Reporter Hurricane Matthew is barreling towards the bahamas after hitting cuba and haiti with 145mileperhour winds. The category 4 storm brought torrential rain to haitis southwestern peninsula. Streets were turned into raging rivers. The water moved cars downed the street with ease as people tried to get to safety. It will continue to follow the shape of the coast as we head into friday up to the georgia South Carolina coast and then on saturday into sunday it starts to move north and east. Reporter matthew is predicted to be closest to the florida coast overnight from thursday into friday. People are stocking up on emergency supplies like food, water and batteries. Florida governor rick scott is warning residents to know the evacuation route. If matthew directly impacts florida, there will be massive destruction that we arent seen in years. Reporter further up the coast in South Carolina, long lines can be found at gas stations after the governor warned an estimated 1. 1 Million People could be ready to move inland. Our goal is to make sure that you basically get 100 miles away from the coast. Reporter the storm is expected to maintain 130mile perhour winds as it heads towards the eastern seaboard. Keep in mind, there you have matthew over haiti. As it blasted onshore at cuba and tangles up with hispanola it lost strength and downsized to category 3 but they gather strength and momentum so watch this as that hurricane moves into the warmer waters outside the bahamas. It becomes a category 4 again with winds in excess of 145 Miles Per Hour moving into the state of florida thursday 2 p. M. With 130mileperhour winds so we have hurricane watches and evacuations in effect at this time for the state of florida. Keep in mind that hurricane winds can extend out at least a good 120 to 150 miles so while you may be buffeted with those hurricaneforce winds in florida, youre probably beginning to see some of the effects in the state of georgia, as well. Well continue to monitor Hurricane Matthew. Sunnyvalebased yahoo reportedly created software to search its customers emails for information requested by the federal government. The Reuters News Agency cites two former yahoo employees and another source. They say that yahoo agreed to a classified directive from the n sa or the fbi. They wanted yahoo to search for a set of characters but its not clear what specific information they wanted. So far yahoo has no comment. With halloween just weeks away some in the bay area are quite concerned about clowns. Kpix 5s jackie ward is live in our newsroom to tell us about the national scare reaching the bay area. Reporter this craze thats been at the center of dozens of hoaxes in 23 states. Now the Oakland School police chief says the threat to his schools is so serious that he put into a violent category. The police chief says creepy clown messages were posted on instagram and directly targeted Oakland Schools. There were two specific threats to two specific schools but he wouldnt say which ones. The antioch and Fairfield School districts have also been targeted. Bay area Law Enforcement Officials Say there is no credibility to the threats and that the schools are safe. Clowning has gone through several definitions and, um, part of whats happening in the culture today is that we have individuals who are clearly mentally ill who, you know, are, um, donning masks and scaring people. And you know, the whole clown horror thing, its a very specific thing that has nothing at all whatever to do with real clowning. Reporter so that was sarah moore. She is the director of the clown conservatory in San Francisco. She says more than anything, true clowning is not about scaring people. Its about being a human cartoon and making people smile. Headed over to the bay bridge toll plaza, oh, thats traffic backed up towards the maze now carquinez bridge to the maze westbound along the eastshore freeway will take you up to 25 minutes. The San Francisco Police Department is trying to crack down on officers using excessive force. Its partnering with the department of Public Health to use licensed Mental Health professionals who will work with officers and suspects whenever theres a conflict. If voters pass this in november it would bring 250 million to make sure theres a safe path for kids to walk and bike to school. Thats not all measure b would do. The money would also go to reducing Traffic Congestion with highway improvements and it also will finish the bart extension from san jose to santa clara. If passed, how much is this going to cost us here in santa clara . Well, its a half cent sales tax over 30 years and its supposedly going to bring in billions and thousands of jobs. The county is partnering with the Marin Housing Authority to try to help renters find more affordable housing. Currently a lot of people are turned away because they cant afford the rent and landlords cant accept certain federal housing vouchers. Well talk about that at 6 17. California water officials plan to release the latest conservation figures today and those numbers are expected to reveal people are saving less water. If that trend continues, and the upcoming rainy season starts slow, state regulators could reinstate state mandated water restrictions. They dropped the restrictions after near normal rainfall last season and turned over control to local water districts. In East San Jose some residents who recently lost gas have no water, too. Some at hometown eastridge