As i indicated before, we plan for every contingency. So obviously a worse Case Scenario there are things we will try to do. But i will repeat, i dont think any option is good. Steven dennis. Mr. President , could you talk a little bit about budget process. In the past youve negotiated along with the debt ceiling with the blue dogs for instance in 20092010 along with an increase then [indiscernible] fiscal commission. The republicans today are talking about another communicate how are differences over the next few week. Is that something you can talk about on the side not something that could get concession but something thats a format forgetting a deal done. Here is the thing i know Speaker Boehner has talked about setting up some new process or some new Super Committee or what have you they can work through whatever processes they want but the bottom line is either youre having good faith negotiations in which theres give and take or youre not. Now theres already a process in place called the budget committees that would come together right now, democrats have been asking for 19 months to bring them together. Make a determination how much should the government be spending next year. The appropriations committees could go through the list and heres how much were going to be spending for defense and heres how much well be spending for education. Its a process thats worked reasonably well for the last 50 years. I dont know that we they had to set up a new committee for a process like that to move forward. What has changed or what seems to be motivating the idea we have to have a new process, is Speaker Boehner or at least some faction of the republicans in the house and maybe some in the senate are holding out for a gloarknegotiation in theory butn fact democrats give a lot of con sexes to republicans and cono republicans and republicans dont give anything. Theyre worried because the governments going to stay shutdown or whether the governments going to default. Again, you can dress it up any way you want, if thats the theory that republicans are Going Forward with, them its not going to work. So let me just give you one specific example. Ive heard at least and i cant confirm this, that one of the ideas of this new committee has you could talk about reductions and discretionary spending. You could talk about entitlement reform and reductions in mandatory spending. You could talk about how long you extend the debt celling but you couldnt talk about closing corporate loopholes that arent benefiting ordinary folks economically. And potentially if you oppose them would allow us to pay for things like better education for kids. Well you know, i dont know why democrats right now will agree to a format that takes off the table all the things they care about. And its confined to the things that the republicans care about. So again, i dont know that thats exactly whats being proposed. My simple point is this. I think democrats in the senate and the house are prepared to talk about anything. Im prepared to talk about anything. They can design whatever format they want. What is not fair and will not result in an actual deal is ransom taking. Or hostage taking and expectation that democrats are paying random or providing concessions for the mere act of reopening the government for paying our bills. Those are not things that you do for me and theyre not things that you do for the democrats. Where its not necessarily a concession, where it is you negotiate what the negotiations are going to look like. You dont have to agree to the overturn of obamacare, you can actually negotiate what the costs are going to look like so everybodys comfortable. You mention yourself, this is a tough vote for all these House Republicans. Youre asking them to take a very tough vote for the debt ceiling. Usually people in both parties want to have some cover, something that they can point to and say i want some budget process were formed before i throw another trillion dollars in debt. Which is fine. So if they want to do that, reopen the government, extend the debt ceiling. If they cant do it for a long time, do it for the period of time in which these negotiations are taking place. Why is it that weve got hundreds of thousands of people who arent working right now in order for what you just described to occur. It doesnt make any sense. The Small Business administration gives out a billion dollars worth of loans every month to Small Businesses all across the country. Thats not happening right now. So Small Businesses in every state that are counting on a loan to get their business going and you got the party of Small Business saying, Small Business administration cant do it. Thats what they call themselves. And yet, theyre suffering. You got farmers who are waiting for loans right now. Those loans cannot be processed. The Republican Party says the party looks after the farmers. I happen to disagree. I think farmers have done really good under my administration but having said that why keep the Government Shutdown and those farmers not get is their loans, why were asking the discussions you just talked about. The republicans say theyre very concerned about drilling. They say obamas been restricting Oil Production despite the fact that Oil Production is as high as its been in years and is continuing to zoom up. They say the democrats are holding back Oil Production in this country. Well you know one of the things that happens when the government shuts down is those arent processed. So why would the republicans say to the folks who are interested in drilling for oil sorry, we cant let those things be processed until we have some negotiations and we have some cover to do what were supposed to be doing anyway. That doesnt make sense. If theres a way to solve this, it has to include reopening the government and saying americas not going to default, its going to pay our bills. They can attach some process to that, that gives them some