But the backup from earlier stoppage is causing residual problems. It all started with this ten inch break in the track. It was found around 9 20 this morning. It was between San Francisco civic center and 16th Street Mission stations. Trains were singletracking through San Francisco causing major delays to some lines. Some commuters are glad things are moving along, but many are tired of the infrastructure issue. Its only been a month but already its old. Reporter Santa Clara County supervisor joe simitian unveiled what he hopes is a plan to safety embattled Buena Vista Mobile Home Park in palo alto. It is pretty tough to not know where were going to go, knowing how things are out there, how expensive the rent is. Reporter neighbors like sal have banded together in an effort to stop plans to close the Mobile Home Park one of the last remaining bastions of Affordable Housing in ever pricy palo alto. People here are your everyday people. We pay our bills, were productive members of society, were janitors or custodians, your laundry people. Reporter buena vista has more than 100 mobile homes and campers and is home to about 400 people. The Palo Alto City Council has tentatively approved the owners plan to close it but is now working with the county to see if they cant come up with enough money to buy it themselves. Meanwhile, people are scrambling to save their homes fearing what will happen if they are forced out into a red hot housing and rental market. The cheapest one bedroom i found in the county within the last six months is 1,800 and up. Not including utilities. Not including homeowners dues. They just keep on coming. A series of small earthquakes jolted people awake in concord again this morning. Three of them hit within 35 minutes. The first one a magnitude 3. 2 struck at 7 a. M. There were two more at about 7 30. The largest was a 3. 5 earthquake. Dozens of people reported feeling the quake swarm. Its the second series of earthquakes to hit concord this week. Scientists say these quakes give them a lot more information about the concord fault and that its capable of doing major damage. People say they are just glad that though one has been hurt. People say they are just glad that no one has been hurt. She said she felt the earthquake, heard noise and looked out after the earthquake and saw the tree fell on the car. Geologists say the probability of a magnitude 6. 7 earthquake or higher in the area is fairly low. They estimate a 3 to 4 chance in the next 30 years. Police are especially concerned about this particular suspect because of his boldness of because of the fact that he is striking in the middle of the day seemingly unconcerned about getting caught. Well, the suspect was captured on video a white male in his 30s. A 28yearold woman said he followed her into a public restroom and tried to assault her. The latest incident was yesterday at 4 p. M. Here on rio vista avenue near stevens creek. Police say the man followed a 13yearold girl home then push his way into her house when she reached the door. The girl fought back and the suspect ran away. Kind of scary that someone would have the guts to go up to someones house and actually try and enter this and this Sexual Assault is new to the neighborhood. Nothing is going to stop him. He had the confidence to do it twice. He is going to strike again. Again, what we want to do is, prevent that third attack. Reporter the suspect was last seen wearing a black beanie. He had a dark messenger bag and was riding a light blue ten speak bike. Police are asking the public to spread his picture on social media and with such a good photo available now, they are hoping that somebody spots him recognizes him and calls police. Reporting live in san jose, len ramirez, kpix 5. The man on video being beaten by Police Officers made his first court appearance. The viral video shows the violent encounter. The prosecutors say it only shows a small piece of what happened last weekend. That suspect faces charges including assault on a police officer. While its important, its not everything that we are looking at. San jose police say the man fought with officers the whole time. They are reviewing the incidents. New accusations tonight against former 49er ray mcdonald and his teammate ahmad brooks. The woman accusing mcdonald of Sexual Assault went public and sued both men. This centers around a day of drinking at mcdonalds san jose home in december. The woman hit her head near the pool and passed out. She says that is when the attack happened. And at some point, brooks groped her. We are speaking out because we want other alleged victims and witnesses to know that they have a right to report to Law Enforcement in california without being subjected to lawsuits. San jose police are investigating but no criminal charges have been filed. Mcdonald was cut from the 49ers and is now with the chicago bears. Brooks is currently a linebacker with the 9ers. The team says it is disappointed and is monitoring the situation. Bay area headlines tonight new Surveillance Video shows a man smashing the window of a San FranciscoBoutique Store and then going inside robbing it. The man gets some stuff from the back of the store on west portal avenue. He then takes what looks to be jewelry from the front of the store and then walks out of the place. Police are still looking for him tonight. A bicyclist was injured in an accident near a San Ramon Elementary School today. The victim was not a student. Police shut down the street in front of walt disney Elementary School to allow a medical helicopter to land. The victim is in the hospital tonight with serious injuries. The whale that was beached in pacifica may have died after being hit by a passing ship. Biologists conducted a necropsy today and they found injuries bluntforce trauma, the 42foot adult female had four broken vertebrae, a broken rib and internal bleeding. The humpback was beached yesterday morning. Its the second one in three weeks to wash ashore in pacifica. An emergency dam is being built in the delta. Construction is under way across west false river between jersey and bradford islands. Don ford explains it is all because of the drought. Reporter its the project state water officials hoped wouldnt be necessary. They are rushing to build an emergency dam across the west false river here in the delta to stop saltwater from reaching critical freshwater pumps. With the severe drought, there just isnt enough freshwater to hold the saltwater back. Its a bandaid. Reporter his family lived on the delta for more than a century. He says its too little too late. The state is not releasing enough water to keep the salt out of the delta. Thats the number one problem. Reporter but the state reservoirs are already so low and despite the concerns the dam will hurt farmers and Wildlife StateOfficials Say the barrier is the lesser of two evils. When the construction crews saw us a boat was dispatched to tell us the area was closed. Dont come up any further, all right . Thank you. Reporter this special emergency drought project is just getting started. But it will be completed quickly. After the work onshore is completed the construction crews will then work 24 7 until they completely bridge that gap. Using dozens of barges of rock, it will take approximately one month to close the 800foot wide channel. However, its only here for the summer. People