are using Swimming Pool water to flush toilets. The trouble started last week when a construction crew hit a gas line while fixing a road in the mobile home park. On monday the same team hit a water line. But Hometown Management said they hope to get the water back this an. More toxic algae warnings at east bay parks this morning. Swimmers and pets are not allowed in the water at Lake Temescal in oakland and quarry lakes in fremont. The lakes are, however, open for fishing. This is the third year in a row that Lake Temescal has closed because of toxic algae. Theres a new push for San Francisco to take over a neighboring city. Its the city of brisbane population just above 4,000 which borders San Francisco to the south. San francisco supervisor jane kim believes brisbane is the solution to ease overcrowding in her city. She wants brisbane to build more houses or be annexed. Brisbane doesnt want it. It wouldnt be brisbane. It wouldnt be small. I dont think our kids would be safe. I dont think that San Francisco should take over brisbane. San francisco supervisors discussed the potential of annexing brisbane yesterday. A number of firms have been reportedly interested in buying twitter including salesforce, google, also disney, at t and microsoft. Salesforce Ceo Marc Benioff really likes twitter would love to add twitter to what salesforce does even though its a completely different which is salesforce in Cloud Software for enterprise firms and there is some doubt as to whether or not salesforce could pull it off. It would be an expensive deal for the company compared to google making that offer. Twitter stock is rising on that speculation. Adp says private firms added 154,000 jobs in september. A bit below expectations. Labor delivers its report on friday. Economists think 170,000 jobs. Kpix 5 reporter melissa caen joins us now and this was a spirited debate more than we expected. What were your impressions . So before the debate, people were calling this the battle of the blands or the thrilla in [ indiscernible ] owe expectations were low but it got pretty dicey. I heard one person describe it as two dads, two sucker dads arguing with a ref for 90 minutes over their kids game. So it got actually so much cross talk so much interrupting that it got distracting frankly, um, looking at 90 minutes of this. A number of people on twitter and elsewhere were saying, you know what, im tuning out. Atlanta is on. Im leaving this debate right now. It turned some people off. [ overlapping speakers ] it was that for a lot of the debate. Now, some people are doing different counts. The numbers that i saw were that kaine interrupted pence 39 times to pences 19. One gop strategist said it was kaine interrupted 64 times. Whatever the exact number, we do know there was a lot of kaine interruption most from him. After a debate like this Everyone Wants to talk about who won the debate last night. The Republican National Committee Website declared pence the clear winner before it started. Are there any real winners in a debate like this . I saw one postdebate poll that gave the options pence, kaine, or Donald Trumps twitter feed. So, um, [ laughter ] so this is definitely unconventional. The cnn poll showed mike pence won. We are going to talk later this morning about the [ indiscernible ] focus group of undecided voters in ohio on cbs this morning. 22 of the 26 said that mike pence won this debate. And you know, look, is it going to move the needle . Maybe. Mike pence was able to get some folks who were on the fence or maybe going to, you know, sort of begrudgingly vote for donald trump more of a reason to do so and more of a reason to feel comfortable with that decision with pence as his running mate. So if anything was accomplished it was that that was the big accomplishment. So there were multiple reports out this morning claiming donald trump is furious with his running mate because there were certain times where pence passed up opportunities to defend trumps position. What do you make of those reports . Is it true . Well, so, the reports to be clear are anonymous. So no one from the Trump Campaign for obvious reasons i would guess has come out and attached their names to the reports. We have two separate anonymous reports that trump is upset because kaine repeatedly put pence on the spot and said defend trumps position on this or that and pence repeatedly dodged those challenges. Six times tonight i have said to governor pence i cant imagine how you can defend your running mates position on one issue after the next. And in all six cases, he has refused to defend him. Dont put words in my mouth. [ overlapping speakers ] and yet i will give you an opportunity to do that take them one at a time. More nations should get Nuclear Weapons try to defend. He they ever said that to be fair, donald trump did say at one point that it would be probably a good thing if countries like japan and south korea became nuclear because of their proximity to north korea. At the same time, trump has also said he is against nuclear proliferation. [ laughter ] thats how difficult it is to fact check a debate like this. So the folks inside the Trump Campaign, unnamed sources say trump was upset that pence didnt defend him well enough and a lot of people thought pence did so much better than trump did in his debate. People even title and saying pence should pinch hit for trump in sundays debate, as well. That cant be good for someone like trump.