certainty that in fact the thing theyre concerned about will be caveats in the negotiations. My rules arent good enough, i told them im happy to talk about it. If they want to specify all the items that they think need to be topic of conversation, happy to do it. They want to say part of that process is were going to go through line by line all the aspects of the president s Healthcare Plan that we dont like and we want the president to answer for those things, im happy to sit down with them for as many hours as they want. I wont let them gut a law that is going to make sure tens of millions of people actually get healthcare but im actually to talk about it. Steven. Im going through my list here. In the campaign against terrorism. Were going to see u. S. Military operations all around the continent, how does that square with your contention that america can [indiscernible] he forever. If you look at the speech i gave to the National Defense college several months ago, i outlined how i saw the shift in terrorism around the world and what we have to do to respond to it. Part of what i said is that we had decimated alqaeda thats been operating primarily between afghanistan and pakistan. But you now have these regional groups, some of which are explicitly tied to alqaeda or that ideology, some of which are more localized. Few of them have the ability to project beyond their boredders but they can do a lot of damage inside their borders. Africa is one of the places where because in some cases the lack of capacity on the part of the governments in some cases because it is easier for folks to hide out in vast tributes tha terrains that are populated and we have to go after them. Theres a difference between us going after terrorists that are plotting directly to do damage to the United States and us being involved . Wars. The worst of terrorism and terrorism networks will continue for times to come. We need a Long Term Plan thats not just military based. We have to engage in a war of ideas in the region and engage where muslim countries and try to isolate radical elements that are doing more damage to muslims than they are doing to anybody else. Weve got to think about Economic Development because although theres not a direct correlation between terrorism and the economy, theres no doubt if you got a lot of unemployed, uneducated young men in societies that theres a greater likelihood that terrorists recruits are available. But youve got active plots and active networks, were going to go after them. We prefer where countries where this is taking place wherever we can and we want to build up their capacity but were not going to farm out our defense. I have to say by the way, the operations that took place both in libya and somalia were examples of the extraordinary skill and dedication and talent of our men and women armed forces. They do their jobs extremely well, with great precision, at great risk to themselves. And i think there are good examples for how those of us here in washington should operate as well. [indiscernible]. We know that mr. Libby planned and helped execute plots that killed hundreds of people, a whole lot of americans. We have strong evidence of that who will be brought to justice. Mr. President , while youre waiting for the shutdown tony, why is it that you cant go along with any of the bills the house is passing funding the fda and fema where you were yesterday that it benefits and head starts. Youve got to be tempted to climb those bills and get funding for those programs you support. Of course, im tempted because youd like to think that you could solve at least some of the problems you couldnt solve all of them. But heres the problem. What youve seen are bills that come up wherever republicans are feeling political pressure to put a bill forward. And if theres no political heat, if theres no Television Story on it, then nothing happens. And if we do some sort of shotgun approach like that, then well have some programs that are highly visible get funded and reopened Like National monuments but thing that dont get a lot of attention like those sba loans not being funded. And we dont get to select which programs we implement or not. There are a whole bunch of things that the republicans said are law that we have to do. I dont get a chance to go back and say do you know what, this cockamamie idea that this republican congressman came up with, i really dont like so lets not implement that. Once you have a budget and a government with a set of functions, we make sure that its all operating. We dont get to pick and choose based on which party likes what. So thats where the budget discussions take place. If there are some things that the republicans dont like, they should allow for limiting those programs in the budget, come with an agreement with the democrats, maybe the democrats will agree and those things wont be funded. But you dont do a piecemeal approach like that when youre dealing with a Government Shutdown, okay. [indiscernible] im going to take one more question. Your hands persistence has worked. Mr. President , you talked about the political dynamics that the House Republicans are feeling they dont want to negotiate, they dont want to compromise. I want to ask two things about that. Looking back at the 2011 default discussions of the budget, is there anything you wish you had done differently in 2011, after what you called the [indiscernible] ended, what do you expect the political dynamics, how might they have changed to move forward. I think thats an interesting question. In 2011, i entered into good faith negotiations with john boehner. He had just won the speakership. It was at a time when because we were still responding to the recession, deficits were high, people were concerned about it, and i thought it was my obligation to meet him halfway. And so we had a whole series of talks, and at that point at least, nobody had any belief that people would come close to