Reporter communities under evacuation orders are downstream from Lake Oroville. They will not be allowed back until engineers can deem both spill ways. The sheriff said he working on a repopulation plan which is going to be a project when you are talking about 188,000 people. You cant let everybody back all at once because it will simply overwhelm the highways. That is what we saw on sunday. Anne makovec kpix 5. One question that remains unanswered in oroville, was this preventable . . 2005 environmental groups filed a motion to reenforce the spillway with concrete. Warning about the potential for a disaster. Lets not wait until something happens to address it. Lets make sure if there was a report in 2005 or repair in 2013 which was the case here, on another reservoir dam, that we made sure those patches are actually secure and those warnings were heeded. Crews could begin filling the hole this week but there is more rain in the forecast and that could slow them down. You can see some of the heavy equipment at work behind me. They are gathering rock and boulders that will be distribute the on to an emergency spillway by trucks and by helicopter. An area around that spillway was quickly and severely eroded. If it had collapsed, that would with a 30foot wall of water descending on the town of oroville. It was something that ive never seen. It was a mess. Reporter right now these people have no idea when they will be able to return home. There are new concerns and questions over an environmental report from 2005 recommending the dams emergency spillway be reenforced. But state officials insisted at that point the structure was safe. And now on the right the circled area is that emergency spillway. Now we know the governor has declared a state of emergency here and that left the state to have the ability to usher in federal funds. Right now the department of transportation can exempt up to 2500 vehicles a year from federal rules. So federal law requires all vehicles to have steering wheels and brake pedals. They say that wont always be the case. In september the Obama Administration unvailed guidance to states and auto makers on selfdriving cars. And november Car Companies urged the Trump Administration to review the guidance. Which hasnt taken effect. Another judge has ruled against President Donald Trumps travel and immigration ban. The executive order was already on hold after last weeks decision by a panel of judges in San Francisco. The latest ruling from a judge in virginia goes a step further saying the ban violates the First Amendment by specifically targeting muslims. Yesterdays decision only applies to virginia but it will provide more ammunition for opponents of the ban. Members of San Franciscos Tech Community held a rally yesterday to speak out against the president s recent action on immigration.
