The association of bay area governments told us today that they dont know where the cuts are going to come from or how much they are going to be. The focus of a lot of cuts is decent and as you know, we took that hit a long time ago on our local economy. Reporter for the bay area the biggest hit would be to education with california schools losing up to 87 million. And another 62 million in losses for special education. And while the cuts would put more pressure on local schools, San Francisco said today even if the sequester goes through, they, quote, wouldnt cut services to students with disabilities even if the federal funding is cut end quote. So how much of this is policy and how much of this is political hype . You know, im not an expert ton that but you could say some of the statements have a political motive behind them. The other thing thats a problem for the administration where this is concerned is this is now the second, third or fourth time we have been to the precipice and its like the boy crying wolf. Reporter but whether or not we go over that cliff or not, liz, they all say that its going to take months before those cuts kick in. The big question at least in the bay area is not so much that they are going to have cuts but how much are going to be asked to be absorbed by the locals because here in the bay area we are going to be trying if its education or health or Something Like that, you know they are going to try to be reaching into the local pockets to make up the difference. All right. Phil matier, thank you. Coast guard, coast guard, we are abandoning ship. This is the charmblow, we are abandoning ship. Its been 24 hours since that disturbing distress call came in. Tonight still no sign of a family believed to be lost at sea off monterey. A couple and two Young Children were reportedly aboard a 29 foot sailboat that sank 65 miles from shore. Ken condition live with mobile5 at the coast guard station on Yerba Buena Island and ken, if the reports are correct, sounds as though they were not prepared for this trip at all. Reporter well have to find out. Theres a lot going out looking for the charmblow although no harbor master has any record of any record of the boat with that name. Thats the u. S. Coast guard cutter behind me, turn which was out on patrol looking for this vessel. The call came in. It was broken up but we are told that the operator of the vessel who did not identify himself says that they have no antiexposure suits, they have no emergency beacon ons board, no epurbs, no life jackets, no raft or dinghy and right now, there is no one reported missing. So the question we pose to the coast guard this afternoon was, is there a possibility this could be a hoax . And coast guard petty officer pam bowlansays it may be a hoax. Reporter any searchand rescue case could be a hoax. Right now we dont have any sign of debris. We have no sign of distress except for the radio transmissions which are compelling evidence enough for us to continue searching. But we havent found any kinds of people in the water. So anytime that transition comes across the radio it can be a hoax until you find evidence otherwise. Reporter its a mystery for sure. Still, the navy has announced about an hour ago that they will continue searching through the night. They have a c130 on station. They also have another coast guard cutter which has gone out several choppers from coast guard stations San Francisco and at least one navy vessel now going through that area going through a pattern about 65 miles off the coast of santa cruz. No sign. Boat, no debris, no one reported missing. Thats the situation from the coast guard station at treasure island. Im ken bastida, kpix 5. You know, having sailed i owned a sailboat this thing about no personal flotation devices for everybody on board . Theres no way a responsible sailor goes out especially two small children on board . reporter youre absolutely right about that. Youre talking about 65 miles this would be a sailboat in transit. This would be coming up from the coast or, you know, who knows where but thats thats far offshore. You would have at least life preservers, life jackets, on board. You would also probably have an epurb, if the boat goes in the water, that automatically signals a satellite beacon where you can be tracked within minutes. No device has gone off. They are suspicious about the whole situation right now am but they say they will continue to search through the night. All right. Lets hope for the best. Ken, thanks so much. Family and friends of a bay area couple believed to be missing in south america are frantically trying to locate them. Jamie neal and her boyfriend garrett hand left in november for a cycling trek across peru, chile and argentina. Both are avid cyclists and neal works at a bike shop in el sobrante. Now, according to their last Facebook Post last month, the couple was headed for peru. Now garretts mother says its not just the lack of communication on facebook. Her sons Bank Account Activity has also stopped. Somebody knows where garrett is. Garrett and jamie neal they know where they are. Someone is with them somewhere, so they we need them to call us. We need them to come home. Jamies coworkers at the peddler bike shop have launched a Long Distance effort to find them. They posted flyers and set a fund to raise mon set up a fund to raise money. The ruling means the Drakes Bay Oyster Company can stay in business while it fights a government decision ending its lease. The farm operates on federal land that is now set to revert to a wilderness area. The oyster farm has been part of the landscape at drakes bay for decades. David jackson recently toured the facility and found the owner is making an environmental push to stay in business. Reporter it has been a long running battle in the remote shore of drakes bay in west marin. Oysters versus wilderness. The federal government wants the oysters grown here to be removed and wilderness to return to the area. Wilderness has been winning this battle in the courts. The government wants the Drakes Bay Oyster Company out by march 15th. Out because the government believes the only oyster farm in california should be bulldozed back into that complete wilderness after 80 years in operation here. The oyster farm is owned by kevin lun any whose family and employees are set to lose everything. The type of winddown that theyve given us is a bankruptcy plan for our family. Thats clear. Our people lose their jobs. They lose their homes. Half of our staff that lives on the farm they are going to lose their homes. We lose onethird of the states oyster production that comes from Drakes Bay Oyster Company. Reporter