I have always been the first one to talk about cooperating with every, single state or federal agency that we need to. Reporter the supervisor supports the citys decision to end cooperation with the fbi task force. Right now, i think in San Francisco, we are in a very defensive posture. We are waiting and seeing every day what the next move is coming out of our federal government. And we need to do everything we can to stand up for our residents. Reporter the president of the board of supervisors, london breed, agrees that San Francisco needs a timeout. We pride ourselves on having preparations for, you know, emergency situations, you know, we are in earthquake territory. Were prepared for a lot of different kinds of scenarios. But, um, i just think that the one thing that we didnt prepare for is, you know, the Trump Administration. Reporter the task force itself consists of two Police Officers embedded with the fbi. Kpix 5 security analyst jeff harp is a former fbi agent who oversaw the joint task force for more than three years. He says the feds are still going to do what they do. They will continue doing what they have always done and they will investigate international terrorism. Reporter he says its really the city that loses because they understand the flow of information from the fbi. What concerns me the most is the fact that now the San FranciscoPolice Department, the city council, the mayors office, those who had a clearance will no longer be getting debriefings on the daily activities thats going on with the gttf. Reporter a Police DepartmentSpokesman Says they are confident that the fbi will continue to provide emergency information. I cant imagine any partner of Law Enforcement federal local, state would let another agency not know whether or not theres a credible threat. Reporter insists that the task force was ended because it had reached its Expiration Date not for political reasons. This is something that would have been reevaluated regardless of who is in the president or what administration is in play. Reporter now, Civil Liberties groups applauded the end of the task force saying the feds used it to target arabs and muslims. The fbi said they look forward to negotiating a new agreement with the San FranciscoPolice Department. That will not be an easy task. Melissa caen, kpix 5. A path of destruction in berkeley following last nights campus protest. Heres the damage report from all that chaos. Police made arrests none of those people cal students. Five people had minor injuries. The violence got the attention of the president , who tweeted a threat to cut off funding to cal. We do have Team Coverage from berkeley. Lets start with Jessica Flores with the story of a bay area woman who came for a speech and got a riot. Reporter that woman is one of many people asking, why did the police do nothing . She is not the only one who felt like she was actually in the middle of the riot. We hear from her. We also hear from officials who say that it was strategic, that they didnt want to cause more violence. Police officers came ready in riot gear. Rioters came with sticks and rocks some setting off fireworks in the middle of sproul plaza, others threw objects at University Police and as the violence escalated, officers pulled back. It was a riot it felt like a war zone absolutely felt like a war zone. Reporter susan walsh was stuck on the second floor of uc berkeleys Student Union where she was waiting to hear conservative breitbart editor Milo Yiannopoulos speak when protests outside against the event turned violent. Police gathered on the balcony demanding that the crowd disperse. They were equipped to be able to shoot rubber bullets or what have you. They really didnt do anything. I thought we were sitting ducks. Reporter we didnt see police move in and stop the rioters. Why . You know, Police Tactics on a campus are driven first and foremost by the need, the nonnegotiable need to protect our students and ensure their wellbeing. Reporter university Officials Say police decided to stay back to prevent injuring innocent protestors and bystanders by wading into the crowd. In the context of the fact that we have had no reports of serious injuries, we are satisfied with the Police Departments performance. Reporter the city of Berkeley Police say once the protest moved into city streets, rioters vandalized 15 buildings. Will anybody be charged for this vandalism . Its under investigation. Reporter this person with the College Republicans that invited yiannopoulos to cam pushes the group paid 7,000 for extra security. Still not enough to contain the violent crowd. I think the police did as much as they could but nobody was anticipating the level of violence that these rioters were ready to go to. Reporter and University Officials estimate theres about 100,000 worth of damage. They also say the group that caused the damage is a group of agitators from outside the campus. In berkeley, im Jessica Flores, kpix 5 p. Ucberkeley chancellor Nicholas Dirks condemned the violence and says the protestors, quote, invaded campus. Dirks says that the violence last night was an attack on the fundamental values of the university, which stands for and helps to maintain and nurture open inquiry and an inclusive civil society. President trump calling out ucberkeley threatening to cut off federal funding to cal after last nights riot. Kpix 5s devin fehely reports. Reporter the president s tweet threatening to strip uc berkeley of federal funding has sent shock waves through the campus that gets more than half billion dollars a year from the federal government. Federal funds allocated to universities are used for two purposes as they are here at berkeley, providing financial eight aid to low income students and supporting the basic research that fuels california economy. Reporter they have a lot to lose. For the 2015 school year uc berkeley received about 200 million for Student Financial aid. And another 400 million in research grants. Overall, the university received nearly a quarter or 23 of its 2. 