Here is what we know. 41yearold Isidro Garcia according to police kidnapped a girl some 10 years ago. She was 15 at the time. The suspect were told was dating the victims mother. At some point, there was a domestic disturbance and the girl disappeared along with the suspect. Police say the two of them moved to a nearby community where the victim was reportedly held in a garage a car parked in front of it anything done to keep the girl against her will. 10 years went by. Police say the suspect raped the girl, fathered a child with the girl, and continued to verbally and sexually abuse her. He changed her name, uhm, usually the middle name. Date of birth. Recently Authorities Say the victim now 25 reached out to her sister on facebook and then became comfortable with reaching out to police. But were starting to see the same problem in california courts and with serious consequences these bins of documents represent families where the parties have agreed to get divorced. They have agreed to every term of their divorce. But we just havent been able to process them because we give top priority to Domestic Violence cases that involve peoples safety. Reporter its not just divorces put on hold for months. Across the system, one delay cascades to another. Like me, its now three years to get a hearing on a trial. Reporter and when hearings get delayed, attorneys file more motions. You wind up having to do two hearings. It creates more paperwork. So youll be on jury duty maybe twice as long as before. And that means longer lines and that means more frustration. I wish more of these windows were open. Reporter there will be one less window open when someone tackles this, a full months worth of files left in the drop box. Yes. I think negative feedback cycle is exactly how it would be described. Absolutely would do us a lot if they brought in new technology. In fact, you kind of get our feeling that the courts operate back in the 70s or the 80s. Some modern technology would come in handy and keep them afloat but actually, whats happened is the money set aside for technology has been used for other things and theres now the theory that even the money thats left over they actually wont get to spend that on what it was intended for. Theres some new fallout from that big wildfire, remember the rim fire that burned thousands of acres near yosemite . Its a fight over what to do with a forest full of charred trees. A lot of them Still Standing there. Bob mcallister on two very different ideas. Reporter the rim fire californias third most devastating wildfire in state history left 250,000 acres looking like this. Now the u. S. Forest service is charged to give the land back to what it once was. The roar of the flames are gone but the destruction of 150,000 acres of land in the Stanislaus National forest remains. This is a very challenging complex fire. Reporter nine months after the last ember forest officials are preparing to log the dead trees potential fuel to reduce future fire threats. Landscape in a condition where the fuel loadings are such that when fire revisits the landscape it doesnt necessarily always burn so severely. Reporter clearing the land gives the Forest Service more than 600 million board feet of timber to sell. Some want the trees to stay where they are. These burned trees have just as much ecological value as green trees. Reporter the Forest Service laid out plans with an Environmental Impact statement. The Service Makes no secret of possible negative impacts of logging. But augustine says the damage will be too great. It seeks to destroy the more important and rare Wildlife Habitat that exists in the sierras. Reporter that fragile habitat belongs to birds, specifically the black backed woodpecker. Being able to the only woodpecker species that can get into these trees. Reporter forest officials contend the environmentalists are only looking at the area to be logged not the entire 150,000 acres. When we consider the whole fire not just the very small areas where we are supposing activities, that in fact more than 75 of the woodpeckers will have adequate habitat. Reporter the fight to keep the trees or log them may not last long as the Public Comment period runs through midjune. After that, the logging can begin. Once the clearing is complete, the next step to see if and when new trees will be planted here on this land. Rob mcallister, kpix 5. A little bit of good news. This memorial day weekend the Forest Service reports that eight of the ten campsites in the Stanislaus National forest will be open. A judge heard Opening Statements today in a lawsuit that kpix 5 was the first to report. It involves San Franciscos trash company. Plaintiff Brian Mcveigh a former supervisor at recology claims the Company Received excessive payments from the states beverage Container Recycling program. Surveillance cameras caught employees inflating the weight of bottles and cans allegedly in exchange for kickbacks. But mcveigh says management