Somebody else was shooting up this street earlier so wrong place wrong time. Neighbors say there have been two shootings like this in the past couple of weeks and this latest incident may be related. Working through microsofts widely available xbox connect camera, a consumer version of the software can produce full body scans on a pc or tablet which can then be sent to a 3d printer. Its a worldwide rally against the National Security agency spying program. There was an online demonstration where tens of thousands of emails were sent to congress members. A key part of the covered california website is still down tonight. The physician directly was taken down follow directory was taken down following an investigation of inaccuracies on the site. Kpix 5 consumerwatch reporter julie watts explains why people still cant figure out which doctors are actually taking the insurance. Reporter the directory had a number of inaccuracies, obstetricians listed as ophthalmologist, some no longer in business. But the biggest complaints doctors under insurance plans they arent accepting. Tonight a couple of reasons why. I feel like a baseball player just waiting for the season to start because the owners and the players cant get a contract done. Im ready for the insurance season to start. Reporter he is one of many who signed up for insurance on the states Healthcare Exchange but cant find a doctor to accept his insurance due to inaccurate provider lists. Its a nightmare. Reporter it turns out many doctors like marie president are just as confuseed. How do we know where to send patients . We cant even get on the website ourselves and accurately determine who is covered under the plan or not. Reporter but covered californias dana howard says he is not buying it. Most certainly the doctors do have this information. They can look at their own contracts to see if they are indeed in the network or what the terms of that contract are. Reporter according to the California Medical Association, therein lies the problem. What many doctors still dont realize is that most of the insurers on the exchange added fine print to their contracts requiring the doctors accept the covered california policies. So some doctors are mistakenly turning patients away. But other insurers including anthem gave doctors a choice. And we found many are choosing not to accept the covered california policies, in some cases faster than the insurer can update their provider list. So with that particular plan, if you are saying that thats what they are finding, the Consumer Needs to go back to that Insurance Company reporter we discussed that, dana. Is this something that you considered before the rollout of covered california . Did you allow anthem to let doctors opt out . Well, anthem has to demonstrate that they had adequate network coverage. If it turns out that a review of this shows that there isnt adequate coverage, thats something that will have to be addressed. Reporter in the meantime, covered california still cant provide an accurate list of who is actually accepting policies purchased on the exchange and consumers are struggling to find doctors who will accept their insurance, whether or not the doctor realizes they have to. Now, anthem says it does have an adequate network and its working to improve the accuracy of its provider list but anthem wasnt the only one with problems. The California Medical Association says insurer provider lists have long been riddled with inaccuracies and this is just shining a new light on the problem. In addition, 22yearold antolin garciatorres is also indicted on a series of Violent Attacks on south bay women back in 2009. Sierra lamar disappeared on her way to school in march of 2012. Her body was never found. Caution tape up at a high school in alameda after a gas leak sickened almost a dozen students. Fire crews found a severed gas line inside one of the science classrooms at Encinal High School this morning. Four students went to the hospital. The cause of the leak is under investigation. A fallen tree crushed a bmw in San Francisco this morning on lombard. The tree fell on two other cars, as well. Nobody was hurt. The Chain Reaction crash happened on eastbound 580 near san leandro at the 150th an affair month drive onramp and fairmont drive onramp. Two eastbound lanes have been closed for the afternoon. Kpix 5s Ann Notarangelo is there now with what could have been a terrible tragedy. Ann. Reporter yes, this officer is very lucky. Its still too early though for investigators to determine exactly how this Chain Reaction crash started. They are thinking though it may have started on the freeway and ended up on the side of the road. What we do know is how it all ended with a chp officer in the hospital in stable condition. A little after 2 00 the chp officer stopped on the side of 580 right where the 150th and fairmont drive onramp merge with the freeway. The officer spotted two broken down cars and was offering help and another car driving on the freeway veered to the right. When a third vehicle came off the freeway and struck the rear, the rear vehicle, causing it to spin and strike the officer, who was standing outside the vehicle. The rear vehicle collided with one of our officers though him from the scene. Reporter the car facing us hit the white vehicle which hit the third car. A fourth