Westbound 580 through the Altamont Pass and the Livermore Valley, all the roadwork has been picked up. The connector ramps reopened. And the drive time is not started to change to slow yet so it is still nice and light, 14 minutes between the Altamont Pass and the dublin interchange. Same thing up and down the nimitz. Its going to be hard fixing some of these doors. Some of the evacuees wont be allowed to go home until demolition of that burnedout building is complete. Kpix 5 reporter cate caugiran live at the scene now. Cate, investigators also want to keep neighbors away until theres no threat of collapse, as well. Reporter yes, frank. And we just got an update from firefighters. They say right now they are just really keeping an eye on hot spots here. They have been up on the ladder overhead taking a look at that rubble there. They say so far, things look good. Right now they are waiting for daylight and for those demolition crews to come and clear this up. Reporter demolition crews will be back at work again today knocking down the burned building so it doesnt fall on its own and hurt somebody. Were still worried about structural collapse. So the Demolition Company was able to come in and take a lot of that material and most all the hazard area and push it back into the building. On this closest corner here, you see some fell out into the street, so what that basically does is remove the hazard of a collapse. Reporter firefighters say theyre still hosting down hot spots but it will still be a while before the smoldering finally goes out. But its a much different scene than it was tuesday afternoon when this apartment complex under construction was burning high into the sky. Two firefighters had minor injuries. One of them, we learned, was at the top of one of these ladders face to face with the flames. He didnt report his injury until hours later. As for the cause of the fire, its still too early. But Construction Contractors have told investigators they were working until about 3 30 in the afternoon. We have preliminary reports going on that there was some welding going on at the end of the day yesterday in the area where this fire might have started. But at this point, its still inconclusive. Reporter now, when that fire began tuesday, this was a ninestory structure. Take a look at it now. Reporting lookive in San Francisco, cate caugiran, kpix 5. Reporting live in San Francisco, cate caugiran, kpix 5. Think about it, a couple of years it will probably be a brandnew apartment complex. Probably in a year. So fast. I know. Winds not blowing like yesterday. Thats some good news. We are going to see some nice weather around the bay area. Not as gusty outside today. It looks like more sunshine on the way. But some changes especially along the coastline. I think a little bit of a sea breeze kicking in and those temperatures are going to be a little bit cooler. High pressure sitting overhead but starting to weaken a little bit toward the afternoon. Still mostly sunny although we have had patchy fog along the San Mateo County coastline this morning. Temperatures in the 70s inside the bay and the mid70s in the warmest spots. Out the door we go. A little bit cooler this morning. You have 40s and some 50s but winds relatively calm. As we head toward the afternoon, well see sunshine about 75 in san jose. 74 degrees in the napa valley. 73 in santa rosa. And about 68 in San Francisco. Still a very nice day ahead, elizabeth. It looks good. It looks great. Much better on the roads, as well. No wind advisories on the bay bridge. Yesterday it was so gusty i had to cross the bay bridge and you can really feel it. It was a two hands on the Steering Wheel kind of day. Its just not the case this morning. Our incidents are way down, as well. Pretty quiet. We are seeing a few delays in the far right cash lanes but they picked up the overnight roadwork in the left lanes approaching the incline so this is a good ride so far out of the oakland area. Westbound 580 you can see the delays beginning to build up over the tracy area and through the Altamont Pass. And the drive time just in the last 30 seconds changed to that slow category. So right now its up to about 18 minutes pretty typical stuff improves once you get past the vasco road exit in the westbound lanes and eastbound traffic is a quick trip through the dublin grade. Heres a live look along the peninsula. We have this camera close to candlestick near 3rd and everything continues to move well all the way down past sfo into san mateo. Bart on time. If you need Investment Advice but dont have a lot of money, you may have run into a brick wall with the Financial Services industry. But cbs News Business analyst Jill Schlesinger says there are a lot more affordable options out there. Jill, tell us why. Why is it so hard for the little guy to get a little help . Reporter many of the traditional brokers and advisors out there have essentially priced out smaller investors from the advice market. They have done that by jacking up the fees for accounts with less than 250,000. Fees have risen above 2 for those size accounts. Or they have actually charged back commissions for expensive mutual funds or insurance products. Now, there is good news. Increased competition combined with new technology has created options for smaller investors who are seeking guidance. What are the more affordable options . Reporter well, you can go to a mutual fund or discount Brokerage Firm like vanguard, fidelity, schwab, ameritrade, etrade, they can all create a simple Financial Plan and provide Portfolio Allocation recommendations for a flat annual fee based on the amount of money you have invested. So those fees range from about a half of 1 to 1 , and, of course, thats a lot cheaper than the 2 in the old model. Then there are cheaper web based alternatives, Companies Like well front, betterment, mark riders, rebalance ira, all of them have varying degrees of Personalized Service and fees but the cost is much less, only just about a. 5 and in some cases below a quarter of a percent depending on the size of your account. What if you want to meet your broker, you want that facetoface kind of traditional meeting . Is that still out there, too . Reporter oh, yes. If you are old school and you want that customized one on one advice, its really out there. But its going to cost you probably about 300 an hour with some sort of minimum. Now, the best bet is if you can find a professional who has earned the csc certification or cpa personal financial specialist, you can ask for referrals from friends or colleagues or use search tools offered by the Financial Planning association and the National Association of personal financial advisors. A little bit of a chill in the air. We came to the Almaden Valley today to join matt. Matt, we are talking water wise plants. Thats the rage and with the weather warming up this weekend, we are going to hit our gardens. Yes, absolutely. People are talking drought tolerant water wise plants. California natives. We have plenty of them here for people to come and choose from. We also carry a selection of south african, australian and natives down into texas and mexico, as well. So were changing our habits as far as planting is concerned because of the mandatory water rationing, the cutbacks here. Everything looks a little green to me here. What if i want a splash of color . The verbena up front here blooms off and on throughout the year. That would be a great one. We have rosemary. We have lavender. Lavenders bloom sporadically throughout out area. A lot of natives come in later with more color. Reporter if you have to give a one bit of advice to all of us at home about planting these water wise green plants here, what would you say . The biggest misconception with water wise ornative plants is they dont need water. When you first plant them, water them to get them established. Once established, then they become low water use plants. Most plants will be established within about three months. Reporter i live in the east bay. I have a lot of clay. Does that make a difference . Absolutely. The clay sites youre going to need to water even less because the clay soils youre going to need to water less because you lose less water. With the sandy soils they lose water more rapidly. Reporter so we talk microclimates here. This weekend along the coast we are going to hit 70s. Are these very waterwise for the coastal areas as well . Absolutely. Absolutely. A lot of these natives that we have out front here are actually grown over by the coast in watsonville. Reporter tell me about mulch. How does that work . Mulch works great to conserve water. You put a 2 to 3 layer of mulch down and that keeps evaporation from happening through the plant as quickly as it normally would. Reporter what is the number one seller in the south bay and san jose area right now . That one right there. Thats a native penstemon. Thats called penstemon margarita. This guy right here . Thats an air plant. We have sold a ton of those. Those are great little indoor plants. You just mist them with water and thats all you need to do once a week.
