Says the charged poor hispanic people in king city pulling them over and in many cases the people didnt have licenses so the vehicles were impounded and sent to a tow yard. When the vehicles owners couldnt pay the fees, the cars were sold or given away to other officers. The owner of that tow yard is the brother of the acting police chief bruce miller. Miller along with the expolice chief charged with bribery, accepting a bribe or embezzlement. Miller says he is not guilty. I was aware of an investigation. We reached out to the fbi and d. A. s office to do it. But i didnt think i would become a suspect. So yeah, a little blown away. Reporter these two officers were also arrested in connection with a scheme and two other officers were arrested on unrelated charges. All told, onethird of king citys police force is removed from duty. Some people in king city say they are not surprised. They have been suspicious of the police force there for some time. In a story only on 5, Surveillance Video is casting doubt on a San Francisco company that touts itself as the greenest recycling firm in the country. Brian mcveigh was a supervisor at recology. He set up surveillance cameras while working there and showed us some of the video. He says the video shows here a customer placing about 2 pounds of plastic and 3 pounds of aluminum on the scale into a bin at a Buyback Center but the report for that very transaction shows 47 pounds of aluminum, 68 pounds of plastic. Mcveigh claims the weights of buybacterial were inflated for a kickback later. This was an example of what would go on all day for the buyback material. Recology says its false and says there are no way the two kinds of resigningle ising material could be mixed up. The company has changed protocol at its Buyback Centers after mcveigh left the company. The scales were connected to the computer making it tougher for anyone to cheat. Four Police Officers are under arrest in Monterey County accused of carrying out an elaborate operation to steal cars. Kpix 5s anne makovec is in the newsroom reporting why victims were hesitant to come forward. Reporter the d. A. Says people who live in king city started complaining about shady officers years ago. Then after a sixmonth investigation, the d. A. Says it turned out to be true. The victims in this case, poor hispanic people driving through the small town of king city. These are the people who are really disadvantaged, theyre not always englishspeaking. Reporter and according to District Attorney dean flippo, they were targeted in a grand scheme to steal their cars masterminded by these men, the acting King City Police chief, the exchief and two officers. They are charged with bribery, accepting a bribe, or embezzlement and heres how flippo says it worked. People driving vehicles were being stopped. They had in general no license. And the vehicles were being impounded. The majority of those vehicles were being turned over to miller tow. Reporter the owner of miller tow, who was also charged, is the brother of acting chief bruce miller. The d. A. Says sergeant Bobby Carillo sent more than 200 cars to the impound lot knowing the victims couldnt afford the fees and towing charges. Officers would eventually sell the cars or keep them for themselves. Miller has already posted bail and says he is innocent. Reporter we want to feature one man here who has a modern day twist on the old solution of cloud seeding. This machine 9,000 feet up in the Sierra Nevada is helping scientists squeeze about 10 more water out of the sky. But that job may soon be done better with drones. Meteorologist jeff tilley showed us his cloud seed generator which shoots tiny silver iodide particles into storm clouds. The process helps transform water vapor into snow or rain in about an hour. Higher the elevation the better results you get from cloud seeding . Over the sierra, thats very true. Reporter thats why tilleys team in nevadas disser Research Institute is developing a firstofitskind drone for cloud seeding. Piloted planes have been used for more than 60 years. They can produce an additional 1 billion gallons of water for every 25 to 45 hours of flight. But they have to stay above the clouds for safety reasons. Tilley says drones can fly through clouds and stay in the air longer producing even more precipitation for communities devastated by drought. You can think of it not only, oh, i have more water to shower with or water my plants with or water crops with. Youre really helping to keep the economy from having a brake put on it by the amount of water thats available. Reporter he hopes the drone will begin soaking communities by the end of the year. And that is after a couple found buried treasure while out walking their dog. The value, 10 million. The unidentified couple found more than 1400 gold coins in metal canisters somewhere in the gold country at their home a year ago. The coins date back to the mid to late 1800s. I just about fell out of my chair. You know, this is