Now it the rain that just wont question now to the rain that just wont quit, we continue our coverage with chief meteorologist paul deanno. This is a fivehour look at weather history, the past five hours and the plume of tropical moisture hasnt moved. You just saw the live pictures from san jose. Its pouring there and in oakland and San Francisco and walnut creek and sacramento and santa rosa. It is pouring everywhere, has been pouring and will be pouring for the next four or five hours. More rain is falling right now in san jose every 15 minutes than we saw for the entire month of january earlier this year. Sunnyvale rain. Stanford rain. Concord, benicia, hercules, richard, everybody with the yellow color the steady soaking rainfall. The city of San Francisco down to san bruno, san mateo, it is coming down still tonight and will continue to at least until midnight. Rain totals a half foot of rain in saint helena and santa rosa. This is now i said this three times in two weeks, this is the wettest day of the year. We keep upping it. This is the wettest day of the year by far and it will continue to rain for the next six hours. Havent talked about the wind yet. We have had one of our windiest days in several years. Ill have that in about 10 minutes. One of the main routes into muir woods has been washed out. The southbound lanes of highway 1 from muir beach to the park got swamped. Were checking to see how badly it is damaged. Apparently, it could be a while before it is fixed. Early estimates say not until march of next year. Were seeing storm damage just about everywhere tonight. Kpix 5s da lin shows us what happened to some drivers who thought they could make it through flooded streets in the east bay. Reporter a onetwo punch in the east bay. Heavy rains and gusty winds knocked out power, flooded streets and blew down trees. Its getting deeper. Reporter the family hunkered down in their home in richmond hoping to avoid the mess but the rain flooded their garage with about four inches of water. We have all been wanting the rains, i guess maybe just not necessarily in this one big chunk. Reporter the relentless rain damaged some homes but flooded even more roadways. Three drivers who ignored warnings drove into this large pool of standing water on ashby avenue in berkeley. Water stalled their engines trapping the cars in about three feet of water. All three drivers were rescued. Theres a lot of standing water on the freeways. And thats pretty dangerous. Um, but i been lucky to avoid most of it. Reporter with the ground saturated, we found plenty of downed trees including this one in richmond. Some branches were hanging on a power line. In pinole, this eucalyptus fell on eastbound interstate 80 this morning, forcing officers to shut down all eastbound lanes for a period of time. It was no fun being out in the elements but driving in it was even worse. The wipers couldnt keep up with the rain causing dangerous driving conditions. Too much raining, too much raining. Reporter too much raining, huh . Too much raining, no seeing the road. When you get the drivers on the other lanes splashing towards you youre blinded for 2, 3 seconds. Reporter caltrans hopes to reopen this part of ashby avenue in berkeley sometime this evening. They are pumping out the water so they can remove the three cars that are stuck inside. Two cars are submerged. You can barely see the roof of that third car. In berkeley, im da lin, kpix 5. School drivers were faced with the full drivers were faced with the full force of Mother Nature today. Getting up this hill in daly city was nearly impossible. Rushing water so strong, it pushed that van backwards. It barely avoided hitting that parked car. Well, a santa cruz student got trapped underneath a massive tree after it came crashing down on a school playground. Students were lined up for class when that tree toppled over. Firefighters rushed to free the sixth grader at gateway school. Crews were able to out can away the branches, pull him out and rush him to the hospital. He had no broken bones, just some bruises. The school says the trees are checked and trimmed each summer. Kpix 5s len ramirez is checking other damage in the south bay including another huge tree that came crashing down. Lenny . Reporter thats right. Trees all over the south bay have been coming down today. You know, this is the most steady downpour that i can ever remember covering news in san jose. Its been steady since 9 a. M. But it was a combination of wind and rain that took down that true in santa clara this morning. Now, that tree has been a neighborhood fixture. A gust of wind came down, the saturated ground, it toppled the tree, it it crushed an suv and damaged a portion of a house. That wasnt the only damage in the south bay. This is something you dont see all the time in storms in san jose. A manhole cover actually being pushed up by all of the water. The water pressure from all of the storm systems started to backflow and caused a flood on santa clara street and they had to close santa clara street near the s. A. P. Center as a result. Now, all the water flows downhill to alviso. Alviso actually sits below sea level. And the massive electric pumps that they have installed over the years to stop it from flooding just couldnt keep up with all the downpour. So there was massive street flooding in alviso today. Its raining now. We are looking at the Guadalupe River which has been rising all day but the Flood Control measures are keeping the river in check. Live in san jose, len ramirez, kpix 5. Pg e reports it is making progress getting the power back on tonight. At the height of the storm about 100,000 customers were in the dark. At last count all but about 17,000 have had their power restored. More than 10,000 of those with no electricity are in San Francisco and the peninsula. 