Continue to have that one lane blocked. But we just got word that all lanes are now back open. Maybe they thought it was causing a big backup. So southbound 101 approaching san antonio road we are still seeing some really big delays by the novato dump coming out of Sonoma County into marin county. But for right now, we should start to see some of those delays dissipate because they did just reopen that lane. Maybe they will go back to continuing to fix it later. Well continue to keep you posted. All right. Heres a live look at our sensors westbound 580 from the Altamont Pass and 680. Start time is up to about 25 minutes right now. Out of tracy it looks okay. The bulk of the slow traffic is actually through the Livermore Valley coming into vasco road. Fog continues to move into our dublin cam westbound 580, looks okay once you hit the dublin interchange and then continues to move well through the dublin grade and heres a live look at the Golden Gate Bridge where oh, thats a flashing light on the bike lane. I was wondering if they were doing lane changes. They should have four southbound lanes open now in the commute direction. Thats your latest kcbs traffic. With the forecast, heres lawrence. Some dense fog showing up as you approach the coastline so be careful with that this morning. But think all signs pointing toward even warmer temperatures the next few days with High Pressure continuing to build overhead. So with that in mind, getting hot in the valleys 80s and low 90s there you will see 70s a few eights around the bay and 60s enough of a sea breeze and patchy fog along the coastline. Speaking of patchy fog you will see some of that over the bay now. Temperatures running mainly in the 50s outside a very mild 58 in livermore right now. 55 in san jose. And 54 in San Francisco. This afternoon, as high as 90 in livermore, 88 in concord, 84 in napa. You will see a lot of 70s a 80s around the bay and 60s toward the coastline. Thats a look at weather, guys. Back to you. We begin with breaking news in south san jose. A man was found dead on piercy road near hellyer avenue. Kiet do is following this investigation and joins us live with the very latest. Kiet. Reporter good morning. Investigators are calling this suspicious. They are waiting for the coroner to get obscene so they can turn the victim over to see if he has any other injuries other than what they kansai right now. Quite a presence of Police Officers out here on piercy road. This is near highway 101 and blossom hill. This is a sparsely populated area of 101. And the homicide detectives have been called in within the past hour or so. This all began at 1207 this morning when a driver passing by spotted a man laying down on the left side of the road half on and half off the sidewalk unconscious not breathing and pronounced dead on the scene. The victim is a hispanic man in his 30s. At first it was thought to be a hitandrun because thats how the 911 caller stated it. There were skidmarks in the road. They are not sure if it has anything to do with it, but judging from the injuries it appears to be irrelevant. There were no streetlights. Kiet do, kpix 5. Muni service is back to normal this morning. Even the cable cars are running. Muni drivers have been calling in sick for the days over contract dispute. New this morning the agency that oversees air quality in the bay area is being sued now over a refinery expansion project. Kpix 5s anne makovec joins us live from richmond now with the very latest on that story. Anne. Reporter and the Group Communities for a better environment is not suing chevron. It is suing the bay area air Quality Management district saying permitting an expansion here at the chevron refinery is simply bad for the environment. Chevron is trying up to great some of its processors and saying that it will make things more energyefficient and safe. But a 4,000page Environmental Impact report written by chevron says the upgrade would allow the refinery to process even dirtier crude than it already does doubling sulphur emissions and sulfur is what corroded the piping in the crude unit at the refinery in 2012. There was a huge explosion and thousands of people went to the hospital complaining of breathing problems. It just seems like this is a classic case of environmental injustice. Our commitment is for no net increase in criteria air pollutants, health risks and Greenhouse Gas emissions. Reporter chevron admits sulphur emissions would increase but plans to reduce other toxins and Greenhouse Gases to compensate. Now, the union that represents a lot of the workers here at the refinery is actually in favor of this expansion. It says it would bring 1,000 temporary construction jobs and 29 permanent jobs. Live in richmond, anne makovec, kpix 5. The Richmond Planning Commission is expected