It is very frightening. Well, the federal government is now covering some of the costs of the fire. It will reimburse the state up to 75 of what its been. So far no injuries have been reported. And the cause of the fire is still unknown. Illegal fireworks started this grass fire in antioch last night. Flames came dangerously close to park middle school. Plenty of dry fuel on that hillside helped the fire grow to an acre after a half. Fireworks are illegal in most bay area counties. Lawrence has the weather. We are seeing that sea breeze again this morning. The good into us is it carried with it some patchy fog and some higher humidities. So the fire danger running a little bit lower this morning. But were also seeing a breeze kicking in too so toward the afternoon that wind will be picking up again so they are fighting that fire in the north bay some southwesterly winds expected there about 10 to 20 Miles Per Hour gusting to 25 of course. You get into some of the canyons and that terrain you can have higher gusts as well but the humidity level will be dropping this afternoon to between 35 and about 450 . Not real dry but drier than what we are starting with this morning. If you are headed around the bay area this morning, we have some patchy fog although the fog not as thick as yesterday. 50s out the door. Toward the afternoon a little more sunshine even along the coastline well see sun. 60s there. 70s inside the bay. And some 80s in the valleys. All right, lets check the roads with elizabeth. The metering lights over at the bay bridge were turned on less than 10 minutes ago and we have about a 10minute backup now trying to get on to the span. So traffic is lighter at 6 02 than we often see at this time of the morning but obviously, starting to pick up right now heading from the east bay into San Francisco. If you are trying to get into San Francisco from the peninsula, once again, that northbound 280 closure went into effect around 9 00 last night between 101 to king street. Your best alternate is 101 and i got to say, everything is still looking really good so if you are a little concerned about the traffic tieups you could see heading into the city this morning, right now would be a great time to go, 55 Miles Per Hour, you can see that one speed sensor. For the most part everything is still moving at the speed limit but things could get a little crowded especially come game time with a giants game at at t park at 12 45. So give bart a try systemwide no delay. Caltrain would be another great option. Also problemfree. A couple of our accidents on the roads have now cleared including this one southbound 880 at tennyson. And another one northbound 13 approaching park boulevard in oakland. All lanes open. Its part of a plan by caltrans to do some construction work during the Holiday Weekend when the traffic is light. The highway is closed from the 101 split on the citys south side to king street. Drivers are being rerouted. Many are instead using 101 through the city and im here with alan, a spokesman for caltrans. It looks like theres been progress. Things are going well. Our demolition is over 70 complete for this first part. We have made very Good Progress. Reporter so what is the purpose again . Youre replacing a hinge. Is it broken or this is part of a seismic retrofit . This structure is about 45 to 50 years old. Over time parts have worn out. Caltrans will close 280 in San Francisco again on the labor day weekend. Two teens were hurt in campbell after a barbecue pit exploded. It happened in the backyard of a home on briarwood way at cambrian drive shortly after 10 00 last night. Six girls were sitting around the pit which was running on natural gas. Debris from the explosion went flying everywhere. But it did not start a fire. No damage reported. Two of the girls did suffer some minor burns. The suspects yelled antigay slurs and punched the victim. Today the jury in the bryan stow civil trial will begin a sixth day of deliberations. The county wants to approve the as lease extension this morning but oakland city leaders say they plan to vote it down. The 10year deal calls for the as to pay 1. 75 million in rents in the first year and less as an incentive to stay in oakland in successive years. The Oakland City Council wants more money and is upset the county wants to take this vote over oaklands objections. I hope that we can act like grownups and not like bullies and not like dictators. The county would love for the city to just buy us out. I second it. Ive said that before. If the city buys us out, it can have total control over what happens out here. Reporter now as part of the deal the Stadium Authority would also have to forgive 5 million that the as owe in back rent in exchange for the as installing a new scoreboard system. Once oakland leaders vote down the contract, they say they do plan to come back with a new proposal for his part as co owner wolfe sent an email to oakland a couple of days ago saying please approve this deal. So this meeting set for 8 30. Does this mean the as will stay in oakland for 10 years . Reporter there is wiggle room which is in question in terms of being approved. One of the key outs that they have involves the raiders. If he the