vehicle has passenger side damage leading officers to believe it may have struck the silver car while driving sending it to the side. The officers injuries are not being released but were told they are not lifethreatening. The two other drivers were taken to the hospital as a precaution. The driver who started the chain ee action is cooperating with investigators who started the Chain Reaction is cooperating with investigators. Two lanes will be closed for 4 hours. They have the right lane blocked on the onramp traffic at a standstill from fruitvale and sluggish from th maze. Chp hopes to open the lane within the hour by 7 00 but again, this accident scene has been out there since 2 00 this afternoon. So the best bet is 880. Even though its sluggish from the may see past the oakland coliseum, this is a live look at coliseum and 66th. You can see the drive time at the bottom of your screen. Even with an earlier crash in the backup on southbound 880 and the unusual amount of cars finding alternates, this is still a better ride right now than 580. Drive times, 50 minutes now eastbound 580 looks like from the may see down to 238. But again, best bet avoid 580 until they open lanes and clear this traffic alert. Back to you. The former Naval Air Station in Mountain View will be managed by google under an agreement announced by the government. Allen martin has more on the changes that come especially to one very recognizable building. Cant miss it. No. It is hangar one. In recent months google has given us that mystery barge. The going the glass rat dream of a driverless car. How about a blimp . The tech giant will certainly have a building to keep one. The same folks who brought us this google earth view of hangar one will now occupy it. And heres how google earth showed it just five years ago prior to the governments removal of that outer layer or skin that contained toxic lead an asbestos. Today its a 200foottall skeletal steel structure that used to house world war i navy blimps. This building is a monument to the dysfunctionality of our federal government. Reporter lenny siegels group has been fighting for years to save the iconic landmark. The local congressional delegation wanted to fund the recovering of the hangar and nasa ames was working with the community on it. Congress wouldnt come up with a relatively small amount of money to restore the building. Reporter nasa ames says a final lease with google should be in place in six months opening up a new kind of research and development hub. We have lots of them in Silicon Valley but in terms of research thats not necessarily related to Search Engine and hustler companies, their interests are spreading. Reporter google will have 18 months to start putting a new shell on hangar one at a cot of about 40 million. Google will also renovate two additional hangars, run a golf course and pay to operate the air field. Last week this channel was almost dry. This late in the season its unprecedented. We saw the big redfish. The salmon fish. Reporter shannon brought her son to this small stream to see the giant fish. Now theyre all kind of coming at once. Reporter this section of Lagunitas Creek is full of salmon some two feet long and nearly 10 pounds. Biologist Preston Brown says you can watch but they spook easily. They are very sensitive to vibration. We dont want to pretend were a predator coming to eat them. All day, police have been telling us to look out for the red or burgundy suv with the license plate we have been providing. Just a minute ago they said now it may be an suv or it may be a sedan. It started inside the store as a robbery report a man trying to take off with some items in the store and then it turned into a carjacking and kidnapping. Police say this man forced his way into a car with a knife and an elderly man and a teenaged girl were in there. He forced them to take him away from the scene. That was before 1 00 today. And police do not think the victims know the suspect. Thats why they issued that amber alert. I believe we have police giving us this update from just a moment ago and heres what they told us. They have referenced the license plate back to the owner but wouldnt say much more about that or if maybe this is a stolen vehicle, if the plate was switched somehow accidentally. They are still trying to figure it out. But the new update, ken and liz, is that not only are they looking for an suv, but possibly a sedan connected to this carjacking and kidnapping. Yeah. This is getting especially worrisome because this happened several hours ago and neither the two victims the elderly gentleman or the reportedly 13 yearold girl taken during the carjacking nor the suspect nor the vehicle has shown up in all these hours and you have literally millions of eyeballs out there looking for these people right now. Reporter liz, were here at the Livermore Pleasanton fire station number one where fire rescue teams are here at a second notice in case they have to do dramatic rescues. They have all the equipment here from the boat to ropes to flotation devices even boogie boards for some type of rescues. Stay away from the waters edge to stay alive, thats their best advice. Rescues like this one after a man fell into the Contra Costa Canal are more common than you may think. These are 30 feet of rope, theres actually a float in the