Today he apologized in public and then resigned in a private meeting with president obama. Kpix 5s anne makovec joins us in the newsroom with an update on what the president told reporters today. Reporter former secretary Eric Shinseki apologized and called the findings in the report totally unacceptable and then the man in charg stepped down. Eric shinseki resigned. Reporter the president accepted the resignation with regret but it was secretary Eric Shinsekis decision. He would be a distraction from the task at hand, which is to make sure that whats broken gets fixed. Reporter the task at hand involves fixing widespread problems inside the va medical system. Whistleblowers say hospital administrators ordered staff to lie about wait times in order to boost pay and bonuses. As many as 40 veterans at the phoenix va facility may have died while waiting for care. The misconduct has not been limited to a few va facilities but many across the country. Reporter speaking at a conference this morning, the secretary apologized and said the problems were much more widespread than he first realized. I cant explain the lack of integrity amongst some of the leaders of our Healthcare Facilities and so i will not defend it because it is indefensible. But i can take responsibility for it. And i do. Reporter but before stepping down, shinseki announced several steps toward improvement removing Senior Leaders from that phoenix va medical center, canceling this years bonuses for senior va health executives, and eliminating patient wait times as part of employee performance evaluations. Sloan gibson will take over as the acting secretary of the va. He has been serving as deputy secretary since february. President obama also said the Justice Department would determine if any illegality had occurred. Live in the newsroom, anne makevoc, kpix 5. Politics likely came into play here. Primary elections are next week and congressional candidates from both sides of the aisle are making it clear, va care is an important issue, including one bay area lawmaker. We have to put enough resources into the program to provide the services. I think we need to triage these patients and determine whether or not they have urgent needs. If they do, they need to be seen. Congresswoman Jackie Speier from the peninsula says she plans to hold a town hall meeting on the issue. Another resignation today in washington. White House Press Secretary jay carney is stepping down next month. The president made the announcement this morning. He has been the press secretary there since 2011. I just love the middle of it. We try to understand why our kids need to be punished. Reporter stress levels at Amador ValleyHigh School Just kicked up a not sure as did the pressure on school administrators. They are getting punished for something they didnt do wrong and the schools cannot do anything about it reporter she is a parent of a junior at Amador Valley. Yesterday her son and 400 other advance placement students were told the ap test they took last month were not valid because of seating irregularities. A lot of kids are about to break down. Yesterday when they told them in the gym, a lot of kids cried. Reporter it came to light after an anonymous concern that a student possibly cheated and was declared not an issue but the Educational Testing Service asked how were the students placed . Rules state students must be seated five feet apart. We were 2 under the required distance between students in one case and in another instance, we didnt have all students facing in the same direction. So based on that, they nullified all of the exams within the classroom. Reporter Amador Valley high school and the Pleasanton Unified School district admitted this was their fault. We acknowledge our role in this whole process and we apologize. We feel deeply sorry for the position that were in and our hearts go out to all our students that have been impacted by this. Its a little disappointing. It was three weeks ago and we have to probably restudy a lot of the things that we have forgotten over the last couple of weeks but it shouldnt be too bad. I just want them to fix this reporter Amador ValleyHigh School Administrators and the district said they tried to fight the College Boards decision several times but the board ultimately decided the school was out of compliance and their only option was retesting. In pleasanton, cate caugiran, kpix 5. Now, students will have the option to retake the exams next week. They should be submitted in time for scoring without impacting the Students College acceptance. New at noon now a rally at a Catholic High School in opposition to a morality clause. [ music ] students, parents and alumni demonstrated at oaklands bishop odowd against a clause in a new contract for the teachers covering more than 50 schools run by the diocese of oakland. It requires them to sign a pledge to abide by Church Teachings regardless of whether they are catholic or not. Im upset because, uhm, this morality clause is really not something that alliance with the values i believe the Catholic Church is teaching our children and this school has promoted for so many years. Demonstrators are concerned teachers could be fired for being gay, having sex outside of marriage or using birth control. Oakland Diocese Bishop says he is working now on amending the contract to the address some concerns. Developing news now. A Security Officer at Oakland High School has been fired after he beat and dumped a student out of his wheelchair. You can actually see the officer hitting the 17yearold student several times in the surveillance video. The students injuries were so bad, he had to be taken to the hospital. A spokesman for the district says the student objected to the guard slapping his hand and then spat at him. He also claims the boy was handcuffed when he was attacked. The guard now faces a felony child abuse charge. Family and friends gathered to remember Ucsanta Barbara student george chen one of the six killed by Elliot Rodger during a Violent Crime spree in isla vista last week. Chen was a graduate of Leland High School where the tribute was held last night. His parents expressed hope this kind of thing will never happen again. I think, i hope, i pray our family and the other five beautiful children the other five families are the last ones, the very last ones. Chen was visiting roommates of rodgers and was killed in their apartment. Thousands of water users in california are getting word today they wont get all the water they want this year. The state is cutting off supplies for 2600 water agencies and users in the Sacramento Valley and more elsewhere in the state. It is the first time thats happened since the drought in 1977. Second annual Bottlerock Napa valley festival runs through sunday. The event with more than 60 bands has found new support after bankruptcy problems last year. And 69 degrees into concord. Yeah, the fog slow to break up today. What a change in the weather pattern. A strong surge of low clouds and fog overnight. And probably even a deeper one tonight and into early tomorrow morning. The temperatures yeah, were in for a cooling trend here. Yesterday we had 70s and 80s. Today we are going to be much cooler as much as 14 degrees cooler in oakland, about 66 degrees. 