and he says the bay becomes dirtier without the clean living oysters. These are the baby oysters in their pens and this is how they begin life. Doesnt take long before they go from small to medium size all the way up to the large size oysters you might see in a restaurant. The only chance you really get to look at them is at low tide like this. Once the tide comes in, they start feeding and filtering that ocean water and in effect spitting out a clean clear ocean water. This is the one time that the nation has ever seen the federal government actually removing filter feeders, removing healthy shellfish from a system. Everywhere else in the nation the government is spending the money to put the shellfish in the estuaries. Reporter its hard work, manual labor, hammering shells just to go out and grow new oysters. Jorge has been here 29 years and now faces the need for a new home, new job. Its hard to find a job and house in this area now. Reporter where will you go . I dont know now where to go. Its hard to even think about. Obviously, we are trying to. We do have to think about it. We go more toward community because its a community resource. Its going to be really sad to drive bay and say thats where the oyster farm used to be. Reporter in west marin, david jackson, kpix 5. The Appeals Court put the case on the fastrak. While yahoo wont comment on the internal memo reports that she wrote to her employees that speed and quality are sacrificed when we work from home. Anyone who doesnt make the change should quit. Reporter clearly, mayer is a driven woman. She reportedly took only two weeks Maternity Leave and seemed to want like minded employees but magid says he is disappointed. I would expect her to be focused on productivity and excellence rather than process. And i would really hope that she would figure out who the best employees are and do whatever it takes to make them productive and not worry about where they happen to be working. Reporter there is some speculation that maybe yahoo is just trying to trim its workforce but larry magid says he doesnt expect to see a mass exodus from employees at yahoo. Reporter todd bishop filed for bankruptcy in 2010. He went through what he thought was the full foreclosure process handing his keys over to bank of america. More than two years later, he found out the bank had never assumed title to the house which left him legally responsible for the property. It was a surprise and shock to me to know that the bank didnt take the house. Reporter to make matters worse, his neighbors are suing him and he faces fines from the city for letting his property go because his name is still on the paperwork. All kinds of things are going on about who holds title. My approach is lets see what the records show at the recorders office. Reporter in a statement, bank of america says bishops unresolved bankruptcy filing in 2010 kept it from moving forward with the foreclosure process. It adds, while not legally responsible for the property, the bank has been in contact with the city and attorney regarding the squatters to have our Property Preservation contractor secure the property. He says he is being held hostage by bank of america. They have full control. House, theyre paying taxes, sewer, insurance on it. Meanwhile the mission to save money on gas is causing quite a headache for drivers at this bay area station. California drivers are feeling more pain at the pump. The latest survey shows the average statewide price is 4. 18 for a gallon of regular unleaded. Thats up 20 cents from two weeks ago. L. A. Drivers are paying more than anyone else in the country, the average there 4. 29 a gallon. As prices continue to climb a Sonoma County lawmaker proposes a new tax to be paid barrel of crude oil produced in the state. Rob mcallister on the potential effect on your wallet. Reporter another oil tax for californians may be on the way. Ridiculous. Insane. Reporter but thats exactly what democratic senator noreen evans is suggesting. California is the only Oil Producing state in the nation that does not have an Oil Extraction tax. States such as texas, oklahoma and alaska have such a tax. And it just makes common sense. Reporter evans proposes a 9. 9 tax on every barrel of oil drilled in california with the current cost running roughly 97, the tax would equal 9. 60 per barrel. According to the board of equalization, that means Oil Companies will have to pay more than 2 billion each year in extra taxes. That money is set to go to state parks and california universities. But drivers are sure they will be the ones paying for it in higher prices at the pump. You look at all these cars out here, they are being used and i guess somebody had a brainstorm on it and said, well, why not . Unfortunately, what usually happens is the politician gets paid first, the guy who is out there in the street is second, and then the kids wind up fourth or fifth. Someone needs to actually make sure that those dollars actually funnel back into the school system. Reporter with democratic control of the assembly and senate, republicans worry more tax hikes will likely have little trouble getting to the governors desk. This is bad policy. Its something that we absolutely should not stand for. This absolutely hurts working families in the state of california. Reporter rob mcallister, kpix 5. California drivers already pay as much as anyone else in the country on gasoline taxes. Federal taxes equal 18. 4 cents a gallon. State taxes, 35. 7 cents. And thats in addition to a 2. 25 sales tax. Reporter lines began forming and with discounts up to a dollar a gallon for club cardholders it quickly put the whole parking lot into gridlock. Now, lanes have been closed and detours created and cars still back up almost to contra costa boulevard. Safeway even hired an army of gas ambassadors to direct traffic. It gets mad crazy here in the afternoons. Reporter the whole thing has people asking, who didnt think about this . This is cheap gas. Who is not going to come here . Reporter City Planners say they had their doubts when safeway first submitted their building plans. Were you skeptical about it when they first proposed it . Definitely. We tried to get as much as we could as a city, but i think that during the process, we made some concessions and now hopefully we can correct those. Reporter the new plan is to reverse the flow of traffic into the station, remove these parking spaces, and create a wide waiting area similar to what you see at costco gas stations. They will have to do it quickly because a new Nordstrom Rack is set to open right here in september. Clearly, its going to be made even worse with you will all the new cars coming in.
