Napa city Council Voted yesterday to upgrade the water shortage level to moderate. Watering lawns and oreland escaping and washing cars are now restricted as well as washing sidewalks. Fountains can only use recirculated water. Mountain view went from stage 1 to stage 2. It also tightens restrictions on water use and requires customers to use 25 less water than a year ago. Hurrican odile, we have been talking about this for a while, now just a Tropical Storm still a strong system, sustained winds of 45 miles per hour. But its running right into a ridge of High Pressure. So its going to be a very slow mover and thats the big concern. Now it looks like all that water from the system going to slowly make its way across arizona and new mexico into parts of texas, some very heavy rainfall maybe 6 to 12 of rainfall in the next 48 hours. So expect some widespread flooding there. All right. Around our area we are seeing those clouds beginning to trickle in and more of that into the evening hours. You can scattered light showers north of the golden gate bridge. Then tomorrow morning this may be important for the commute. May not be a whole lot of rain but that may make it worse. I mentioned a couple of fender benders out the door. This one still out there off to the righthand shoulder westbound 4 in concord connector to southbound 242. There was a big rig involved in that one hit a stalled out car so anyway all the activities off to the shoulder. Doesnt appear to be showing a delay on the sensors. That accident on the shoulder in livermore approaching north greenville in the westbound lanes of 580. The commute has suddenly begun as well out of tracy so 19 minutes and slow all the way up to about the north greenville exit and it clears out a little bit closer to dublin pleasanton. 880 out the door still some overnight roadwork southbound 880 davis 98th to davis heading into san leandro. Northbound looks okay 16 minutes between 238 and the maze. By the way, those taillights thats the commute direction northbound near the oakland coliseum. 66 to high street still looks great. The drug is called prep, sold under the brand name truvada. There are 50,000 new hiv infections each year in the u. S. Alone. I believe it should be made available to people who cannot afford it.
