We are live at Oaksterdam University in oakland sometimes called cannabis college. We have some plants here that students will be using to learn how to cultivate marijuana. The classes and seminars are packed. Recreational marijuana will be for sale in 2018 but california already is growing far more marijuana than it consumes. Theres a lot of growing going on. California is a great state for agriculture. Reporter but could we be growing too much . This person is the executive director of the california Growers Association. He says that the state is growing far more marijuana than it consumes. Our organization thinks its probably eight times at much. Reporter california produces 14 to 16 million tons of marijuana and it consumes 1. 5 to 2 million. Clearly some california product is going to other states which is and will continue to be illegal. In the past when a product left the farm theres a good chance the grower had no idea where it was going. But in the future, every, single license holder is going to need to know exactly where every gram of product is ending up and so conditions are going to change very quickly. Reporter the regulations are supposed to begin on january 1, 2018. At that point, growers will have a choice. Get a license and keep tons of extra marijuana in california, or continue to farm and sell across state lines in violation of federal law and under the radar. Nobody wants to operate under the radar. They want to do this legally and say hey, look, what im doing is okay. Reporter this man is a dean at Oaksterdam University where students study marijuana. He says growers will want a business license and when the retail space for marijuana opens up, there will be new uses for any surplus. About 75 pounds of cannabis, which is a lot, can produce perhaps, what, five liters of oil and if you look at that, then a lot of cannabis can make a little oil so if you talk about a surplus, thats one very, very good avenue. Reporter and he says the demand for cannabis products in california will be enough to handle the supply. But im not hearing that story of hey, we have too much. Can you come back in a month . Its moving. Reporter now, allen says that what he would like to see is for the state and local governments to go ahead and license and open up places for marijuana retailers to sell their product. So that if theres any surplus, theres plenty of avenues and ways for consumers to purchase whats being grown and regulated right here in california. So if cities are reluctant to hand out these licenses, how is that going to trickle down to the growers and their regulations . What are they going to do . Reporter well, you know, so the fear is and the danger is that local governments even though people there might be theoretically in favor of legalized marijuana think, i dont want it in my neighborhood, i dont want it in my backyard. So you have zoning issues, tax issues, potentials for banning the sale in certain jurisdictions. And if that happens, then theres not great incentive for growers to come online to register and show where all of their product is going. And when that happens, you have environmental consequences and potentially crime consequence. All the dominoes have to fall. Thank you. New fallout for Contra Costa Countys disgraced former district attorney. The state bar has temporarily suspended Mark Peterson from practicing law and has appointed a special counsel that could recommend he be disbarred. Peterson resigned as d. A. Six weeks ago after pleading no contest to perjury. He admitted to illegally spending more than 66,000 from his campaign fund. Next month, Contra Costa County supervisors will begin interviews to replace him. A federal ranger will be allowed to testify in the murder case of Juan Francisco lopezsanchez. That persons stolen gun was used to kill kate steinle as she was walking on San Franciscos pier 14 two years ago. Attorneys for lopez say it fired accidentally after he picked it up. A start date for the trial is next week. An oakland courtroom asked the judge to release one of the suspects in the oakland warehouse fire that killed 36 people. They argue that max harris should be released from jail on his own recognizance. Reporter the judge at this courthouse gave max harris a quarter Million Dollars bail reduction instead of releasing him without any bail amount. But the Defense Attorneys are still not happy saying its not good enough. Reporter no cameras allowed inside the courtroom but plenty of emotions outside after a judge denied requests to release ghost ship fire co defendant max harris. His two friends didnt speak but were disappointed. Hes a beautiful person. Even one dollar bail is too much. Mark my words, we will get max harris out before trial. Max harris will not rot in jail. Reporter harris is facing 36 counts of involuntary manslaughter. Prosecutors say harris is the second in command at the ghost ship warehouse and on the night of the fire, blocked an escape staircase. The defense denies that saying harris guided people to safety. He is not going to be able to afford it. We are going to try to raise the bail. Reporter the Defense Attorneys argue harris is a great character, not violent, not a flight risk and will report to every court date if released on his own recognizance. But some victims families wrote letters asking the judge to deny the request. The judge says, 36 deaths amount to a serious case. He also says harris lacks ties to the community with no family, job or home here. The judge reduced the bail amount from about a Million Dollars to 750,000. We plan on asking the community to raise money to post property, real estate. Reporter the defense is trying to distance harris from the warehouse Master Tenant derick almena. I asked him what its going to take for john kelly to calm the chaos within the trump administration. Our Top International story now, north korea test fires another intercontinental ballistic missile. That country says kim jongun was on hand for the test and his country can now conduct a surprise attack on the united states. Experts say the launch proves north korean missiles could reach the bay area, denver, chicago, even boston, and new york ken bastida here with more on this. Ken. Reporter yeah, veronica. This latest test launch is pretty sobering news. The question now, can north korean scientists outfit these missiles with a Nuclear Warhead . The u. S. Military confirms north korea has successfully testfired a second intercontinental ballistic missile. The icbm was launched shortly after 11 p. M. Local time. It flew for 45 minutes. It traveled about 1,000 kilometers, 621 miles. It splashed down within japans exclusive economic zone, territorial waters in the sea of japan. North korea launched its first icbm on july 4. That flew for 40 minutes long enough that it would have been able to hit alaska if it had been launched on a different trajectory. When we made computer models of it and simulations, we thought it would be able to go much further than that. What the North Koreans have done now is demonstrate that, yes, those models are right and that this missile is capable of going much further than alaska and could strike targets throughout the united states. Reporter he studies north korea for the Brookings Institute and points out that pyongyang has not yet tested any Nuclear Weapons this year. They may just be in between preparations for a device that could be tested soon. Or they may prefer not to reach quite that level of escalation. Reporter congress voted to issue new economic sanctions against north korea in response to its missile tests. But President Trump has not yet decided whether to sign the bill. 982. The bill is passed. Reporter the senate voted overwhelmingly yesterday to pass the measure which also includes sanctions against iran and russia. A message coming from congress on a bipartisan basis is these are hostile regimes and sanctions are warranted and call for. Reporter the white house has criticized the bill because it limits the president s sanctions power but legislation has enough support to override a veto. So now we know apparently they can go the distance but there are still a number of hurdles for north korea including accuracy. The measure also requires the president to notify congress before making any alterations to the sanctions policy. And it allows lawmakers to block those changes. President trump is upset about the senates failure to pass the bill to repeal and replace obamacare but says you cant have everything. He also says he was right about the matter all along.
