Fairfield. It has been soggy month. We are above 10 of rainfall in San Francisco, the first time in nine years we have had doubledigit rainfall in San Francisco and its still raining tonight. Now were looking all the way back to july 1. The water year. Were about halfway finished. These are promising numbers. We are nearly doubling our average rainfall in San Francisco and oakland for the water year and in san jose we have more than doubled it. So a tremendous amount of rain making a mess of the evening commute. Big pattern change. We are going to dry out. Find out when that happens. Thats coming up. Paul, thank you. Were near 17, a lot of drivers heading home as we speak. And highway 17 is known for mud slides and downed trees during severe thunderstorms. Were not seeing any major problems right now. Were seeing a lot of puddles. Look at this puddle right here. This one is pretty deep, about 6 deep here. Now, the rain started falling around 4 20 in the los gatos area. Its been fairly light but enough to slow down the evening commute for a lot of drivers. Now, while recent storms have created a lot of problems for drivers and people in the santa cruz mountains, the bay area needs the rain and a lot more to end the drought. Now, in just the last 2 1 2 weeks, the lexington reservoir more than doubled its capacity. At the reservoir in morgan hill a few weeks ago it was 2 capacity. Now the uvas is at 23 capacity. People are saying, keep the rain coming. When i left it wasnt raining and i just got out of my house started running and and when you start running you dont really care about whats going on and actually its kind of nice, kind of different. Reporter yeah. Despite all the recent rainstorms, a lot of water officials in fact all water officials south bay throughout the bay area telling folks to, hey, dont forget to conserve because we still need a lot more water to end the drought. Da lin, kpix 5. Anotr north bayhill side couldnt hold up with the rain. Crews closed Tennessee Valley road to clean up a mud slide. It will be closed until at least tomorrow. Marin county declared a state of emergency because of storm damage estimated at 1 million. The saturated ground not Strong Enough to hold up this tree in santa clara. This is on burbank drive. The tree came crashing down on an apartment building. It is so big, you can barely see the building under there. No one was hurt. Well leave our radar up in the corner of e screen so you can see the rain. Other news tonight a bizarre home breakin that began with a drunk man looking for his ex and it ended with a frightened bay area homeowner shooting that man. How the man stumbled into the wrong house. Ryan takeo reports. Reporter the suspect thought he was locked out so he broke in. The problem is, he wasnt at the right place. Whats left of this shattered back door sits outside this benicia home. Mike found out about the shooting from a phone call. I picked it up and it was my dad and i could tell something was wrong. He was kind of shaky and almost crying. And first thing he let me know is that they were okay. Um, but he shot someone this morning that broke into the house. Reporter mikes parents woke up about 4 a. M. When they heard someone trying to enter their house on panorama drive. The intruder used a plant stand to smash the sliding glass door. Yelling, why are you keeping me out . I cant believe youre locking me out. My dad yelled, you dont belong here, this is not the right house. Reporter once the guy got inside, he had no choice. He fired one round in the leg. The guy even yelled back, i cant believe you shot me. Reporter it turns out the intruder was in the wrong place. The suspect got the wrong house by 100 feet. Heres the house he was trying to get to but up on the hill, thats where he went instead. Police arrested 24yearold true hatch on trespassing, vandalism, public intoxication and prowling charges. A Family Member says he was trying to find an exgirlfriend and got lost because he was drunk. Even though the house are both two stories and painted brown, thats where the similarity ends. My parents house is on a hill. The house where he was staying is on a flat surface street so you cant mistake being on a hill for being on flat ground. So either he was just so drunk and didnt understand what was going on, i dont know. Reporter the suspect was not seriously injured. There was buckshot in the bullet so that suspect is now out of the hospital and in jail. Live in benicia, ryan takeo, kpix 5. Benicia police say that homeowner did everything right. Its recommending the d. A. Not charge him with any crime. Ray mcdonald has been cut from the 49ers amid new allegations of rape. The team that stood by mcdonald during a Domestic Violence arrest now says this is the last straw. Kpix 5s len ramirez has reaction from the 49ers front office and teammates. Len. Reporter well, the 49ers call ray mcdonald a distraction that can no longer be tolerated. So they cut him today. Ray mcdonald has been here at his home in the san jose foothills all day. He has not spoken to reporters. In