Consumers are going to save a lot money on their water bill, which is probably bigger than energy bill. New standards are expected to save 100 billion gallons of water a year. He got way from a sheriffs deputy during a medical appointment near valley medical center. Investigators say his brother then drove him to reno, where carter caught a Greyhound Bus to mississippi. The secret service another scandal. The Washington Post says the female employee at the agency accused a supervisor of assault. She told investigators the supervisors made sexual advances and then grabbed her arm when she resisted. She says they struggled before a supervisor gave up. He is now on administrative leave and his security clearance is suspended. Boston marathon bomber Dzhokhar Tsarnaev will learn next week whether he will live or die. He was found guilty yesterday on dozens of charges. Cbs news don champion explains how the defense will try to sway jurors away from the death penalty. Reporter it is now up to a federal jury to decide the appropriate punishment for Boston Marathon bomber Dzhokhar Tsarnaev. On wednesday, the 12 men and women found tsarnaev guilty of 30 counts connected to the 2013 bombing. Now the Defense Attorneys will present new evidence and call on experts to try to save tsarnaevs life. We may also hear from relatives, from friends, who can talk about his change. He was a normal teenager. How did he become the person who allowed himself to do this terrible act . Reporter from the beginning, defense attorney judy clark conceded tsarnaev was pressured into carrying out the attacks by his older brother tamerlan, who later died in a shootout with police. [ applause ] reporter this meeting, the first step in a process that could end in termination for a group of San Francisco Police Officers caught sending racist and homophobic Text Messages. Reporter chief suhr says two of the eight officers have already resigned a third has promised to. The others are all suspended and chief suhr recommended termination. Many of the speakers said that these officers never should have been Police Officers. And i agree. So part of what were doing is going back and trying to find out what if anything in their background we should have noticed. Reporter the chief headed back inside for a closed session that will ultimately determine the officers fate. An attorney for one of the officers told the San Francisco chronicle today that the Text Messages were sent years ago and that the statute of limitations has expired. I asked chief suhr about that. Were going to have fullon sunshine today. And then the next opportunity for rain to move into the bay area will be on tuesday april 14, albeit a slight chance. We have the possibility. This is a ridge of High Pressure. This dome is building in over the eastern pacific. It continues to nudge its way east. It diverts the storm track. Next week well see this area of low pressure upstream deflect off that ridge of High Pressure and move that jet stream closer and thats when we will see cooling and chance of rain. Meanwhile across the state today, we have sunshine in the central valley. We are at 23 going up to 54 in the greater lake tahoe area. Sunshine for monterey bay all the way into carmel. Sunup at 6 43. Were going to kick off kcbs traffic with our first accident of the thursday commute. This problem is along westbound 80 approaching pinole valley road. Heads up for this accident possibly blocking one lane of traffic. Chp is working to clear it up. Were going to move on to the bay bridge toll plaza where its looking good. It is wide open at the toll plaza. Its early yet so the metering lights are still off. Traffic continues light across the span heading into the city. And if you plan on making the commute to the golden gate bridge, south 101 still looking okay approaching San Francisco. We dont have any roadwork or traffic delays for all of marin county. Now, we do have roadwork on the san mateo bridge. Its in the westbound direction all the way across the span for about the next 15 minutes or so multiple lanes are shut down for west 92 but you can see from these live pictures traffic is moving along just fine. So despite the accident that we have in the east bay its looking okay. The peninsula drive north 101 at whipple, chp is checking on reports of a gravel spill. So this may cause some problems later in the commute. So far sensors along 101 are showing us a traffic doing okay moving at 65 Miles Per Hour there. A bay area congressman is pushing for legislation to prevent a disaster on bay area railroads. Congressman John Garamendi and the head of the federal Railroad Administration want tougher rules on bakken crude. Two years ago, a train carrying crude exploded and killed 47 people in canada. And this past february in west virginia, railcars carrying the same crude are passing through the bay area communities. Were not going to shut down the transport of crude oil but, by god, that crude oil is not going to be explosive if my legislation is adopted. Reporter congressman garamendi and the head of the federal Railroad Administration are pushing for legislation and garamendi says the solution is removing explosive vapors and volatile materials before the bakken crude is shipped from the oilfields in south dakota. City of san jose unveiled its newest plan to combat traffic and take a look. Its a new Transportation Management center. It begins in 10 it brings in, rather, 10,000 sensors and 250 Traffic Cameras all in real time. The biggest deal here, the ability to control every one of san joses traffic signals. In the past, what we would have to do is have a technician go out to the field and actually manage a traffic signal through the computer that is located at each intersection. And what we have today is the ability to do that through advance Communication Technology within the comfort and the centralization of a single location right here next to San Jose City hall. The 10 million Transportation Center was funded mostly through federal grants. Bryan stow is losing a major part of his settlement. Bloomberg reports stow has yet to see a dime since he was beaten by two men in 2011 outside Dodger Stadium in los angeles. Eventually stow will get less than 6 million from his 14 million jury settlement. Thats because a law allows his Insurance Company to take part of the award to recoup its costs for stows treatment. The state puc is preparing to vote on a penalty for the deadly san bruno pipeline explosion. Anne makovec live at puc headquarters with more on the commissions president s concerns. Reporter the Public Utilities commission is set to vote here today in San Francisco. Questions this morning about the culture of safety and basically the way pg e does business. It is the states largest utility and now there is the possibility of the Company Facing a 1. 6 billion fine that is a record fine stemming from this 4. 5 years ago the pipeline explosion in san bruno which killed 8, injured 66 and destroyed dozens of homes. The ntsb cited repeated safety failures by pg e as well as lax regulations by the puc itself in this blast. There are two possible fines on the table today. 1. 4billion and 1. 6 billion. We believe this historic penalty sends the right message that gross negligence, corruption and profits over safety will no longer be tolerated. We do believe that a penalty is appropriate.
