yesterday morning at 24th and valdez street near oaklands auto road. 80 firefighters rushed to the scene but were pushed back because the construction crane was spinning around in the middle of those flames. Crews fought the fire from the outside using ladder trucks. The main focus was keeping the fire away from nearby homes and businesses. With a fire this size. Its miraculous that we have had no loss of life. No injuries. And nothing more than what appears to be cosmetic damage to any ancillary or surrounding structure. The building was set to be completed next spring and includes 196 market rate apartments and 140,000 square feet of retail space. Hundreds of people were forced to evacuate. There was a red cross shelter set up at the Saint Vincent de paul center on san pablo avenue. Police are leaving messages for rv owners warning any motor home parked longer than 72 hours could be towed. Officers issued fliers on rvs to remind owners to move them every three days the city says its trying to strike a balance between sympathy and respect for the law. Theyve been lean i cant for a long time. And i think theyre cracking down. Theres more and more people out here. Police hope this will prevent them from having to issue tow notice tickets. More Affordable Housing could be arriving at a bart station near you. A bill to clear the way for more Housing Construction on bart controlled land passed through the state legislature. Bart estimates it could result in 20,000 new units including 7,000 designated as affordable. One town is in danger of running out of water. The town of davenport is the town and the problem lies in ties to the Cement Factory that closed in 2010. City water runs through the plants pipes. Last winter storms damaged them. The town switched to back up supply that runs dry in the summer. According to a county supervisor. Davenport has less than a month of water left and he says the company is dragging its feet on repairs. They always kept the water supply flowing to both their plant and this community. And now that theyve left theyve decided to essentially abandoned the community. They insist the damaged pipes are not on its property. The Company Blames the county. You wouldnt want to walk here during the daytime much less at night and its really transformed. The fast rising prices are a sign. The bayview is one of the most economically disadvantaged and isolated neighborhoods in San Francisco. And yet this home received three offers after twelve days on the market. All over asking. Luxury realestate broker says the bayviews reputation for being unsafe and having a high crime rate hasnt stopped people from snatching up property. Its the last frontier in San Francisco. The median home price was 360,000. Today its more than double that. Really because its close to the south bay, easy freeway access. Its ten minutes on the freeway to the airport. Close to silicon valley. A new wave of businesses are also bringing dramatic change. All good pizza transformed a vacant lot into an outdoor hot spot. Trendy coffee shop opened the den last year. And most recently petes coffee opened up inside this grocery store. Things are also heating up on the high end of realestate. Lots of openness. Lots of natural light. High ceilings. This 1600 square foot three bed room three bath home on crystal cove terrace just hit the market at 1. 1 million. And he says theres still a lot of room for prices to go up in the bayview. Triple digits for inland locations. San jose, and oakland today. Taking a look at high temperatures around the bay, were in the low to mid 90s for the warmest spots in the south bay today. Upper 80s for santa clara, fremont. Along the coast, 60s and 70s for you. 70s and 80s around the bay. San mateo, union city, inland locations, east bay, we have a red flag warning today. Temperatures well into the triple digits for the warmest locations inland. Around the bay itself, oakland, San Francisco, richmond, berkeley, alameda, were talking upper 70s to low 80s today. North bay temperatures, mid to upper 80s. Even some 90s, flirting with some warmer temperatures places like sonoma, napa, novato and petaluma. And definitely ukiah, and clearlake today. So another warm one. A heat advisory in effect for many of our inland locations today. We do actually have a heat warning for much of the central valley. And then a red flag warning as i mentioned for the east bay hill. High fire danger today. Head to the Alameda County fair. Triple digits grab that water. Bring an umbrella for some shade. They came in from Hayward Animal Services a few weeks ago. We dont have mama. Were not sure who they take after. Are they adoptable right now. They will be shortly. This one is trying to take a bite out of my finger. Can you adopt them now . Or wait a couple weeks . Theyre not available right now. They do need to be spade and neutered but we hope to have them available to adopt in a moment. I love when you bring kittens. Its like trying to herd cats. Theyre all kind of walking to the edge. Theyre pretty chill right now. This one wants to play. Tell me about this big event before one of these guys jumps from the table that you guys have coming up. Its not just your agency its several agencies all in one. Its our big annual adoptathon. Were going to have other 30 different rescues, shelters and rescue groups out. Its next weekend on saturday. And yeah theres going to be hundreds of adoptable animals, cats, dogs. Where . When . Next saturday, the 15th. And it goes from 10 00 to 2 00 p. M. And is it just kittens . Or is it cats . Dogs . Other animals . What can we expect . The whole gamet. Were going to have kittens and puppies mostly. And theres also going to be katzs, dogs, bunnies, birds. Maybe some reptiles. Okay. Fantastic. If people want to become pet owners [ laughter ] whats the typical fee . And most of the animals come spade and neutered. Yes, everybody is spade and neutered before they go home. Prices vary from group to group. From the east bay spca, kittens are 90. Adult cats are 50. Puppies are 165. And dogs are 125. So it varies. You guys are so good keeping them all on here. [ music ] after a tough interview reporter commencement, a day of triumph, family, and a promise kept. This was my dads dream. And i promised him ten years ago i would walk this stage and become a successful person. So the journey to this day began a decade ago. Brenda valdez came to live with her grandparents in the bay area to escape relentless bullying, her father, a single parent, stayed behind in mexico. I want to give you the whole world. And i can give it to you here. You know. I was the only person he had in his life. And for him to like say okay its better for you to go away, thats, you know, i owe him my life for that. She made High School Honor role and was determined to be the first in her family to graduate from college. Once at the university she almost quit. It was very hard for me. I think i was very home sick. And i just thought i didnt belong there. Brenda stayed. Joined clubs, got a job and even studied abroad. And in the back of her mind was the promise she made to her dad. Because not long after she left him he was kidnapped. Brenda says the kidnappers demanded 2 million pesos as ransom. Impossible to pay. He tried to escape. And we found out that they broke his legs. So he wasnt able to escape. And then the next thing you know they took his life away. And they wrapped him up in a blanket. And they threw him on the side of the road. Now graduates, you can breathe. Appreciate your memories here at uc santa cruz. While this day is graduation day, it also happens to be fathers day. Perhaps no coincidence. My whole four years, everything was because i know he always guided me. He was my angel. And he was the one there every step of the way. For students rising above, im cheri. Life after graduation is now looking up for brenda. An unbelievably sad story for that young woman. After a tough interview process.