things for default. I dont regret having entered into those negotiations and we came fairly close. And whenever i see john boehner to this day, i still say should have taken the deal i offered you back then. Which would have dealt with our long term deficit problems, would not have impeded growth as much, would have really boosted confidence. But at that time i think House Republicans had just taken over. Theyre feeling their oats and thinking we dont have to compromise. And we came pretty close to default. And we saw the impacts of that. I would have thought that they would have learned the lesson from that as i did, which is we cant put the American People and our economy through that ringer again. So thats the reason why ive been very clear, were not going to negotiate with the debt ceiling. That has to be dealt with in a reasonable fashion. And by the way, you know, i often hear people say well in the past its been dealt with all the time. The truth of the matter is if you live with the history people posture about the debt ceiling frequently. But the way the debt ceiling often got past is youd stick the debt ceiling on to a budget negotiation once it was completed because people figured i want to take a bunch of tough votes to cut programs and raise taxes and then also have to take a debt ceiling vote let me do it all at once. But it was a situation in which if i dont get what i want then im going to let us default. Thats whats changed and thats what we learned in 2011. So as a consequence, actually were not going to do that again, not just for me, but because future president s, republican or democrat should not be in a position where they have to choose between making sure the economy stays afloat and we avoid worldwide catastrophe or we provide concessions to one faction of one party in one house. And but let me tell you a lesson i did not learn. I did not learn a lesson that we shouldnt compromise, i still think we should. I still think there are all kinds of issues that we should be talking about and i dont expect to get 100 of my way. And im still very open to having conversations with not just the speaker but any republican over there. Go ahead. Did you enter into a dealing of short term funding bills [indiscernible] you would be back in the same place [indiscernible] i think what has changed, theyre aware of the fact that im not budging when it comes to the default control of the United States. That has to be dealt with that we dont pay a ransom, you dont provide concessions for congress doing its job and america paying its bills. And i think most people understand that. I was at a Small Business the other day talking to a bunch of workers and i said when youre at the plant and youre in the middle of your job, do you satisfy say to youeversay to yoa raise right now and more vacation pay, im going to just shutdown, im not just going to walk off the job, im going to break the equipment. I said how do you think that would go. They all thought they would be fired. And i think most of us think that. Theres nothing wrong with asking for a raise or asking for more time off but you cant burn down the plant. Or your office if you dont get your way. Same thing is true here. And i think most americans understand that. All right. Thank you very much everybody. The republicans are essentially saying they will not fund the government until the president cuts the budget. The budget, the president says he will not cut unless the republicans open the federal government again. No compromise. Kpix 5 reporter cate caugiran reports today, Business Leaders from all across the bay area got together to send a message stay at the table and reach a deal. Reporter Business Leaders say another strike would cripple Economic Development again. We dont think its fair that the workers of bart should hold riders and workers hostage. Reporter the Bay Area Council says the july strike cost more than 200 million in loss productivity and a strike now could cost millions more. This is severe. We better get our arms around it before it gets its arms around us. Reporter in the fall bart has peak ridership with people in work and school. You cant put that many more cars on the city streets at peak times. Were already close to gridlock often with the normal commute with 400,000 people a day on bart. Reporter so Business Leaders got together to urge employers to get creative if a strike happens. If telecommuting doesnt work, we ask you relax your policies about core work hours so employees can avoid the peak morning and evening commute times. Reporter jim lazarus with the San Francisco chamber of commerce says he hopes strikes like these are illegal in the future because the public relies on transportation. In the past hour a preference conference by the president calling on congress to end the shutdown and raise that nations debt limit. Were now in the second week of a partial Government Shutdown. The government could hit the debt ceiling in nine days. President obama took questions, called on congress to pay its bills. He called House Speaker john boehner earlier and reportedly said, negotiating on Financial Issues would set a dangerous precedent. Mr. Obama says he is willing to have a conversation but not under the threat of putting the nation in an economic crisis. Their basic jobs are passing a budget and making sure that america is paying its bills. They dont also get to say, you know, unless you give me what the voters rejected in the last election, im going to cause a recession. Thats not how it works. America expects us to work out our differences. But refusing to negotiate is an untenable position. And frankly, by refusing to negotiate, harry reid and the president are putting our country on a pretty dangerous path. The president has called on the house to pass a clean spending resolution before any spending talks are had. There are enough votes to end the shutdown today, the president claims. Investors anxious.
