Wet morning and were not done yet. This is a springtime storm but it has winter characteristics. This is our live weather camera looking out towards coit tower where we have a combination of clouds and some sunshine, which is not a good thing because that forms a lot of instability. But look at just how much rain has fallen since midnight. Over 1. 5 in hayward and over. 6 south in san jose. Thats a lot rain in 12 hours. This is our hidef Doppler Radar. When you see shades of white those are lightning bolts that we have detecting in the bay area. More is coming up. Commuters are not applauding the rain. Kpix 5s ryan takeo with how one neighbor made the most out of this storm. Reporter here in pacifica they got an inch of muchneeded rain but caused headaches all over the bay area. The slick roads proved dangerous. This big rig jackknifed on 680 in fremont and snarled the morning commute through the sunol grade. Strong winds wind the bay bridge as rain fell on four bay area bridges. The rain piled up in San Francisco. Drivers tried to navigate a pool on fremont avenue. This is the largest rainfall of the calendar year and eric collected 90 gallons of rain in these buckets. Give us enough water to keep the trees in the back watered for at least a week when things dry out. Reporter sure, he wants to help out during the drought but also says collecting rainwater helps keep his water bill down. Even with some of the rain related issues that piled up, many are trying to keep the bigger pictureof the drought in mind. They are saying the rain we are getting needs to happen more often for it to do something. Reporter in pacifica ryan takeo, kpix 5. And as ryan reported, biggest impact was on the morning commute. It was slow going for drivers crossing the golden gate bridge. Drivers using their wipers for the first time in a long time. In the east bay a soggy commute for drivers on 880. The worst of the rain let up as the morning rush wound down. Snow in the sierra, some areas seeing more than a foot of snow. Cbs Kristen Marshall joins us from the sierra with that part of the story. Reporter well, we looking at whiteout conditions here on 80 so dont think about leaving home without chains and or all wheel drive vehicles with snow tires. Reporter we caught up with this woman and her family as they stopped for snacks at the nyack shell station hoping to beat the snow as they drove from reno to San Francisco on their spring break. You know, my girlfriend kept checking the news and when she was checked the webcam everything was all clear but then we saw on the highway signs that it was snowing over the summit. So were just trying to get past it before it gets worse. Reporter caltrains had crews on patrol and stand by on i80 and were screening for chains at applegate before 6 00 this morning. Go slow. Keep your distance between the two cars and put the chains on if you need to. If not, make sure you bring the fourwheel drive. Reporter most commuters heeding that advice with just a few minor accidents in the high country just after dawn. And with all this welcomed winter white in the early spring businesses hope it brings in the muchneeded green. We are hoping that we can sell the rest of our inventory. The state water board is discussing the details of the governors 25 water reduction mandate. Enforcement will include cutback targets for cities based on how much residents already use. The water reported that february water savings the water board reported that february water savings was dismal. The lowest amount since last july. So if we saw Something Like this, this summer it would cause great concern. Waterboard has given local water departments discretion to come up with their own conservation rules. But there are a few statewide regulations like banning lawn watering 48 hours after it rains. A south bay lawmaker wants to use the water in the bay. The board of supervisors president dave cortese wants Santa Clara County to consider desalinization. But the process of removing salt from bay water comes at a high price. It costs nearly 2,000 to produce about 325,000 gallons of drinking water. The Southern California city cracking down on water wasters. The Long Beach Water Department using smartmeters to get data on illegal watering in real time. They will help cut back some homeowners and businesses use like this mcdonalds. The restaurant had been blasting its sprinklers, pooling water on the drive through until a smartmeter was finally installed. It collects the data every five minutes and then after midnight, the cell phone thats built in here comes on, makes one call, and calls it in to a database that both we and the customer through a Password Security system have Online Access to their consumption. The smartmeter could eventually be used in businesses and homes to track water waste all across the southland. Major Power Outages are being reported across washington, d. C. Including the white house and capitol hill. The power outage was caused by a small explosion at a power transfer line in southern maryland. The white house briefly lost power. It is now running on a backup generator. Kentucky senator rand paul officially declares he is running for the republican president ial nomination. A man is behind bars after a fiery hitandrun crash in san jose that left a motorist dead. Police arrested the man from san jose on suspicion of driving under the influence and manslaughter charges. He hit a white sedan overnight, according to investigators, on northbound 101 and took off. Moments later the stalled sedan was struck by a pickup and the impact sent that car crashing into a wall bursting into flames. The driver of the sedan was killed in that fiery crash. Police found the suspect and the car nearby. A bay area county weighed in on a possible travel ban to indiana because of the states controversial religious freedom law. Jury deliberations under way in the trial of accused Boston Marathon bomber tsarnaev. During the closing arguments yesterday tsarnaevs lawyers agreed with prosecutors that he conspired with his brother to bomb the marathon. Heres the next round of rain offshore poised in position to move onshore. This is ominous. This is a bad cell containing lightning strikes near walnut crow outside rio vista. This energy is moving into the peninsula in the next 15 minutes. Its clouding up all over again. We have had those sunny breaks and this is how much rain has accumulated just since midnight over 1. 5 of rain in the hayward area. Temperatures into the 50s and the winds are increasing again after seeing the wind gusts up to 53 Miles Per Hour in the mount diablo area, our winds are now fluctuating rotating around to the west and southwest up to a good 16 Miles Per Hour in the berkeley area, napa at 11. Well see these winds continue up to 20 Miles Per Hour. Heres what we need to know to get us through the afternoon. Thunderstorms are anticipated. Very isolated, could pop up here or there or pretty much anywhere continuing some small hail. Well have brief showers and breezy conditions. The dry weather resumes thursday through the weekend. Heres tony and Stephanie Tantillo with another quick and delicious meal. Steak and mushrooms with whats that herb you use . Thyme. Thyme. And let me tell you something. The way you prepared this, stephanie, simple and delicious. Shiitake mushrooms are fabulous. You dont need to do a lot to them. Dont use extra Virgin Olive Oil so we need an oil with a high smoke content. We sauteed the mushrooms with oil. In the same pan we added more oil and then we added the steak. I look it rare. So we only did about two three minutes on each side as were going and now we put the mushrooms back in the pan. So dont overcook the mushrooms. But you have the flavor all over. The thyme is there. Well leave it on the plate as a garnish. Then thats it. Look at that. Shiitake mushrooms, steak and thyme. What time is it .