to vote on chevrons plan a little later this month. Some developing news out of Southern California in the desert now. Three homes are burned after a military jet here crashed in imperial near the mexican border. The pilot managed to bail out safely. And nobody was hurt on the ground. The plane was based out of marine air station in nearby yuma, arizona. Families of a missing couple in afghanistan are asking the u. S. Government for help. They say this video was released by the taliban showing american citizen Caitlin Coleman and her canadian husband joshua boyle. They went missing back in 2012. Coleman was 7 months pregnant at the time and says she has given birth while in captivity. The family says they are disappointed their children were not freed as part of the same deal that freed Sergeant Bowe bergdahl. Today in washington, senators continue negotiating a bill to help veterans avoid long waits to see a doctor. The bill would also make it easier to fire administrators who falsified records tore cover up lengthy wait times in the va system. Also today, the new va chief will visit the phoenix hospital at the center of the allegations that veterans died while waiting for appointments. The San Francisco 49ers have signed their quarterback for the rest of the decade. Colin kaepernicks deal is reported to be worth 126 million with 61 million guaranteed. Kaepernick says he is going to try to work to make sure he is worth every penny. I have as you just tried to be the best player i can be and to be able to have this compensation come along with it is amazing. Im very grateful for it. I think the fans are pretty grateful for it, too. Kaepernick says he wants to take care of his parents, rick and teresa, in turlock. As coowner lew wolff is close to reaching a deal for a ten year extension on the lease at the oakland coliseum. He said yesterday something to be signed within just a couple of weeks. The fact that they signed a tenyear lease says nothing about a new ballpark which they need. It says nothing about a declining fan base, which they have. The as longterm plan is still a ballpark in downtown san jose. A lease extension at the coliseum would assure the as they have a place to play while they are dealing with the legal hurdles in the years to come. Baseball officials have not approved the as pursuit of the move and the hearing on the city of san joses antitrust suit against Major League Baseball is set for in august. Santa clara county wants a tax increase to pay for transportation projects like the bart extension. Palo alto city leaders would like to add that, as well. And right now a quarter cent sales tax hike has been proposed. That will generate some 3. 5 billion over the next 30 years. 500million of that would go straight to caltrain. Palo alto wants a three eighthscent sales tax increase. The extra 1. 7 billion would go exclusively to caltrain. Some dense fog there but its going to break up and by the afternoon, skies becoming mostly sunny away from the coastline. And we are cranking up the temperatures outside. In fact, low clouds and fog this morning going to give way to the sunshine. These temperatures on average usually in the 60s maybe some upper 70s in toward livermore and san jose. But today, well above that. In fact, about 90 degrees in livermore. That will be 12 degrees above the average. About 83 in san jose. 73 in oakland. And 68 just slightly above the average into San Francisco. Dense fog this morning giving way to plenty of sunshine this afternoon. Still cool out toward the coastline. Cranking up the heat the next few days, triple digits on the weekend. High pressure building in but still enough of a sea breeze to keep the temperatures cool out toward the beaches but you get away from that, 101 today in fresno. 97 in sacramento. About 103 in redding. Very pleasant 67 degrees partly cloudy into the monterey bay. Temperatures going to break down like that locally, as well. You will see some upper 80s into morgan hill. But about 64 degrees and patchy fog in pacifica. Into the 90s in antioch and brentwood today and pittsburg, possibly into livermore. When harvard asks to you do something, i guess you do it. They learned all about the human body and they had fun. Pacific boys Choir Academy is this weeks cool school. I immediately said, yes, this is perfect for my fifth grade science class. It was kind of like goofing off so times like the wrecking ball scene was really fun to do where we would just like throw a yoga ball at people. I mean, thats really fun. The way i got to be the broccoli because theres one kid that also fit in the suit but he didnt want to do it so then i got to do it. Reporter do you like broccoli . A driver found him on the sidewalk. He had other injuries. Homicide detectives have been called out now and investigators are calling this a suspicious incident. Lets get a check on our weather with lawrence. Looking at lots of fog around the bay area near the coastline. Some very dense fog setting up this morning. Otherwise patchy fog showing up. This afternoon plenty of sunshine. Getting hot in spots inland. 