Look right here you can see were near the base of coit tower the hill leading to coit tower. You see the danger signs hard hat area keep out where crews were rapelling down. 150 feet yesterday. Theres a history of high profile rock slides. The latest issue is back in 2012. A rockslide crushed a car and caused and evacuation. Here are crews working on the rocky and jagged cliffs on Telegraph Hill yesterday. Their mission . Prevent rock slides ahead of the big storm. Three workers used crowbars to poke and prod and loosen rocks that could crash down during heavy rains or rain runoff. Work crews are also busy clearing storm drains. Cities are asking everyone to help out. They are asking if you see one covered with leaves, they want to you clean it up to keep the water flowing. Were asking and soliciting the help of citizens of San Francisco to help participate in trying to clean the catch basins because thats the number one cause of localized flooding. Yesterday i was at pg e livermore facility. Crews there practicing getting ready for the storm. They expect a lot of power lines will be down overnight. The utility has on staff meteorologists and they are checking the radar to see where crews should be dispatched and they are sending those crews out ahead of the storm. They have free sandbags prefilled. Get them while they last because the word is out that if you can stay at home and stay off the roads on thursday morning, then do so. If you need proof, here you go. Last week over the Santa Cruz Mountains you can barely see where youre going at times. And this time, it is expected to be even worse. Now, sandbags in san jose are going quickly. And san jose is forecasted to get several inches of rain in a relatively short period of time. No one we met today is taking any chances. My garage doors leak when it storms hard and put the sandbags up there and it takes care of it. Reporter in mill valley, public works crews have handed out more than 1,000 sandbags. Hundreds of people have been lining up to go to three separate bagging stations across the city. The Fire Department says they are bringing in even more crews for the big storm of 2014. Its great news for the drought in santa cruz. They have eased mandatory water restrictions to make them voluntary now. Northbound 101 approaching oakland road, you can see those Speed Sensors are all under 25 Miles Per Hour so gridlock there and then it clears out a bit through santa clara and then halting again in sunnyvale northbound 101 at mathilda. So two accidents popped up around the same time. Outside heres a live look at the bay bridge. Looks like they are going to the metering lights slowly this morning. It may be because theres extra traffic on the bridge. It got crowded for a while because of an accident on southbound 101 right around the cesar chave exited. Its slow on the other side of the span. You can see yellow sensors just past the Yerba Buena Island exhibit. So overall, they are clamping down on the metering lights to keep traffic to a minimum on the bridge. It was mostly peaceful but news this morning. This is new. Dozens of people smashed windows, looted a Grocery Store on san pablo avenue in emeryville and there are looting problems at three other businesses nearby including a 7 eleven where the employees were threatened. Emeryville police made no arrests. Traffic on highway 24 in oakland was brought to a stop. Protestors briefly blocked a freeway near the Macarthur Bart station. Chp apparently used tear gas after the protestors failed to disperse there. There were at least 13 arrests at that area berkeleys mayor addressing complaints about the way police handled earlier protests. We had to call in lots of other Police Departments. We had Police Departments from all over. So people have said theres been Police Violence and rubber bullets. None of our people have done any of that. Last nights Berkeley City Council meeting was canceled because of a possibility of disruption. In los angeles, lakers players joined in the protests. Their shirts say, i cant breathe. A message of solidarity after the death of eric garner in new york. The lakers also tweeted a photo of kobe bryant before the team played the kings. A new cbs news poll shows a growing number of people, 41 , think the use of force by police against garner before his death was not justified. He was found guilty of manslaughter, instead of murder, for killing his girlfriend last year. He said he thought she was an intruder. He got five years in jail but could be out in ten months and go under house arrest. Prosecutors say he killed his girlfriend after a fight and deserves a much harsher sentence. Top prosecutors from both San Francisco and l. A. Say uber is breaking the law. They filed a lawsuit against the company. The suit claims uber use misleading language when it does criminal background checks. The lawsuit also claims uber charges riders extra for airport runs but does not pay the airport its user fees. It will become breezy the rain showers develop tonight. Lets track it together. Futurecast the one thing we do not want to see is the main line stall. If that happens well see more copious amount of rain. This appears to be slowing down ever so slightly. Right now putting the bulk of the heaviest rain showers between 4 a. M. And 8 a. M. There you have the line across the central bay easily by the lunch hour, gradually sagging south into the Santa Clara Valley towards the evening commute. So tallying it all up in the next 24 hours, these numbers have been changing with the advancement of the low, well see over 2 of rain in pleasanton, nearly 3 in san rafael, over 3 in pacifica, over it in san jose. These over 2 in san jose. These totals, thats a lot of water in 24 hours. Even if the storm doesnt pan out and we see half of that there will still be flooding. Were live at what will probably be one of the more popular spots in the bay area sandbag filling stations this is the Central Service yard at Center Street in san jose. Dozens of sitting on pallets prefilled ready to go and free. If they run out fill your own. There will be flooding. Trees will fall. And driving will be treacherous. Take a look at the scene here on highway 17 last week. This was when it was at some of its worst. You can barely see the road at times and tomorrows storm expected to be even more intense. Sandbags are the hot item right now in san jose. Homeowners not taking any chances with the area expected to get more than 2 in just a few hours. In mill valley, public crews have been handing out more than 1,000 sandbags. Hundreds of people have been lined up at three stations across the city grabbing them as soon as they come in by people trying to stop the inevitable. Im going to bag up and hopefully stop the rain the floods, hopefully it doesnt flood, but hopefully stop it from going into the downstairs and into the garage. Good morning. Reporter good morning, frank and michelle. Regulators want to avoid a repeat of the 2008 financial crisis in which banks, shareholders and taxpayers paid dearly for some very risky bets by large financial institutions. The Federal Reserve is proposing new regulations to require banks to set aside more capital to protect against those risky bets. In essence they want banks tow give up those businesses and downsize so they dont have to set aside that much capital. The Financial Times of london reports that Jpmorgan Chase would have to set aside another 22 billion to meet its own risky bets. And it has until 2019 to do so. The stock market is gearing up for another lower open. As we look at the big board, the market is taking a bit of a tumble in the early going. The accident is right there right around Treasure Island and then we also had a stall closer to 5th street. That was backing up traffic anyway on the skyway so we had two separate incidents and now its slow from end to end. Our sensors are telling the story heavy from gilman across the incline. They are working to clear the accident right now with three cars blocking one lane but even a small fenderbender and one that clears quickly can do a lot of damage to the morning commute for a while. So yeah, if you are traveling through the bay bridge, it is backed up through the maze. Westbound 580 is now backed up even east of the 24 interchange. And i mentioned those heavy delays already through berkeley. If you are traveling on the eastshore freeway, thats why that drive time is up to about 34 minutes from the carquinez bridge to the maze. Theres a bit of slowing as well through richmond. If you want to avoid the bay bridge, you can always ride mass transit. Everything is on time so far including all bart trains systemwide no delay.
