In sausalito, emily turner, kpix 5. The other big story in the bay area now, right now grassfires everywhere. Chopper 5 is live over one of the largest burning at Travis Air Force base. In fact, they are using base fire trucks to douse the flames. Some of those flames are coming very close to trapped cattle. At one point, the cattle were racing towards the fire. Then they turned around. Fire crews are working to protect them. The threealarm fire broke off a few hours ago in suisun city. Its burned up to buildings near Travis Air Force base. In yolo county a 250acre fire has prompted mandatory evacuations near highway 21. An advisory evacuation is in order for golden bear estates. Now, this fire is also closed a stretch of highway 128. That connects 505 in winters. It will reopen tomorrow morning. Another grass fire burned a half acre on Ring Mountain in marin county. Its open space between tiburon and corte madera. Firefighters made quick work of this one. As of 20 minutes ago, it was out. And chopper 5 over a 5acre fire in livermores wine region this afternoon. It completely destroyed an old barn and some vintage equipment inside of it. No injuries. New at 6 00, the states plan to take water from the Sacramento River north of delta and then tunnel it down to pumping stations in the south is being called californias water fix. Kpix 5s john ramos spoke with some people, though, who live on the delta, and they say it feels more like the fix is in. Just a water grab to take it out of here to the south. It dont matter what happens to the delta. They just want it down south. Reporter ken is a delta pear farmer on the Sacramento River and also operates a private beach resort at a spot called steamboat landing. He says if they place intake pipes above his property and begin siphoning off water at 9,000 cubic feet a second, he and his neighbors are doomed. Without that flow pushing back against the saltwater, well have a massive amount of saltwater intrusion here in the delta, which will ruin it basically forever. It will never go back. Reporter those arguing about this in sacramento see the water as a resource. But for the small towns near the delta, the water is a way of life. My name is doug butts. I live in hood, california, where the delta is. Reporter dougs family lived in this tiny town since 1930. Hood is where the state plans to locate one of the intake pipes for the massive 40foot diameter water tunnel. No one here thinks its a good idea. The water would go down so low in the delta out here, there would be no more boating and not many fish. Reporter most who live here dont attend meetings in sacramento. They just hear things, like how these rivers might be turned into saltwater marshes. And they are scared no matter how much the state tries to assure them Water Quality will be protected. Water quarter standards have to be met no matter what. If that means the intakes dont get used, thats what it means. Its going to get done and not use it . No way. That makes no sense. Reporter the state says taking water from the delta before it ever gets into the delta will make the water supply safer and improve fish habitats downstream. But residents see that as a crazy contradiction. And they are not very encouraged by what theyre hearing out of sacramento. We have a lot it learn. Its become very clear to everyone that we have to embrace the uncertainty of the delta. We dont know exactly how species are going to respond. That project is expected to take 10 years to complete. Guilty verdicts this afternoon in the coldblooded killings of the San Francisco jewelry store. A jury convicted barry white of antioch on all counts including two for firstdegree murder and seven for attempted murder. In july of 2013, white walked into a shop on brannon street south of market and demanded a partial refund for pay gold chain. Then he slashed the throat of two female clerks killing them both. He also shot and wounded the stores owner. This afternoon, a juror said graphic Surveillance Video was crucial to help prove intent and premeditation. I thought that was appropriate to show that video to see, you know, to see what was going on exactly. When the prosecution presented the video, it was like it gave us a real good overview of what was really going on. It was necessary to see. The two women killed were 35 and 51. Relatives were in the courtroom today as the verdicts were read. A legal victory for a vallejo couple at the center of a 2015 kidnapping case that police initially called a hoax. Angela greenwood reports, the federal judge has ruled that couple can sue the city over the way they were treated. Reporter the two were the victims of a home invasion. Aaron quinn tied up and drugged and his fiancee, kidnapped, sexually assaulted and held captive for days, denise huskins. Police confirmed the kidnapping case, only to take it back claiming the couple lied. I will classify it as a wild good chase. Reporter but the couple was telling the truth and this man then 38yearold Matthew Muller pleaded guilty to it in 2016 and is facing 40 years in prison. Quinn and huskins, though, claim they still suffer from Emotional Distress and they are suing the city of vallejo for not taking their initial report seriously. They really should have been looking for the kidnapper instead of blaming two innocent people. Reporter the city attempted to have the lawsuit thrown out, but the judge denied that motion. In san jose, people forced to flee their homes when coyote creek flooded last winter are now filing claims to cover their costs. They are blaming the city of san jose, Santa Clara County and the Santa Clara Valley Water District for botching the evacuation process. City leaders are considering a plan to extend floodwalls and levees upstream of coyote creek flooding. Novato Police Looking for people suspected of stealing gas from a School District bus yard. Just after 11 p. M. Last night a custodian called the police when he saw a man and woman siphoning gas from the underground storage tanks. He took photos that captured the woman in the passenger seat. Police are hoping someone will recognize her or that white truck. A Police Canine gave Sonoma County detectives an assist in catching a suspected car thief. This stolen kia slammed into a light pole when police tried to pull over in santa rosa this