2500 in the north bay, 2700 in the south bay and 1,000 east bay customers are waiting for the power to come back on. Some San Francisco neighborhoods were in the dark for much of the morning. The traffic lights were out along van ness avenue forcing parking control officers into the street to keep traffic moving. As you can imagine, hundreds of flights have been canceled out of sfo many of them the short haul flights up and down the west coast. At last check, 245 flights have been canceled from sfo. Delays are starting at an hour or even longer. Things are not as bad at Mineta San Jose International airport. Only four Flights Canceled there today and no cancellations at oakland. Bart service is operating normally this evening after stormrelated problems closed two stations this morning. Flooding forced bart to close the san bruno station for about two hours. Water covered the station floor sending work crews out with mops and buckets to clean up the mess. The water also flooded the tracks inside the station. A loss of electricity forced the montgomery station in downtown San Francisco to close until early this afternoon. The power went out at 7 30 this morning and wasnt back on until 1 00 this afternoon. Many schools had to be closed today and for tomorrow, so far only novato schools are closed on friday. We are continuing to check in with the other School Districts tonight. Go to kpix. Cars were able to drive through the water but very slowly. The waters along a stretch of highway one on the peninsula made it impassable. Crews worked to clean up what look like a small lake just west of interstate 280 near pacifica. The road went under water after those storm drains backed up. The Russian River is under a flood warning. The river is expected to crest over the banks early tomorrow morning a few feet above flood stage. People are nervously watching the water levels. Some say they havent seen the river this high in a decade or more. Kpix 5s joe vazquez is live along another river people are watching closely tonight. The napa river in saint helena. Joe. Reporter yeah, veronica. Same thing, people were nervous here and take a look behind me. You can see that napa river is well, its right up on its banks. It was projected to flood today. But they got a reprieve. This is wine country where they have been starving for rain. The projection was that the napa river would flood. Read the sign carefully. You can see they definitely dont want you to drown here. But this afternoon, a major change. The National Weather service pared back its projections and now looks like the napa river will stay inside its banks within a few inches, no flood here. My boyfriend lives right here. And his backyard is the river is running right up to his house. So its pretty intense if you live right into the floodplain. But this is nothing. Reporter otherwise no. No, we were prepared for this immense storm of the century. Reporter there you go, you get what you get, right . So theres some low level flooding out here but for the most part its going to stay within its banks. These folks out here have dodged a bullet. In daly city, a river of water rushed down a boulevard almost looking Strong Enough to move the parked cars that were alongside of the road. There they are. The viewer tells us that he were about to leave for work and school but decided they would stay home when they saw that outside. Raging waters park in san jose had too much water. A creek that runs right by that waterpark is flooding. So is the park itself. A layer of muddy water sitting underneath the pavilion here. Some people didnt take cover in the rain and said they took advantage of it. This, believe it or not, is lake tahoe. Before the heavy rain stuck around, we had some strong winds. Take a look at the weather computer. These are your peak wind gusts throughout the bay area but this is the story tonight. Some people say that the Pineapple Express is Mother Natures version of kind of aiming a fire hose at the west coast. Thats basically exactly whats happening right now. And the fire hose is not moving. Just a plume of tropical moisture sitting right over the heart of the state of california. And under that, we find rainfall rates about. 25 per hour. We have a live picture take you back up to saint helena now where the rainfall is steady. You saw bettys live shot in san jose. Thats about 90 to 100 miles of real estate, everywhere in between is dealing with the same thing. A steady soaking rainfall that will not go away. Now, joe is along the napa river. The Russian River will likely crest above flood stage minor flooding expected around 11 a. M. , 2. 