They decided to shoot him with a beanbag gun and then he lay down on his stomach. 221, he has his hands in his pockets and refuses to comply. Reporter the beanbag shots are nonlethal but they have little effect. The suspect lies down on the ground but he still is holding the gun and wont take his hands out of his pocket. His family describes him as a man with mental illness. A negotiator with the Crisis Intervention Team talks to the man for nearly four hours. Negotiations are attempting to be conducted. Reporter until he finally gives up his weapon and peacefully surrendered. The police chief says this peaceful resolution is a real life example of the deescalation training the department has been undergoing now for months. We have been pushing creating as much time as possible. The sanctity of human life above all. We would stay out here until tomorrow if we had to. Most of our situations we come under fire for have been the situations that resolve relatively quickly. Time is our friend and the longer we delay these situations, the better they end. Diamond reynolds says her boyfriend was carrying a licensed handgun when the couple with diamonds daughter in the back seat was pulled over. Diamond says he was open about having the gun and simply started to reach for his license and registration when the officer shot him several times. The sergeant from the Department Says this kind of thing never happens near st. Paul. We have had an officer involved shooting and, you know, in 30 years or more. Id have to go back in the history books to tell you the truth. The man died at the hospital. His girlfriend and her daughter were not hurt. We are getting a look at the dramatic images of a fiery car crash that scorched a bay area mansion. The car crashed in San Francisco and burst into flames yesterday afternoon. The driver was killed. Thick smoke poured out of the home on 32nd avenue and seacliff. The vehicle ended up on its side halfway inside the home. Firefighters hosed down the smoky wreckage of the suv. The force of the impact also caused the inside of the home to catch fire. Firefighters had to kick in the front door and put out the flames quickly. The driver of the suv is the only known victim. Because of a massive multi alarm fire in emeryville yesterday, the cause is under investigation, crews have a lead on the cause. Fireworks. Some neighbors say they heard illegal fireworks going off around the same time the fire sparked. Chopper 5 was over the flames on san pablo avenue near the border with oakland. The sixalarm fire spread to nearby townhouses. The destruction was so out of control, cate caugiran shows us firefighters brought in a drone reporter with a fire this big, can take more than just ground crews to put it out. So the Alameda CountyFire Department deployed its newest tool. We requested the drone to be able to fly above the fire and provide a thermal imaging update on where the hot spots were located. Reporter here are the images captured by one of the three drones used. The cameras have special heat sensors to let firefighters know the biggest problem areas. We are able to sense hot spots and able to verify that embers hadnt spread to other locations. And also, make sure that the firefighters were safe down on the scene. Reporter these images were live streamed to the fire command post for hours to help firefighters strategize where to deploy crews. This fire broke out in a new apartment construction site. The flames spread to nearby homes and an auto repair shop. Its a total loss. Reporter dozens of people in the area evacuated their homes. I just grabbed two notebooks and backpacks, motorcycle helmets, jacket, lets go. Trying to at least get out of the house and grab all our stuff. This is not something that you prepare for. Good morning, everyone we are in the throes of fire season in the bay area but we are getting a little moisture all associated with a very deep marine layer along the coast, stretching into the bay and even streaming a good 30 miles inland. We are getting reports of some localized drizzle. Thats the scene right now where you cant see some of the tops of the bay bridge which stands about 525 miles or feet, 525 feet from the bay waters. Right now, temperatures onshore 53 and overcast in San Francisco. And, in fact, all of our stations reporting some clouds at this time. Winds got pretty gusty during the Late Afternoon hours yesterday. Right now, out of the west northwest at 14 in the hayward area, 12 in fremont. Southwest 15 in san ramon. This is what we refer to as variable winds because its all over the place, westerly in napa, southerly in the santa rosa area. These winds will continue to pick up during the afternoon hours up to a good 20, some of the gusts up to 25. Clouds are hanging tight to the coast with that localized drizzle. Bright sunshine today away from the bay. Otherwise, that morning drizzle is going to intensify each day as we approach the weekend. Heres the shield of clouds roughly about 2,000 feet deep and streaming all the way south towards san luis obispo. We are going to have this pattern all the way through the weekend. In fact, todays forecast identical to yesterdays due to this right here. We have this area of low pressure its a trough. Its enhancing our marine layer. We have that west wind coming right off the coast. Keep in mind the water temperature 52 degrees so thats some cool water and its helping to generate the deeper marine layer off the coast and into the bay this morning. So that may cause some busy conditions along 80 this morning at 113. Heading towards the bay bridge this morning, we do have roadwork, as well. 80 in both directions between the Center Anchorage and yerba buena island. And then past there, no brake lights at all, you are clear all the way to the dublin interchange and no troubles right now connecting on to 680 in both directions. In South Lake Tahoe a mama bear with a taste for sweets was bored so when she smelled berry pie in a nearby cabin she gathered her cubs and made clear it was time for dessert. After breaking into the place, the bears scoped out the fridge but the pies on this table were all that pleased them. You can see them banged out the cabins windows to get the pies. The owners say the cubs scattered cheese sticks in one bedroom. Hm. The cabins owner says it was his young daughter who spotted the bears dashing off after their dessert. Our littlest girl she starts screaming, its a bear, its a bear we thought she was kidding but we looked at about 100 yards up the road, the mama bear was just coming out right in the middle of the road. The little two cubs were following her. And they were playing. And licking their lips, apparently [ laughter ] the family found their whole 4th of july spread was just a mess. But nobody was hurt. The homes owners say from now on they will always make sure to latch the windows. Good idea. Another bear found himself in the spotlight. But this one was simply getting a workout. It comes after the Consumer ProductSafety Commission received at least 99 reports of battery packs that power hoverboards were overheating, smoking catching or exploding resulting in injuries and an estimated 2 million in property damages. The hoverboards being recalled were made between june of 2015 and may of this year. Today verizon is overhauling its data plan. The company says customers will have more control over their monthly data plan but it will come at a price. The changes include a new safety mode that gets rid of overage fees but cuts speeds.