afternoon the 18yearold driver then tried to run away. Thats when officers sent their k9 colleague after him. Once the dog caught up with him, the suspect immediately and wisely gave up. There will soon be a new sheriff in town in Sonoma County. Aside from the smaller robbery cases, this is the second time in three months a large group of kids robbed and attacked bart passengers. It happened friday evening at the coliseum bart station. Authorities say a teen robbed a woman of her iphone 7. They say as the kid and his friends, about 13 of them, walked out of the train, this Good Samaritan demanded the kids return the phone. They jumped him, but somehow the offduty Security Guard fought the kids off and got the phone back for the woman. Its crazy to think this is a really common thing to be happening at this station. Reporter Charles Ennis was not involved in friday robbery, but he tackled another robber on june 18 at the same bart station. He says a 16yearold teen snatched a womans smartphone on the platform. He confronted the kid and got a cut to his forehead. I just drove him to the sideline, grabbed him against the wall, you know, and held him, asked him to bring out the phone. He complied, i gave it it the old lady, and he ran. Reporter there have been some brazen robberies at the coliseum station. On april 22, bart says 40 to 60 kids stopped the train and robbed the passengers of their phones and wallets. In fridays robbery, bart Police Detained the 13 kids involved. Think that he was a Good Samaritan. He took on 13 guys. Reporter bart is downplaying the friday robbery didnt even send out an alert to passengers saying no need to make a big deal since theres no public threat. They declined and interview and called this an attempted robbery because the Good Samaritan got the phone back. Thats complete bull this is happening more and more often. In fact, that bart is even attempting to try to cover it up is disgusting. Reporter bart says the robberies are not connected saying different groups of kids are committing these robberies. In oakland, im da lin, kpix 5. It may soon cost more to ride caltrain. The agency is considering raising fares and parking fees to bridge a multimillion dollar budget gap. The proposal on the table would increase caltrain zone fare by 25 cents, eliminate the eight ride ticket, and then increase monthly parking from 55 to 82. 50. I never imagined i would be in this position where i would depend so much on caltrain. And its really frustrating to feel like youre hostage. If its going to help improve the service, i would be all for it. Caltrain heard from the public in san carlos today. Staff will make the final recommendation to the board next month. And if approved, those increases would take effect in october. Meanwhile, a camper crackdown in palo alto. Police spent the day leaving messages for rv owners, warning them any motorhome overstaying the 72hour parking limit will be towed. Officers are issuing flyers on rvs parked along El Camino Real to remind owners to move them every three days. The city says its trying to strike a balance between sympathy and respect for the law. They have been kind of lenient for a long time, and i think they are cracking down because theres more and more people out here. Police hope this will prevent them from having to have them towed. Three San Francisco landmarks are about to get some 7figure facelifts. Kpix 5 reporter simon perez tells us that the state is spending 6. 5 million to help boaters, dancers and dog owners. Reporter it doesnt take a bloodhounds nose to sniff out the happy dogs at the Golden Gate Park off leash play area. Pretty much all of them are. So are their owners. Still, the dog park is due for some upgrades. The state plans to spend 2 million to add more benches and improve fences and replace the dusty dirt with doggie turf. Brian comes with his dog to the park every day. He suggests the state target another spot. The water station needs to be done in a much better way so it drains properly and removes the potential Health Hazards from all the animals here. Reporter this is another one of the projects on the list. Its the public boat dock at lake merced. It doesnt look too bad from here. But down at the other end, its easy to see this isnt just about cosmetics. This is a safety issue. We tape it off with cones. We tell them not to go there. By the end of next year 3. 5 million state taxpayer dollars will help transform it into a performing arts center. The state funding is on top of 10 million already dedicated to renovate the barn. Reporter a Mountain Lion in Alum Rock Park seems to be getting too comfortable. Its been spotted several times just in the past week. You can see it there under the tree. This video was taken by a park ranger. To be safe, rangers have shut down the south rim trail and the one way road to give the Mountain Lion a little space. Frequent sightings in the same area are what makes it more unusual and uncommon. So if we give him the opportunity to move away, if he has a food cache he will feed on it for a few days and move on. Experts say if you see a Mountain Lion, stop, make sure your presence is known, and slowly back away. But dont turn around and run. Experts say that triggers a chasing instinct. Our Christin Ayers just arrived on scene. She has the latest for us. Christin. Reporter we just spoke to firefighters. They told us this fire started near homes in suisun city near here. You can see where it spread 35 to 40 acres. Firefighters are still out there trying to battle it. Some trees caught fire next to two homes. Then the wind blew the flames over into the open field and again it spread about 35 to 40 acres over there and spread to nearby Travis Air Force base where firefighters from the air force base had to take over. Our chopper 5 captured some aerials of cattle that are actually on the air force base a group of grazing cattle, the flames coming close to them at some point. Firefighters had to direct the cat al way from the flames at that point. Cattle away from the flames at that point. No cattle or people injured. Authorities say that two outbuildings, essentially a shed and a trailer that once served as an office space, were burned. Both of those were abandoned at the time. Those were the only losses here. They were going to be torn down. So firefighters