base of the bag. Reporter just ask fire captain dennis burns. Always once or twice a year we get called out somebody, you know, is trapped along one of the Flood Control channels somewhere in the valley. Reporter he is part of the Swiftwater Rescue Team and this, believe it or not, is swift water known as bernal creek. People dont understand the force of water. One foot of water moving at three miles an hour is enough to take an adult down. Reporter half inch of rain and this canal rises 6 feet. An inch of rain and this seemingly calm waterway can run 14 feet deep. This looks like real inviting whitewater rafting. Unfortunately, its full of hazards. Tree branches hang down, all sorts of debris. Reporter after recent storms, normally calm creeks and channels become full of swift moving water gathering debris, speed and force. His warning to us all, stay away from any creeks, canals and channels. Stay alive. Stay 30 feet away, right . Stay 30 feet away. Just respect the water. Reporter in the event you do get swept into the water, he says assume what is called a defensive swimming position. Youre just sitting have your feet in front of you then you use your arms to kind of steer yourself. And just use your feet to bounce off of any rocks, debris, anything like that. Reporter even on a sunny day like today, the water can be deadly. Its really nice out. The water looks inviting. But it is icy cold. And, you know, it wouldnt take but several minutes in there to, you know, all of a sudden you cant use your hand. So then your muscles get a little bit weaker and you cant swim and, you know, now youre a victim. Reporter its not just curious kids that these fire rescue crews have had to save. Its been all ages even animals, house pets. And sometimes cars going foot canals and having to rescue passengers and even drivers. Pointing laser at airliners is a dangerous federal crime but it happens all the time. Take a look. A few years ago it happened to chopper 5 a blinding green light hit the cockpit as it flew above east palo alto. Now the fbi is launching a new campaign to stop laser attacks. The number of incidents involving lasers and aircraft jumped last year to about 4,000. Less than 300 in 2005 spiked to almost 4,000 last year. Thats a dramatic increase. To show how serious they should the fbi is offering a 10,000 reward for any information on people shining lasers at aircraft. Pg e is ramping up security at its electricity substations and may even ask customers to foot the bill. Surveillance video caught snipers firing over 100 round into this san jose substation last april. They knocked out 17 giant transformers before disappearing. Now pg e says it will install opaque walls and deploy advanced camera systems, enhanced lighting and additional alarms at that station and at several others. Shirley temple black, who rose to fame as arguably the most popular child star in hollywood history, died last night in her home in woodside. She was 85. John ramos tells us temple black was a big part of the community. They went into multiple rooms checking they said water sources to confirm whether or not they were there for a problem and really what they were doing is bay areaizing the house when they were going room to room. Police have not released what items were taken from the womans home. The western span of the bay bridge has a new name tonight, its called the willie l. Brown, jr. Bridge. Today there was a ceremony on Treasure Island to celebrate the new name. As many as 500 people politics, sports, high society, they were all there. The move to rename the bridge became a bit of a controversy. It was indeed baptism by fire. [ laughter ] it was pure old school San Francisco politics classic willie brown. On april1, the marin municipal Water District will take storm of its water supply. If our storage is below the threshold, then mandatory rationing will be put in effect. Reporter that is the scenario that has residents talking and scheming. Some people say we have to rack our water bill up to save so ill knock 25 off that which defeats the purpose that were all trying to save water. So using water now is just going to give you a bigger water bill and maybe make you the least liked person on the block. [ laughter ] reporter truth is, the district is still trying to figure out exactly how mandatory restrictions would work and how much water residents would be expected to use. What we do know is that any water saved now will not hurt a customer in setting their baseline or benchmark water use. So lots of rainfall for redding and points north. When will we get some of that . Well get a little bit on thursday in the north bay as a weak front moves through but we have a better chance for all of us getting rainfall even down towards san jose and morgan hill. That will be over the weekend saturday night and sunday morning the best chance of rain for all of us. Just to show you that the north bay is the only spot going to be getting showers over the next few days, futurecast running through thursday evening at this time ukiah may see. 25 of rainfall but nothing more than a few drops for san rafael and San Francisco. Thursday will be a miss but over the weekend a different story. Tonight well get a hit with the fog. Showers thursday, mainly in the north bay. A more widespread rainfall moving in late saturday.
