In santa clara county, a San Jose Library parcel tax passed approving a nearly 30 homeowner parcel tax. In hayward, a City Services sales tax passed by raising sales tax by. 5 to 9. 5 to pay for a new library and more police officers. And in san pablo, voters approved a city sales tax increase by a quarter cent to fund an emergency medical squad. The state hit a record low voter turnout in yesterdays primary just over 18 of the states registered voters cast ballots. The previous record low turnout was 28 . A surprising turnout in the secretary of state race. Disgraced indicted and suspended state senator leland yee picked up 10 of the vote nearly 290,000 statewide and 10 of that from San Francisco. And the onshore flow sends it back in. Its coming in over the golden gate right now. We are seeing a huge ridge of High Pressure building in which will make about 90 to 95 of California Well above average. We are talking temperatures near 100 in the sacramento valley. And even parts of the bay area. But the High Pressure ridge isnt right over top of us. Its just off to the west which means just enough of an onshore flow so right near the water, right along the coastline, right in San Francisco bay, we will not have a heat wave and temperatures will be anywhere from 30 to 45 degrees cooler at the beach compared to our inland communities coming up this weekend. Case in point, livermore tomorrow, 90. Pacifica though 62. Santa rosa youll be right in between with a high of 80. Fremont 77. San jose a comfortable 83 degrees tomorrow. Warmest weather will be over the weekend. But even the warmest weather we will not hit 70 at the coast. But we will be close to 100 inland. Well trail off a little bit next week. It has been here for 24 years. And one day, its suddenly did something that looked different. Reporter the plant began to bloom. That may not seem like a big deal until you realize that in its native environment, the plant usually takes 80 to 100 years to do that. That makes this the worlds youngest blossoming andean queen. Ever. I been here 11 years and i have checked it every year dreaming it might bloom and so i could see one in my lifetime. Reporter its only taken a month for the bloom to get this big. But a month from now, it could be 30 feet tall and covered with more than 30,000 flowers. The plant normally grows above a 12,000 foot elevation, so why is it thriving in berkeley . They are adapted for cold, dry conditions with bad soil. That doesnt mean thats what they would rather be doing. They just doesnt have any choice. Now at 6 30, a deputy shoots and kills an 18yearold woman. Witnesses are describing the tense situation. The confrontation happened at a housing complex on Miramontes Point road near Half Moon Bay. A teenaged girl who says she was going to visit a friend when she saw this deadly confrontation. She was chasing him and swearing at him in spanish. Reporter this 13yearold girl whose identity were protecting because of her age saw the deadly confrontation between an 18yearold girl and a san jose county sheriffs deputy at about 9 30 last night in front of several homes at the moon ridge Public Housing complex on Miramontes Point road. The cop came running towards this way and i saw the girl with the knife chasing him. Reporter you saw the knife in her hand . Yeah. And h shot her. Reporter the neighbors say she had a history of mental illness. She was shot to death. Deputies showed up on scene. There was a confrontation at which point in fear of his life he fired his weapon. The dodgers pointed out what they were supposed to do, and we know what they did. Reporter this was nowhere near the two men who have been convicted of beating up stow. We proved all this antagonism in the second inning, somebody being drunk, yelling obscenities, throwing stuff, and nothing happens. Total think in violation of their own rules. It will be a heat wave away from the water that started today.