refused to investigate even though millions of pounds of recyclables were involved because it also profited from the scheme. They were false. They were falsifying the weights, the Company Profits by that. And they didnt lose any money. They just billed the state back for the money. Those allegations are false. The garbage business in San Francisco are regulated by the city of San Francisco and its a very thorough regulation and oversight. Recology denies it cheated the state or profited from employee fraud. The company says since the incidents happened 7 years ago, it has instituted new checks and balance to make sure employees can no longer cheat. A potential big blow to the oil companies. It turns out the amount of oil that can be capped from californias sprawling monterey shale formation is far less than originally thought. The l. A. Times reporting only about 600 Million Barrels of oil can be recovered from the area which stretches from the Central Valley to the pacific ocean. Thats compared with the initial estimate of 13 billion barrels. Despite the lower estimate, the oil industry says its hopeful new techniques will open up the formation. Students in one of the buildings record some kind of odor. They cleared out and now fire crews are checking it out. Possible hazmat teams going in now and checking things out. Veterans and service dogs, the unique relationship that goes beyond friendship thanks to a bay area woman. Veteran journalist kate kelly introduces us this to weeks jefferson award winner. Reporter meet cabot, sandy and ford, three golden retrievers on a special mis. Good boy. Reporter they are being trained to become service dogs for veterans. Thats it. Good boy reporter but what makes this Program Unique is that its military men and women doing the training as part of their own therapy. From posttraumatic stress to traumatic brain injury, Wounded Warriors are finding healing and purpose in training these dogs to help others. What we find is that they might not be willing to do something for themselves but they would crawl through fire for another veteran or another service member. Reporter cate dorr opened the west coast chapter of the warrior canine connection. From her office at menlo park va, cate is a one woman powerhouse giving local vets what she calls canine therapy as she trains them to be trainers. The same skills that they practice with the dogs they are practicing on in their own lives as well. Reporter skills such as patience, impulse control, positive communication, were all needed to train ford to open it up. Playing tug of war. Good boy work on ford cutting on the light switch. Reporter john tyson has been a warrior trainer for seven months. After two tours in iraq he returned struggling with anxiety and depression and says working with cates dogs has been the best medicine. Good boy. Sometimes when you come in from a place that i did you dont feel good about yourself. You cant even love yourself. They will love you so you can love yourself. Reporter john says it used to be difficult getting out of bed most mornings. Now he is here training other vets to help prepare these dogs for someone who needs them more. Helped me out a lot. Feels good knowing that theyre going to go to a vet. Yeah. Thats what its all about. Think why most people join the military. Its to help other people. And so this is an opportunity for them to reengage in that mission of service. Sandy, lets go. Good girl. He spent 15 years inside san quentin prison. My initial commitment was for distributing a controlled substance cocaine. But thanks to the revision of the three strikes law in 2012, pillars has a fresh start on the outside. He has a job with a Construction Company in marin county and he is taking a serious approach to running at the age of 59. When the guys get out, if they are willing to continue with the running, we do what we can to try to, uhm, support them. Reporter frank is the coach for the san quentin 1,000 mile running club. He has volunteered at the prison for nearly a decade. We have had a number of guys come in who could hardly run a lap and became accomplished runners. And when were running in the exercise yard at san quentin, you can look and see Mount Tamalpais and they would much rather be running up on Mount Tamalpais than running a quarter mile loop around the exercise yard. Reporter and next month, thats what pillars and three other former inmates will do. He helped them enter the dipsea and trains with them, too. The guys in san quentin they have made mistakes. They want to do better. I want to work with them so that they can do better. Incredible story from the aaa team of the dodgers. The Albuquerque Isotopes video from yesterdays game in Salt Lake City shows catcher miguel olivo lunging towards infielder alex guerrero. The fight continued later in the dugout when olivo punched guerrero and bit part of his ear off. A piece of the ear fell to the floor and was later surgically reattached.
