Reporter three to five inches of rain could hit the san jose area over the next few days making a dent in the drought but not a knockout blow. I think this is good. Certainly id like to see more raindrops. Reporter thats why the Santa Clara ValleyWater District issued mandatory guidelines for people to cut their water use by 20 . But it will be up to the water retailers like the San Jose Water Company which sells to a million customers in Santa Clara County to come up with actual restrictions that could take effect in 90 days after a Regulatory Agency reviews them. The impact is not going to be as great as people think it is going to be. A lot of things are more common sense. Reporter such as no more lawn watering in the daytime or watering only on certainly days. The Water Company will be mailing out notices soon with other suggestions like running the dishwasher full. Switching to high efficiency appliances and toilets. Shorter showers or showering with a bucket to catch the runoff. We dont have the rules yet in place obviously. So well be working through the Public Utilities commission to do that. Reporter so as people cover up from the rain they will soon have to think about saving up for the summer. Its a good idea. Kpix 5s allen martin has just confirmed details that its on the move. Reporter we got it. Its moving. I have confirmation tonight the barge is going to leave San Francisco bay entirely. Yesterday i told you there was word the barge would be leaving the dock at Treasure Island and be towed up the river to stockton. Tonight that plan is confirmed and the barge will head out next week. The barge has been under construction at Treasure Island for months without the proper permits from the bay conservation and development commission. A month ago bcdc sent letters to Treasure Island and google explaining they would either need the proper permits or it had to go. Late today the Treasure IslandDevelopment Authority confirmed for me that the barge, weather permitting, will leave San Francisco bay and be towed to stockton before any penalties for operating without those proper permits can be applied. Yesterday, the director of bcdc told me the agency would have liked to have seen the barge project stay in the bay. There are organizations and individuals from the east bay and from the north bay who are very interested in providing the work for google to complete the barge. Theres no shortage of qualified permitted organizations to do the work. Richmond, vallejo, oakland would have all liked to have had it but apparently google is choosing to move the project outside the jurisdiction of bcdc by going to stockton. Fines in the tens of thousands of dollars would have started accumulating for google. It still has to pay for the lease at Treasure Island through july and that cost will be more than a quarter of a million dollars. Wow. So they drag it up to stockton. Is that going to get rid of the permit scuffle do you think . Reporter for now but not entirely because the way it, would, any future projects that Treasure Island will need permits and if google wants to bring the barge back to San Francisco bay once its ready to be showcased as that marketing party barge, its going to need separate permits for that and a separate permit for each place that it stops around the bay. Meanwhile construction folks in stockton will make out. They are going to love it. Talked to the director of the port of stockton and he said, bring it up here. Good. All right, allen, thank you. New tonight, tesla checking out four possible sites for a massive new battery factory and california is not one of them. Instead, the plant and its 6500 new jobs will go to either nevada, arizona, new mexico or texas. Bay areabased electric carmaker plans to Start Construction this year. The factory will supply battery packs to Teslas Fremont assembly plant. Bart trains are running again through San Franciscos Mission District. Service in both directions was stopped at around 4 30 as Police Chased a robbery suspect. They believe the man ducked into the tunnels between the 16th and 24th street stations. He was not found. This one announced today that a woman in her 40s died last month from complications related to the virus. There have been at least 55 flu related deaths in the bay area this winter. A woman who says she was attacked at a haight street bar for wearing google glass posted a new video saying it shows footage of the man who grabbed it off her face last saturday. She put the new video online last night. Sarah slocom insulted her. Its the biggest buried treasure find in u. S. History a stash of gold coins unearthed in gold country but as john ramos the company to first see those coins has made headlines before during another discovery turned embarrassment. Reporter the story instantly became front page news. Gold discovered in california. Don kagan a gold and coin dealer in tiburon made the announcement. He says his unnamed client dug up cans of mint condition coins on their property worth about 10 million. As a buried treasure something that anyone can aspire to find, this is the best. Reporter but after that story was told, people began to remember another story. A little similar involving kagan, inc. In may of 2011 kpix 5 covered the story of a california map who claimed to find a huge gold nugget on his property. It became known as the washington nugget. Kagans company, which handled the find, proclaimed it to be the largest remaining nugget from the California Gold rush. The 8pound specimen eventually sold for 460,000 at auction. And the finder reportedly had his property assessed for sale as good prospecting land. But that man also wanted to remain anonymous. And for good reason because the whole story was a hoax. The nugget was actually unearthed by two men in australia in 1987 who originally sold it for 50,000. Kagan said he had been duped. Now, nope one is saying this latest story isnt legitimate and we have no reason to think anyone is being untruthful. But i did spoke to another coin dealer today who told me that coins can sell for more if theres an interesting story attached to them. And this story just gets more interesting every day. We tried to speak with don kagan today but he was out of town preparing to show the treasure at a Large National coin show in atlanta this weekend. In tiburon, john ramos, kpix 5. Also moving slowly the cars look at this. This is countercommute at this hour. This is traffic trying to get into San Francisco. Its backed up clear into the macarthur maze. So youre looking at least 25 minutes to get you into San Francisco and, of course, thats not counting all the traffic trying to get become home back out to the east bay. A former supervisor has givens so tonight, we have exclusive information about a lawsuit that casts some doubt on recologys claims to be the greenest recycling company in the country. A former supervisor there has given us some Surveillance Video that is quite an eye opener. I do believe in the green environmentallyfriendly sound policies. Reporter Brian Mcveigh was once proud of his job, a supervisor at recology where a Curbside Recycling Program and two Buyback Centers have helped San Francisco reach an 80 recycling rate the highest in the nation. But at this Buyback Center on tunnel road, brian says there were problems. So he installed surveillance cameras to keep an eye on things. Theres the attendant. And he is going to weigh the material. Reporter he estimates that was about 2 pounds of plastic and 3 pounds of aluminum. But the report for that transaction shows something completely different. 