say this is actually making things easier. They will be on scene for hours for hot spots. Live in suisun city, Christin Ayers, kpix 5. Marin county just moved a step closer to carving out an exception on Affordable Housing. State lawmakers from other parts of the bay area dont like it. Kpix 5s political reporter melissa caen is here to explain. Reporter yeah. Its a rare sight when you see bay area politicians not voting together. Today the Senate Passed sb106 a budget bill that includes a controversial provision that did split bay area senators. It shows that there is big disagreement on who is responsible for bay area housing. Right now, the cost of housing in marin like the cost of housing in San Francisco is so exorbitant that even people who grow up there cant afford to live there. Reporter and yet marin county is fighting to be held to a lower standard for Affordable Housing and is winning. Today, the Senate Passed a budget bill that contained a little gift for marin. For the next 15 years, Affordable Housing projects there can be smaller. Senator scott weiner explains. That means that when Affordable Housing is being built, you will have less Affordable Housing. So maybe instead of 100 unions, maybe youll have so maybe instead of 100 units, maybe youll have 60 units. Reporter some are furious they wont build more Affordable Housing. Weiner and skinner locally opposed todays bill. I do have pause with the extension of the provision for marin county. The bay area in particular is suffering. People are being evicted. People cannot afford homes. Reporter some in marin county think that the county should only have to build for people who work there. It seems like San Francisco and some of the other communities are promoting jobs and promoting job growth in their communities, and we think they have the responsibility to provide the housing for those jobs. Reporter susan is the cofounder of citizen marin. Marin really ought not be the dumping ground or the commuting center for people to go into San Francisco. Were all in this together, and San Francisco has to do its fair share for housing. San mateo county has to do its fair share and marin county also. Reporter now, the bill sb106 also contains a number of other parts, tax credit for people are low income and and expanded workforce training program. But now that whole bill goes to the governors desk for his signature. More Affordable Housing could soon be arriving at a bart station near you. A bill that cleared the way for more Housing Construction on bartcontrolled land passed through the state legislature today. Bart estimates it could result in up to 20,000 new units including 7,000 designated as affordable. The bill now heads to the governors desk. The Program Costs the county 1,500 a year. Its a nominal cost to the taxpayer. It gives the taxpayer the opportunity to come here free of cost. You dont have to live in redwood city. You dont have to live in san mateo. Its open to everyone. Jail personnel monitor those cameras around the clock. More employees are working remotely and one Company Just Found a way to make a profit from it. Based out of new york, work eat play was created by former wait staff and bartenders. They provide full service, wi fi and unlimited coffee for a rental fee. It was out of a need for space to work out of for a solution that wasnt as expensive as coworking spaces. They plan to launch in San Francisco this september with confirmed restaurants in five different districts. Bay area researchers have come up with a powerful new method to detect a bad heartbeat. Stanford computer scientists have come up with a deep learning algorithm for arrhythmias. They say this new software can diagnose 13 different types of abnormal heart rythyms. They developed it with help from a heartbeat monitoring company. The Company Provided the scientists with numerous electrocardiograms that they sent through the algorithms. We collected samples of 30,000 patients. The ekg is one of the most useful first line diagnostic tools for trying to figure out whats wrong with someones heart. The researchers said it was more accurate than a cardiologist in making a diagnosis. Most arrhythmias are harmless but some are serious and can be lifethreatening. The town of davenports prob s to despite a wet winter one coastal town in Santa Cruz County may run out of water. The town of davenports problem lies in its ties to the cemex cement plant, which closed in 2010. City water runs through the plant pipes. Last winter storms damaged them so the town switched to a backup supply which runs dry in summer. Now, according to one county supervisor, davenport has less than a month of water supply left. And the company is dragging its feet on repairs. They always kept the water supply flowing to both their plant and this community. And now that they have left, they decided to essentially abandon the community. Cemex said the damaged pipes are not on cemex property. They blame the county. The county responded this afternoon that although cemex no longer owns the property, it does own the pipes. Until the longterm solution is found, emergency plans are being made to truck that water in. And another water issue in the east bay has shut down a popular lake. Kpix 5s don ford shows us toxic algae is to blame. Reporter Lake Temescal looks beautiful this time of year. Too bad its too toxic to swim in. Lake temescal we have a small bloom and, um, but it does have toxins. So thats what were concerned about. Reporter the toxins are from naturally occurring blue green algae, a lot of it, and right on cue just like this time last year, the east Bay Regional Park District closed the lake. No swimming, no wading, no contact. There are some that can give you a skin rash. But most of the Health Effects are when you consume it. So you dont want to drink the water. Reporter the muck is thick in some places and colorful in others. While okay for ducks, not so for dogs. They can become very ill. We are keeping an eye on that big grass fire burning in Solano County right now right on the edge of Travis Air Force base. Its burned dozens of acres of grass. And at one point the flames had a small herd of cattle trapped. Firefighters were able to protect the animals. The threealarm fire burned a couple of structures that were due to be torn down anyway.
