The the road this morning for the commute i know im asking a lot here its not going to improve at least for the next 60 to 80 minutes. Downtown San Francisco we do have heavy rainfall throughout the Richmond District. All the way to 18th street into the Mission District around the embarcadero light to moderate rainfall into chinatown. Meanwhile around the peninsula from daly city into south San Francisco into millbrae all moderate to heavy rain to buy a break around the san mateo area and then we send you over to the santa cruz mountains. A couple of inches of rain expected today but four inches of rain on monday. We do have a high wind advisory in place for that huge blue highlighted area which is just above the entire bay area except the north bay. The red is the big sur area. Bottom line is wind gusts to 50 Miles Per Hour and thats the scene of the wet stormy Golden Gate Bridge. You can see the fishtailing going on there this morning. Temperatures into the 50s the flag is on the fly. Well monitor this storm and the bigger one coming in for monday. With all that rain, bay area reservoirs are filling up fast. That means the potential for flooding. Kpix 5s maria medina is live in morgan hill with the latest on the Anderson Reservoir. Reporter i want to show you how incredible and how powerful the water is out here. Now, it was just yesterday that Anderson Reservoir was inches away from the top. So it is expected to spill over today and that means the low lying areas of coyote creek could still overflow. Heres whats going on right now. Anderson lake can only take so much of the water from the reservoir so for the first time in a decade, the overflow spillway will come in handy. We can get two, three, four thousand cubic feet per second inflow into the reservoir so when that happens the inflow is greater than the outflow and that means that the water level rises. Reporter now, heres the other problem. Anderson reservoir can only be at 68 capacity. Just a few seconds ago i told that you it is expected to spill over today. And the reason why is because the reservoir is waiting to get upgrades to survive an earthquake. Just a few years ago, experts discovered that this reservoir would fail if there was a 7. 25 magnitude earthquake. And that would send water into morgan hill and san jose. So right now, you know, it was raining a few minutes ago. But we have had a little bit of a break in the rain but again, Anderson Reservoir is expected to spill over later today. For a look at the conditions on the peninsula Sandra Osborne is live in pacifica. Reporter we are next to the Pacifica Municipal Pier where we have been watching some steady and sometimes light rain on and off for the past couple of hours but right now we are starting to get the steady rain back but another thing we have been keeping an eye on has been the waves out here. Some are crashing over the edge so we have had to take a step back from where we were a little closer to the edge. Ones of these waves knocked a light over earlier so we are taking extra cautions out here [chuckling]. After talking with roberta earlier, we know that the swells will rise to about 13 to 15 feet with breakers up to 20 so youre definitely wanting to take caution around here and increased chance for rip current risk. Pacifica has erosion problems in the past. This system and other systems could add to the problems in this area. As they have mentioned the high wind advisory is in place. They are no joke. Thats in place now to 6 p. M. This evening. But still, keep your guard up throughout the weekend because we could see downed trees and power lines, mudslides and, of course, difficulty for driving any highprofile vehicles. I can also let you know that on our way here this morning, heading to the pier, we came across several places with pond popped. Take your time. Live in pacifica, Sandra Osborne, kpix 5. That is good advice with ponding on the roads. Roqui with all that ponding, you have to take it slow. You absolutely have to take it slow especially in the richmond area right now. That rain is coming down so lets take a live look at the Richmond San Rafael bridge. You can see very heavy rain coming down on those cars and a lot of traffic and this is all because of a rollover crash here on westbound 580 at midspan. That crash is cleared but the damage is done and there was a fenderbender in the backup from earlier so thats why the toll plaza is looking so backed up as well so pretty miserable commute across the span of the Richmond San Rafael bridge. Give yourself extra time there to get to where youre going and make sure youre alert and prepared to drive safely and carefully across all bridges throughout the bay area. We have high winds across the span of the bay bridge toll plaza. Heres a live look at that traffic. The maze to downtown will take you about 20 minutes. San francisco southbound 280 the connector to southbound 101 flooding. Caltrans is on the way. Northbound 101 after cesar chavez also flooded in the two right lanes. Ill send it to you. All right, roqui. Thank you. As rain hits the oroville area officials expect a dam that triggered nearly 200,000 evacuations to hold up fine. They are making progress monitoring the dam and spillway. Yesterday operators dialed back the amount of water released on the damaged main spillway. That will allow them to work on restarting