6 billion budget from the federal government. University officials were reluctant to talk publicly about the president s threat but privately questioned the legality of pulling federal money in response to the action of outside agitators. Lieutenant Governor Newsom responded to the president tweeting, that he was quote, appalled by your willingness to deprive 38,000 students access to an education because of the actions of a few. University officials were cautious today because the stakes are so high not wanting to inflame the situation that could cost students and the campus hundreds of millions of dollars, although some of them express privately doubts about whether or not the president could actually make good on his threat. At berkeley, devin fehely, kpix 5. After the tweet from President Trump, Milo Yiannopoulos doubled down. He says, quote, american universities are on notice. The president is watching. The days you could silence conservative and libertarian voices on campus and still expect to collect their tax money are coming to an end. I am the catalyst for this change. Yiannopoulos is definitely a polar rising figure. He was banned from twitter in july for racial abuse targeting ghostbusters actor leslie jones. The 32yearold native of greece is a gay editor for breitbart editor which is right wing. Yiannopoulos no stranger to controversial statements. He had this to say about muslim immigrants last year now some of the most dangerous places for women to be in the world are modern western rich european countries. Why . With the new round of storms rolling in they are worried about possible flooding. These trees have fallen into the San Pablo Creek in el sobrante which is blocking a spillway into the San Pablo Reservoir. The concern is these makeshift dams will be causing flooding here during the next major storm. The question is, who is responsible to remove it . Right now theres a lot of fingerpointing. What was considered an asset is a liability for nearby homeowners. You have the water levels reaching as high right here where im standing at right now. Reporter this is cell phone footage of the creek from two weeks ago. A combination of rainwater and east bay m. U. D. Releasing water from the maxed out San Pablo Reservoir turned the creek into a raging river. Watching it hourly. Because we didnt know how high the water would go. Reporter lane jenkins lives next to the normally quiet creek. He says just look at all these downed trees. We counted 11 in one block. He and other neighbors worry it will flood their yards during major storms. The question, how much additional water rises because the trees are down in the creek versus the trees not there . Reporter one neighbor asked Contra Costa County to remove the trees this week. But the county says the creek falls into the homeowners property lines. The homeowners have to pay. The neighbor also called up east bay m. U. D. Since they released the water from the reservoir into the creek. But the water agency says, they dont own the creek. And they point the finger back at the county. Youre releasing the spillway. If the spillway is not being released, then we wouldnt have this issue with falling trees inside the creek. Reporter many fedup homeowners say east bay m. U. D. Releases water into the creek, they should have the responsibility to maintain it. The neighbors say it will cost thousands of dollars to remove the 11 downed trees just on this one block. Extremely frustrated. Reporter im told the most recent tree came down about 2 weeks ago. It just kind of makes a mockery out of what peer review is supposed to be which is reporter ucberkeley engineering professor jack moehle was a paid consultant for the Millennium Tower developers when he signed a letter okaying the buildings design but now at tower continues to sink, moehle says he was only verifying that the building itself met structural codes and was not referring to the foundation or the ground beneath it. Im not saying the Foundation Design is has been reviewed by me and that i have determined that the foundation is going to work and et cetera. It doesnt say that. Im not qualified to do that. Reporter the tower has whats called a prescriptive design which means it strictly follows current building codes without actually determining whether those will work. As a result, no study of the soil under the site was required but supervisor peskin says the city relied on the professors verification, especially since he was supposed to be part of an independent peer review of the project. The role of a peer reviewer is to sound some alarms rather than just at every turn saying yes, it complies with your code, yes its going to be fine, well, look, heres the reality. Its not fine. Reporter peskin says the city will pay for its own peer reviewers in the future. And he doesnt expect anyone involved with Millennium Tower to admit responsibility at this point. The responsible party may be the the the earth that god gave us. Hey, you know, its probably not a good time to say i made a mistake. Theres hundreds of