68 pounds of plastic and 47 pounds of aluminum. Then off the customer goes to get his cash to later split with his buddy the employee. And this is just an example what would go on all day. Reporter in rate year 2008, for example, Company Records show 4. 1 Million Pounds of bottles and cans taken in for recycling at tunnel road. But only 2. 5 Million Pounds leaves tunnel road for processing. Armed with the evidence, brian took his findings to management but says he was told to back off even threatened. I was told that people in the company wanted me as the quote was in the pit. I took it as a death threat. Reporter in 2008, brian was terminated in the company. In a lawsuit he says recology was covering up the fraud because he says they were profiting from it. They have scammed the city and the ratepayors when it comes to diversion. Reporter his Attorney Says based on the inflated weight, recology received bonuses for diverting more waste from the landfill. The company went to the city and said, you should pay us a bonus if we help get diverse. Reporter thats not all. Mcveighs lawsuit claims recology was defrauding the state of california, as well. Why is it such a big deal . Ill show you. When you bring these plastic bottles in to recology, the buy back centers, they have to pay you a dollar six a pound. Thats money they have to recoup from the state of california. If you just throw it in the bin, they only get 51 cents a pound from this stuff, the same bottle. Now, mcveigh says the recology was reporting many more of these valuable bottles coming in when in reality, they were filling in the numbers with these cheap ones. Every time a vehicle or a person comes in with material, it comes across the scale. Reporter recologys robert reed claims theres no way the two kinds of recycling material could get mixed up but what he failed to explain is what we noticed. Park over here and meet our employee. Reporter when he took us on a tour inside recologys Processing Center at pier 96. The curbside material is actually a mountain of bottles and cans and paper and even garbage. Once its sorted and bailed, the bales are not labeled as coming from curbside. Bales of buy back material shipped from tunnel road are not there. There is no way to tell which is which when they leave. Couldnt you take from the curbside and mix it with the buyback . We are doing everything humanly possible to make sure that these programs run correctly. Reporter the company says if there ever was any cheating, San Francisco ratepayers were not affected. As for those Company Records that show millions of buyback pounds missing, that amounted to more than just a little loss. We are talking about millions of dollars. Those allegations are false. We are limited what we can say because of pending litigation. Reporter the company says it changed protocols in the buy back centers. A woman was walking along an off limits area near the cliff house and tumbled nearly 20 feet down the rocks. Rescue crews were on the scene after one passerby who happened to pull over to enjoy the view heard her screams for help. So i assured her i would be right back. She wanted me to help her but i decided there was no way i could get down to where she had fallen so i ran up to the cliff house, they led me, uhm they let me in and they called 911. Firefighters worked quickly. Several ropes were intricately set up so she could be hoisted to safety. Human bones found at the new transbay terminal construction site are those of an early native american. The discovery made about 60 feet below ground. An archeologist says the native American Heritage foundation has been notified. Representative will decide how the remains will be handled. Work on the site continues away from the area where those remains were found. There was an embarrassing situation this afternoon on the redwood city shoreline involving a small boat. It ran aground and got stuck in the mud. Redwood city and menlo park firefighters used their own boats to rescue three people. The stuck boat is still there and will be moved when a higher tide comes in. Rain or shine San Francisco protestors were determined to let themselves be heard. This is marched in the Mission District to stop landlords from evicting low and middle income renters through the ellis act. Reporter many oakland educators understand the logic behind San Franciscos latest suspension policy. Its a stopgap measure on a bleeder thats not really addressing the real cause of the problem. As oakland unified looks at making it harder for teachers to use the reasonable willful defiance, many students say they have to complement the policy by offering more counseling and support for the students. So one, it doesnt happen again and, two, they can continue to teach other students in the class. Havent the support around the teacher is critical because a teacher cant do it alone. And the resources and the training that are going to allow us to meet that act have not been forthcoming and ultimately thats the conundrum that we have to unlock. Reporter some believe if San Francisco doesnt implement its policy correctly, students wont learn the importance of accountability. Reporter surveys show graduates are breaking barriers in the fields of science, technology, engineering and math. 96 were in college and 54 of them were stem majors. Reporter so for opening girls eyes to science and math careers this weeks jefferson award in the bay area goes to Marie Wolbach. Teachers nominate girls for the program and they get scholarships to attend. Now, afterwards, some girls say that they do go from sitting in the back of math and science classes to sitting in the front. It makes a difference. Fabulous program. Now, why does it specifically target middle school girls, the 13 and 14yearolds . Reporter marie says thats when they tend to lose interest in math and science because of societal pressure and so thats when marie tries to capture their attention. And i say she does that well. After that front clears things calm down overnight tonight and tomorrow just a few showers. Thats the first storm. We have another one behind me there. Storm number 2, this is the front that will give us the rain this evening. We get that break tomorrow. As that front clears. The second storm moves in. This one will be bigger. This one will be stronger. But this one is not going to make a direct hit. Its going to dive down into southern california. They are going to have some wind and thunderstorms and rain, perhaps mud slides. For us we are looking at a glancing blow but more rainfall coming up on friday. Rain totals an inch or two in total by friday night for the east and south bays. Even more for the north bay and San Francisco you may end up with upwards of 2. 5 of much needed rainfall.
