It was shut down since thursday night and caltrans crews worked constantly to replace a bridge hinge so that the roadway would be safer in case of an earthquake. The work was so extensive that caltrans shut down about two miles of the highway from king street to pennsylvania avenue. Its been a very challenging project. They had to bring in crews from other projects just to make sure that we made the deadline. Reporter now in order to replace that hinge, caltrans had to demolish part of the roadway. That meant a lot of noise and dust for nearby neighbors and a lot not to mention a lit billion bit of extra traffic for drivers passing through but not as good as people thought. Normally about 60,000 people use there stretch of this stretch of southbound 280. But we want to premind you guys theres still more construction to come. Theres still three more hinges to be replaced on the northbound side which means the road will be closed fourth of july weekend and the labor day weekend. Reporter Elliot Rodgers first runin with police happened last year after a fight at a college party. He had been pushing women and no charges were filed. There was nothing ive seen to suggest that there was a red flag. That anyone was aware of in Law Enforcement. Reporter family and friends say rodger had been treated by Health Experts since he was a child but stopped frequent visits after he turned 18. Girls are not sexually attracted to me. I have a major problem with that. A major problem. Thats a problem that i intend to rectify. Reporter rodger began posting menacing internet videos in february. His mother became so alarmed she asked police to check on him last month. They did. But saw no signs of a threat or need to search for weapons. If the Law Enforcement officer comes to a location and doesnt see anything that suggests the person is a threat to themselves or somebody else, for him to merely take somebody into custody because there was a concerned mother would violate his civil rights. Reporter minutes before the rampage, rodger emailed his parents and therapist a memoir titled my twisted world and wrote he described feeling empowered when he bought the first of his guns and relief when the police his mother sent did not discover his plan for a day of retribution. She also asked authorities to check in on her son three weeks ago. But deputies found no reason to search his apartment. Reporter investigators say rodger stabbed his roommate david wong and two other students inside his apartment before gunning down katherine scooper and Veronica Weiss outside a sorority house. Bullet holes are still evident in windows outside the deli. Dillon dodged bullets inside the store and remembers seeing rodgers face. He was almost smiling like he was happy about what was going on. Reporter he says he and several others tried to save 20 yearold Chris Martinez but says it was too late. All six of his victims were uc of Santa Barbara students. The university will remember them in a Memorial Service today. It was 137 pages long with the manifesto and ten minutes 13 people were injured. They all had very Bright Futures ahead of them. They were smart kids who friends say had done everything right in their lives. Never had any drama in high school. Always just kept to himself. He wasnt the aggressive type. Its really sad to hear someone would take advantage of that and come after james. Reporter he was one of Elliot Rodgers first victims. Jeff lee last saw him on graduation day. He came back to the high school to pay his respects. James shared so many traits with 19yearold george chen from Leyland High School in san jose. Always smiling and he was a happy kid and its so unfortunate for this to happen to him you know and i feel bad for the his parents. Its just a shame the way he died and everything like that. Right now, for the First Time Since last week, a portion of interstate 280 is open to traffic. Kpix 5s cate cauguiran joins us live from San Francisco with more on this mornings reopening and more shutdowns in the near future. Cate . Reporter well, yeah its both good and bad but for the 60,000 people who use the stretch of southbound 280, this sign will be very welcome for them. Because theyll have an easier ride this morning. Caltrans closed off the section of highway 280 on thursday between king street and pennsylvania avenue for earthquake retrofit work. Construction and engineering crews worked to replace a bridge hinge which meant a lot of noise and dust for nearby neighbors. But now its all done which means a safer roadway for drivers. Its been a very challenging project. They had to bring in crews from other projects just to make sure that we made the deadline. Reporter now these hinges will allow the bridge to accommodate for expansion and contraction and will also make the highway safer in case of an earthquake. But the work is not quite done just yet. There are three more hinges to be replaced on the northbound side which means there will be closures the fourth of july weekend and labor day weekend. Computer models show you some patchy fog this morning trying to clear by the afternoon but may see clouds there and definitely the sea breeze so the temperatures are going to be feeling cooler outside. Numbers by the afternoon still some pleasant 70s 234 towards san jose. About in towards san jose. About 73 Second Quarter in fremont 72 in fremont. East bay temperatures 70s and low 80s and inside the bay youll feel the winds. 67 into San Francisco. And about 63 in daly city. Next couple of days we are going to see the temperatures maybe warm up just a little bit through about thursday. Announced on monday or not. And then final we may get a new ios a new operating system for the existings iphone with potentially new functions and you can do things with fitness on your own body. With home automation built into the phone and also possibly giving it something more along the lines of siri that can be used by developers in those apps you download. Right now siri doesnt work in those. Siri just works in the framework of the iphone if you will. But Apt Developers are now able to not able to use siri right now. If you can talk to every app, and the and dialogue back and forth that would really be a big step forward. One of the things were looking for on the ios update. Then the next thing is what will happen with the iphone. That would be this fall. We expect late august or early september. Iphone 6 would likely be in more sizes.
