Out of the south bay at this hour, gruesome discovery at the scene of a reported fire. Kpix 5s reporter kiet do and live on the scene at san jose with the very latest now on that investigation. Kiet . Reporter good morning frank. Weve got some new details here that kind of straighten out the stair of whats happening here in south san jose. First off were on the 5,000 block of eppling lane. This is in south san jose near blossoms hill and 101. This started as a 911 call that came in about 9 39 last night. The Fire Department was set to go on scene but they stayed off a couple of blocks away as the Police Department investigated. And they discovered a man in his 20s who was deceased here on the scene of this home. Interesting thing they found, a couple of Marijuana Plants wouldnt elaborate any more than that and only would say it was Marijuana Plants they found on scene here. There was no sign of forced entry and the man did have a right to be inside the home although they did not say whether or not he actually lived here. The person who called 911 knew the man but we dont know the nature of their rich. Right now relationship. Right now the police call this a death with suspicious circumstances. Well be here throughout the morning and have any more details as they happen. We did see some technicians carry out boxes of evidence. Things sealed up in envelopes and also we saw them carry out what looked like a computer like a tall metal box that look like a tower computer. A man in custody accused of hit and run that killed a woman in concord. 46yearold Yolanda Tiscareno struck on sunday night. Late last night Police Arrested this man, 29yearold tyler larson. Investigators believe the antioch man was behind the wheel of a pickup that struck her. Police have arrested him after getting a lot of help from the community. Just really grateful to the public and the media for helping us out with this one. And kept it you know, we were getting tips all day long. Larsons vehicle has been impounded. Its still not clear what caused the pickup to jump the curb. A man came within a second of getting himself killed on the caltrain tracks. Kpix 5s mark kelly shows thus video of the close call. Reporter that is where the luckiest man in redwood city looks like. Caltrain released this Surveillance Video of the near miss at the redwood city station. One train passes and then about a minute into the video, with the guard arms down, and with the express train bells barreling ever closer, a group scampers across the tracks and then one more guy makes a run for it. Feet possibly inches from death. In a release on their blog, caltrain says incidents like these throw the whole system into a slowdown as the near misses have to be investigated. Developing news out of the south bay now. Where a suspicious death is under investigation this morning. Kpix 5 reporter kiet do. Hes in san jose and has been gathering information this morning. Keit . Reporter good morning frank, we have some new information now. They have now officially calling it a homicide investigation. This all came down at 9 39 last night here on the 5,000 block of eppling lane. Thats in south san jose near blossom hill and 101. The person who called 911 said there was a man down possibly dead here at the home and thats what officers found. There was no sign of forced entry. The victim was in his 20s and he had a right to be at house. However they didnt say whether he was a resident or just visiting. There was no call prior to this. So whoever called 911 knew the man but we dont know exactly how he knew the man. Whether he was a friend or a relative. But the man has been taken awe by the coroner and we have seen technicians remove boxes of evidence sealed in envelopes and also a computer was taken away from the residence. And here is the other interesting thing. They found potted Marijuana Plants inside. San jose police did not describe it as a grow house. But they said that there were quote more than several potted planted inside the house. Plants inside the house. An antioch man is in custody suspected in a hit and run that killed a woman in concord. 46yearold Yolanda Tiscareno was struck on a sidewalk along willow pass road sunday night. Police announced the arrest of tyler larson and investigators believe he was behind the wheel of the pickup that struck her. They received several tips from the public. And we got this chilling video from caltrain. It wants people to know how dangerous it can be near the tracks. This video was recorded about a month ago at the redwood city station. A group of people walked across the double set of tracks and then one more man ran across and was nearly hit by an express train speeding through the station. Wow. Well, did you feel it . We had a small earthquake in the bay area and it happened last night and magnitude was 2. 3. Off the coast seven miles southeast of daly city. It struck just after 8 00. Just yesterday, a 4. 4 quake struck down in Southern California and some seismologists saw it coming a few seconds ahead of time. With the help of an Early Warning system. And this races the question of raises the question of how california can install the systems now more widely . Were here at cal where they have the berkeley seismology lab. Sure yesterdays earthquake didnt do much damage in Southern California but it did wake a lot of people up to the reality that the states early alert system for earthquakes, it is still not up and running. Some scientists got the alert but the rest of us did not. [ sirens ] this is what cal tech seismologist tom heaton heard early in the morning just seconds before his home swayed as the Southern California earthquake rolled through. I was sitting there at breakfast. And my laptop computer told me the shaking was coming and then i felt it and it was it was nice. Reporter the u. S. Geological survey says the Warning System worked just the way they hoped it would. The system gave us a couple of seconds of warning. Which is kind of what wed expect at this distance. The the magnitude was a little bit off but it certainly worked in terms of notifying ahead of time before the shaking arrived. Reporter the problem is, the rest of Southern California did not get any warning. The earthquake was coming. Because although governor jerry brown signed a bill into law last september officially endorsing the system, no Funding Source was identified to build it and maintain it. At this point its absolutely about money. We need to come up with the annual expenses of maintaining the stations and running the software and getting the telemetry. And you know, a big earthquake tomorrow, the funding might show up the next day. Reporter the author of the bill signed by Governor Brown last year says that early alert system could save a lot of lives. The technology has proven to work. And california certainly a you know the literal and figurative epicenter to seismic activity in the world. Its almost an embarrassment we dont have the system up and running already. Reporter so other countries like japan, mexico and even romania already have this Early Warning system in place for earthquakes. But in order to install it here in california means they have to install the stations and they have to keep up with the software, and that takes tens of millions of dollars. Money we dont know where its going to come from. Live at cal, mark kelly, kpix 5. We have the numbers here, one estimate says the quake alert system could cost as much as 80 million. The Federal Reserve begins a two day policy meeting today. The first of the janet yellen era. And here to tell us about what to expect in the potential impact on mortgages and our Savings Rates is cbs News Business analyst jill schlesinger. What do you think . Whats going to happen tomorrow jill . Reporter the fed is expected to further reduce the amounts of bonds that it is buying by 10 billion a month. What that gets us down to 55 billion. Remember the chain in that Bond Buying Program has already affected mortgage rates. They have jumped about a full point from last may. Thats when the fed chief at the time bernanke first mentioned a change in policy. Not likely to go any higher right now due to this move. But the central bank is also likely to keep shortterm Interest Rates at near 0. Thats where they have been for more than five years. Not so great for savers who have seen their income reduced due to those rock bottom rates. So what should savers do . Reporter well, there are two categories of savers. Lets start with the first, which is those who are really want to see more interest on their Emergency Reserve Funds. If youre looking for a little boost there, you can try to find higher rates by turning to Credit Unions or online alternatives. They usually offer slightly higher rates. You may also want to consider purchasing a longer term cd for the Emergency Reserve Fund but it needs to have a very low early withdrawal penalty. Now then there are those people who want to use safe stuff in their portfolio. Tail really have it tougher because if you really hate market volatility youre kind of stuck with reduced income. Thats bad news for retirees who were earn a lot more on their nest eggs before the great recession. But, heres the deal. If you can stand just a little bit more risk, you might want to consider adding short and intermediate term Corporate Bond funds. But Municipal Bonds if youre in a taxable account maybe even a small percentage just a small one, 10 , maybe 20 into the Stock Market Index fund of your choice. If youre willing to live with those inevitable gyrations in both the bond and stock markets, you may be able to boost the income of your portfolio.