are counting the number of dead animals found on bay area roads. Kpix 5s john ramos with what scientists want to learn from when man and animal collide on the street. Reporter every day on bay area roads, and across california, there are people who are looking for something that most of us would rather never see, road kill. Everything from salamanders all the way on up to elk, bear, mountain lions. Reporter dr. Douglas long teaches biology at Saint Marys College in moraga but is a member of the california road kill observation system. Volunteers keep their eyes peeled for dead animals on the side of the road and report it to a database at ucdavis. The purpose of this grisly activity is to get an idea of just how much impact literally cars are having on wildlife. You cant think of a single animal to withstand the 5 tons of glass and steel at 65 Miles Per Hour. Reporter they document species information, photograph, gps locations to help researchers understand what is being killed and where. The project isnt just for creepy people who like to look at dead animals but its for people interested in the relationship between humans and wildlife and how to reduce that impact. Reporter created in 2009, the system is helping researchers understand which roads pose the greatest threat to wildlife. For example, highway 13 in oakland is considered a dead spot because of cars moving so fast through the heavily wooded area. Make no mistake, this is a big threat. The data suggest that is 100,000 animals may die each day on california roadways. Its showing trends in wildlife mortality but its also showing where maybe, um, we can be better in protecting wildlife by making even small modifications to the roadways. Reporter lowering speed limits or providing animal undercrossings to protect wildlife isnt something caltrans is happily embracing. But as the database goes it may be harder to turn a blind eye to whats on the side of the road. John ramos, kpix 5. There are road kill hot spots all over the bay area. Highway 13 in oakland, 101 in marin county, 4 in contra costa county, highway 17 in the los gatos area, and 280 by farm hill boulevard in redwood city. Still ahead, a lot of cities love to hate those Big Box Stores but target found a way around that. How its managed to adapt and even expand in San Francisco. Plus, a new problem for the new bay bridge. Sort of like cracks an update on our top story. Bart service is slowly getting back to normal after a crack in a track caused day long delays between 16th street and civic center stations. The repair work took all afternoon. This is a live look right now from a platform at the montgomery street station. It appears that the worst is over. Downtown San Francisco stations also had to handle crowds from a giants day game and, in fact, people we talked to expected the situation to be worse. Yet another problem with the new bay bridge this time trouble with the foundation. The bridges signature tower. Caltrans tests found bay water may be seeping in. And that means the critical anchor rods could be exposed to corrosive water. This is an issue that raises some major questions about the long term integrity of the structure. They are trying to figure out if it got in during construction or if its an ongoing leak. This is the project from hell. This should not be happening for the price we paid to get this bridge. Well, phil matier has been all over these issues from the very beginning. What is the root of the problem. Reporter we are talking about a 1. 3 billion bridge, a oneofakind bridge in the whole world, and that is bringing with it one of a kind headaches. What we have are questions and problems with the Foundation Watering getting in affecting bolts. But get this. They picked bolts that if they get wet, they are subject to getting brittle and possibly snapping. And thats a oneofakind problem because as Steve Hemminger said you think they would have picked the bolts if its going to be over and surrounded by water they would pick bolts that would take exposure to water and they didnt and so we have to test them all and keep an eye on them all for years to come. Now, these bolts we should explain if people dont already know they were picked because they are high tensile strength bolts. Those are stronger than regular steel bolts. Where does it go from here, phil . Reporter first of all, they are going to have to do more testing on what the water is and where its coming in and they are going to have to test the bolts, as well. Its not cheap. They are expecting about 400,000 for this latest round of tests alone and as himminger told me earlier today this is the latest in a series of tests. As for fixing it all we can refer to is the last both problem which cost about 25 million. So i have to tell you one of a kind bridge, one of a kind bolt but a headache nobody wants to have. You hit the nail on the head by calling it one of a kind. I keep thinking about the old bridge held up by douglas fir. Absolutely. 1937 its Still Standing and theres no questions about the bolts. All right. Phil matier, thank you for that. San francisco has never welcomed Big Box Stores with open arms. Thats why some neighbors are concerned with the sudden explosion of targets in the city. Kpix 5s simon perez has the story. San francisco was a place that doesnt necessarily think fondly of big box retailers but it seems like target strikes a certain kind of chord with even san franciscans. Reporter that was in 2010 and things havent changed. Two target express Stores Opened in march. Another is scheduled for october. I like it. Its actually really convenient. Its convenient. Its fast. Reporter despite the target expansion the citys Planning Department toughened up its chain store rules last december. Unlike mom and pop stores, when a chain store wants to open, planners will make sure there are not too many chains in the area already, the chains customers arent already served by existing businesses, the stores facade complements the neighborhood aesthetics. This target shopper goes big box when the mom and pop wont do. Theres certain things here that you just cant get there easily simple things like a big box of envelopes or certain things that i just have to come to target for much better deal. Reporter but that enthusiasm isnt shared by the stores on polk street. They are concerned with the idea that a target may take over the now closed lombardi sports. I have nothing against starting. I have shopped there. I dont think its right for this neighborhood. Reporter when delilah heard target was sniffing around her neighborhood for a location she wasnt pleased. I dont like it. Nine teenagers from different high schools organized events at the Redwood City Library to promote reading. The library Childrens Program director jan pedden watched ryan take the helm. That chilly air coming in and a big broad area of low pressure, thats the catalyst for the rain this evening as it gets closer, widespread showers and thunderstorms over the sierra tomorrow. Some of that may initiate a few thunderstorms inland toward mount diablo and mount hamilton. Any of the activity that builds you will here may move east to west and also hit our inland communities. So a couple of different ways that we could add up to a ten or 15 chance of rainfall. I fully realize its not much its not widespread but in may any rain chance is significant.