75 in san jose. And 63 degrees into San Francisco. So as he would head throughout the day well find mostly sunny skies away from the immediate coastline. And then the low clouds and fog going to surge back onshore even thicker. Probably some drizzle outside, as well. And then a cool weekend with no major changes in the weather pattern the next five to seven days. That sea breeze is bloodying all around the bay area carrying some winds all the way inland. In fact all the way to fairfield. Looking at 22mileanhour sustained winds right now so the sea breeze keeping the temperatures down just a little bit for today. The fog and low clouds going to be the big story over the next couple of days. Into the central valley, you still have a lot of sunshine, about 85 degrees and sunny in sacramento. 94 a little hot into fresno. 62 degrees into monterey bay. Those clouds will continue to flirt with the coastline all afternoon and then surge back onshore all the way into the delta. If that happens, we are going to see temperatures running well below the average in through saturday. How about this numbers wise around the bay area . We are going to see those temperatures in the 70s in the south bay, 60s along the coastline, east bay numbers in the 70s, maybe a couple of low 80s. And then just inside the bay, mostly into the 60s. As we look out over the next couple of days, we are going to watch those temperatures cooling down a little bit on saturday. Warming up slightly come sunday. Well, first of all, over the number of years i have competed in five full iron men, dozens of half iron men, 29 marathons and three of these, and this particular race is one of the most challenging in the world. So we thought we would talk about it in this weeks edition of wheres roberta . [ applause ] this is a San Francisco classic. This is a classic triathlon, a bucket list for triathletes throughout the world. Reporter on sunday top triathletes will take to the streets and bay of San Francisco to compete in one of the most prestigious races on the face of the earth, the 34th annual escape from alcatraz. Frigid waters, tough currents, interesting marine life in the San Francisco bay. Reporter so if theres anything great about the drought this year, its the lack of snow melt has made this water not as cold. At 56 degrees, hey, show off the iconic hills of San Francisco, 18 miles on the bike, very hilly, up, down, left, right, constantly. Theres only a few flat portions of the bike ride. Four miles run out to baker beach and four miles back including 400 stairs at the baker beach sand ladder. Reporter whats the strategy for the ladder . Use the cable, one step at a time and its going to burn so just accept that. Over about a half mile we climb 300 feet. Theres a point on the run where you come towards the Golden Gate Bridge and you get this gorgeous view of Alcatraz Island and the bay and its so unique, and it makes me smile no matter how much im hurting. Reporter how did you prepare for this weeks race . Ive gone over the bike course. Im going to jump in this cold water today and remind myself what its going to feel like sunday and i have just been training really hard and im excited. My cat has had problems with straining in the litter boxi is exp time for our weekly pet expert segment. My cat has had problems strange in the litter box. Its expensive to take him to the clinic. How can i tell if its an emergency and he needs to go . Our pet expert dr. Sandy hazanow joins us to tell us about that. Usually the symptoms are cats running in and out of the box, strange to urinate, sometimes crying, its very sad. Sometimes people will notice that they have they are urinating outside of the litter box and little tiny bits of urine are filled with blood or blood spots in the bathtub, for example, or different spots. They will find another place to go . They will sometimes. If theyre in and out of the litter box and youre not seeing the normal amount of urine, youll have a problem. Sometimes youre seeing litter outside the box because theyre strange or digging . Yeah. They would be going to town in there. And when is it an emergency . When do we know to take it to the vet to find out whats wrong . The situation with this problem is that these symptoms can be related to a whole bunch of problems. Its a syndrome called feline lower urinary tract disease. And many people think that its just an infection. But most of the time its actually not an infection. The time that its an emergency is if theres an obstruction and the urethra the tube from the bladder to the outside is blocked. When that happens, the urine backs up at the bladder, then it backs up into the kidneys, and then the toxins in the kidney normally eliminated build up in the bloodstream and cats can die from that. They can actually their heart rates slow down and they can get toxic and die. I bet its really uncomfortable, too. So they will vocalize a lot . Many of them just suffer. Some cats outdoors you never notice that something happens if this happens outdoors but this can be one of the causes of fairly rapid death in cats. More water if you give them our cat goes out of the tap. We put him in the bathroom and he goes to downright there. So if they drink more, do they need help . With certain parts of feline lower urinary tract disease, you can actually make a big difference by increasing the water intake. The best way to increase it is by feeding canned food. They find that some cats that eat exclusively dry food have a higher incidence of this problem. How about constipation . Another fun topic. Veterinarians love constipation [ laughter ] dont we all . So constipation can mimic the symptoms but its hard for people to know whether the cats are straining because they need to defecate or urinate. Constipation is usually not a lifethreatening emergency whereas your nation issues urination could be. And what you remove from the box should be regular . Yes. They are either not eating enough or drinking too much. You have to need a good sense of whats going on in the litter box. Thank you.
