It started first at powell street yesterday and then it is spreading to here at civic center. And then on to the montgomery b. A. R. T. Station. So heres heres what this new rule is about. B. A. R. T. Police deny it has to do with kicking homeless out of b. A. R. T. Stations. They say its just to ensure a safe evacuation in case of emergency. But kicking out homeless is exactly what it will do. So heres the rule. The chronicle is reporting that during the first offense, if youre caught sitting in a b. A. R. T. Station, officers will give a verbal warning. Then the second time they will check your id, issue a citation. But youre not going get a fine then. But the third time it could mean arrests, fine or jail. The powell street station posted a warning yesterday. That was the first trial run. Officers say they approached 17 people, one arrest was made. But that was just for outstanding warrants. A man who got arrested in april for recklessly driving his motorcycle in oakland is facing more serious charges this morning. Back then, 23yearold Corey Mcdonah was taped doing wheelies at 120 Miles Per Hour on interstate 580. Now hes in the hospital and facing give charges. Dui charges and also expected to be charged with the death of his passenger, after he totaled his corvette last friday. One of the individuals was laying on the roadway in front of the corvette. He had been ejected and they were not wearing seat belts. That crash happened on interstate 580 in oakland friday morning. The Alameda County coroner tells kpix 525yearold Nicholas Obenchain was the passenger who was ejected from the corvette. He died last night. It is 5 04 now and new this morning, south Korean Police have identified the body of a businessman linked to the deadly ferry disaster. More than 300 people died and most of them were High Schoolers and teenagers when the ferry capsized back in april. And now dna and fingerprint tests have provided positive identification of a body found in a field. Authorities believe the dead man owned the ferry. He was wanted on charges related to the disaster. Unclear though how he died. Today, European Union officials are meeting to talk about further sanctions against russia after the downing of that Malaysia Airliner last week. Protestors marched on the Russian Embassy in malaysia today demanding justice for those killed in that crash. Meanwhile, the remains of many of the victims are aboard a train now to the netherlands. This fatal accident is involving a motorcycle and again it happened a half hour before that one out in the east bay. Northbound 101 at lawrence expressway. All lanes are finally reopened and were actually seeing quite an improvement on 101 now coming from san jose. Theres actually no longer a delay. And you just missed it the lanes changed and they opened another southbound lane opened in the commute direction getting into San Francisco. So now you got four of them. Four southbound lanes open heading on to doyle drive. Northbound looks okay. As well if youre leaving San Francisco. Bay bridge toll plaza, clear. No longer seeing the delays in the cash lanes. It looks good all across the span. The nimitz also cleared the overnight roadwork. A lot of it northbound and southbound. And were seeing some heavy downpours with these cells moving on through. A little subtropical moisture sliding into the bay area just enough to touch off some of thunderstorms right now. And some very heavy downpours. In for a closer look now and you can see the heavy rainfall into south San Francisco. Into San Francisco proper as well. And then sliding now into the north bay in toward richmond and got a pretty good cell now just making its way in through concord and this will continue through the Morning Hours. And then really begin to taper off. But dont be surprised you might see a little lightning out there early on today. Then by the afternoon, that will quiet down. It will become a mixture of clouds and sunshine and then more sunshine and less muggy conditions as we round out the week. Kpix 5s Christin Ayers learned the driver is still in the hospital from a crash that killed his 25yearold passenger. Reporter that was 23year old Corey Mcdonah seen in april ripping down the mcarthur freeway on his motorcycle. At over 120 miles an hour. 120 Miles Per Hour doing a wheelie. Reporter a Highway Patrol aircraft flying overhead captured him popping wheelies, weaving dangerly in and out of dangerously in and out of traffic and a short time later being arrested by officers in front of his home. Are you sorry . Yeah. Reporter seemingly hesitant yes, core crow told kpix 5 after he was sentenced to probation and community service, that he had learned his lesson. Mcdonah was charged with dui and hes also expected to face felony charges for obenchains death. San francisco man is accused of posing as a Police Officer then tricking immigrant men into having sex with him. Police say 35yearold Jeffrey Bugai lured men into his home. Got them drunk, then forced them to have sex. Bugai is a licensed security guard. Police say he would cruise the mission and the district in a crown vic similar to Undercover Police cars. He had a uniform with a duty belt, you know, patches. A badge on the uniform shirt. And so of course if youre new to the country. You dont speak the language very well. You would assume theyre law enforcement. To keep his victims from talking, police say bugai would threaten to have the men deported if they went to the real police. A woman is set to be arraigned today for a stunning crime in San Francisco. The robbery of an 8yearold girl selling candy. 