fact, he has not issued a statement regarding these latest allegations. Frustration from the front office. Reporter all the while ray mcdonald was at home meeting with friends and advisers over his allegations of rape and being cut from the 49ers. Does he want to say anything about the allegations . Reporter San Jose Police served a search warrant on mcdonalds bently ridge home last night after a woman claimed he raped her at his home the day before. Neighbors who didnt go on camera say Police Arrived in Tactical Gear with assault rifles. It was the Third Time Police were called to mcdonalds home this year. In august, mcdonald was arrested for Domestic Violence against his pregnant fiancee. But the charges were later dropped when she refused to cooperate with police. Mcdonald said then that he was falsely accused. You know, i knew what kind of guy i was and, you know, what kind of upbringing i had and, you know, i respect women and, you know, i i i knew the truth would come out like i knew i said it would eventually come out. Reporter this latest incident was his last as a 49er even though he has yet to be arrested or charged. Ray, ray ray has demonstrated a pattern of poor decisionmaking that, um, has led to multiple distractions for this organization and this Football Team that really can no longer be tolerated. They happened within a couple of hours starting at 4 a. M. In the noe valley and castro neighborhoods. Heres a look at one of the cars, completely gutted and charred from the flames. Everything is still under investigation. But four fires within an hour or so, um, is, um, definitely suspicious. No word yet on what was used to start the fires. New at 6 00 the Worlds Largest l. E. D. Light sculpture will now be a permanent fixture in the bay area. 4million in private fund has been raised to make the bay lights a permanent part of the bay bridge. The installation will be removed in march for bridge maintenance. It will be reinstalled in time for super bowl 50 in 2016. Well, the storms passing through the bay area have buried parts of the say in fresh snow. Reporter sean bennett is knee deep in it in Placer County where drivers are having a tough time just getting around. Reporter lots and lots of fresh powder fell up in the sierra overnight and into today. All of this excellent for skiing and snowboarding, a good look at some of the cars that have been parked here in the parking lot smothered on the back windshield and roof of the car. Look at this video. A lot of cars and trucks pausing on the side of interstate 80 chaining up getting prepared for what chain control was ahead of them. Most of the morning it was spent at kingvale. Caltrans having their crews there making sure that everyone had chains on or else they were turning vehicles around and making them go back down the westbound side of interstate 80. Its very, very crazy because i mean, like, chains for instance its the first time trying to do this and, you know, its a lot different than driving on regular roads. I mean, its crazy. Its beautiful, ill tell you that much. Its hard because we couldnt get our chains on. Luckily they just lifted the controls so thats good. But its definitely difficult when youre not used to it. Reporter a lot of people we talked to have little or no experience chaining up, not used to driving up and over donner summit. A lot of snow continuing to fall up here today. Homeowners in the north bay used the break in the weather today albeit a small one to clean up from yesterdays storm. Part of tiburon were hit hard. One homeowner tarped the roof of his home well before the next storm because of mud slides. The tarps i put up this last weekend as a precautionary measure. We had very minor leak through a vent tap. The tarps did the job. Rain brought down a mud slide in Alameda County today blocking both lanes of niles canyon road. Traffic is backed up just after 8 00 this morning as the crews cleared the roadway there. Took a couple of hours for lanes to reopen. Time to get a check of the weather. All right, paul. So youre saying we are going to dry out . Yes. Next week. Yes. Not quite yes. Yeah. Not yet. But we are beginning the process of drying out. Its weird with the rainfall we have outside now its actually beginning the process of drying out because we are not tapping into the tropics. This is coming from the northwest. If you are on the road youre not worried. Youre saying its pouring again third consecutive evening we are talking about a rush hour deluge of rain. It is right where 580 and 680 come together right by stoneridge mall, dublin pleasanton it is wet. Wet for hayward. Wet for orinda and lafayette. Wet towards san jose. But you will notice also look at San Francisco and marin county. You are on the back edge of the rain. Your rain is likely finished. So this rain will likely be out of here by 7 or 7 30. It already is wrapping up in San Francisco. But it did make a mess of the evening commute. Take you outside with the kpix 5 mobile weather lab. Well take you up to marin county where the traffic is still bad despite