New video shows the moment a blast of illegal fireworks went off in the east bay. A teenager reportedly set them off. Officers were nearby and jumped into action but as andria borba test us, the explosion tore through part of the 18year olds hand. Reporter set to a symphony, illegal fireworks launched from the ground into the night sky in newark leaving one 18year old man severely injured. Basically, we were all having fun popping fireworks. Reporter Newark Police officers on the lookout for illegal fireworks happened upon the scene at 10 45 p. M. They saw a young man sitting on a chair and he was surrounded by a small crowd. They knew something was going on. Reporter officers put a tourniquette on the teens left arm and got him into an ambulance headed for the hospital. Witnesses say the teen was improperly handling a mortar. Not meant to be handled in hand. They are meant to be put in a tube and shot it in the air. He had it in his hand. Reporter firecracker wrappers and spent rounds still litter the asphalt today. Newark officers say this accident spilling unnecessary blood on what should be a fun holiday are why anything other than that safe and sane fireworks are banned. You dont know where they come from, theres no safety standard, so theyre illegal. It could be defective. It could have short fuses. Theres no stand for them. Thats why we dont allow them. It shows hundreds if not thousands of fireworks going off in the sky. This was on the 4th of july. The city spent 50,000 on Public Outreach to try to crack down on fireworks. But after seeing this video, officers told us its obviously going to take some time for that message to take. In oakland fireworks are to blame for this explosion. Police say an east bay express newspaper box you there is blown to bits after vandals put fireworks inside it. That happened yesterday on fruitvale avenue near east 27th street. Police say the two men who did it ran off. No word if they have been arrested. In just a few hours, well hear from victims of the coyote creek flooding. They are filing claims for their property losses and pain and suffering caused by the flooding in the south bay. The residents are suing the city of san jose, the county of santa clara and the Santa Clara Valley water district. The defendants and their attorneys are holding a News Conference at 11 00 a. M. After the wettest winter we have seen in years, we now know just how close one Coastal Community came to running out of water. Kpix 5s maria medina has the story you will see only on 5. Reporter little did the coastal town residents know they were less than a month from running out of water. Have to bus water in, in order to meet their basic needs. Reporter the Santa Cruz County supervisor is fed up. He plans to hold a press conference at cemex. They always kept the water supply flowing to both the plant and this community. And now that they have left, they have decided to essentially abandon the community. Reporter the pipe that supplies the towns water is on the Company Property but this years storm damaged them forcing davenport to switch to a backup water source. But that creek runs dry in the summer so its imperative to fix the pipe. Reporter he says they have asked the company for six months to repair the pipe but it didnt happen and the situation went from worse to dire. So finally when it seems as though the town is about to run out of water, the county had to step in. I dont want to have to be worried about water. Reporter the county is now making emergency repairs on the pipe, but all this means Business Owners and home owners will have to pay the 220,000 bill. We have one of the highest water rates in the country anyway. Reporter she says the county is going to do all they can to make cemex finally take action and that first step starts with the News Conference. Southbound 280 right as you approach 101, we are told a big rig and other vehicle involved major injuries and this doesnt appear to be blocking any lanes surprisingly. Its over on the shoulder, but some pretty bad damage on this accident. So emergency crews are just arriving on scene. Do expect some slowdowns as you as you make your way through the stretch. I know i just drove through that stretch and there were signs already saying there was some roadwork going on. So maybe im not sure. Investigators concluded she crashed and died somewhere in the pacific. The plane and her remains were never found. Dozens of searches over eight decades have come up with nothing until possibly now. Its been a robust sea breeze during the afternoon hours out of the west and that will encourage the clouds to push back onshore overnight. We were watching that monsoon moisture that made its way into monterey bay yesterday and even some mid and highlevel clouds across the bay area. Thats pretty much history as it begins to make tracks towards the high sierra. So today well have the coastal cloudiness and warm away from the bay. And emergency crews do have at least one lane blocked and its on that transition ramp from southbound 280 to 101, and it looks like its blocking at least one lane. Speeds so far still in the green. But in the meantime, give yourself some extra time if you are making your way through that stretch. Speeds drop just below 30 Miles Per Hour and then once you get into livermore things start to pick up. Youre back in the green by the time you get into dublin and pleasanton area, reaching 680, although we are getting first reports of an accident now right at that connector ramp, 680 and 580. Kpix 5s Juliette Goodrich shows us how the local Animal Shelter is taking them in and trying to handle the surplus of strays. Probably about 15 right now with the big dogs and probably 6 or 8 smaller dogs. Reporter at the Humane Society of the north bay, stray dogs have been coming in all day. Their hearing is much better than ours. So imagine something blowing up right next to your ear. Thats how it is for them. So they tend to freak out. Reporter this little guy came in last night, as well. He is a chihuahua about 7 years old. The shelter will do everything it can to try to reunite the strays that came in like this little guy with their original owner. They will check identification, see if it has a microchip, even check social media postings to see if theres been missing pets in the area. In vallejo, this Animal Rescue group had several found dog postings on its facebook page. This family brought in a stray dog today. Unfortunately, it didnt have a microchip or collar with id. And thats the case for a lot of animals brought in. Hopefully we can get this guys owner and get him home. Reporter does he have a microchip or tag . No, nothing. No id, and thats sad. If he did, we could get him home right away. Reporter when this couple came in looking for their dog after searching the entire shelter, the last cage in the corner had their dog. Police say a man intentionally drove his car full of propane tanks into an apartment building. Thankfully, no one was inside the complex when it caused an explosion. Crews got the fire under control, but some residents are in a shelter. One oakland resident predicts the worst if speed bumps arent installed on his block. Reporter Raymond Daniels says his truck has been hit in front of his east oakland home at least half a dozen times in the past five years. Hitting the mirror or come by scraping the sides. Reporter he came outside and discovered a driver had hit three cars including the pickup truck he uses for work. He is worried his car is now totaled. It didnt take long to capture a man on a four a fourwheeler driving by our live truck. Others slowed down when they saw us looking. Raymond wants the city to install speed bumps but he wrote to the department of transportation last year and got no response. On its website, the department of transportation says raymond would need signatures from two thirds of the neighbors on his block and he would need to get atpproval of oakland Fire Services the approval of oakland Fire Services. He plans to write the city once more before something tragic happens. I definitely think that were just a couple of, you know, turns of bad luck from having a really bad incident.
