We always move at the speed of safe. We have to keep the public and responders safe. Reporter bart engineers are also monitoring the barge closely. This is how it looked before it capsized. About 100 feet long and 50 feet wide. They were using it to work on the transbay tube. A bart Spokesman Says the barge is about 1,000 feet away from the tube. But engineers have questions. That its very stable that its not going to drift towards the tube. Thats obviously our biggest concern right now. Even so the tube is buried under 25 feet of sand. Reporter the barge does not move near or drift near the tube, then it should be find. Right now they dont anticipate problems. So right now, the priority is to cap the leak and, two, try to remove the barge away from the area. Even though the yellow boom is gone, they still have two large yellow balloons to mark the locations, the last known location of the submerged barge. Allen . Da, besides the weather, it is obviously going to be dark soon. Do we know how long theyre going to be out there . Reporter theyre talking about days because it will take a lot of time to get in there and get a diver or divers to go down there and right now its too dangerous to send anybody do so even with that, they say it will take days to clean up and possibly hundreds of thousands of dollars to clean this all up. Very expensive. All right, da, thanks so much. New at 6 00 a pacifica sinkhole getting high level attention. Its been sitting unrepaired for months. Now the state is stepping in. Kpix 5s jackie ward is in pacifica with that story. Jackie. Reporter liz, when people see a news crew roll down to the pacifica pier they know why. Because were talking with the ongoing erosion. Now the states Coastal Commission is trying it light a fire under the group who is responsible for getting that sinkhole repaired thats been unrepaired for months. Its a sign thats been up for months. Ramp closed for maintenance. For those who live around here, its frustrating. They will never have a walkway over there unless they build, you know, something thats, you know, completely sound. There should be a concerted effort to get people in here and really do a real remodel job. Reporter mary has lived here for 15 years. While she is not worried about her safety living close to the water, she believes the city has an opportunity to fix the seawall. Right now its straight up and down and that is not conducive to good erosion control. They really need to have a wall that has an angle so that the waves come into it and then go away. Reporter this sinkhole just feet away from where apartments had to be torn down opened up in december. The walkway still remains closed and the california Coastal Commission is pointing fingers at ocean air apartments. The commission claims its only received preliminary drawings from ocean air. Its not enough and they are getting more concerned. Do you think pacifica is doing enough . I i dont really think they are spending enough money. They had a sinkhole right there on the walkway. And you could tell that, you know, they didnt put too much time into, you know, thinking this out before it happened. Reporter in regards to that sinkhole, the city of pacifica wouldnt comment because they say they are not the ones responsible for fix it. Ocean air apartments is the one that should get that repair work done. They were unavailable for comment. In pacifica, jackie ward, kpix 5. Frankly, they didnt think too much when they developed it back in the early 60s. Its all landslides thats intersected by the san andreas fault. Good luck trying to stop the fault and landslide. The kpix 5 hidef doppler as you can see some heavier cells beginning to move in right around larkspur and mill valley and then you go across the bay over to alameda in oakland and piedmont and theres some good cells coming down but most of the action is offshore as we are going to be getting hit with more rain tonight when another secondary front moves through at about 10 00 tonight. There will be rain moving south tonight. There will be winds gusting up to 35 Miles Per Hour but in neither category neither the rain nor the wind will be as strong as it was last night when, by 11 00, 50,000 people were knocked out of power. Kiet. Reporter yeah. We are right in the thick of it. You can see there is mud right up to the front doorstep of this home here on banning drive in the Oakland Hills. We have been coming and going from these homes all day to monitor the progress of the mud thats coming to the back of the home and then just after lunchtime, the city of oakland came in and redtagged these buildings saying that the mudslide and the crumbling road above it made it too dangerous to be inside. At barbra stones home on banning drive in the Oakland Hills all thats left to do is hope and pray. [ inaudible ] whatever happens. You can see where its pushing this door but if it keeps going, the pressure is going to break through. Reporter for Diane Henderson next door the situation is dire. Her home took the brunt of the mudslide and now a wall of mud two feet high is pushing against her sliding glass door and coming inside. Theres mud in the back bedroom, unlivable. Reporter its coming down from the street that runs parallel to and above banning drive. A 20foot section of the street just gave