3 feet above flood stage. The beach has been rough surf and it will be through tomorrow morning. That big pacific storm causing dangerous surf. You combine the waves and surf together, 15 to 20foot seas. We had a big storm. We had the wind. We had heavy rainfall. But the storm is moving parallel to this plume of tropical moisture kind of stretching things out but not moving it out of the way. So its sitting over top of us. It has been for the past six hours. Likely will be for the next six hours until this moves out. The heavy rainfall will stay. The steady soaking rainfall is going to be with us likely until midnight. It will move east. We will see unstable air tomorrow and scattered showers but nothing like what we had today. And if you want a break, youre going to get one over the weekend. Weak High Pressure saturday and sunday mainly dry. The next several hours and days, rain tapers off to showers but not until after midnight. Five or more hours to go. Many showers will be around on friday but it wont be that heavy and the weekend will be mainly dry. Well slowly dry out after this significant storm. The extended forecast sunny on saturday, dry and partly sunny and sunday. Guess what happens next week. Rain. Going to rain again. We may receive another inch of rainfall on monday and tuesday. So Mother Nature is making up for lost time. No rain for three years and now in one twoweek period, we have had some areas about a foot and a half of rainfall. I think ken has overdone the rain dancing. Yeah. Over did it. No more dancing. I blame ken. This is exactly what we need in california. It is. And were right on the edge of it being, you know, kind of almost to the dangerous level where we are starting to get a little flooding and stuff like that, but with a couple of days now of things calming down, and the weekend, you say saturday and sunday probably no precipitation, then starting up thats kind of good. When it drops down a little bit more rain on top of that. If we could do something similar to this not to this magnitude every week all winter long, we might almost be near the end of the drought. Julie watts tested some rides for hire in the rain and what she found may surprise you. Reporter catching a ride on a rainy day can be a pain. Call a cab and the common complaints include long waits or drivers who dont show up. They are never on time. They dont show up. Uber is a refreshing change. Reporter Rideshare Services like uber and lyft generally show up when you need them, but on a rainy day or a holiday, surge pricing costs. You its worth it if you get there on time. Reporter both uber and lyft increase fares when the demand increases. For instance the exact same uber route that cost 17 wednesday cost 35 on thursday in the rain. And the screen shot on twitter shows surge pricing peaked at nearly 4 times the normal fare. So we decided to put them all to the test during lunchtime in the financial district during the biggest storm of the year. Thank you for calling yellow cab. Reporter after five minutes on hold we order a yellow cab which arrived about 16 minutes later. Excuse me and almost left without me. Our tenminute ride to the Ferry Building and back cost 11. 46 with 20 tip. You have a great day. Reporter by comparison, our uber driver showed up in two minutes flat. Even with surge pricing, the same 10minute ride cost 11. 36 ten cents cheaper and 20 minutes faster. Lyft didnt charge surge pricing, the driver arrived in 7 minutes and the ride with tips cost 10. 31. So at th end of the day it depends what you value more, ubers speed, lyfts price o notes the nostalgia of the Old Fashioned cab. This was nonscientific. This could be different on any different day. Im sure the storm affected drive time but i can tell you there are places in the city Like Union Square where its actually quicker to stand in line to get a cab at one of the hotels than to get uber to navigate through all the tourists and the traffic. So, you know, different situations, different, um, outcomes. The traditional cabs maybe were a little slower in getting to you because they get a lot of street people that just wave and they will stop pick up a fare. Thats their job. I think that definitely could be the case but i will tell you that, you know, i live kind of on the outskirts of San Francisco and frequently i will call a cab and they will never show up. Paul, this was supposed to let up, if im not mistaken, a while ago. Its still going. Mother nature usually throws a curve ball in there somewhere. It wasnt the wind, we nailed that. It wasnt the timing of the arrival of the storm. It is how long its sticking around. It likes the bay area. And we have a plume of tropical moisture leading to steady soaking rainfall over the entire bay area all the way up to ukraine it is still raining all the way south to monterey. It is still raining. And it that yellow color the steady soaking rain it is everywhere throughout the bay area. Interstate 80 over the bay bridge its raining through berkeley, richmond, hercules toward vallejo heavy everywhere everywhere. Redwood city, highway 84 over dumbarton, heavy rainfall there. The south bay san jose, and sunnyvale and campbell and saratoga and los gatos, giving a lot of rainfall and the city of San Francisco still with moderate rain. We look at this which is four hours of weather history here and you notice that that bold yellow, orange and red color over the bay area is not moving and its not going to for the next couple of hours so the rain we have outside the intensity will be with us for a while. We have urban and small stream flood advisories all day. They are supposed to expire at 7 00. I wouldnt be surprised if the National Weather service meteorologists extend that to 8, 9, 10 p. M. Or beyond because the street flooding we have outside now is not going anywhere because its still raining and likely wont go anywhere until after midnight. So its raining. It will be raining. The next few hours will be sloppy. A small creek in marin county is looking a lot fiercer tonight. This is Nicasio Creek which runs along lucas valley road. The water is steady after todays storm. A waterfall even formed from the hilltops above. In the east bay this storm has brought back memories of past flooding issues. As kpix 5s john ramos found