A gruesome discovery on San Francisco bay today. A decomposed body surfaced near a pier where a tugboat crew was working and tonight that body is still out there somewhere. Our mark kelly reports the body vanished below the surface before anybody could get to it. Reporter the body surfaced near pier 50 in San Francisco. The Police Marine unit and fire boats headed to the scene. A little alarming for you guys . Oh, of course, yeah. Startling this morning when i came in. I received a call. Reporter for the battalion chief, his crew had few details and many variables working against a successful search and recovery. In this case, we are talking torso and the idea of how long its been down. Were talking about eventuality of, you know, the body floats to the surface. Reporter 7 30 this morning, crews from this tugboat business were towing a dock from pier 50 to this ship in the bay when 300 yards out, the body surfaced. But towing the dock was time sensitive so crews continued with the towing while alerting rescue crews as to what they saw. But when rescuers arrived, the body was gone slipping back into the bay and right past the firefighters. In this case, it was just going out for recovery and had negative results. Reporter as far as identifying the body crews think it could have been a kayaker who went missing on that same dock on this bay several years ago. No way to verify that unless the body surfaces again. The body may possibly resurface. I mean, time will tell. Reporter in San Francisco, mark kelly, kpix 5. Firefighters say the body was too decomposed to know if it was a man or woman. Governor jerry brown will meet with nurses next week to hear their concerns that california hospitals are not ready for ebola. A group of nurses held a rally last weekend in oakland. They say some hospitals are ignoring cdc guidelines and others are cutting corners on gear. The governor has responded by promising to put Safety Standards in place to protect nurses and healthcare workers. The meeting is set for tuesday at the capital. Thousands of apartments in oakland could be in danger of collapse in a major earthquake. Thats according to a new report from the city. It looked at 1300 soft story buildings around oakland. Those are buildings with less structural support due to underground parking or because of open garages or other kinds of open space on the ground floor. The report found 22,000 rental units are at risk of failure. 11 of oaklands renters live in soft story buildings. It would cost about 10,000 per unit to retrofit them. More than 200 volunteers took part in disaster training exercises in San Francisco today. They were held at fort mason and at a nearby high school. Organizers say every disaster like the recent napa quake is an opportunity to learn. And one thing they have realized is the huge role that social media now plays in helping emergency responders. All efforts to eradicate them have failed so next month a chemical will be dumped in the water to kill them all. Official with the Presidio Trust say the chemical will disappear after a few days.
