Weve got a system from 40 years ago that has had very little improvement since 1974. It still works, works pretty well for what it is and the people here do a good job with what they have. The bay Bridge Technology is a generation old. What does that mean exactly then . You and me . The system is not capable of responding to minute to minute changes as quickly as that would be if we had contemporary 21st century system. Reporter computers dont make the decision, humans do, based on what they get for the system. There are no bridges to help make metering decisions. The system is so old, sometimes the lights just go haywire, turn off and on on their own. Commuters might find this situation jaw dropping. How did we get here . The simple answer is money. Reporter it isnt that there is no money available. The state has money. It just has other priorities. There are other projects that are identified as being more important to more people and thats the decision thats been made. It simply doesnt rank high enough relative to all of the other priorities that we have. Reporter traffic is only getting worse with employment now near an all time high and such difficult decisions in sacramento often move as slowly as traffic at the bay bridge metering lights. As of the moment, there are no plans to update this software. At the bay bridge toll plaza, Mike Sugerman, kpix 5. In may cal trans which operates the metering lights looked at the traffic pattern from a year ago. It found traffic had increased 3 . Pg e is facing a record fine tonight for the deadly 2010 pipeline explosion in san bruno. 1. 4 billion. Ann notrarangelo tells us the city is upset about where the money is going to go. This is the largest proposed fine but its not without the critics and its not a done deal. Reporter september 9th, 2010. A gas pipeline explosion that could have been prevented destroyed a neighborhood. Today judges with the cpuc found pg e committed nearly 4,000 violations concerning gas pipe lines and proposed a 1. 4 billion fine. It would have been 2 billion if the utility didnt get 600 million in credit for pipeline repairs. The city of san bruno argues thats unfair and isnt happy nearly a billion dollars would go to the states general fund. This reflects a payday for governor jerry brown when we believe this money should be instead directed to a safer pipeline system. Reporter instead they say the money should go in to making sure this never happens again. San bruno has taken the position that it wants a safe system. All the fines and penalties we believe should be reinvested in the system to make it a safe system. Reporter the city wants more than the 400 million earmarked for pipeline improvement. Theyre urging pg e to not appeal this proposal. What weve asked the cpuc is they come back with a final penalty that is reasonable, is proportionate, and takes in to consideration the billions of dollars in Infrastructure Improvements to our gas system. Reporter the penalty is designed to be a financial hit. It stipulated the money must come from shareholders and not ratepayers. But Watchdog Agency turn is concerned the Utility Company will find a way around that. A pg e spokesman said today it was too early to say how ratepayers could be affected. Unlike some corporate fines, san bruno City Attorney says pg e will not get a tax deduction. So it cant be written off in the normal sense of expenses incurred. Its a significant penalty. Reporter the city wants more and not just from pg e. It wants governor jerry brown to overhaul the cpuc after it was revealed the cpuc president was privately giving pg e advice. There looks as if there will be at least one appeal to this ruling. If that indeed happens, the cpuc will hear those appeals and then the commissioners will make the final ruling on what the punishment will be for pg e. Ann notrarangelo, kpix 5. Multiple civil investigations determined the explosion was manmade because pg e diverted safety funds. The Company Faces 28 criminal federal charges. The rail project filed petitions to get the state Supreme Court to put a stop to it. They want the justices to review an Appeals Court ruling that said bonds could be issued even if the funding plan contained flaws. The attorneys say the high speed rail project lacks full transparency and violates the terms of a 2008 voter approved initiative. Other bay area headlines now. Reporter burned out or not, californias spotted owl makes its home here and likes to perch in hallowed out trees. They like closed canopy forest. Reporter the center for biological diversity says its identified 37 owl territories and believes that land shouldnt be touched. But the Forest Service says the owls are not endangered in california and Research Shows salvage logging will have little impact to owl habitat. We had a group of 28 scientists working on that. Reporter bidding starts tomorrow for the logging contract, but the center for biological diversity says it hasnt ruled out suing on behalf of the birds to stop the saws. The majority of the approved logging will take place this year but could stretch up until five years and the proceeds from the logging bid, theyll go toward reforestation. A brutal beating caught on camera and now police are sorting out what happened in a park restroom. Welcome back. Angry parents in san jose confront a man who they say exposed himself to children. Some of them even turned violent. Now they are the ones who could also be facing charges. Len ramirez on how it was all caught on video that is difficult to watch. Reporter the video shows a young man with a light beard giving a beating to a middle aged man who doesnt speak english. The man throwing punches accuses the other guy of exposing himself to his son, who was apparently in the restroom a few minutes earlier. The man pleads to be let go, but knets socked again. It happened in this restroom at fowen neighborhood at about 8 00 monday evening. Theres really two parts to the investigation. Theres the alleged indecent exposure and theres the assault that we can see on the video. You dont do that to little boys reporter the video goes on to show the man getting more blows. A woman tells others in the crowd to call police. Then the man tries to get away but his escape is blocked by other young men who seem confused as to what to do next. The bearded man takes one last swing and draws blood. At that point the man is let go moaning in to the park. Despite those calls for police you can hear on the tape, no one from the Parents Group actually waited around till Police Arrived to report what happened. But the case does raise new questions in the Courts Public Opinion about the validity of yelps ratings and reviews.
