County ems tells kpix 5, dmc was taking half of west contra costa countys 911 ambulance transports. They estimate close to 300 transports in the last 13 days have gone to nearby hospitals. Kaiser in richmond gets most of the transports, a 73 increase in ambulance patients. Contra costa Regional Medical center in martinez has seen a 43 increase. Even though alta bates is getting fewer patients than the other two, they have seen the biggest percentage jump, 164 . So far we dont know what impact this is having on wait times in the Emergency Rooms but betty said they waited too long and her brother died. Doctors hospital needs to get their self together really do. Reporter we reached out to alta bates in berkeley regarding the case of Booker Williams but because of patient privacy laws, they cant talk about the specific case at this time. The cell phone video captures a bay area deputy punching a man while trying to arrest him. Some people are asking did that deputy go too far . The video was posted online this week and experts we checked with say the officer did exactly what he is trained to do. Heres the situation. The deputy is trying to restrain a cotati man on the side of the road in guerneville. That man is on the ground. And the deputy is seen punching the suspect twice while trying to arrest him. The video was captured by an eyewitness last saturday. We took the video it a police trainer. He tells us the punches were warranted. We took the video to this police trainer. The officer is told if someone is resisting, uncooperative, they can use personal weapons striking techniques. Anytime officers use force, it looks bad. Reporter we checked with the Sonoma CountySheriffs Department today. They told us the punches were, quote, distraction jabs. Its a technique used to get people to stop what theyre doing. Use of police force is always a sensitive issue, but especially now with the emotions heightened in the wake of the shooting in ferguson, missouri. A string of vandalism at stores in san jose has Business Owners on alert. Surveillance video inside a willow glen baskinrobbins captured shots fired into a window early yesterday. When the owner arrived to open the store, he found steel balls in the ice cream parlor. He believes that the vandal may have used a highpowered paint gun or bb gun. They didnt come in, thankfully, but yeah, because the alarm did not go off, but anyway, they just took the windows out and then day or two before they hit another couple of spots on lincoln avenue. So earlier this week, workers at a nearby starbucks say someone threw one of its outdoor tables through a window. And at a bevmo on the same street, windows were smashed last week. As kpix 5s andria borba shows us, this one involves a small fortune in missing rent checks. When i first started talking to lawyers about this case, they just shook their heads and said, we have never really heard one like this before. Reporter at 26th and treat youll find this vintage Mission Apartment building where tom anderson lives with his young son. And theres other children that live here, too, the couple upstairs has two children. Reporter a few months ago they heard rumors they were going to be evicted. So they went to the buildings Master Tenant, the man who lives right next door, and collects the rent checks. He told us everything would be fine. Dont worry about it. Reporter but things were not fine. The People Living here were in fact going to be evicted for not paying their rent even though they say they had been handing over their checks every, single month. I would say well over 20,000 probably 30,000. Reporter and it wasnt just the rent that went missing. The neighbors here say they were never served with the Legal Paperwork required for an eviction. So i had to go to the courthouse and get my own copies and pay for it myself. Reporter now, there is one person who is not being evicted here and that is the Master Tenant who collected the rent. This is one of the more egregious stories about an eviction that wevestein in a little while. Whats particularly terrible about this case is the tenants have no due process. So it seems like they all were quite alarmed to find out suddenly that they were expected to be out of their homes. Reporter this is not the first ugly fight in the city where rents are soaring. The pressure to capitalize is high. The stakes for families are higher. In San Francisco, losing your apartment a lot of times means you have to leave the city. Reporter but there is also another trend emerging in San Francisco. Im in a fight to keep my little place in the city here as hard as i can. Reporter in San Francisco, andria borba, kpix 5. We left messages with the Master Tenant and the landlord but received no response. However, in just the past 30 minutes, we did hear from the landlords attorney. She tells us this is an unfortunate situation but not the responsibility of the property owner. A bay area woman who lived through an airbnb nightmare finally has her condo back. Hey, here we go. Moment of truth. Cory was surprised to find her palm springs condo in mint condition. It is the first time she has been there since renting her second home to two brothers on airbnb in may. The men stopped paying after 30 days. She couldnt do much. A loophole in californias tenant law protects renters staying for more than a month. The squatters finally bailed when the story gained national attention. She