Police in fremont say a fast talking burglar persuaded an elderly couple he was an animal control officer. He walked up to their home and told them he was checking on reports of loose dogs and gophers and convinced them to go into their backyard and take some measurements. Why did the Forest Service continue to say that no homes had been lost when in fact some homeowners knew that their homes had been lost . Because we werent notified there were any structures lost. The ground, the trees, and then somehow, this house with wooden siding is untouched. Other homes in the burn zone also survived. His attorney entered a not guilty plea to felony arson. California governor jerry brown signed legislation today to detail what earthquake insurance covers. In the wake of the napa quake, the hope is that this will encourage more people to get earthquake insurance. Right now, just 10 of homeowners have an earthquake policy. Advocates for low income californians are calling it a Public Health emergency. They say hundreds of thousands of low income californians are being denied medical care. Reporter its the states version of medicare and california is required by law to process applications within 45 days. But Health Advocates say they are waiting up to 7 months to learn if they have been accepted into the program and right now the state has a backlog of 350,000 medical applications. Thats leading some to go to Emergency Rooms in search of care so a coalition of legal groups is suing california trying to force the state to speed it up. [ pause ] reporter the suit also charges that at least one californian has died while waiting for his application to be processed. The backlog started building earlier this year when a flood of new people came into the medical system through covered california. Now, the state isnt commenting on the lawsuit. But a spokesman for the Healthcare Services Department Said people who need assistance with their applications should go to their countys social service agency. They might be able to move it along. Today the commissioner tried to show he is listening to the public and wants to change the culture of the league. Nfl commissioner Roger Goodell addressed the media for the first time in more than a week promising change. We have seen all too much of the nfl doing wrong. That starts with me. Reporter goodell says the nfl will provide support to the national Domestic Violence hotline and to a resource center. The hotline received an 84 increase in their call volume just last week. They need our help. And we are providing it. Reporter the commissioner is also mandating that everyone in the league undergo training to help prevent Domestic Violence. Everyone will participate in education sessions starting in the next month. Reporter the nfl hired former fbi director Robert Mueller to look into its handling on the ray rice Domestic Abuse case. It also asked four women to help formulate new policies on Domestic Abuse and sexual assault. I got it wrong in the handling of the ray rice matter. And im sorry for that. Reporter rice is appealing an indefinite suspension, a belated punishment after a second video surfaced of him knocking out his then fiancee. Several other players are on the exempt list until their legal issues are resolved. But 49er ray mcdonald is still playing while being investigated on suspicion of Domestic Violence. 49ers coach jim harbaugh was on the practice field when the commissioner announced the changes. Reporters filled him in on what happened and he had this reaction. I heard mr. I thought the commissioner should have made more of a stance. Reporter it should be noted that during his News Conference, the commissioner said he was a believer in the legal process. Goodell said cases should be allowed to play themselves out. This would be along the lines of what the 49ers have been saying when it comes to ray mcdonald. So very interesting day. We know we took some email today and people were saying, look, we expected him to come out and do was say this. If you are arrested for Domestic Violence, this is what happens. If youre charged with Domestic Violence, this is what happens. If you are convicted of Domestic Violence, it is what happens. Real action. He did none of those things and thats frustrated people. Very frustrating. I think what a lot of people are accusing him of being sort of ambiguous and say he wants to do this and that. What they were expecting was real change and real policies changes. No leadership. Or for him to he resign. A lot of people want him to do that. So it will be interesting to see what happens in the coming days and what the and if his plan works. Wendy tokuda shows us her path to continued success. Reporter alex lou han on the right here may not look like she is honing her professional skills. But its her Birthday Party at a law firm where she works as an Administrative Assistant and fitting in is part of the job. I wanted to do Public Policy or law for a long time and then it kind of went on the back burner but now that im back here im learning again. Reporter alex graduated from cal two years ago. And then she taught middle school with a nonprofit called citizen schools. But when we first met her, in 2008, she was an honors student at independence high in san jose. Ah much more than a big sister to her brothers. They were living with an aunt. Their fourth home in about a year. But they had been on the road for a long time. When things were hard with your mom, what would you tell them . Reporter it will get better. She was the mother. She was the nurturer. She fed them. She made sure their clothes were clean. Reporter alex took over when their mom developed a drug and alcohol problem. There was no money. Sometimes like it would just be like we would eat maybe one meal a day at home and then get free lunch. Reporter now that little girl who grew up hungry whose parents didnt work has to learn how to navigate the professional world. Its completely different than what i have experienced and its completely new. Reporter you had no one to teach you that . No. Reporter and no exposure to it . Not really, no. Reporter these may just be the Perfect People to teach her. They are known for their civil rights background. To me, fundamentally, its about social justice giving people a fair chance. Reporter alex is actually the ninth student rising above hired by [ nonenglish language ] most of them summer interns. Its inspiring for to us get to know these students. There is a certain maturity and depth that we dont necessarily see from other young people that come through. And i think it comes from what they have been through in life to this point. Reporter a students rising above intern works right down the hall from alex. I learned how to maintain more of a professional type of work ethic because i was used to work with students and people closer to my age its a lot different from working with always didnt aconfidential type of material. Reporter sras Summer Internship Program can be life changing for low income kids who never expected to work someplace like this. Are you becoming a professional person . I hope so. I sure hope so. We need to change our policies and get some experts to help us deal with some of those issues that are very complex about due process and making sure that we allow our employees the opportunity to be able to defend themselves but also make sure were maintaining the integrity of the league and what were doing.