the fact the rain has let up. Our eye on the storm showing you a slow sloppy evening commute courtesy of another round of afternoon and evening rainfall. Heres the satellite review showing you that change. The rain is not coming up from the south. Yesterday everything was moving up from south to north. That was significant because the air that was juicing up the atmosphere was coming from hawaii into the bay area. Thats why its been pouring. Look for the rains coming from northwest to southeast this time. Still a decent amount of rainfall about a quarter inch but nothing like yesterday and last week. A sign that things are beginning to change. High pressure will begin to move in. Tomorrow morning, still a few lingering showers overnight perhaps for the morning commute. Roads will be wet tomorrow morning but that moves out. Then the next storm system gets blocked by a ridge of High Pressure. Here it comes. This is the pattern change. Well see some light rain on friday morning. After that, we will dry out from friday afternoon all the way beyond christmas. So if you have been impacted adversely by the rain, yes, we need it but you will get a break next week. Redwood city tomorrow 61. Rainfree in oakland 61 degrees. Livermore 59. Napa 58. San jose high on a thursday 62 degrees. So friday morning we get one final round of some light to moderate rain nothing too terribly heavy but it will be wet again. We want somebody thats trying to help themselves help their families and help better their lives and they need that extra little push to help them out and that happens to be transportation. [ applause ] reporter this neighborhood trail may look like a walk in the park. But Richmond Kauffman will tell you it Richard Kauffman will tell you it looks vastly different. He lives up the heel from beacon field canyon a small slice of cityowned open space in oakland. But it wasnt beauty that inspired him to get involved. I saw a fire waiting to happen. There was just a huge amount of debris that had been building up in this canyon for years and years. Reporter it quickly became clear that the vines and debris were thicker than the city budget so to tackle the problem this local dad enlisted the help of his neighbors and rolled up his sleeves. We hauled out a lot of tires, old sinks, things like that. Reporter today, 7 years later the monthly volunteer workdays he started continue. And what was once impassable is now a golden trail lined with black cotton woods. Brightly colored flags mark the spots where native plants have gone in thanks to a partnership kauffman formed with the Environmental Group friends of the creek. Fire prevention everett kind of morphed into a whole restoration effort of the canyon. Reporter and a funny thing happened. Life in the canyon returned. Do we want to pull those other plants . No. Reporter families, animals and plants are thriving in this urban oasis. Kauffman now helps with field trips for local students on trails he helped to build. He loves to work with them because absolutely they are the next generation. They are the future. Who has done some weed pulling here before . The announcement followed the release of an american who had been a prisoner in cuba for the last five years. Alan gross was sentenced to 15 years in prison fo attempting to set up internet access. He was released. President obama announced a Sweeping Change in policy with a call to normalize relations with cuba and end the economic bar go. Though this policy has been rooted in the best of intentions, no other nation joins us in imposing these sanctions and it has had little effect beyond providing the cuban government with a rationale for restrictions on its people. These 50 years have shown that isolation has not worked. Its time for a new approach. For now, the u. S. Plans to open an embassy in havana and east travel and economic restrictions to allow for more business between the two countries. Only congress can completely end the embargo in place since 1961. Phil matier found a lot of mixed reaction here in the bay area as you can expect probably in lots of parts of the country phil. Reporter its interesting, ken. You know, the bay area has long been a supporter of cuba and the idea of rolling back the embargo even here, however, has met with a mixed reaction. Heres the story. Its a landmark decision. Im excited. Conflicte but pleased. Reporter reaction depends who you talk to around the bay area. For berkeley mayor tom bates its long overdue. The city of berkeley has been very support of recognizing cuba and having diplomatics relations since 30 years or so. We have more people go to cuba in the bay area than practically anyplace maybe other than florida. Reporter a good part of the east bays affection for cuba dates back to the 60s. It was all about the notion of socialism and people doing things together. Reporter San Franciscos District Attorney George Gascon who left cuba with his family when he was just 13 and visited there last year has a decidedly different view of that image. Do people visiting, say, from the bay area