The storm is abrewing right now, isnt it . Very ominous looking outside yeah, were seeing heavy rainfall around the bay area right now. It looks like its going to continue to intensify at least over the next couple of hours. So if the rain hasnt gotten to your neighborhood yet, dont worry, it is on the way. Behind the system we have seen numerous lightning strikes so theres also the possibility we could see some isolated thunderstorms. In for a closer look now, you can see the rain is onshore heavy into berkeley and oakland, richmond, more heavy rainfall into San Francisco. And another batch just off the coastline. It is going to be a very, very stormy afternoon. This is the second in a series of storms. There is one more to come. Well talk about that coming up. Very interesting day ahead. Thank you. Well, despite disapproval from thousands of students and even californias own governor, the uc board of regents passed a tuition hike. Kpix 5s anne makovec joins us live in San Francisco with the breakdown of the costs and who could be taking the big hit, as well. Anne. Reporter that vote easily passed the board of regents by a vote of 147. It is set to go into effect for the next school year. [ chanting ] reporter students chanting interrupted the board of regents meeting right after the vote that raised their tuition by about 600 for each of the next five years. Were not just angry. We are sad. There are students crying in the halls. You should be crying. Reporter but the mandate has been given. Tuition is now over 12,000 a year. But by 2019, it could rise to over 15,000 after 5 hikes each year. We see 5 as moderate. Theres been a roller coaster over the last 20 years. Reporter john perez, Governor Brown and Lieutenant Governor newsom voted it. But they indicated the hikes could be mitigated by more state funding. It shouldnt be a buyout. It should be what level of state funding is appropriate and how do we continue a path to reinvestment as the economy recovers. We see this as one step in the budget process lasts for a long time for january into may. Reporter and its the students waiting to find out if they will be paying the bills. I think we are not being listened to. We wont give up. We will continue the pressure. Reporter they say they will continue with protests, marches and Boycott Companies they say are tied to the systems financial interests. Live in San Francisco, anne makovec, kpix 5. Protestors meanwhile took over a building at ucberkeley overnight in protest of that tuition hike. Dozens of students camping out inside wheeler hall last night. They say they plan to at a there until the regents agree to drop the planned hike a quick thinking san jose woman rescued her neighbors who were hanging from the second story window of their burning home. What we did was decided to get the mattress so they could jump because their hands were hot and so we just decided we wanted to help. Firefighters say it started around 7 30 this morning at [ nonenglish language ] court. Thanks to the neighbors mattress no one was hurt in the jump. The cause is under investigation. Some developing news now. Classes are canceled at Florida State university today after a gunman opened fire in the Schools Library overnight. Three students were injured around midnight by a gunman myron may on the tallahassee campus. Students hid between book aisles and some used tables to barricade rooms. One victim is shown on the floor holding his injured leg. Theres blood on his pants. You can already tell that that was definitely a gunshot. It was pretty scary. Officers shot and killed the gunman following a confrontation outside the library. May was a lawyer who had graduated from the university. Two students remain hospitalized. Tonight, president obama will lay out his plan that could allow up to five million undocumented immigrants to stay in the United States and obtain permits to work legally. The president will travel to las vegas tomorrow and sign an executive order. What im going to be laying out is the things that i can do with my Lawful Authority as president to make the system work better. Many undocumented immigrants in the bay area are awaiting word from the president and Immigration Attorneys are getting calls. They are asking what what the situation is. Is this amnesty . Its not. Most importantly, we dont know what it is at all. Depending on what happens, quite a few people will be affected by this positively but all they will get is work permit and deferred deportation. What do you think tomorrow if the president announces it and youre not included . For sure i want to cry and i want to feel sad so i going in go to [ indiscernible ] and say [ indiscernible ] she says no matter what happens, she will stay continue to work two jobs and care for her 10yearold son. Theres more than 6 feet of snow on the ground right now. Eight people have died because of the storm this week. The snow so deep that snowplows arent even working properly. New yorkers arent in the clear yet. Some areas are expecting another two to three feet of snow today. National guard is on hand right now helping people dig out. The San FranciscoPolice Department received 210,000 to help curb trafficrelated deaths. The money will put more officers in congested areas of the city. Some of the money will be used for Traffic Safety information in multiple languages and finally, Safety Information for pedestrians and cyclists. The city wants to have zero traffic deaths by 2024. One sure sign the economy is getting stronger, more people are on the road commuting to work. From september 2013 to september 2014, traffic across the Golden Gate Bridge grew nearly 3 . Golden gate ferries had a nearly 1. 5 increase in ridership. Raiders fans are being asked to show their support for tonights big game. They are urged to wave signs and chant, stay in oakland, at the beginning of the second and third quarters. And when the raiders score a touchdown. San francisco is officially putting in a bid to host the 2024 summer olympics. Giants president larry baer is leading the bid committee and projects costs of hosting the event to be about 4. 