way around 8 p. M. Last night taking out a huge chunk of asphalt along with it. Crews from the city of oakland have been brainstorming how to fix it all day. I see a lot of engineers Walking Around here. Are you confident that they will be able to safe your house . No. [ laughter ] im hopeful. Im trying to be positive. Reporter for this person, the mud side missed his property. Standing on his deck you can see the damage next door a reminder. Living around the bay area, you either have earthquakes or fire or weather. So we have to get used to that. Reporter to give you some sense of the force of the mud and the size of the mess, it is hitting the back of the house coming down the side corridor and flowing out here to the front of the street. Well have more coverage on the fallout from the storm coming up in just a few minutes. New at 6 00, sorting out the winners and losers after a bruising political fight in sacramento. The lawmakers passing the billiondollar gas tax for road repairs and kpix 5s political reporter melissa caen, you were at the capital for late vote. It was. Jerry brown had a press conference at 10 45 p. M. To celebrate the passage. So yeah, it was a long night. But for you folks at home, youre not going to see these new taxes until november. But now that the fight is over, we can see who wins and loses. The winners, state leadership. Thats governor brown, happy birthday, governor, by the way. Senate president pro tem kevin deleon and Assembly Speaker anthony rendon. They set a deadline of a week to pass it and they got enough democrats and one republican needed to pass that road repair package. After a very long day of voting, negotiating, senator deleon had this to say. Its important to do a contrast between our rhetoric and real action. We delivered here. Now, other winners include holdout votes. Thats right. The leadership was ready to deal to get this passed so for a handful of legislators this meant moving about 1 billion in transit projects to the front of the line. Another winner a group that paid for all the ads encouraging people to tell representatives to vote yes on this package. Fix our roads is an organization of labor unions, chambers of commerce and transit agencies. And they are all winners now in this final count. Now, for the losers, they include state republicans. Now, despite their impassioned speeches about the poorest californians being hurt by this, they could not stop it from passing. The leader of thsenate republicans jean fuller had this to say. Its a sad day. The people in my community they are very hard working. They basically want their children to have a better life. And every day, they attach more but they never see the services. Other losers include legislators who didnt hold out. Im only partially kidding but this was a chance to bring home some pork. So if your representative voted yes and didnt demand something great for your district in return that was a missed opportunity. Finally, the final loser farming and agriculture. Businesses like farms that transport tons of goods in trucks on state highways say this tax will hit them very hard and cut into their already slim margins of profit. We might see an increase in the cost of food that they are transporting. They are going to pass on that cost to us. Of course. And were going to pay the extra tax so well just keep paying and paying. Its been two months since a slide cut off a section of highway 35 in the Santa Cruz Mountains. It created this gaping hole and closed the road. As of this evening, things have not changed. Kpix 5s len ramirez on the long road to getting it fixed. Reporter high up in the Santa Cruz Mountains highway 35 is still a road to nowhere. Two months after a massive mudslide create a 300foot chasm where the road once stood theres been a lot of talk but little physical progress towards fixing it. They are taking surveys. Look at it. Its going to take a lot of work to restore it. Reporter maria and her family live in a sort of no mans land right now halfway between the big slide and its little brother, a mile to the north. Fortunately, the smaller slide wasnt a complete washout. But the family is down to just one fragile lane to get to town. Its been really, um, freaky that roads are breaking. And im really happy that there are people that are trying to fix them. But it will take like centuries to fix them. Reporter it may seem that long for residents commuting to work and school who now must use the narrow and windy black road which is also down to a single lane in spots. The commute is longer. You never know when storms hit you dont know if youre going to be able to get home and how long it might take. So yeah, its been difficult. Reporter the chasm is so deep and wide, it presents particular problems for the engineers trying to fix it. Some have suggested building a bridge across it. Others say a road around it might be necessary. Caltrans estimates fixing the slide could cost 29 million making it one of the most expensive storm repair projects in the state. To make matters worse for neighbors, the slide has become a sort of tourist attraction on weekends adding parking problems and traffic jams to the mix. On highway 35, len ramirez, kpix 5. Well, they are still adding up the damage from the latest storm. Strong winds caused big