out some neighborhoods have learned important lessons. For others, it is the same old story. Reporter as the rain fell in the east bay, Lafayette Creek was running high and fast. But it was a lot better behaved than two years ago. The water had nowhere to go than over the top of the road. Reporter in 2012 a buildup of debris caused rising waters to wash out a huge section of Mountain View drive in lafayette. Joe snyder remembers what it looked like. Grand canyon over there. Completely open. Everything exposed, incredible. Reporter they said it would take months to repair but crews working around the clock fixed it in only nine days. The city workers were on hand today as the new debris screen and culvert seemed to pass its first major test. Looks like its working to me. [ laughter ] reporter but one place that has never worked is van fleet avenue in richmond. Jason meyers owns this house at the end of a block that floods every time it rains. He staged a nineyear battle with the city over the inadequate drainage. But two years ago, he moved away. And the house now sits empty and virtually worthless. I walk away with it again, i can hear the rain and relax and know that i dont have to worry about dealing with any flooding. So im happy for that. Reporter but despite his highprofile warnings, those left on the block hope the city will someday do something. But they havent so far, right. I havent seen anybody out here, no. Reporter two towns, two problems, only one solution. It seems help from city hall can be as unpredictable as the weather. In richmond, john ramos, kpix 5. Christian hartnett is in san jose tonight in the south bay taking it on the chin all day long, hasnt it . Reporter absolutely. And right now in san jose, im at the safeway off capitol expressway where that safeway big portion of the roof collapsed and fell. Luckily, right now we have emergency crews all around the front entrance there taking a look inside. As i was saying, no customers, no employees hurt. You havent found anyone inside. They believe it to be cleared. At this point right now they are kind of just examining the inside to make sure the rest of the structure is sound. Getting that 50 by 50foot hole in the middle of that safeway covered up with tarp so that no more water gets inside this store. Now, as ken was saying, earlier today, all down the peninsula, as well as the entire bay area, obviously, just got killed by rain today. We started up in the highway 280 where basically almost all lanes southbound at least were blocked by rain. Our truck barely got through. Water levels were so high they almost poured over the Center Divider pretty ugly scene over there and there was at least one crash that we passed by at that point and then as we made our way further south on highway 17, into the Santa Cruz Mountains water rain excuse me was still pouring pretty heavy. Caltrans is out there clearing downed trees they said they cleared about four downed trees as well as three mini landslides and they said nothing was major but they were preparing for something major. There was someone specific hillside that looks bad and they expected it to get worse. Back here at the safeway those crews still looking at the front of the safeway here. Some of the vehicles have cleared the area. It gives us the impression that things have calmed down a little bit and they are a little less worried about that safeway but they are still there taking a look. Well give you more information as it comes in to us. Live in san jose, christian hartnett, kpix 5. Point reyes was getting slammed with massive waves all day today one after another crashing on the shore. The surf report there says waves were coming in up to 20 feet high. Further down the beach pacifica saw similar swells. The waves continuously rolling in from this storm. They were measured at over 10 feet there. Some cars didnt even make it out of the water. The san mateo Fire Department tweeted this photo out warning people to be cautious of standing water. Well be right back. ,,,,,,, from flooded creeks to flood parking lots, kpix 5s don d shows us the damage and e bit of f healdsburg dealt with storm trouble today. They had flooded creeks there, flooded parking lots. Kpix 5s don ford shows us some of the damage and a little bit of fun residents had with all this. Reporter in healdsburg the Russian River rose sharply. I havent seen the river like this in in a decade or more. It jumped up tremendously since this morning. Reporter at some spots it is expected to rise more than 30 feet. Folks are gathering on bridges to watch as giant logs trees and other debris race downstream. This is scary. Reporter further south, the San Antonio Creek is flooding as it crosses under highway 101 nearly touching the bridge and spilling over into local roads. Caltrans wants to know what the floodwater is doing to the bridge support. Now they can see through the water using a specialized radio controlled boat equipped with an acoustic doppler radar, gps and other specialized sensors. This remarkable new tool allows caltrans for the first time to gather safely information in realtime from some very hazardous locations. From a safe position the hydrologist steers the boat into position and data is transmitted to a computer onshore. This represents the bottom of the channel. Reporter instantly displaying water speed, depth and even a graphic of the stream bed. Its a unique tool. This is the only one that i know of. Its the only one caltrans owns. Reporter the bridge looks fine. But back in healdsburg, the safeway parking lot flooded. This is lake