5 billion. San francisco plans to rely heavily on existing venues and temporary structures. And they will compete against los angeles, boston and washington, d. C. Other u. S. Contenders. The International Olympic committee is expected to name the host in 2017. We have an event of olympic proportions coming up. I would love to go to the olympics but i would love it if they came to me instead. That would be awesome we are seeing a lot of rain outside now. Be careful around the bay area. Some heavy rainfall just moving onshore. We have seen numerous lightning strikes on the back side of the system, too. So this is going to make for a very interesting afternoon. You can see some of that heavier rainfall moving in across the bay area and a large batch just off the coastline. So get you in for a closer look now, heavy rainfall moving into hayward and san ramon. You see the yellows, oranges, red and heavy downpours. Its slowly working south not too far away from fremont, havent rained there just yet and san jose remains dry. But that will likely soon change as that system works its way all across the bay area. Looks like outside now it is very ominous looking. Gray skies, some raindrops on the lens continuing to rain into San Francisco. Temperatures are staying rather mild. 50s across the board now. And not going to be a lot warmer than that. Throughout the afternoon a chance of isolated thunderstorms. That rain will continue to pick up and be heavy at times. Rain ends tonight, patchy fog returns and then storm 3 heads our way for the weekend. Heres this latest storm system. Of course yesterday really kind of opened up the door to allow this one to come in. The jet stream set up very nicely now. Behind that a brief break, and then heres your weekend storm. So yeah, a series of three storms rolling on through. Chance of scattered showers into the evening hours but not a washout for the commute. Probably messy enough though so be careful. The better part of friday looks okay and then here we go. Friday night into saturday, storm clouds roll back into the bay area. And the rain returns. How about rain amounts . Well, we could see upwards of about a quarter to. 75 in the north bay. About. 25 in the east bay. Into the Santa Cruz Mountains upwards of about a half inch of rain. This is a nice soaker. Highs in the 50s and 60s. Looking out over the next couple day, raining heavy today then a brief break on friday, more rain into saturday. Drying out on sunday and i should mention noaa just sent out a release saying december looks like well have above normal rainfall and now maybe above normal rainfall for the year. Well see if it happens. That would be impress jive about a half inch . That much today . We could see more than that in some of the north bay mountains. Thank you. Lord knows we need it. Thank you, lawrence. Speaking of water, Santa Clara County says its not quite meeting its goal of water cuts across its county departments. Back in august, board of supervisors approved a mandatory 25 decrease in water use. Today a Progress Report announced the county has cut back only by 14 . And dozens of its facilities. The parks and Rec Department they only cut back by 12 . Supervisors will continue to work towards that 25 goal now. Bay area port workers are off the job today after workers suffered an asthma attack and died at the port of benicia last night, one single worker died. Holiday shipments are in jeopardy because of a labor dispute with west coast port workers. Ryan takeo reports on the impact on the port of oakland. The port of oakland we had problems with the longshoremen who walked out. Reporter port of oakland walked off the job three straight shifts earlier this month complaining of defective equipment. The Pacific Maritime association alleges there have been other slowdowns up n down the west coast this month. When it happens, you know, a week and a half ahead of black friday, you have delays and lastminute goods that are destines for retailers. Reporter management and workers are in the middle of tense labor negotiations. The potential for a lockout or a strike worries retailers which would cost our economy hundreds of millions of dollars. The National Retail federation recently sent a letter to president obama asking for a federal mediator to help settle the dispute. The group warned a full shutdown of every west coast port may be imminent. And the impact would be catastrophic. Workers feel like they are taking the fall for this. And i think thats led to a lot of frustration. Reporter the union doesnt deny members might be slowing down. Its a tactic members have used before but it points out longshoremen have been working since a contract expired in july. The union says worries of derailing the Holiday Shopping season are overblown and it blames management for overworking, overwhelming and understaffing longshoremen. So its unfortunate the employers havent cleaned up this mess they created. And. And we need to have a contract in place as soon as possible. Reporter the port of oakland where 40 billion worth of goods passed through every year is waiting and watching like the rest of us helpless its the landlord in all this. The squabble is between the tenant and the workers. On the cusp of a shopping season, shipping is the concern for retailers. Both sides have worked out healthcare terms. Thats been a Sticking Point in past negotiations. At least good news there. Automation is likely the Sticking Point workers dont want machines to cut into the number of their workers. When you bring them home, store them in the refrigerator right away. Do not leave them at room temperature. Would you look how beautiful these are . The size. And usually grapes this big tend to have not so sweet of a taste but these are great. Pretty lady grapes in the market, thompson seedless one of my favorites. And thats a promise this weeks jefferson Award Winners have been fulfilling now for more than 20 years for boys who are often left out by their peers. Kpix 5s kate kelly has their story. [ oath ] Boy Scout Troop 1994 starts their meetings in concord with a rally chant. Like all troops they repeat the scout oath and the scout law. Trustworthy reporter they tackle building projects like this toolbox. But with troop 1994 there are small differences. I would say that many of the youth have some they are somewhere on the spectrum for autism. Since we had both of us had experience in scouting, we just took that experience and applied it to our new challenges working with the kids. Reporter scout masters dave and Sheila Rowntree started the troop in 1993. Their son and daughter had long outgrown scouting but when someone told them there was no troop for boys with special needs, they couldnt let the idea go. We would do everything any other troop does. Camporees and go to summer camp. Our goal is when they come into the troop is to give them some skills and some tools. Reporter its a formula thats working for todd allens 13yearold son mason who had a rough time in another troop. It was just a bad experience. Kids were making fun of him and bullying him and they just kind of set him off to the side. Reporter mason has conquered has fear of the outdoors and now enjoys camping. Here i met lots of nice kids and dave and sheila, and i really like this troop. It was really a blessing to find this troop. Reporter fellow scout Joshua Hughes recently made eagle scout with his project to build this reflection spot at a location in pleasantville. I feel like im with people i can trust. Reporter dave and sheila lead the scouts on long hikes, lake swims, rock climbs and adventures of all kinds. Jeff smith says his son ben and others get something they otherwise wouldnt. I think its a Good Opportunity for not only ben but for all the kids in the troop to feel like they belong to work to do to do things and do things that typical kids do. Reporter seeing the kids rise to the challenge makes the late evenings and long weekends all worth it to the rowntrees. To see them when theyre 11 or 10. 5 and see them when theyre 18 and see how much theyve grown, thats what we get out of it. To me thats what its all about.