trouble at a benicia house. Reporter the storm started in the late afternoon. [ loud wind ] reporter by nightfall, the conditions became dangerous. We had gusts to 70 knots. And swells about 5 feet in the marina. Reporter docks started breaking away and several large brandnew sailboats broke their moorings and crashed into each other. The sudden Severe Weather surprised even the most experienced sailors. Once you have one thing failure that puts more load elsewhere and then as you go down the line, you progressively get more and more failures. You have lines that are securing the boats snapping, cleats ripping out of the docks, docks failing. Reporter cleanup and Damage Assessment started at daybreak and most boats had only surface damage but a few got holes. The most serious already pulled out of the water and being expected at local boatyards. But even with in setback, the show must go on. The boats are tough, sailors are tough. Its a lot of fun seeing, you know, seeing all these great boats. Reporter despite the damage from last night and it was significant damage, the boat show is now back open and will remain open for the rest of the weekend. In richmond, don ford, kpix 5. The show will go on yes, that wind that was a little too much. You know, the models were great on this. A week ago we had indications we were going to get hit good thursday, friday so cant say that you didnt know we were warned. Always in a storm you get stronger wind gusts, wind gusts. We are going to get hit again tonight not as much rain and wind but there could always be problems with it. Just to cut to the chase, tomorrow afternoon, we should be clearing. I want to start with that Silver Lining behind the clouds that are now producing rain over much of the north bay and now creeping to the peninsula. Even at the east bay where the hayward fault slices through the intersection they have a fairly good cell and over by alamo you can see that they have moderate rain in the neighborhood. But the brunt of the rain is off sort moving into the bay area tonight and early tomorrow morning. Right now low 60s. And its all powered by that low pressure thats skirting the shoreline of Washington State but on the south end of that we have a front coming through. Heres where we are right now. Look what happens by 10 p. M. We get a narrower band of rain that wont last as long as what we had last night. But when it gets here, it will be fairly intense. Scoots through, dont be lulled into a sense of false security. Theres another one coming through at about 8 a. M. Widely scattered showers tomorrow morning. Each one successively weaker than the last front that moved through. So tonight not too bad. Tomorrow morning, not bad at all but its not going to begin to clear up until tomorrow afternoon. Beach hazard statement for big breakers at the beach because of rip currents and sneaker waves. Overnight lows tonight, well see them down to 37 at santa rosa. And for tomorrow, the numbers will be in the low 60s. Extended forecast we are going to be looking for showers tonight, we get hit beginning in the north bay about 10 00, another band of showers early saturday morning. Sunday and monday okay as well as tuesday then more clouds behind the Silver Lining. We are another weaker system moving in wednesday and thursday. But heads up, theres more to come. Thank you. Like california, his state has been in the crosshairs of some of President Trumps policies. Kpix 5 political reporter melissa caen caught up with bill de blasio today. Reporter yeah. I did. You know, he was only here for one day. So really, really busy. He is raising money for his re Election Campaign but we managed to catch just a few minutes with him. Now, he spent the morning in San Francisco where he attended a fundraiser hosted by mayor lee. We asked mayor de blasio about a recent republican proposal to eliminate the state income Tax Deduction from federal taxes. Now, this would only affect states that have an income tax but that includes california and new york. Its one of those proposals that has been talked about that would actually undermine our ability to have strong local economies and to serve our people. Actually talked directly to then the president elect about this topic. I think he is aware of it. I think a lot of people he has worked with in new york city in the Business Community i think nationally the Business Community think its a really bad idea. And like most cities here in the bay area, new york is a sanctuary city. So we asked him how he views the trump administrations threats to cut federal funding. It would mean defunding anti terror efforts by the nypd. Thats another way where the president is very general painting themselves into a corner. They want to enhance security then take away money we use to protect ourselves against terrorism. It makes no sense. Mayor de blasio spent the afternoon in Silicon Valley raising money. In his bid for reelection he has several challengers already including a real estate executive paul massey, jr. , who is a republican and he is already amassed about 1. 6 million for the election this november. So we may see mayor de blasio fundraising some more in our face. Different beats in new york. Yes, very expensive races there. San Francisco Police now taking on pepsi for this controversial ad.