doesnt blame airbnb but says that she is ready to move on. I dont know if people could understand it but i feel like theres this feeling of violation like being violated and so i dont want to have anything to do with like the way this place is right now. Ill definitely change everything out if im going to keep it and continue renting it. It is not clear when exactly the squatters left. She warns other airbnb renters dont rent for more than 10 days and do some research on people before you hand over those keys. Bank of america is paying a record fine for its role in the nations mortgage meltdown. Kpix 5 consumerwatch reporter julie watts on the deal with the Justice Department and what that means for homeowners who got hurt. Julie. Reporter well, less than half of the 16 billion settlement is actually designated for what they are calling consumer relief. That includes reducing mortgage balances and refinancing loans. But it wont help the people who have already lost their homes. This is appropriate given the size and the scope of the wrongdoing. Reporter the deal announced by attorney general eric holder is supposed to send 7 billion to homeowners in communities hurt by bank of america, countrywide and merrill lynch. This constitutes the largest civil settlement with a single entity in history. Reporter and that money is supposed to go to principal reduction, new loans for low income buyers, and restoring blighted communities where abandoned homes have fallen into disrepair. But theres nothing in it for the people who have already lost their homes. Concerns that a majority of the relief will not manage to reach those who were hardest hit. Reporter housing advocate kevin stein also questions whether this deal and similar deals with other banks will actually result in any more relief than what the banks would have paid anyway. Its not clear how much the agreement is really providing valueadded. Reporter but he says there are a few positives including money intended for housing counseling, support for the development of affordable housing, and an incentive for banks to distribute the settlement money quickly. So they for the most part provide more credit to the banks if they make Loan Modifications within the first year. Reporter but those who do get help could also get a big tax bill, something the attorney general urges congress to address and quickly. The hundreds of thousands of consumers we have sought to help may see a significant tax bill just as they are beginning to see the light at the end of a dark financial tunnel. Reporter now, b. Of a. Says it will be reaching out to customers who qualify for help. It says it also plans to hold a series of Community Events to connect with homeowners. Okay. So all of this money, is it trickling down, helping people who want to borrow now . No. They are hoping this prompts urgency a report by the independent monitor on the first of these types of settlements reached with chase showed only 6 million in relief was distributed to homeowners in the first nine months. And thats out of 4 billion that chase was supposed to provide. Although they are saying as they continue to see these settlements, they are learning from each one and now this one has some restrictions. The bandera bermuda grass was picked because it needs only half the water of regular grass. Its fast and durable, they say. It was coming up in big chunks during yesterdays practice causing players to slip and fall. Levis stadium has the grass on a sand base according to one expert, the grass may not be rooting well a term they call interfacing. Can be a situation where the turf doesnt adhere as well as possible or as well as hoped for. It might be a calendar issue where play resumed a little bit too quick or it might be an issue where the, you know, the plants just not taking on. Reporter sports teams frequently use the sand base because it resists compacting better than grass with a clay base. Plus, it requires less watering, which is a big concern here as levis stadium. Reporter gleneagles is a small golf course in visitacion valley. The infamous sunnydale Housing Project is just next door. The operating lease with the city is up for renewal and this morning, the rec and Parks Commission voted. The rec and Park Commission voted unanimously to approve our lease extension for nine more years. Reporter not so fast. The board of supervisors still has to approve the extension and there is competition. A private investor who happens to be a course regular says the place is a wreck. He wants to take over. Folks agree the course needs help. Attendance has dropped off because the condition of the courses has, you know, has eroded some. Reporter the drought has had a major impact. Some areas are now just dry dirt. But thats deliberate. Were putting the water where it really counts around the greens for sure, the surrounding of the greens and 200 yards back. The course hasnt had any help from park and rec. Reporter gleneagles still has a core following. Managers say last year there were 18,000 rounds of golf played here on this 62acre course. Now, theres a plan to get it back into shape. Create a Training Center for the youth in the neighborhood to be trained by a local union. Serial stowaway who has n made seven attempts at seven different planes. Now at 6 30, so thats now famous. The Senior Citizen turned serial stowaway who now made 7 attempts at 7 different planes but Marilyn Hartman