raiders decide to build a stadium on the property, the as can then get out of this contract and move to san jose or possibly some other city. There has to be a better way. Reporter the federal government is taking additional precautions on nonstop International Flights heading to the u. S. Mostly from europe and the middle east. Officials say the new measures stem from evolving concerns about a growing number of westerners traveling to syria and iraq to fight. Intelligence Officials Say westerners who are sometimes less scrutinized when traveling could be recruited by terrorist groups overseas. Then use their own passports to smuggle hidden explosives on to planes. Homeland security secretary jay johnson did not get specific about what measures travelers would face. But he said in a statement, Aviation Security includes a number of measures both seen and unseen. Some travelers here in the states say they are okay with whatever the measures might be even if it means more delays. Security is going to be upgraded. Everybody is going to feel safer. The fbi arrested a young woman at the Denver Airport and the agency says a dangerous romance is the reason. They say she was trying to fly to syria to marry a terrorist she met online. According to court documents, Shannon Connelly is charged with providing materials to the terrorist group isis. The fbi started investigating her when she was caught taking notes about the layout of a local church. Illegal fireworks and dry conditions have people on edge as we head to the july 4th weekend. The problem is so bad in one oakland neighborhood people are now asking the feds to help out. [ sound of fireworks ] the this may look like a professional Fireworks Show but its not. The city is now holding a town hall meeting on the fire danger later tonight at the diamond recreational center. An up data on the pope valley fire, 4300 acres over 6 square miles and destroyed 2 homes and seven other structures and it forced the evacuations from about 200 other houses. The fire is 30 contained this morning. Some of the evacuation are in a shelter and many have pets. So we are giving them the option of sleeping here inside and some of them have chosen to do so. Its cooler for some of the folks outside and some of the people want to be near their stuff in their vehicles and near their pets outside because they cant come into the shelters. Going to see a little more wind. We are seeing some of that this morning. It will pick up toward this afternoon with a breeze southwesterly winds 10 to 20 Miles Per Hour gusting to 25. You can see some stronger gusts in some of the canyons. Humidity levels starting out 80 to 90 but dropping in the afternoon 35 to 45 . So this is probably about as good as it gets. Over the next couple of days, i think less favorable fire conditions as it looks like we are going to see a lot hotter temperatures for the weekend. Numbers around the bay area in the 50s now. Coming from marin county into San Francisco just fog but other than that not much to slow you down northbound and southbound 101. The bay bridge is backed up into the maze now. The approaches still look okay 580 clear for the most part and the eastshore freeway. We actually have a drive time for you 20 minutes from the carquinez bridge to the maze. And 880 is still very quiet from downtown oakland into the maze there, as well. All right. We have our big 280 closure northbound this time around from 101 to king street. Your best alternate is to use 101 and we keep waiting to see any delay at all, any unusual delay coming into downtown. So far 101 is a great bet. You can see 55 Miles Per Hour no big problems on our alternate. Could be a little different. We have a giants game at 12 45 this afternoon could get crowded come this afternoon. Normally busy section of 280 is closed for construction from the 101 split to king street. Its scheduled to last through the 4th of july weekend on ramps closed from alemany boulevard, the connector from 101 indiana street and 18th street, as well. We have a live look now at crews demolishing some of the concrete around a bridge hinge near indiana. They need to remove those pieces and then install a new hinge to help the structure withstand a major earthquake. Caltrans plans a similar hinge replacement over the labor day weekend. Alameda county supervisor nate miley admitted last week its hard as to work hand in hand with oakland officials. Its so bad miley says Alameda County wants out. This government structure might come crumbling down because of these actions. Its so bad they want out. The county would love for the city to just buy us out. I have said that before. I second it. If the city buys us out it can have total control over what happens out here. Reporter oakland councilman larry reid blames the county for the contract problem saying they are forcing the vote knowing full well the city doesnt like the deal. A storm churning in the atlantic has now strengthened to a hurricane and it threatens to bring heavy rain, wind and riptides to the carolinas just in time for the Holiday Weekend. Mandatory evacuations are in effect in North Carolinas outerbanks area and further up the coast some cities are either moving up or delaying 4th of