the dams hydroelectric plant which can release additional water when its active. A vote is expected today on president Donald Trumps pick to lead the Environmental Protection agency after another marathon session in the senate. Scott pruitt has come under fire for his repeated lawsuits attempting to block epa regulations while Oklahoma Attorney general. Yesterday, a judge ordered pruitt to turn over thousands of emails he exchanged with the oil, gas and coal industry during that time. Democrats took to the senate floor to demand time to review the emails before a vote but it wont happen. The reason to freak out about this one is very simple, clean air and clean water. The san jose democrat wants to put the issue to voters but to get it on the ballot, he must first get support from his colleagues in sacramento. This bill would allow the state legislature to get rid of daylight time or change the schedule. Standard time ends for this season march 12. New this morning, San Franciscos recreation and Park Commission has crushed the hopes of the organizer planning a summer of love 50th anniversary festival. City officials rejected an appeal for a permit with some saying its unclear how Many Police Officers would be required to monitor this kind of concert in golden gate park. San mateo bridge from hayward city to foster city slow traffic there between 880 and 101. And then in Scotts Valley we have some good news here highway 17 still down to one lane in each direction between vine hill road and sugarloaf road but those delays have just come down to just 2. 5 miles of backup. So youre moving at 24 Miles Per Hour as opposed to just 8 from the last report here so expect delays on northbound 17 if you are heading there. For this particular morning commute, the heaviest rain is pushing in off the ocean through the Santa Clara Valley. If you are driving highway 85 in throughout the sunnyvale area, you have a cell with moderate rainfall. That is heavy through los gatos and tracks through 101 and south towards morgan hill or gilroy. East bay youre seeing a little bit of a break now around hayward. Richmond around 80 into the oakland area towards the bay bridge, its a mess. That 580 680 corridor moderate to heavy rainfall there, as well. And look at the north bay. As im taking a look at my computer models and seeing all this heavy rain and its encompassing highway 37 where we dont need more, its going to stick around for two hours. If you plan accordingly, i know its saying a lot you say you can say that but i got to get to work. Well, its going to be this way for the next two hours. They have now been demolished but we are looking at a system now and more as we head throughout the weekend that could potentially add to some issues with erosion along the coastline. You have backups to canal boulevard there and this is all because of three crashes earlier that are impacting your commute right now. Heading on to the bridge heres a look at the red arrows. Youre moving at just 12 Miles Per Hour so again slow across westbound 580 the Richmond San Rafael bridge. Moving over now to another hot spot heres the Altamont Pass traffic. Youre moving at 30 Miles Per Hour once you hit north flynn road. So north tracy boulevard to the Altamont Pass about 25 minutes. Traveling in Scotts Valley the speeds here have been fluctuating a bit this morning so on highway 17 one lane in each direction between vine hill road and sugarloaf road. So expect delays on northbound 17 as time goes on today. If you want to avoid this area, just in case it gets worse, take branciforte to vine hill road to get beyond the mudslide area where it tends to slow down. Thank you. The wall street journal says that theranos only had 200 million in the bank at the end of 2016. Thats a problem because it faces a myriad amount of legal challenges out there including lawsuits from a former main investor and former Retail Partner walgreens which add up to more than 240 million. Theranos is fighting those legal challenges. Theranos has been under all sorts of trouble after its technology claims didnt live up to the what they were supposed to live up to, to investors. Now, yesterday, aped anderson was inches away from Anderson Reservoir was inches away from spilling over. Today it is expected to spill over and days flooding in low lying areas of coyote creek. Anderson lake can only take so much water so for the first time in a decade the overflow spillway is going to come in handy. And we can get two, three, four thousand cubic feet per second of inflow into the reservoir so when that happens the inflow is greater than the outflow and that means the water level rises. Reporter Anderson Reservoir can only get 68 capacity. Right now its at 99 capacity. The reason for that is, is that it is waiting to get upgraded to survive an earthquake to withstand an earthquake. A few years ago it was discovered that the reservoir would fail if there was a 7. 25 magnitude earthquake sending water rushing into downtown morgan hill and downtown san jose. But right now, a bit of a break in the rain. It was raining about 5 00 but again, Anderson Reservoir is expected to spill over today and cause flooding in lowlying areas of coyote creek coyote creek. Nearly 200,000 people downstream from the dam were evacuated this week when Lake Oroville flooded and spilled into the emergency spillway.