80s and 90s in the valleys. 70s and 80s inside the bay and still some Cool Conditions and a couple of clouds toward the coastline and in the 60s. The fog is broken over the bay right now. The temperatures fairly mild for this time of the morning. 58 in livermore and 55 degrees in san jose. 54 in San Francisco. But this afternoon, we start to crank up those temperatures. 80s and 90s in the valleys. About 80 into redwood city. 77 in fremont. About 64 degrees nice and cool along the coastline in pacifica. The nimitz freeway northbound and southbound 880 moving at the speed limit near the oakland coliseum. And like i mentioned, muni is pretty much back to normal now. They are running at about 90 capacity, 555 vehicles out of 600 in service this morning. So everything is resumed normal routes including the cable cars. Bart is also on time. The harrier jet from the marine base at yuma, arizona went down in a front yard in the city of imperial. Debris caught three homes on fire and at least one car. One home was destroyed. Its roof is gone even though the walls are still standing. One neighbor says she heard what sounded like a car backfiring yesterday afternoon. Then it backfired again much louder. It was a very deafening noises and i looked and the planes just coming straight and it just completely nosedived down and i kind of went into panic mode. The pilot ejected and was not hurt. This was the second crash in less than a month of a plane from the marine air station at yuma. Another military jet crashed last night into the ocean near san diego. A navy jet went down as it was preparing to land on an aircraft carrier. The pilot ejected and is in stable condition this morning. Police departments along the nimitz freeway corridor from newark to berkeley will meet tomorrow to talk about a disturbing new problem they have. Large groups of young people attacking and robbing others. More now from kpix 5s cate caugiran. Reporter massive teenage terror. Heres a kid smashing a chair through the back of a car window. This happened in chicago. Something like it happened in san leandro. [ screaming ] they are using their sheer numbers to intimidate, assault and rob other people and it is pretty scary. Reporter over the weekend dozens if not hundreds of teenagers got more than rowdy at the bay fair mall food court. It was a lot of commotion, police were up here and then the Security Guard was trying to get them off of the premises. Reporter police tried to break up the group but they ended up running back and forth from the mall to bay fair bart station. Some mall employees say they have had to shut down the stores in order for police to escort these teens out. San Leandro Police are gathering Surveillance Video and hope they can identify some of the teens involved in the incident. At one point, a teenager shot himself in the foot trying to get away. As bart police were helping that kid, another group chased down two other kids. The group ran through the mall to a bank of america parking lot where they surrounded one young boy and beat him all for a pair of nikes and an iphone. These kids need to get them some jobs and stay off the street bumming and beating up on people. To gang up on a kid and take their shoes, i think thats wrong. Reporter cate caugiran, kpix 5. Anyone that march information on last weekends crime is urged to give the san Leandro Police a call. Some recordings of the 911 calls from the night bryan stow were attacked is now being heard in a civil suit against the l. A. Dodgers. Stow of course the former Santa Clara County paramedic permanently disabled by a beating while leaving a dodger game at Dodger Stadium some three years ago. Someone just got knocked out. Is he awake, breathing, no, he is snoring right now. There is blood coming out of his ears. Jurors also saw this video of a fight in the ballpark. It was unrelated to the stow attack but happened the very same day. Stows Attorney Says it shows a lack of security at Dodger Stadium. A judge wants San Francisco man charged with possessing illegal explosives to undergo a Mental Health exam. A federal magistrate ordered it at the request of ryan chamberlains public defender. Chamberlain was arrested at crissy field on monday. The fbi says they found bomb making materials in his apartment. The 42yearold chamberlain is being held without bail. He is due back in Court Tomorrow for a detention hearing. Plans for a big homecoming celebration for Sergeant Bowe bergdahl have been scrubbed. In the days following his