46yearold la Donna Christian was arrested last week and charged with nellny robbery and felony robbery and child endangerment. She twisted the girls arm july 14th police say, before taking the bag of money and fleeing on a muni transit bus. Investigators say she was arrested with the help of Surveillance Video which showed her inside the store. Few hundred people in the east bay hope theyll finally be able to take a shower in their own apartments tonight. The water has been shut off at the spring House Apartments in pleasanton since friday. And thats when a water main at the complex broke. Its still not been repaired but notices say the water should be back on by tonight. In the meantime people are using portable toilets in the apartment. The First Six Months of this year were the hottest ever in california. Likely contributing to the drought. The National Oceanic and Atmospheric Administration or noaa released the latest figures yesterday. And then by the afternoon, skies becoming partly cloudy and still on the muggy side. If convicted he could spend ten years in jail. California cofinally start admitting new prisoners at the big new and very expensive prison medical complex. Only on 5, the look inside the stockton facility to show us what californians are and are not getting for all that money. Its the crown jewel of californias prison system. A brand new billion dollar Health Care Facility designed to house the states sickest inmates. Wheelchair accessible cells are equipped with hospital beds. Theres a stateoftheart emergency room. And a 29 chair dialysis clinic. But the sprawling prison complex is eerily quiet because its only half full. Admissions were shut down earlier this year after a Court Appointed receiver overseeing californias Prison Health care system found too many problems. There were a lot of issues around the chain issues. Reporter joyce is with the Receivers Office. Things like gloves for our nurses. The appropriate food out of the kitchen. Catheters. Reporter hes an employee at the prison who doesnt want to be identified. Reporter like the e. R. When we visited it was empty. I dont know of any instances where [ inaudible ] [ sirens ] reporter instead inmates in need of Emergency Care are sent out to local hospitals in ambulances. At 600 a ride. And thats not all. Even though theres a Primary Care Clinic that offers basic medical services, and a tele medicine hub for virtual con summits with special lists on the outside specialists on the outside, inmates are still driven out daily. 10, 20, 30 per day. Too many. It was to take care of at least half a million in house. Reporter we spotted multiple prison transport vans at nearby san joaquin general hospital. Taking inmates to nonemergency doctors visits. Documents we obtained show referrals out for glucose checks, fever, even just not feeling well. When they get tot hospital the nursing to the hospital, the nursing staff is why is this guy here . Every day. Reporter even inmates we talked to confirmed. People go up to the hospital all the time here. They go out every day. One per day that went out. To a dermatologist appointment. And yep. [ laughter ] yeah. He had a little medical issue with a rash. Reporter the receivers admits its an issue. Theres always room for improvement. Reporter but she says the public needs to understand. The facility was built not as a hospital, but a higher level Health Care Facility. So we will always have inmates that need to go out to community hospitals. The Receivers Office tells us outside hospital costs are down prisonwide. Theyve dropped from more than 800 million four years ago to a little more than 300 million. Well, b. A. R. T. Back then air patrol taped 23 yearold Corey Mcdonah doing wheelies at 120 miles an hour on interstate 580 in oakland. Now hes in the hospital and facing dui charges and autopsy expected to be charge also expected to be charged with the death of his passenger last week. One of the individuals was laying on the roadway in front of the corvette. He has been ejected and they were not wearing their seat belts. That crash happened on interstate 580 in oakland on friday morning. 25yearold Nicholas Obenchain was the passenger who was ejected from the corvette. He died last night.