something you dream about. You do not hear about buried treasures like this. We are probably going to see a big push for people with property up in the motherlode they are going to want to search. Everyone wants to hit the millions. As he said, the gold discovery has inspired many. Many people are gearing up to look for gold. As for the couple that found the treasure, they had reburied the coins while consulting experts. What were they thinking . You have 10 million in gold coins, you go find a safe deposit box and put it in. That was a safe place for many, many years. Apparently. We are waiting for a live look to really get an idea of how bad this is but in the meantime, that ramp to eastbound 132 remains closed until further notice. So you can see in the area you can use i5 as an alternate. Again, this happened earlier this morning. We still dont have an estimated time when they are going to be out there. But they are still waiting for tow crews to clear the big rig. Mass transit, great idea today. It is going to be very soggy evening commute as you head home. So if you want to prepare, plan ahead. As soon as they do, well start to see the backups really begin but for right now, the rush is just in those cash lanes pretty much to midparking lot would be a little further and westbound 580 very heavy traffic right now out of tracy coming through the livermore valley. You will see the slowest slowdowns or the slowest traffic now is through vasco approaching vasco. Once you get past livermore valley, things are better as you get into the dublin pleasanton area. Then it continues to move well. Busy for this time of the morning, northbound another the Oakland Coliseum looks okay towards your drive time, goes 15 minutes between 238 and the maze so no big delays yet heading into downtown oakland. Our hidef Doppler Radar is tracking the showers most of that light moving on so far heading to the north bay although you see a band thats just beginning to make its way along the peninsula. I want to show you this. Just off the coastline, heres something really interesting. Look at the numerous lightning strikes beginning to show up off the coast. Thats very unstable air that will be pushing on throughout the day today so theres a possibility of not only some heavy downpours but some thunder and lightning popping up around the bay area. Watch out for that today. All right. In the meantime, though, yes, theres a chance that we could see some of those lightning strikes. Expecting some heavy rain at times today and some gusty winds. So far we have seem 30milean hour gusts around the bay area. Tonight it will be showers and then looks like that will continue into tomorrow and then another storm dropping into the bay area on friday to bring another round of some heavy rainfall. And then probably some Even Stronger gusty winds. So here we go. We have the first system making its way onshore. Moisture moving through now but we have to wait until the core of this low moves in later on this afternoon. So we are expecting rain to pick up and intensify as we head throughout the middle of the day and the afternoon becoming heavy in the latter part of the day. Then as we look toward friday we have this one just beginning to develop. That looks like it will take a focus a little bit further to the south yet were still going to get hit and i think by the time all is said and done probably seeing about 3 to 5 inches of rain totals around the bay area and mountain peaks. If you are traveling in the high country today, be prepared. Snow levels going to start out around 6500 to 7,000 feet. Looks like could see maybe 10 to 18 inches of snow in the next 24 hours. As we are going to see those showers continuing on and off and intensifying as we head toward the afternoon with a possibility of some isolated thunderstorms. Reporter gang, this is all that is left of a downed eucalyptus tree that came down overnight on the corner of san bruno east and also 7th avenue right here in san bruno where currently it is 57 degrees. The winds have lightened up out of the southeast at nine but its a heavy wind and it appears we have a little light drizzle. But let me set the stage for you. This is what happened earlier this morning when firefighters received a phone call to report right here to this corner of a downed eucalyptus tree on this house and on a couple of cars. Nobody was hurt. Bad news, residents had a very early wakeup call. Now, the firefighters continue to cut up this tree and if we can come back out to me live now, you will see this is all thats left of this eucalyptus tree. Let me explain something to you. They are common throughout the bay area. They were brought from australia in the 1800s. These are very old trees and topheavy. So when you have a gusty wind to 30 Miles Per Hour, this is a scene that could possibly be repeated not only today but through thursday, friday and all the way through the weekend as we have two storms rolling into the bay area with very gusty winds.