release, the idaho town of hailey has been flooded with angry emailings and phone calls from people threatening to protest his homecoming. There is a growing debate now over whether the Army Sergeant was a deserter. Something that was very happy has become very mixed. In my mind, hes a hero no matter what. In a closed door briefing of the full senate yesterday, white house officials showed a video they claim proves bergdahls health required immediate action. Oh this is amateur video from inside a canadian womans home as a gunman went on a rampage outside. Three officers from the Royal Canadian mounted police were killed and a massive manhunt for the gunman is under way. Two other officers were also injured but their lives are not threatened at this time. The officers had responded last night to calls about an armed man wandering the streets of moncton, new brunswick. Investigators are now searching for a local man 24yearold justin bourque. The job market is the key on the economic correspond this week and today the labor calendar this week and today the Labor Department reported first time unemployment weekly claims rose by 8,000 to 312,000 but the fourweek average fell in at 310,000, the lowest level in seven years economists are expecting labor tomorrow to report a gain of around 220,000 jobs in may. That would be weaker than what it reported in april, also adp says the private sector last month added only 179,000 jobs. So well see how that goes. There could be one less choice when it comes to signing up with a wireless carrier. Multiple reports say that sprint and tmobile are very close to a 50 billion merger which would give much greater competition to the top two in the market, verizon and at t. Of course, this deal would face very heavy regulatory scrutiny with one less carrier out there. Theres been a lot of deals in telecom of late, comcast bought Time Warner Cable for 45 billion and also at t going after directv for 48. 5 billion. Market off to a fairly flat start this morning. The bay area has some of the worst traffic in the country. Just ask liz. The Tomtom Traffic index measured the percent of traffic. L. A. At the top, San Francisco 2 with 32 congestion levels. San jose ranked in at number 5 with a 26 congestion level. Now a really cool story youre only going to see here on kpix 5. You can see that 23 Miles Per Hour as you actually approach that alum rock exit. We have some fog to deal with as well this morning. Lawrence will have your forecast coming up. That drive time is probably one of our heaviest just over 30 minutes between the Altamont Pass and the dublin interchange. And its slow on 580. 205 sluggish past Mountain House but its heavy on 580 all the way through the Livermore Valley. Even past vasco now we are seeing big delays all the way to isabel and at the bay bridge toll plaza, the metering lights have been on now for almost an hour. They were turned on at 5 46. So now what that means. 580 still the worst approach backed up to 24. Its still good on the eastshore freeway though. That drive time there is at the bottom of your screen. Only about 20 minutes between the carquinez bridge to the maze. And we do have some slight delays by maybe a couple of minutes approaching the san mateo bridge toll plaza. Its also kind of slow on the 880 approach southbound 880. Once you hop on the span, though, everything looks great heading up to the peninsula. Thats your latest kcbs traffic. Lawrence, whats going on with all this fog . Elizabeth, patchy, dense fog around the bay area a little thick approaching the coastline. Be careful with that but thats all going to fade away except at the beaches. We have enough of a sea breeze to keep the fog along the coast. So with that in mind you will see a big difference in temperatures. As you head to San Francisco today, maybe just slightly above the average. But then you head to the valleys, youre up in the 90s about 12 degrees above the average in livermore, 83 in san jose. And about 73 degrees into oakland. So starting out with some dense fog along the coastline this morning, giving way to plenty of sunshine this afternoon. And some warmer temperatures and getting hot inland the next few days. Maybe some triple digits over the weekend. High pressure now beginning to build overhead. But still we are seeing a bit of a sea breeze keeping much cooler temperatures along the coastline. Even see that today you have 67 degrees into monterey bay and in fresno 101. 97 degrees in sacramento. And 103 in redding. Around the bay today sunny skies this everyone a 88 in morgan hill. 81 in santa clara. 78 in palo alto. 60s toward the beaches with patchy fog. As we look toward the next few days we are going to heat up away from the coastline. Even toward the beaches it will be nice this weekend with some 60s and 70s.