millions of dollars on the table. Reporter in San Francisco, john ramos, kpix 5. The tower sunk 16 inches since it was built but its supposed to be safe to live in. Todays snow survey results are in and the snowpack is the highest since 1995. Kpix 5s emily turner tells us what this means for our water restrictions. Reporter when it comes to the snowpack survey january was a very big very busy very good month for that. In fact, at the beginning of the month there was only 53 of the historic average. Today they measured it at 153 of the historic average. In fact, it set records for snowfall this month. And there was such an excellent snowpack the department of Water Resources says that its 3 above the end of year average. So for water, what does that mean . Well, it means about two feet of water or more by the time that all melts. In fact, most of the reservoirs right now are all full or even above average. So does this mean that the drought can end . Thats not a question that anyone can answer yet. But they say it bodes well. The state is waiting on the final decision to be made after they get the final tallies which will come in after the last snowpack measurement in april. However, if this continues, all the experts say and we continue to have snow and wet weather throughout the winter, it bodes very well. In the sierra, emily turner, kpix 5. Police have just taken two carjacking suspects into custody near pinewood road and broadway terrace. Take a look at this video from chopper 5 there. Police say the two men stole this car and then rolled it down an embankment through some trees and shrubs. They survived and ran. After almost an hour Police Caught them and they are now in custody. Officers are still looking for the gun they were supposedly carrying. And as of this evening, only three people face charges for last nights violent uc berkeley protest. Thats despite the fires, smoke bombs, broken windows and other destruction. More than 100 demonstrators clashed with police in riot gear ahead of a speaking event with breitbart editor Milo Yiannopoulos. The event was canceled and the campus was locked down. Five people had minor injuries. The protest moved to city streets with rioters vandalizing 15 buildings. Why did Berkeley Police not arrest anybody . Our primary objective was the the, um, with the officers that we had was to make sure that, um, it was the protection of life. They tried their best but what can you do when you have people, you know, throwing firecrackers at policemen . Its just ridiculous. The driver and passenger were arrested. Police tell us they deliberately held back from moving in last night to avoid escalating the violence and to protect students. Officers were called to ruth bl a bay area man is behind bars after running over his girlfriend and killing her. Officers were called to ruth court just off hesperian in san leandro last night. They had reports of a man and a woman who were arguing and the woman had been hit by a car. Police got there and arrested Kevin Velasco at the scene. They said he used his red bmw to run over his girlfriend. He is arrested for homicide, assault with a deadly weapon, and Domestic Violence battery. The family of a peninsula woman wants answers after she was killed in a hitandrun collision. 29yearold carly flynn of san bruno was struck on december 19th. Police say she was in a crosswalk on san bruno avenue when she was hit by a white suv. She died two days later. Her parents say carly loved to volunteer so they decided to help others, as well. She was the kindest, sweetest most caring thoughtful person you would ever want to meet. When carly died in keeping with her kind and giving nature we decided to donate her organs. San bruno police say the investigation is ongoing. Nearly 32,000 have been raised to help find her killer. And the search is on for the driver who hit and killed a man in novato early this morning. His body was found on the atherton avenue onramp on the southbound side of highway 101. Investigators also found parts from a car that may have been involved. They believe it was a Metallic Silver nissan versa like this one. Maybe model year2006 to 2013. If you have information, calling chp. Tonight the city of novato is floating the idea of raising highway 37 to prevent more scenes like this. Flooding shut down the busy road twice already this year. Her mom valerie says artwork keeps mayas mind off leukemia and chemotherapy. It shows her possibilities that she doesnt have to be just a cancer kid that she can be anything. Reporter purvi shah reaches hundreds of children with cancer and their siblings each year through her Kids Art Foundation in burlingame. The children aged 5 to 18 tell her its a bright spot in their lives. We see other kids happy and ablebodied and with their hair grown back or, you know, feeling better. That is the biggest hope we get. Reporter purvi organizes workshops in the Community Like at the Pacific Art League here in palo alto, plus regular sessions at lucille pack and and ucsf benioff childrens hospitals. Purvi came up with the idea for kids art in 2008 after her young son was diagnosed with cancer. It just felt, you know, so sad and so stressful. Reporter so she began leaving art projects in doctor waiting rooms. This artist says she let the kids be kids. This just brings good positive atmosphere and loving atmosphere. She just loves everyone. Reporter 9yearold amaey died six years ago. But purvi still feels his inspiration for kids art. I think he would say, keep it up. I like the shape and the textures.