safeway. Reporter and became the latest Paddling Party spot complete with a winch powered wake board. Folks were having fun until the Party Pooping police asked folks to kindly move on. Partys over. In healdsburg, don ford, kpix 5. It has been wet and wild out there. And as you all know, from listening, its still going. I had a chance to drive up mount diablo this morning and it was coming down up therele with. Winds were howling, you can see the trees blowing. The road was clear but in some spots it looks like a river flowing across the pavement there. And i was not alone as you can see. Park rangers out dealing with all this stuff. They are looking for slides and trees coming down. Did make it to the top. It was coming down rain was basically blowing horizontal. The winds extremely strong up there. You really were the only one out there. Pretty interesting. The walkway along the embarcadero in San Francisco was off limits for a few hours this morning. It was closed from at t park to pier 39 due to concerns the waves splashing over the seawall on to the sidewalk would cause it to flood. High water trapped about 40 people inside their offices in petaluma this afternoon. And the Fire Department first responded to the area on Industrial Drive after getting word that a woman was stuck in her car trapped by the high water. By the time firefighters arrived she managed to get herself free and was no longer stuck there. But that was not the end of it. A number of commercial businesses on the north end of town were isolated due to flooding of the roadways. So we conducted extensive operations to get some of the people in the Industrial Area evacuated. About 40 people there essentially stuck at their jobs. They couldnt get through the water near the auto mall. The Fire Department used a rescue boat and a couple of large dump trucks to get 10 of them to dry ground. The rest decided to just stay where they were until the floodwaters receded. Still ahead, caught off guard by todays storm. Drivers get stuck in the snowy mess in the mountains. He got stuck heading out to check out the story. Whats going on,. Reporter so ken, right now to give you an idea, i am near muir beach. And we pulled off the side of the road here. This is the best place, of course to get a cell signal not easy to do in this part of marin county. We were we headed to Stinson Beach and we were on highway one into Stinson Beach. We have passed a couple of rocks on the road there. Definitely an area where you have to take it slow right now. We got to Stinson Beach and had to then turn around and it was on the way back of the by the time we got past muir beach that we hit a block in the road. So if you are trying to drive on highway one at any point right now between Stinson Beach and lets say marin city, in marin county, youre not able to do it. That road is blocked off. Theres a lot of rocks on the road and flooding. We ran into caltrans crews out there starting to put up those signs right now to make sure cars cant get through. So definitely a bit of confusion this part of marin county. We were there with other vehicles as they hit the roadblocks and you have to figure out how to turn around double back and where to go next. My advice at this point, dont head out. So far we are stuck. The best bet is to probably head back to Stinson Beach on highway one and hopefully we dont get another one of these road closures. Thats what its looking like here. So a lot of steep hillsides there, the soil is saturated and mark has a long ride to get back to the bay area. Thank you, mark kelly. The plume of tropical moisture is sitting right over top of the bay area and right now there is no mechanism in the atmosphere to change that. So what that means for you . Its going to continue to rain steady in fremont and san ramon and danville and vallejo and the north bay and the peninsula. The heaviest rainfall right now will be right over top of palo alto, east palo alto, right across the dumbarton bridge toward hayward, fremont and milpitas. That red you see is. 25 of rain per hour to half inch of rain per hour. Talk about the blizzard warning. Make sure you have the chains or the proper vehicle to drive up there. Additional snowfall more than a foot and a half. We could see three feet of snow above 7,000 feet in elevation. We are cutting into the drought and adding to the snowpack which is wonderful news. We have a scenario where we had a boundary move through and then it stalled and theres nothing behind it to really get it out of the way. So the deal is, you have this area of low pressure way up off the seattle coastline where winds up there have been 60 or 70 Miles Per Hour and then what we have here is that storm lifting to the north right along the same line where the rain is. So theres no westtoeast motion of this. So what were seeing is this line stalling right over top of us. Theres nothing back here to push the front the rainfall the tropical moisture out of the way. There likely wont be for the next several hours so theres no reason to think that this heavy rainfall right here is going to movement the storm is moving away but the rainfall is not. Even when the front moves through overnight tonight well taper off to showers but showers continue tomorrow. Well not have a dry day until saturday. Thats when High Pressure builds in both saturday and sunday trending mainly dry so plans to get out over the weekend please do. Probably putles the around. It has rained that much over the past 24 hours. Rain turning to showers overnight tonight. Showers continue. More on than off tomorrow.
