It will continue to rain. No rain anywhere else. It wont rain today in san jose as this area of low pressure begins to sag to the south. Its going to fall apart at the seams. We have a Flash Flood Watch in effect for this entire yellow highlighted area today all the way through sunday because were expecting up to 6 of rain to the north of the Golden Gate Bridge in the highest elevations of our mountain areas. Thats between now and sunday. One to three inches across the urban areas. That on top of saturated soil. Cloud cover right now over the bay, but temperatures are in the 50s and low 60s. A very muggy day. The other side of the story is the very windy conditions. Southeast breezes 10 to 20 Miles Per Hour. Numbers stacking up to nearly 70 degrees. We got the full forecast still coming up in just a matter of minutes. Flood barriers will be up around the Mission District in San Francisco today. The neighborhood is prone to flooding whenever the area gets some rain. The citys Public UtilitiesCommission Says the barriers are a temporary solution while they test out other ways to keep the area from flooding. The city currently provides sandbags for residents but officials are encouraging Property Owners to get flood insurance. Its the north bay thats going to get the worst of it this morning. Kpix 5 reporter jackie ward is live in rohnert park with more on conditions there. Reporter michelle, this area will most definitely see street flooding by the end of tomorrow. Roberta actually predicting three to five inches between now and friday night. And to be honest, we need the rain to keep on coming. As we made our way up 101 to get to the north bay, it got windier. As we made our way through all those towns, its within a steady light rain since we have been here so this week has been great for water in the bay area. Well keep an eye on the Russian River as a lot of people know the levels are low for the last few years. Shasta came up three feet on saturday and that was before all this rain we got this past week. Now its 63 if you want the north bay waters are just loving this water and the reservoirs are gushing. Our reservoir is at 101 of our conservation pool so we have water supply for mendocino, sonoma and marin counties. But, of course, we need to just keep on getting this rain. We have accrued so much debt in recent years from the drought. So we will take every drop that we can get. And the puddles are starting to get a little bigger here. Taking a look at the Richmond San Rafael bridge, right now traffic is still very light as you work your way across the span over towards marin near the toll plaza. No delays right now. So far the Golden Gate Bridge is a pretty decent ride. Southbound 101 from 580 into San Francisco only 14 minutes for your drive time. But again well keep an eye on that as the rain progresses through there. Now taking a look at the by bridge, metering lights are on. Youre backed up to the maze. Delays coming off westbound 580. In fact, your approaches to the bay bridge a little slowand go, as well. Westbound 24 starting to get a bit busy as well as highway 4. Better towards the eastshore freeway. Topping the list, they want to raise the age limit from 18 to 21 statewide. Supporters of the age increase say older High School Kids typically buy cigarettes for their underaged pals and raising the age limit would make it harder to do that. If it passes, california would be the second state to do so after hawaii. Another bill would classify ecigarettes as tobacco devices subjecting them to the same restrictions as traditional products. Opponents say ecigarettes encourage young people to start smoking and the socalled vaping devices have not been extensively studied and theres no Scientific Consensus for harms and benefits but some experts say they contain cancer causing agents. The Health Effect were most concerned about is cancer. Many people use ecigarettes because of the well nope problems with regular cigarettes causing cancer. Thats some pretty heavy rainfall and its just been positioned over the santa rosa area backing through occidental into guerneville as well as sebastopol. Rohnert park in the very leading edge of the this precipitation the moderate rainfall moving into that area. Knoll heights light rainfall there but in guerneville its moderate. This rain has been steady since earlymorning hours. Watch the clock tick on by draped across the north bay gradually sagging into the central bay later on this morning by 10 00. We have been here for hours now and its kind of been going in and out of this consistent light rainfall. Definitely not moderate or heavy by any means but its still consistent rainfall. Its been consistent rain here in rohnert park this morning. In general, this week and month has been great for the bodies of water around the bay area. Here in this part of the north bay well keeping an eye on the Russian River. Its levels have been low the past couple of years so it will take all the rainfall and more. Good news for reservoirs. Shasta came up three feet on saturday before our most recent string of storms. But despite this wet month, we still need the water and will continue to need it for a very long time. Its going to take several years for to us fully recover from the drought. Reporter and we racked up so much debt over the past few years with this drought that any rainstorm that comes is really a blessing as roberta has been calling this miracle march. This man with and i hate cops tattoo above his eye is in custody. Police busted him following a chase and crash in San Francisco. They say he was driving a stolen subaru wednesday afternoon. The driver tried to run over an officer and the car crashed on south park street. I saw a car veering up the street honking, crashed into another car. The subaru backed up and pinned couldnt open the door open the door got out and took off. San Francisco Police caught the man at a Mcdonalds Restaurant on second and market streets. The female passenger escaped. Investigators think she jumped on a bus. Video shows a man bart police are desperate to find. He is suspected of shooting someone to death on a train. Andria borba reports. Reporter walking down a hallway at the pittsburgbay point station toward a westbound bart train this is the first Surveillance Video released by bart. The newly released video comes two months to the day after 19 yearold Carlos Romero was shot and killed on a train at the west oakland station. We know someone in the bay area knows who this guy is. And we need help identifying him. We want to close this case and put him behind bars. Reporter previously, bart officials released this still image of their suspect, moments after the shooting, leaving the west oakland station. Video always shows a little bit more than a still photo. You can see the way he walks, his mannerisms, the way he carries himself. You can see a little bit better of what he is wearing exactly. Reporter kpix 5 has learned bart detectives were hesitant to release the video for fear of jeopardizing their investigation. With leads exhausted and no arrests made, bart finally caved. Surveillance is a great tool for solving crimes. And thats why we rely on it here at bart. Reporter thats a point up for debate. After a public records request in january, it reveals that only 23 of bart cars were equipped with operating cameras. The rest of the housing seen throughout the system are dummies. Carloss death was on one of the cars that had no surveillance cameras. Extremely rare for this kind of violence to happen on bart in front of so many people. We want to bring justice to this case. The state senators are considering a sweeping set of bills that would make it tough to smoke or even start smoking in california. This comes right on the heels of what San Francisco passed last week. Now, San Francisco supervisors voted unanimously to raise the smoking age from 18 to 21 making it the second largest city to do so behind new york city. And so now california state senators want to raise the age limit to 21 statewide. If it passes, california would be the second state to do so after hawaii. Supporters of the age increase say older High School Kids typically buy cigarettes for their underaged friends and raising the age limit would make it harder to get tobacco. San francisco supervisor weiner says the City Ordinance was aimed at discouraging young people from turning into lifelong smokers. When someone starts smoking as a young person, he or she is much more likely to be hook for life than if you start later on in life. So the more we can delay people starting to smoke the healthier people are going to be. Reporter another bill would classify ecigarettes as tobacco devise subjecting them to the same restrictions as traditional products. Opponents say they encourage people to started smoke. Vaping devices havent been studied so theres no Scientific Consensus on the harms or benefits. It goes to the governors desk for the signature. Look at this. It is cleared out significantly as you head towards the dublin interchange right now. Westbound 580 Altamont Pass to 680 only 16 minutes now for your drive time. So good news to report through there. Once you connect over to 680, southbound looks like about a 34minute ride to go from 580 down towards 101. But thats in the green, as well. Southbound 680 though through walnut creek youre going to see some speeds right around 42 Miles Per Hour sluggish connecting to highway 24 on the westbound side.