see the real cuba . Generally they dont. The working class cuban that would tell you about the lack of, um, consumer good, the lack of even medical medical attention, its also important to recognize that, you know, the cuban government is is a dictatorship. My uncle wound up being sent to prison for his union activities. I also recognize that what we have been doing for the last 50 years really hasnt worked. My hope is that by having this kind of opportunity will mean long term the people of cuba will be better off. Its a lot of blood has been attached to this regime that often is completely, um, overlooked when we talk about cuba. Reporter but ask a businessman like Darius Anderson who has hosted over 50 trips for california vips to cuba in anticipation of today and you hear about pure gold. Especially for california. Engineering firms, agriculture, hightech, communications, biotech. Theres going to be opportunities for joint ventures, partnerships, you in a i am it. For all the enthusiasm were hearing for this reunification or open door policy, theres still concerns about lack of freedom of press, lack of free government in cuba and even some of of its supporters say that needs to be part of the equation for change, as well. And thinking about all these 1950s era buicks and chevys rolling around on the streets now literally gold mines on wheel. A lot of californians are eyeing those, as well. The cubanamerican community in south florida is reacting to the news of renewed diplomatic relations between the u. S. And cuba. Reporter natalia zaia tells us that emotions are running high in Little Havana in miami. Reporter some angry words in miamis Little Havana neighborhood where there is mixed reaction to news that the u. S. Is restoring relations with cuba. Im ecstatic that this has happened. Im very concerned to see our president in negotiations with a terrorist country. Reporter many cuban americans are pleased with the release of prisoner alan gross but say the deal does nothing to help the cuban people. When are the people of cuba going to be free . Theres no request for a democratic election and thats what the embargo was supposed to do. Reporter Florida International university polled cubans in miami. 71 said the embargo didnt work or didnt work very well. 68 favored restoring diplomatic ties particularly younger people. I truly believe the embargo and not having a good rip with cuba has only hurt the people not the cuban government. Reporter supporters say opening up travel and commerce with cuba will ultimately help the island nation but admits that may not happen in their lifetime. Its about time we put the cuban people first, on both side of the florida straits first. Reporter supporters also point out the u. S. Has diplomatic relations with many countries in spite of differences. Cbs news, Little Havana, florida. Pope francis congratulated both countries. He has long advocated an end to the embargo and work behind the scenes this summer to help broker this deal. The change in cubau. S. Relations will likely mean more travel between the two countries. Reporter americans have been traveling to cuba for years but until now they have had to travel through an Educational Exchange program or by stopping first through another country with direct flights to the island. Well todays announcement will open the gates to many more visitors. The president s order will now allow visits for a dozen reasons including family visits, professional reef search, artistic performances, professional research, and support for the cuban people. Its expected to take at least a month or more for the state department to implement those travel programs. In the meantime, there are some immediate changes. Travelers to cuba are now allowed to bring up to 400 worth of good back to the u. S. And up top 100 of that can be alcohol or tobacco like cuban rum and cuban cigars. American credit cards will also soon work in cuba. And American Telecom equipment will now be allowed into cuba making communication much easier. Now, even with all these changes, tourism to cuba still is banned. That will require an act of congress. Amazing. Things change overnight. Really is. Thank you, julie. Kilroy realty bought the property at 6th and brannon street this year raising a thorny issue about the future of the flower mart. But current tenants and Kilroy Realty reached an agreement. The wholesale operation will move underground, retail will take over at street level, and office space will be built above. The flower mart has been around for more than 50 years. Concerns over cancer could soon have california schools and parks tearing up their artificial turf. A proposal by state senator jerry hill would temporarily ban the use of recycled tires in the synthetic surfaces. So the recent storm brought more than debris to the california shores. This is kind of a brownish looking creature. Sharp teeth and long claws. The carcass was found near a drain wash. No one is sure what it is but it might be a bear or even a pig. Experts are still trying to classify the animal.
