I talked to the guy who is the engineer who was in charge of it, and, you know, asked him, how is this thing a danger of falling . The look on his fay i could tell, we better get up there. Reporter the platform rig slipped at around 7 a. M. As window washers were preparing to get in. It was empty at the time. I think there was a latch or something that was supposed to be engaged when the guys were going to lower the thing over the side and they didnt engage it. Reporter for 2. 5 hours, three floors of the building were evacuated. The ones around the section of the building that juts out. The company that owns the rig and firefighters used special ropes and pulleys to hoist the platform back over the top. Surrounding streets were shut down as passersby craned their necks. Just amazing, incredible, wow. First i was kind of, like, worried there were people working in there. Reporter so was the facilities manager of another highrise nearby. Its a huge fear. Reporter thats why he says there are normally checks and balance in place. Do an annual inspection on the rig every year and then a previous inspection before anybody is allowed to use the rig or go over the sigh. Right now, walls of water gushing through the streets of boulder, colorado. The city is just soaked and the governor is telling residents to stay away. Reporter there was finally a break from the rain friday morning. But a steady stream of water continues to wash through the streets of boulder. Walls of floodwater are still flowing from nearby mountains. Its being called a 100year flood, the worst since 1894. More than a foot of rain has fallen on the area this week, swamping the citys rainfall record and even more rain is expected later today. The governor is warning people to stay away from flooded streets. You have to recognize that this water is filled with debris and sand and it is almost like liquid cement and it can even just a foot and a half of water can knock people over. And you can be swept away. Reporter Boulder Creek which cuts through the city is still roaring. The water levels have fallen some since an overnight surge set off emergency warnings. Late last night, 4,000 People Living along Boulder Creek were sent to higher ground. Mud and debris coming off the mountainsides clogged the mouth of a canyon, forcing the creek levels to rapidly rise. Several towns in the Rocky Mountain foothills remain cut off by floodwaters and have been without power or phone Service Since late wednesday. President obama signed an emergency order thursday night approving federal disaster aid for the area. National guardsmen and women have been able to reach isolated areas. They are making rescues but unfortunately, the death toll stands right now at 3 people. Back to you, frank. Three people are dead, how about unaccounted for . How many people are they still looking for . Reporter it was a bit more than a dozen earlier today. And again, unaccounted for does not necessarily mean missing. The wage hike is estimated to add 4,000 each year to workers paychecks. People have a little more money in their pockets be able to save a little more and definitely make a impact as far as, uhm, being able to handle their bills and things and definitely they can get things they really need. Reporter but Business Leaders say this bill will hurt minimum wage workers more than helping. The California Restaurant Association predicts state eateries will cut back employee hours and hiring because restaurants wont be able to afford the costs. When you add a 25 increase in labor costs, thats a brutal punch for our industry. Reporter once the governor signs this bill, california will have the highest minimum wage in the country with 10 an hour in 2016. Currently california has the 8th highest. Fire crews expect to have the morgan fire on mount diablo contained today. They revealed the cause to fight it is almost 5 million including equipment and firefighter pay. Target shooting sparked the fire sunday afternoon. More than 3100 acres burned on mount diablo. The wildfire in Shasta County burned more than 200 structures up north and more than 8,000 acres about 300 homes are evacuated because of the clover fire. One man died four others injured.
