And were getting a look at a pair of memos signed by john kelly, the head of the department of homeland security. The documents outline a big change in how immigration laws are enforced. Here to explain is kpix 5 reporter melissa cape. Reporter good morning. We know that candidate trump was clear that he would crack down on unlawful imimmigration. Once elected, he quickly issued execute offers on immigration. The orders that federal agencies need to tighten up the border with mexico and they need to do things like deport more criminals and work on buildings wall. The executive order basically said the department of homeland security, go come up with a plan. Well, now we have a draft of a plan in the form of two memos signed by john kel, the secretary of the kelly, the secretary of the department of homeland security. To be clear, the white house still has to review the plans and the president can change what is in them. This is not final. Still, some of the proposed changes are number one, people caught crossing the border from mexico may be sent back to mexico to wait for their cases to be heard. Today, many people are allowed to stay in the u. S. While their cases are pending. Number two, parents who pay to center have their children to have their children smuggled into the u. S. May be deported or criminally charged for assisting in trafficking. Three, undocumented persons charged and not convicted of crimes yet are now on or would be on the priority deportation list. Right now, its only people convicted who are on the priority list. It would adds people who have simply been arrested. Those are three of many, many changes. We heard a lot of dreamers. People brought to the u. S. Illegally as children. And many of them are in the deferred action for childhood arrivals on the programs. Uhhuh. And we talked about that on this show. Do the memos say what would happen to them . They really not 100 clear on what is going to happen to the folks. One of the memos said the program wont be affected but that same memo said no category of people isings e. From Immigration Enforcement and want since dreamers are a category, it seems murky. But we may get Additional Guidance from the white house on this subject. President trump has repeatedly said he feels very sympathetic toward the dreamers. And what about i know the orders are not final but i imagine there are a number of people upset by the documents. Reporter exactly. Of course, many people in immigration community, in the immigrant community are upset and there have been so many rulers. A rumors. Right now, groups are gearing up for illegal action but, these memos and their current form v more than 20 new rules. So, its not clear that all of them could be stopped by i legal action in the court. There is a good chance that some of them would make it into affect. And critics say that the wheel problem is that employers here undocumented people in the u. S. And there is nothing about that in these plans. Nothing aimed at employers. Of course, that could change in the white house review. And reportedly, the president is going to roll out the final version of the new immigration rules within the week. So, well look for that. And that has been a big argument. Go after the employers that are enticing people to come into the country illegally. Go after them and maybe there will be a change. Right. And use mandatory e verify, for example, and really, really jack up the fines that employers might face. That would be one by to deal with it. There is nothing about that in these proposals. Yes. And thank you for looking at that. And time now is 6 51.