isnt just famous for plane hopping. She is a highprofile example of californias changing justice system. Hartman was released from a full jail because of californias Prison Realignment Program designed to ease state prison overcrowding by sending low level offenders to county jails. Hows it working . Well, no one is all that sure. She just such a nice lady. Reporter it was the perfect example of a realignment disaster. A sex offender with 11 parole violations in one year who spent one day in jail before killing his grandmother and chopping her body into pieces. So if the system would have been working correctly my mother would still be alive. Reporter the release was blamed on a packed county jail, flush with inmates from the state prison system, a realignment horror story but certainly not the whole story. You get one bad headline and everybody screams, its not working. Reporter carol is with the Little Hoover Commission an independent group that investigates state government. She says realignment has accomplished the primary goal. We do know that the prison population has been reduced, thats been effective. Reporter there are now 50,000 fewer inmates in the state prison system. But no one has been keeping score on what has happened to all of those inmates once they landed back in county jails. And we dont have the data really to know how its turned out. So some counties say they have done really well. San francisco, for example, does a really good job. Reporter yes. San francisco, where the jails are now 40 undercapacity. There is no way anybody would have guessed that. Reporter San Francisco sheriff Ross Mirkarimi says it required creativity. Some didnt put resources into rehabilitation reentry. Reporter its not just the progressive sheriff in San Francisco. Governor brown one time referred to me, youre that hard ass from san mateo county. Reporter District AttorneySteve Wagstaffe says the new approach is born of necessaryive. Crime was out of control. It was total. It was just out of control. So what we got in the 80s and 90s we started the lockup theory. Reporter while harsh sentences drove crime down it proved unstainable in space and cost so now california is forced to try something different. Its the greatest change in california criminal law since 1872 when they wrote the california penal code. So going forward, we are going to construct a better system. Reporter and at three years old, realignment is just about over. Now california has to figure out how to keep the prisons from spilling over again. That will mean tough decisions about law, order and costs. Thats where we have to start looking a little more sharply at, you know, who are we sending to prison for how long and why. Now were taking the approach, do the crime, and, uhm, maybe were going to give you some help. Maybe the biggest question you have is crime rates. In the three years of realignment there is no evidence that Violent Crime has risen in california. Property crime is up in some areas. But so far, no definitive evidence tying that increase to the movement of those state prisoners. And this new way that we just heard about there in your report it sounds similar to the way that maybe drug offenses are punished. It is. Its not just drug crimes. Its nonviolent criminals with the Mental Health problems. There is a growing consensus prison not the best option for some of them. Not only is it the most expensive option, but the results we know there is evidence it fails. Thank you. Well, family members are stand booing i a woman who has been standing by a woman who has been charged in the hitand run death of her niece. She wasnt the driver and police say she put the toddler in danger. 25yearold lorysha gage was distraught in a San Francisco crime. She is facing felony child endangerment charges. Gage was crossing Mission Street last friday night with her 2yearold niece. Gage is accused of leaving her in the street to go back for her twin brother. Grieving family members say it is a terrible accident. So im going to do everything i can to help her. She dont deserve to be in there. She should be set free. Awful. The mother of the child doesnt blame her sister for the toddlers death and she says her arrest is not justice. Gages bail was set at 50,000. Police are still looking for the driver who is responsible. The video clip is now at the center of the investigation into the fatal beating of a San Francisco man. A taxi dashcam recorded a man in a hoodie about the same time and in the same area where Bryan Higgins was attacked august 10. Police are releasing this brief video homing someone will recognize him. Higgins, a homosexual man and popular fixture in the neighborhood, was taken off life support and died three days after that beating. Well, did you forget your stuff at Airport Security . Reporter Consumer Reports says the problem is that mercury levels in canned tune in a can vary so you dont know what youre getting. Now, most tune in a is safe. But the fdas own Research Found that 20 of cans tested actually had high levels of mercury. The fda is standing by its recommendation and tells cbs news the Consumer Reports analysis is limited and that it focuses exclusively on the mercury levels in fish without considering the known positive nutritional benefits attributed to fish. Consumer reports says there are plenty of fish besides tuna that are Better Options for pregnant women. Choose low mercury fish.