july festivities. This morning, maximum sustained winds for hurricane arthur are at 80 Miles Per Hour. The immigration debate is getting louder angrier and more emotional in the Southern California city of murrieta. It started tuesday when buses filled with Illegal Immigrants arrived into town. They came from texas for processing. But protestors forced the buses to turn back. There may be no such thing as a free lunch but there may be free pot in berkeley. City council just voted to give medical pot to the poor for free. Its not just any pot. Its got to be the high great stuff. The good stuff. A city councilman told us he realized how expensive it can be. He felt it was the responsibility of them to do the right thing and to give it out free of charge. One of the cruel realities when you get sick and have a serious illness is that its often hard to keep a job. It can be hard to keep your income up. Facebook is not sorry for a study that manipulated peoples emotions. Users had no idea they were being studied. Companies do what facebook did all the time. The mood study was done two years ago and users who were constantly shown negative feeds in turn posted negative updates. People are calling the study unethical. Good morning, frank and michelle. What better way to go into a Holiday Weekend than with recordbreaking numbers for the stock market. The dow crossed 17,000 for the first time this morning thanks to that june jobs report. The s p closer to 2,000 for the first time. The Labor Department reported that the economy gained 288,000 jobs in june. That helped push the jobless rate down to 6. 1 . The lowest level since september 2008. Also, weekly claims up just about 2,000 at 315,000. That level has stayed steady over the past several weeks. Strang every strong growth in profession strong growth in professional business services. The economy has shown greater job growth this year compared to last year. Averaging about 230,000 jobs a month and first time with job gains of 200,000 or more a month five straight months since the dotcom era of 1999 and 2000. So the market is heading higher on those numbers. Well be a short trading session today, market closes at 10 a. M. Pacific time. Lets check the big board. Looking good so far. The dow up 68 points just over 17,044. The nasdaq picking up 9 points and the s p up 5. Its in record territory, too, trading at 1980. Michelle and frank, back to you. When is it coming down . Caltrans crews have been hard at it since 9 00 last night when 280 northbound was shut down from 101 split all the way to king street. And you can see them working to replace the old hinges now set to reopen by monday morning. Lets take a check of our road sensors and show what its doing. No delay for most of the morning on 101 but no longer the case. Just past 280 slowdowns now from cesar chavez through hospital curve and just before the 80 split. So yeah, you are seeing some unusual brake lights right now speeds down to just under 35 miles an hour. And thats going to be your best bet all day all weekend long in fact. There is a giants game later on this afternoon, 12 45. So if you want to avoid the 101 crunch, try mass transit. Bart systemwide on time. Caltrain also looks good. That would be a great idea. And ace train 1 and 3 ferries everything is actually moving well. Heres a live look at the san mateo bridge. No delay so far out of hayward. Westbound and eastbound 92 still moving at the limit. This arthur becoming a hurricane this morning the first hurricane of the atlantic season just off the coastline there right now, still strengthening, sustained winds now of 80 Miles Per Hour making it a category 1 hurricane moving northnortheast at 9 Miles Per Hour fairly slow but going to pick up steam and guess what, moving toward the outerbanks, possibly making landfall there as we head in toward the 4th of july. The highway has been closed and they have been at it since the clock last night 9 00 last night and making good process demolishing part of the road to fix a hinge in case of an earthquake. Heres a map of the part thats closed now. The northbound lanes of 280 on the citys south side from the 101 split to king street. Now, crews worked on the southbound lanes over the memorial day weekend. Caltrans decided to do it one Holiday Weekend at a time rather than prolonged lane closures. Your management decided that the public would forgive us if we used the long weekend closures rather than mess up the commute for a year. Reporter yeah. That wouldnt have really gone over very well because this is a very popular freeway. Its going well. The work is supposed to be completed by 5 a. M. On monday. Your best alternate, we are starting to see some delays as you can see some Speed Sensors below 40 minutes from cesar chavez to hospital curve 29, 36 miles an hour so its not crazy bad right now but again, the delays are probably just beginning as the commute starts to get under way now that we are just about at 7 00. Bay bridge lighter than normal heading into sf backed up to the overcrossing. We have patchy fog out there this morning giving way to mostly sunny skies breezy today around the bay area 80s inland, 70s inside the bay 80 in san jose and 60s along the coastline.
